CONDITIONS
Concrete Canoe Race 2017
From the 12 th till the 14 th of May 2017

By signing the registration you agree to the contents of this document.
I.
General provisions
1. On behalf of the Betonvereniging the organization Betonkanorace 2017, also referred
to as BKR-committee, organizes the ConcreteCanoeRace 2017.
2. The organization Betonkanorace 2017 is a part of the study association ConcepT.
ConcepT is registered in the Commercial Register under number 40076289. Study
association ConcepT is the study association of the Civil Engineering program at the
Faculty of Engineering Technology at the University of Twente.
3. The Concrete Canoe Race 2017 will take place at the Universitair Watersportcomplex
located in Enschede. Sleeping will be possible at the campus of the University of
Twente.
4. The ConcreteCanoeRace 2017 has to be a student event where students of technical
studies meet and compete.
II.
Conditions regarding the participation
1. The participation is open for students and teachers (participants) of an intermediate
vocational educational facility, college or university, as well as cooperation companies.
2. Former students and teachers as well as companies are allowed to participate, but
won’t be able to compete for a place in the finals.
3. Each institution may register at most four teams. When an institution wants to register
more than four teams the BKR-committee will decide whether these extra teams will
be allowed.
4. The BKR-committee always reserves the right to, due to special circumstances, change
the dates, times and location of the event as well as cancelling the event. This is
without the possibility for participants to request a refund of the registration fee.
5. Special circumstances may include: insufficient interest from participants, inadequate
sponsorship, fire, national disaster, extreme weather and other facts and
circumstances that, after weighing the competing interests in the opinion of the BKRcommittee, may endanger the success of the event.
6. Changes of date, times and location, as referred to above, does not grant a permission
for a full or partly refund of the registration fee.

III.
Registration, payment and cancellation
1. Registration for attending the ConcreteCanoeRace 2017 consists of three parts. After
filling in and returning the first part before or on the given date, the registration fee
has to be paid. This has the be done within the given period of 30 days. When this is
done, the registration is completed and the second part of the registration will be sent
to you.
2. Registration for participation in the event must be done via the registration form on
the website (www.betonkanorace2017.nl) or via the sent form. If the registration form
is signed by someone who is not authorized to sign for the participation in question,
the BKR-committee will consider the registration as signed by someone who is
authorized. The participant is obligated to accept all consequences which may result in
the registration.
3. Signing, sending and filling in the register form will be considered as an
irrevocable offer of the participant till participation in the event.
4. The costs of registration consist of €25,- per participant and €180,- per team. Below
the costs are explained.
- €25,- per participant, including breakfast twice, lunch once, dinner twice and
other facilities.
- €180,- team costs, this includes the costs for the stay, first aid and safety
measures.
- A refund for facilities not used is not possible.
5. The second registration needs to be done before 15 February 2017.
6. The participation fees must be transferred before 15 March 2017 to study association
ConcepT as one payment per team. Payment in parts won’t be accepted and may lead
to failure to participate.
7. A registration cannot be cancelled or changed one-sided by a participant. If a
participant wants to cancel the registration, he/she must send a written request for
cancellation to the BKR-committee. When the request is done after 7 April 2017 the
payment per team won’t be refundable.
8. Per vessel you can only register one men-team, one women-team and one mixed
team and they can participate for several race disciplines.
9. The team that will be registered for a vessel will be permanently linked to the relevant
vessel. This implies that the rowers from other teams are not allowed to be a
substitute and the exchange of canoes is not allowed either. The race ends for the
relevant team, if the canoe has sunk or is damaged in such a way.
IV.
Construction Regulation
1. Every participating team must gratify to the construction regulation.
2. The construction report must gratify to the demands in the construction regulation, it
must be in possession of the BKR-committee in triplicate before the 27th of April 2017
12:00 PM.
3. On the day of arrival, Friday the 12th of May 2017, the vessels are going to be
inspected whether they gratify the construction regulation. The inspection will be held
by the construction jury on the appropriate location and time. See article VI
4. In those cases, where the construction regulation is not provided, the construction
jury will decide.

