DELIMITATION COMMISSION NOTIFICATION
New Delhi, the 20th November, 1963
S.O. 3259.-In pursuance of sub-section ( 2 ) of section g of the
Delimitation Commission Act, 1962, the Delimitation Commission
hereby publishes its proposals in respect of the distribution of the
seats allotted to the State of Kerala in the House of the People and
the seats assigned to the Legislative Assembly of that State to
territorial constituencies and the delimitation thereof and specifies
the 20th December, 1963, as the date on or after which the
proposals will be further considered by it.
Any objections or suggestions in regard to these proposals
should reach the Secretary of the Delimitation Commission (No. I
A m g z e b Road, New Delhi-II), before the said date. It' will
facilitate prompt consideration if they are in English.
PROPOSALS
I. The territorial constituencies into which the State of Kerala
shall be divided for the purpose of elections to (a) the Legislative
Assembly of the State and (b) the House of the People and the
extent of each constituency and the constituencies which are
reserved for the scheduled castes or the scheduled tribes, as the
case may be, khall be as shown in Table A and Table B,
respectively. +'
2. Where the name of a constituency as shown in the Schedules
is distinguished by the brackets and letters "(SC)", the seat in that
constituency is reserved for the Scheduled Castes; and where such
name is distinguished by the brackets and letters "(ST)", the seat
in that constituency is reserved for the Scheduled Tribes.

reserved for Scheduled Castes. But' according to the proposals of the Commission there is only one reserved for S.C.s
in that District. At present there'is no constituency reserved
for S.C.s in Ernakulam District. Scheduled Caste population
is much more concentrated in Trichur District than'in Ernaliulam and the status quo should be maintained by allotting
two reserved constituencies for Trichur District. Central
Kerala is Trichur, Ernakulam and Kottayam Districts should
be taken as one unit or Zone and constituencies resexved for
Scheduled Castes fixed on the basis of maximum percentage
of their population. I t is seen that percentage of f!kkieduled

down in the Delimitation Commission Act. So one of the
three constituencies must be a reserved one.

Shertalai town consists of. portions of Vayalar East, ~okothamangalam and Shertalai villages. Portions of these villages which fall outside the Municipal area must form parts of the constituency which indudes Shertalai town. Thanneermukkam North village is divided
between two panchayats viz. Kanjikuzhf and Thanneermukkam. In
the proposal made by the Commission the whole of Thanneermukam
village is included in Shertalai (A.C. 9,2) Constituency. So it is clear
that integrity of all the panchayats is impossible to be maintained. If
the whole of Thanneermukkam qllage is included in Mararikulam constituency. breaking up of ~ a n j i a z h ipanchayat can be avoided and
integrity of Thaneermukkam vill&e maintained. The result of accepting my proposal is that the non-rnhnicipal portion of Kokothamangalam
village (forming part of ~hanneermukkampanchayat) is included in
Shertalai constituency and the remaining portion of the panchayat
(portion of Thanneermukkam ~ o r t hvillage) along with the portion of
Thanneermukkam village whicb is part of Kanjikuzhi panchayat will
come into Mararikulam constituency. Thus whole of Kanjikuzhi panchayat will be in one constitukncy.
Another advantage of &cepting my proposal is that the existing
Shertalai and Mararikulam constituencies are retained. without any
change. From the point of compactness and contiguity also this proposal
is much better than the proposal ofi the Commission.

Another defect in the Commission's proposal is the disparity of population in the two constituencies. The population of Mararikulam constituency (A.C. 93) as given in the proposal is wrong. The actual population of the constituency is 128,509 and not 121,922. It seems the populatior- of Shertalai North village which is part of Shertalai South panchayat is omitted. If my proposal is accepted the population of the two
constituencies are 125,295 and 126,136 respectively.

We are of opinion that some modifications are necessary in the proposals of the Delimitation Commission which we give below with reasons
thereof: TRICHUR DISTRICT
The Assembly constituency 53 Trichur does not take in the place
called Ayyanthole where the public offices are now situated. Originally
all the public offices were in the Trichur Town but subsequently they
were transferred to the neighbouring place Ayyanthole. This is an
important place which should form part of Trichur Town and it is likely
to be included in this town in the near future. Hence it will only be
proper if this place also comes in 53 Trichur. To achieve this 497
Ayyanthole from 52 Manalur may be transferred to 53 Trichur and to
make up the deficiency consequent on it in 52 Manalur, 501) Cherpu from
55 Irinjalakuda may be added to 52 bfanalur. For 500 Cherpu, 479
Kodakara may be transferred from 56 Kodetkara to 55 Irinjalakuda
and instead of 479 Kodakara, 502 Ollur rhich is included now in 53
Trichur may be transferred to 56 Kodakara which can be renamed 56
Ollur. These adjustments will keep all these constituencies within the
required number of population without loosing the contiguity and other
conveniences required.

