VOL. 96, No. 18 www.LDAF.la.gov September 5, 2013 Rice To Know Facts September is National Rice Month! Rice has been produced in the United States for more than 300 years. It's one of the United States' oldest agribusinesses dating back to 1685. Over 24 billion pounds of rice is grown in the U.S. each year by 10,000 farmers in Arkansas, California, Louisiana, Mississippi, Texas and Missouri. 85% of rice consumed in the United States is grown here. The U.S. is the world's fourth largest rice exporter. American farmers produce high-quality varieties of short, medium and long grain as well as organic and specialty varieties including jasmine, basmati, arborio, red aromatic and black japonica, among others. Sustainably grown U.S. rice helps consumers reduce their food miles by choosing a domesticallygrown product. Rice growing is eco-friendly and has a positive impact on the environment. Rice fields create a wetland habitat for many species of birds, mammals and reptiles. Without rice farming, wetland environments created by flooded rice fields would be vastly reduced. South Louisiana rice crop looks good By Bruce Schultz LSU AgCenter Harvest of the south Louisiana rice crop is winding down, and favorable reports are the rule. “It’s been a good crop,” said Steve Linscombe, director of the LSU AgCenter Rice Research Station. “Quality-wise, it’s outstanding.” Linscombe said the yields and exceptional milling quality can be attributed to favorable weather. Nighttime lows were mild, he said, with the critical month of June having only six nights above 75 degrees. A lack of thunderstorms at flowering also helped, he said, and daytime high temperatures were not excessive either. Those good conditions helped offset the cool spring that delayed the crop by as much as two weeks. Linscombe said yields for late-harvested rice have remained consistent with the earlier crop. He said many harvested fields have already been flooded for a second crop. Keith Fontenot, LSU AgCenter county agent in Evangeline Parish, said yields have remained good throughout the harvest. “I’m still hearing about some pretty strong yields all the way around.” He said yields just shy of 50 barrels an acre are not uncommon. “I’ve had people with yield monitors in their combines tell me they are going higher and staying higher than they’ve ever been.” Fontenot echoed Linscombe’s comments about quality. Fontenot is seeing slightly more acreage going into second crop production. “Farmers are excited with the way the stubble looks,” he said. Barrett Courville, LSU AgCenter county agent in Acadia and Jefferson Davis parishes, said Acadia Parish yields are above average. He said the acreage for second crop this year is about the same. Courville said the crop benefitted from low insect pressure and low disease incidence. “For the spring we had, they are more than happy with the results because it was a really tough spring,” Courville said. Andrew Granger, Vermilion Parish county agent, said yields have exceeded 40 barrels an acre. He said rainfall during harvest resulted in rutted fields, but he said roughly a third of the parish’s 45,000 acres will be used to grow a second crop. Vince Deshotel, county agent in St. Landry Parish, said yields have ranged from more than 60 barrels to 35 barrels, but the average is probably in the low 40s.“Rice yields have been good, and the harvest has been real good.” Johnny Saichuk, LSU AgCenter rice specialist, said good yields seem to be routine this year, and milling quality is excellent, with roughly 90 percent of the south Louisiana crop in the bins. “Fifty-barrel yields are common, and that’s without the second crop.” Saichuk said he has five fields in his verification program, and so far the three that have been harvested have exceeded 50 barrels. Saichuk said he had returned from a trip to Arkansas where the rice acreage may have dipped below 1 million acres for the first time in a long time. “I’m hoping that’s going to be a good thing for the Louisiana farmers.” The north Louisiana harvest is just starting, and indications are it will mirror the results in south Louisiana, Saichuk said. Meryl Kennedy, director of marketing and sales for the Kennedy Rice Mill in Mer Rouge, said the first harvest results are encouraging with good yields and excellent milling. “So far, the farmers have been happy.” She said there are encouraging signs for the rice industry going into 2014. “We’ve actually had some inquiries about rice for next year.” Page 2 MARKET BULLETIN September 5, 2013 Louisiana Agriculture & Forestry Today Four La. rural businesses recieve USDA grants Four Louisiana businesses are the recipients of grants aimed at helping agricultural producers and rural small business reduce energy consumption and costs and use renewable energy technologies in their operations. Grant and loan funding is made available through the U.S. Department of Agriculture's (USDA) Rural Energy for America Program (REAP), which is authorized by the 2008 Farm Bill. “The REAP program is a great example of why we need to pass a $26,428 to replace diesel motors on irrigation pumps. John Durand Farms will receive $26,979 to also replace diesel motors on irrigation pumps. Abita Brewing Company will receive $49,896 to install a photovoltaic solar system. Neal J. Landry will receive $49,407 to replace a grain dryer. Under the terms of REAP, up to 25 