At the sleeping area it must be “silent” from 10.00 PM till 8.00 AM the next day.
It is not allowed to consume self-brought alcohol.
Alcoholic and other drinks of glassware are forbidden on the entire area.
It is strictly forbidden to smoke and or have open fire on the terrain. Violating these
rules results in an immediate removal.
5. It is strictly forbidden to use pegs, augers or other ground piercing materials on the
race site. This due to the presence of gas pipelines. Violating these rules results in an
immediate removal.
NOTE!
Due to shallow gas lines located under the race site it is not allowed to use
pegs or other ground piercing materials to secure tents or other. If this is
required, this should be attached to existing resources or put on weights,
such as, for example, a concrete block.
6. Creating bonfires, barbeques or other means of open fire is not allowed on the entire
area.
7. The sleeping area is only accessible for participants and crew. The sleeping area is
located on public land.
8. It is not allowed to expand activities, which will be causing damage or will detract from
the event according to the BKR-committee, even if these activities are not aimed
against one or more participants or groups of participants.
9. The sleeping and competition area must be tidy on departure. If this is not the case, a
cleaning fee will be charged.
VI.
Access and attendance
1. The area is accessible as from the 12th of May 2017 12.00 PM. All vessels and
participants need to be present at a by the organization determined timeslot on
Friday the 12th of May 2017.
2. All vessels and vehicles must have left the terrain by Sunday the 14th of May 2017
11.00 AM.
NOTE!
Due to events on and around the campus of the University all vessels,
vehicles and participants should have left the area before 11:00 AM. A later
departure can lead to problems. The organization can in no way be held
responsible for delays or incidents on departure.
3. The handed wristbands are required to be worn.
4. The wristbands are strictly personal.
5. The wristband gives the participant access to the camping area, the breakfast, lunch
and dinner area and the party.
6. Participants without a wristband can be declined.
7. The BKR-committee has the right at all times to draw in the wristbands and deny
access from the event for those involved.

VII.
Cleaning
1. The competition and sleeping area need to be clean when leaving the area. When a
team fails to do so the cleaning fee will be charged to the specific team.
2. Broken vessels need to be taken home by the team, or need to be deposited in the
designated container.
3. Costs which are the result of removing left over garbage and/or vessel(parts) will be
charged to the team and/or institution
4. Costs which are the result of the necessity of bringing vessel(s) to dry land will be
charged to the team and/or institution.
VIII.
Insurance and Liability
1. The participants are responsible for their own behavior.
2. Consuming of alcohol on the competition or camping area during the
ConcreteCanoeRace 2017 is entirely at your own risk and responsibility.
3. Participation and attendance during the ConcreteCanoeRace 2017 are entirely on your
own account and risk.
4. The organization cannot be held responsible for any injury or injuries that occur
before, during or after the competition.
5. The organization cannot be held responsible for the loss or theft of possessions of
participants or visitors.
6. The institute which links with the participants must take care of the insurance of the
participant for health insurance, accidents and liability.
7. Damage that will be caused by participants or their vessel(s) to a third party,
participants or supporters will be at risk and responsibility of the participants.
8. The BKR-committee is not liable, unless intent or gross negligence.
IX.
Fire and safety regulations
1. For participants who cannot swim, it is required to wear a life jacket in and around the
water.
2. Exits, passageways, corridors, emergency exits, stairs etc. may not be fully or partially
blocked in any way.
3. Having bottles with liquefied gas in stock or using bottles with liquefied gas is not
allowed.
4. The participant is obligated to immediately follow up all the instructions given by the
BKR-committee, the activists, the rescue, the security or the fire department.

X. Presence of companies

The sponsorships of the teams may be visible on the canoes, the clothing of the
teams and on the tents of the participants on the sleeping are. On the race area flags
brought by the teams are not allowed.
In addition to Article X paragraph 1, it is not permitted to let this take place on a
temporary base. For taking a team photo or something similar it is not allowed to
temporarily hang a flag or something similar.
XI. Maintaining order
1. The BKR-committee is authorized to draw in the entry ticket from the participant and
forbid the participant to enter the event or the competition, if the relevant participant
is inconsistent with the terms and conditions, the construction regulation, the
competition regulation or does not follow up the instruction given by or on behalf of
the BKR-commission.
XII. Unforseen circumstances
1. In all circumstances, where these terms and conditions or other regulations do not
provide, the BKR-commission will decide.

Construction regulation
Concrete Canoe Race 2017
From the 12 th till the 14 th of May 2017

1. The Canoe
The canoe must be constructed in a way that the canoe can be propelled
by two people sitting or kneeling using single leafed paddles. The canoe
is allowed to be built up from multiple parts.
Steel may be used in the canoe. However, it only may be used as a
binding function, not as a contribution to the strength of the canoe.
It is allowed to uses mats in the canoe as protection for the canoers. The
mats may not contribute to the strength of the canoe, function as
weight distributors, or to prevent fractures in the canoe.

1.2 Material
The canoe most manufactured from concrete, of which according the definition (BRL 1801), the
grain size (D) of the applied aggregates must be at least 5,6mm.
1.3 Propulsion
The propulsion of the canoe may only be the result of muscle power on the paddles. Those paddles
have to be single leafed and may not have a hinge point.
1.4 Keel
It is allowed to attach a keel on the canoe. This keel should however be made of concrete.

