SUMMARY
A detailed design plan has been finalised for the proposed traffic calming improvements in Pile
Street, Marrickville as part of Council’s Marrickville West LATM (Area 13) Implementation
Program. The proposal for 90 degree angle parking with associated signs and line markings
will provide additional on-street parking opportunities and improve traffic conditions at this
location.
RECOMMENDATION
THAT the detailed design plan of the 90 degree angle parking with associated signs and
line markings in Pile Street, Marrickville (as per the design plan No. 6090) be
APPROVED.
BACKGROUND
Council Officers undertook a review of the Marrickville West Local Area Traffic Management
(LATM) scheme in 2014/15.The LATM study was endorsed by Pedestrian, Cyclist & Traffic
Calming Advisory Committee and approved by Council in 2015. A number of traffic facilities
were approved in principle by Council including the investigation for the proposal of angle
parking in Pile Street, Marrickville
In August 2016, a request has been received from residents of Pile Street, Marrickville for the
proposal to provide angle parking spaces within their street. This request came via a petition to
Council and residents stated that there is a shortage of parking in Pile Street, Marrickville
between Livingstone Road and Wardell Road.
The proposed design includes 90 degree angle parking which will provide additional on-street
parking opportunities. The detail design plan has been finalised for the proposal together with
the outcome of consultation from affected residents and are presented in this report for
consideration.
FINANCIAL IMPLICATIONS
This project is funded from a budget made available under the 2016/17 local traffic program
and has a funding allocation of $20,000 under the Marrickville West LATM (Area 13)
Implementation.

Design plans
The proposed scope of work includes the following:
x Provide new 90 degree angle line marked parking bays and new painted islands with
chevron markings as per design plan.
x Provide new E1 line markings with red RPMS as per design plan.
x Install new ’90 degree angle parking, rear to kerb, vehicles under 6m only’ signs as per
design plan.
The proposed treatment will result in the gain of twenty (20) legal on-street parking spaces in
Pile Street, Marrickville between property no. 90 and property no. 114 (refer to the attached
design plan No. 6090). All current vehicular access to adjoining properties will be retained.
Site constraints dictate and mean that it isnot feasible to extend the proposed angle parking
beyond what is shown on the detail design plans presented.
PUBLIC CONSULTATION
Consultation was conducted in November 2016. A letter as well as a copy of the design plan
was sent to the local residents in Pile Street, Marrickville. A total of 237 letters were
distributed. There were two (2) responses opposing and two (2) responses supporting the
proposed traffic devices received and are detailed below.
Residents’ Comments
opposing the proposal
A resident of the street is opposed to the
proposed traffic calming devices. Concerns
were raised regarding motorists parking their
vehicles in the angle linemarked marked bays
while other motorists speed through the
street. Resident stated that the street is often
used as a ‘rat run’ between Wardell Road
and Livingstone Road. The resident requests
for further traffic calming measures in Pile
Street to reduce speed.
Officer’s Response
The issue of speeding and improving safety
within Pile Street has already been identified
as part of the Marrickville West LATM scheme
and black spot program. Plans are currently
being prepared to mitigate these issues as well
as improve the streetscape, though due to
budget restrictions, Council is only responding
immediately to the request for additional
parking from the residents of Pile Street
through this proposal of 90 degree angle
parking. Residents will be notified of any
additional proposals in Pile Street, Marrickville
once funding becomes available. It should be
noted that a petition was submitted to Council
from the residents of Pile Street requesting for
the introduction of angle parking in their street.
The proposed angle parking will reduce
speeds through this section of the road due to
the tapering and narrowing of the traffic lanes.

Residents’ Comments
opposing the proposal
A resident of the local community questions
the use and need for the angle parking within
Pile Street. The resident feels that this is
proposed due to the cycleway proposal along
Livingstone Road. Resident is concerned for
the loss in parking in Livingstone Road and
considers the removal of trees within the area
to accommodate more parking opportunities.
Officer’s Response
This proposal for 90 degree angle parking is in
response to a Pile Street resident signed
petition for additional parking. As specified in
the consultation letter, angle parking was
investigated for the entire length of Pile Street,
between Wardell Road and Livingstone Road
however the shape of the road, height of kerbs
and location of large trees makes it unsuitable
outside the proposed area.
It should be noted that this resident is not
directly affected by the proposal in Pile Street.

Officer’s Response
A resident of the street is pleased that
Council has considered the proposal to
increase the parking opportunities within Pile
Street. The resident believes that with a
significant number of apartment buildings in
the street, parking is of high demand.
Resident believes that the proposed angle
parking will improve traffic flow along the
street and compliment the streetscape.
Concerns regarding speeding along Pile
Street were raised and for the inclusion for
barrier-like islands such as kerb blister
islands be incorporated into the proposal for
the angle parking instead of line marked
islands.

A resident of the street is in support of the
proposal. The resident stated that on many
occasions other motorists park their vehicles
across their driveway and obstruct access to
their property.
This proposal for 90 degree angle parking will
provide

opportunities and improve traffic conditions
along Pile Street.
It should be noted that under the Roads Act
1993, the owner has a right to access their
property from the roadway. If parked vehicles
are parked across driveways and obstructing
access to residents’ properties, the resident
should
contact
Council
Rangers
for
enforcement.
CONCLUSION
It is recommended that the design of the proposed traffic devices and associated signs and
line markings be approved, to provide additional on-street parking opportunities and improve
traffic conditions in the street.