percent of an eligible energy production or conservation project can be funded through a grant, and additional support can be provided farm bill. Our farmers are looking for ways to cut their energy costs for better efficiencies but also want to be part of the solution to conserve energy resources. We need to do everything we can to continue to support these programs and move forward with a farm bill,” said Louisiana Department of Agriculture and Forestry Commissioner Mike Strain, D.V.M. REAP helps producers reduce energy costs and increase production efficiency. The lower Mississippi report covers cropland in Louisiana, Arkansas, Kentucky, Mississippi, Missouri and Tennessee. State and federal partners continue to implement agricultural programs that assist producers in meeting society's needs. These programs provide voluntary, scientifically-based approaches to improve the condition and diversity of the environment. Given present day economics and USDA farm program limitations, agriculture is making an effort to voluntarily protect the environment. According to the USDA study, conservation on cropland prevents an estimated 243 million tons of sediment, 2.1 billion pounds of nitrogen and 375 million pounds of phosphorus from leaving fields each year. These figures translate to a 55 percent, 34 percent and 46 percent reduction in sediment, nitrogen and phosphorus edge-of-field losses, respectively, compared to what would have been lost if no conservation practices were in place. Similarly, conservation has resulted in an estimated 17 percent reduction in nitrogen and 22 percent reduction in phosphorus entering the Gulf of Mexico annually. “Producers put a lot of time and money into incorporating conservation practices on their farms. Although the costs can be prohibitive, the benefits are huge,” Agriculture and Forestry Commissioner Mike Strain, D.V.M., said. “I think most farmers would agree that they would prefer to see the fertilizers and other costly inputs remain in the fields to benefit their crops as opposed to running off into the rivers and bayous.” Many of the conservation measures that farmers implement are authorized and funded in the Farm Bill. For that reason, the USDA is calling on Congress to pass a comprehensive Food, Farm and Jobs Bill that would enable USDA to continue researching and supporting conservation work on farms and ranches. “Here in Louisiana, we take conservation efforts seriously and there are several nutrient management programs to help improve water quality and address issues that could impact the soil and water resources in the state,” said Strain. The programs also help identify best practices to help select, purchase, store and apply agricultural fertilizer and soil nutri- ents. State level programs like the Louisiana Master Farmer Program is considered a national model and helps determine the most efficient use of nutrients through a voluntary program. More than 2,000 Louisiana farmers are participating in this program. “The ultimate goal is to increase agricultural profitability, manage runoff, and enhance the sustainability of natural resources. However, we have more work to do,” added Strain. “The USDA indicates that an additional reduction of 15 percent of nitrogen and 12 percent of phosphorus can be achieved by implementing comprehensive conservation plans on all cropland in the basin and in areas that have not adequately addressed nutrient loss. This information is beneficial to our Lower Mississippi Valley Nutrient Management Initiative. This effort, spearheaded by the state departments of agriculture in the Lower Mississippi Valley states, will outline the incentive-based ag-certainty programs that our states are developing or implementing so we can share and learn from each other. “The data from this report shows that we have done some great things and this information will help us focus our efforts and resources to the areas where we can have the biggest impact,” said Strain. Baton Rouge, La. (August 27, 2013) – A Greenwood man was arrested for timber theft a second time by Louisiana Department of Agriculture and Forestry (LDAF) enforcement agents. This arrest comes on the heels of a prior arrest earlier this month on three counts of timber theft. David Lubas, 61, of 7500 Waterwood Drive, Greenwood, La., was arrested and booked into the Desoto Parish jail in Mansfield on the morning of Aug. 26, 2013 and charged with one count of felony timber theft valued at a little more than $55,000. This latest arrest was the result of a complaint received after Lubas was arrested on an unrelated timber theft scheme. This investigation found that Lubas, who was working as a consultant forester for a Desoto Parish landowner between December 2010 and March 2011, allegedly represented to the landowner that he obtained the best possible prices for his timber. Lubas then had a timber company issue him commission checks of which the landowner was unaware. Lubas received $2 to $10 per ton for the timber removed off the landowner’s property which resulted in Lubas being paid $55,300 instead of that money going to the landowner. Agriculture and Forestry Commissioner Mike Strain said, “Our timber enforcement agents do thorough investigations that result in arrests so if you suspect this type of activity, please call our office.” To report a timber theft, call the LDAF at 225-925-4500.