1.5 reinforcement
The construction of the concrete may be strengthened by any form of reinforcement, pre-tension
of the canoe or a combination of the previous. All materials may be implemented: steel fiber,
synthetic fiber, fiberglass, carbon fiber, textile fiber, elephant grass, flax fiber etc.
1.6 paint
It is allowed to paint the canoe on the outside. This paint may not have a water resistance function.

2. Start number
The canoe must have a clear legible starting number on both sides. It
should be places on the bow of the canoe. The dimension of the starting
number should be at least 200 x 250 mm and readable from the side.
If this in inconvenient because of the location of the canoe in the water,
it is allowed to place the start numbers on the deck of both sides of the
canoe.
The starting numbers will be timely announced.
3. Buoyancy
The canoe must float in itself including two passengers. The canoe must be equipped with floats to
prevent the canoe from sinking in case fractions occurs. These floats must be placed in a way that if
the canoe breaks in multiple pieces each separated piece will float. The floats may not significantly
contribute to the strength of the canoe. The floats must be places inside the canoe. The floats may
be designed by the constructor with any design and material. The floats must be removable and
during the inspection and weighing of the canoe, they have to be removed.
The canoe must be at least 10 cm above the water level when both of the passenger are in the
canoe. This is to increase the safety factor.
4. Canoers
The canoers must be students and be associated with institution of the participating team. If asked
this must be proven in the form of student card with a comparable photo or with a statement of
the concerning institution. If this cannot be for filled the organization may disqualify the concerning
team.
The canoers must sit loose in the canoe. The canoe may only provide sittings if those are not
secured to the canoe. The sitting may contribute to the strength of the canoe. Mats and other soft
material my only contribute to the comfort of the canoers and must require the demands described
in article 1.
The canoers are required to swim at least 100 m independently in open
water. The organization encourages the participants to wear life jackets.

5. The inspection
At a by the organization determined date at time the canoe should be available to be inspected by
the jury.
The construction jury will judge whether the canoe requires all the demanded in the Construction
Regulation. The constructors of the concerning canoe should be present during the inspection and
able to answer questions when asked by the jury.
From each of the canoe there should be a construction report at the time of the inspection. This
report needs to be delivered to the organization and require the demands as provided in article 5.1
before the 27th of April 2017 before 12:00 am.
5.1 Construction report
The construction report (at the most 10 pages in A4 format, minimal
letter size 11) must include the following points:









Introduction of the team and institution
Goals and presentational requirements
Description of the canoe(s) (construction and design)
Construction drawings of the canoe(s)
Description of the construction process and the implementation,
this may be supported with some footage
Bill of material, with references to types and amounts of all
materials. This includes the type of plastics, paints, tape etc.
Concrete mix design and reasoning of this design
Compressive strength, bending strength, (possibly yield
strength) after 28 days
Personal data of the team captain and team vice-captain
6. Advertisement
It is allowed to have advertisement on the canoe, clothing and tent of the participants. This may be
done using stickers, print and such like if not in breach with any article in Construction Regulation.

7. Reparations
It is allowed to repair the canoe if damage occurs during transport or the race. For reparations on
behalf of the strength of the canoe, mortal should be used, as described in
betonlexicon.nl/B/Betonspecie.
Reparations in behalf of the water resistance of the canoe, plastics may be used.
Every reparation must be reported at the race officials.
8. Launching in water
The canoe should be designed in a way that it can be put in and get out
of the water with manpower only, on the therefore intended in-outlet
places.
9. Sinking
May a canoe sink and the organization needs to get it out of the water,
the concerning team will be responsible for the incurred expenses.
Those cost will be charged to the concerning team.
10.
Finally
If a canoe according to the jury does not meet the requirements in the Construction Regulation, the
jury has the right to disqualify the team and exclude the team from the participation in the prices,
the prices will be determined by the race officials.
If the Construction Regulation does not foresee, the jury will decide. It is not possible to object the
construction jury.

Competition rules
Concrete Canoe Race 2017

Definitions
BKR
ConcreteCanoeRace.
Event
Continuous period (day or days) organized by the organization.
Competition
Set distance between two points, where participants with equal conditions try to
bridge that distance.
Committee
The organization of the event. This year’s committee is formed of students from
study association ConcepT of the University of Twente.
Activists
By the committee designated group of students from ConcepT who help the
organization with the BKR.
Jury
By the committee designated group of activists from ConcepT who endorse the
validity and outcome of a match.
Umpire
Person who ensures that the match run properly. The umpire is part of the jury.
Heat
One race. The period between start signal and finish signal.
Distances
The BKR has the following distances where teams can compete each other:

100 meter
200 meter (with time buoy)
400 meter (with time buoy)
In addition, the competition has three categories: men, women and mixed. In the category mixed,
the crew should have a male and a female participant starting the race. In the application form, can
be signed up for a distance and category what a team will start.
Boat
-
The canoe must be made of complete concrete according the construction rules.
The canoe should have a clear starts number according the construction rules.
The starts number will be on time released by the committee.
The jury can always disqualify a boat if the boat does not meet the construction rules.
Race
During a race, the rules described by the competition rules, should always be followed.