5.17 Venkitangu in 60 Nattika constituency is not accessible from that
constituency. There are no communication facilities. It is connected
by road to 59 Guruvayur. So it may be transferred to Guruvayur and
541 Orurnanayur from Guruvayur may be transferred to 60 Nattika.
ALLEPPEY DISTRICT
We do not find any justification for disturbing the existing constituencies of Shertallai and Mararikulam. 263 Shertallai south Panchayat should naturally go with 92 Shertallai constituency. If that is
done 264 Thanneermukkam now included in 92 Shertallai can be transferred to 93 Mararikulam.
KOTTAYAM DISTRICT
We feel that the proper place for 305 Kumaranalloor is 84 Kottayam
constituency. It is now proposed to be included in 85 Ettumanoor constituency. This Panchayat contains a portion of the Vijayapuram village,
the major portion of which is already included in 84 Kottayam. So it
may be added to 84 Kottayam and instead 308 Kumarakom from 84
Kottayam may be transferred to 85 Ettumanoor.

According to the present proposal, there are 13 Assembly Constituencies
in the Trichur District. Viewed from the point of view of Geographical
contiguity, territorial integrity, communication and transport facilities
and viability, the present delimitation of the two constituencies bf Trjchur
and Ollur is defective. The artificial formation of the Ollur constituency
in the present roposal may be noted from the fact that the Ollur Panchayath or eve village is not included in the proposed Ollur constituency,
but is tacked on to Trichur constituency.

percentage of Scheduled Caste in No. 113 Adoor constituency
is 15.22% and Pathanapurarn (No. 108) is 13.87%. Hence
Constituency No. 113 i.e. Adoor which is the second constituency with highest percentage of Scheduled Caste population in Quilon District may be declared as Scheduled Caste
constituency instead of Pathanapuram now declared as
Scheduled Caste constituency.

2. The proposed kovalam Constituency No. 130.
Thiruvallarn and Venganoor Panchayats which belong to the Trivandrum Taluk are now within the proposed Kovalarn Constituency. These
two Panchayats may be taken out from the Kovalarn constituency and in
the place of the said two panchayats Athiyannoor and Thirupuram
Panchayats may be added. Athiyannoor is the Block H.Q. of the Panchayat consisting of Kanjiramkulam, Karimkulam, Kottukal, Vizhinjam
etc. Athiyannoor village alone has been proposed to be given to the
Vilappil constituency. This is very inconvenient to the voters.
3. The proposed Kovalam constituency may be re-named as Kottukal
or Athiyannoor constituency.
It may be noted that the proposed Kovalam constituency extends from
Thiruvallarn to Poovar covering a distance of 13 miles in length. This
will cause immense difficulties to the voters. Thirupuram xvhich is on the
western side of the Neyyar River and at present included in the proposed
Parassala constituency may be left out, and added to the suggested
Athiyannur constituency. Moreover near about Thirupuram there is no
bridge across the river and voters will have to take a circutous route
to reach the other side of the river.

Malayinkeezhu constituency as Malayinkeezh contains an ancient 'l'ishnu

I wish to bring to your kind notice my opinion as regards the proposals delimiting the assembly constituencies of Neyyattinkara, Farassala,
Kovalam, Vilappil and Aryanad.
I am suggesting the following alternative proposals below with a view
to improvement. According to the present proposals, Neyyattinkara
constituency has an unwieldy and wide area cons4sting af the most
difficult terrain. The constituency has a top population also. Spread
over a wide area so I have suggested that two panchagats at the Eortheastern extremity may be shifted to the adjoining constituencies. Accordingly Kallikaud panchayat comprised in Ottassekharamangalam B village
may be put in Aryanad constituency. Similarly Ottassekharamangalam
panchayat may be put in the adjoining Vilappil constituency. Meanwhile Kollayil panchayat which is rather an enclosure in the Iseyyattinkara constituency may be shifted from Parassala to Neyyattinkara.
Athiyannur panchayat which is now in Vilappil may also be shifted to
Nayyallukara constituency if necessary.
The other changes viz. that of Balaramapuram panchayat to Kovalam
constituency is consequential and for adjustment.
The redistribution of Kallikaud and Ottassekharamangalam panchayst
from Neyyattinkara to the adjoining constituencies and add'tion of
Kollayil panchayat to Neyyattinkara are the most importailt amendments
which I would press, in view of the reality, compactness and convenience
of the constituencies.
According to the revised proposals the population figures also are

Further I would suggest that, the name of constituency No. 17 of
Kozhikode district may be changed to Payyoli from the present proposed
name Irungal, because Irungal is only the name of a small desam (part
of a village). Payyoli is the name of the important central place where
courts and offices,are situated.
The name of the proposed constituency No. 20 of Kozhikode district
is Nanrninda. This may be changed to Balussery the existing name which
includes Nanminda locality. The more important and distinctive name
is Balussery.