Preparation before start
-
The boats should be laid out according to the draw. The draw will be announced in
advance.
The boats must lie on a straight starts line, with the bows on the line.
Start
-
Participants may only leave the starts line after the starts signal.
In a first false start follows a restart. The participants who made the false start, get a
warning.
In a second false start made by the same participants, then the participants will be
disqualified.
Race
-
The canoe may only be moved with a paddle.
The canoe has to be controlled by an occupant or with the aid of a rudder of paddles.
The canoes must not interfere each other in their waterway. If this occurs the participants
should act for most safety.
The jury determines which boat is the winning boat of a heat.
An objection can be made by the competition organizers within 1 hour of the finish.
After finish
-
The track must be cleared immediately after a heat.
The canoes must be placed in a marked place. The boat may not leave this place until the
boat must be used in a next race.
Disqualifications
A participant can be disqualified if:
-
-
The participants are trying to win a race unfair.
The participants don’t follow the competition rules.
The participants behave improperly during the match or at any time of the entire event.
The participants are a danger to themselves or other visitors/ participants/ officials/
activists/ etc.
The participants through words and/or behavior in a disproportionate way criticizing the
organization and/or officials and/or visitors and/or activists and/or other participants of the
event.
The participants conscious wreaks destruction to property and/or facilities.
The participants race in another heat or lane than drawn.
The participants race in a boat that doesn’t meet the construction rules.
Other participants encourage from the water, in this case the sanctions may be imposed on
the association of the offender.
The participants lie still on the finish line.
The participants starting in the wrong lane.
The participants don’t start when required.
If the jury seems it necessary in the context of security, fairness or other legitimate reason.
Propel
-
The canoe must be propelled with single-ply paddles.
The paddles may not be attached in any way on the boat.

Interruption
-
The jury/umpire have always the right to interrupt a well started heat if unforeseen
obstacles occur.
An interruption should similarly be shown as described for the recall by the starter with a
false start.
Participants must immediately stop paddling and await further instructions from the
umpire.
If a match is declared invalid, there can be no change to or in the crew of the boat.
Turning points
-
-
If a match is sailed on a course with time buoys, the must be rounded on port side/ left
side. The buoy must therefore always be kept on the left side of the boat.
Participants in the outer track must when passing the time buoys, leave space for the
participant in the inner lane. This provision shall apply if the participant in the inner lane of
the prow of this boat has at least the height of the tip of the cockpit of the boat in the outer
lane.
A participant will not be disqualified if he touches the time buoy unless advantage is
achieved in the opinion of the jury/umpire.
Overtaking
-
When a boat is overtaking another boat during a long track competition, the overtaking
boat must keep clear cause of the boat being overtaken. It is the boat that caught up
forbidden to change his job or cause otherwise difficulties for the overtaking boat. There is
overtaking if the bow of the trailing boat has passed the point the tank from the front boat.
Collision or damage
-
Each participant who intentionally touches or damages another boat(s) or paddle(s) may be
disqualified. Participating in the race is entirely at your own risk.
Start
-
-
After calling for the race by the umpire, the canoe must be laid before the start with the
bow on the start line.
The teams must be in the drawn lane. The umpire reserves the right to redistribute the
lanes if a team has fallen out.
At the start, the umpire has the right to check the names of the participants.
After lay out, the starting procedure will be started with the command: “Gereed!”, also a
flag will be raised. Hereafter the umpire will start the race through the command
“Opgelet!” and “Af!”. The command “Af!” can also be a sound, this will be announced
before the race. Between the two commands there can be a short pause or length. The
command “Af!” will be accompanied by waving the flag down.
The teams may cross the start line after “Af!”.
False start
-
There is a false start occurred when a team has crossed the start line before indicated
above.
If a false start occurred, this will be indicated with a sound and waving with the flag.

The team that caused the false start gets a warning from the umpire. When a team has two
warnings in the same heat, they will be disqualified.
Finish
-
A team has completed the race if they pass the finish line with the bow of their boat. If
several boats finish at the same time, they will be equal classified.
If a team crosses the finish line, there will be a sound and there will be waved with the
starting flag.
Lying still and/or waiting for the next race at the finish line may result in disqualification.
If one or more participants are fallen into the water, the race remains valid.
A team can only finish when both participants are in the boat.
Right to start

A crew that doesn’t participate in a category cannot come out in a semi-final and/or final of
that category. The jury may make an exception to this.
Each paddler who has registered or has placed in a race is obliged to fare the race, semifinal or final. If he does not race, the crew can be excluded from the subsequent category
(men, women, mixed). Only after consulting a doctor of exception made by the jury can the
crew members be changed.
