Loving Spoonful Night Market Event
Executive Summary:
The Recreation & Leisure Services Department has received a request from Loving Spoonful to
host a Night Market event in cooperation with the Memorial Centre Farmers Market. The
inaugural event and fundraiser is intended to replace the previously held annual Food Fiesta
event and will feature market vendors along with local craft beer and wine.
In order to allow for the sales of alcohol at an event, a Special Occasion Permit (SOP) must be
obtained from the Alcohol and Gaming Commission of Ontario (AGCO). As a condition of the
SOP application, the AGCO requires the applicant to be designated an event of municipal
significance by the City. The organizers agree to meet all requirements outlined in the City of
Kingston Municipal Alcohol Policy Standards.
Recommendation:
That Council designate the “Night Market” event being held on August 24, 2017, on the grounds
of the Kingston Memorial Centre, as an event of municipal significance, to which Special
Occasion Permits may be issued by the Alcohol and Gaming Commission of Ontario.

Options/Discussion:
Loving Spoonful envisions a healthy, sustainable, food-secure community. They work to achieve
this by facilitating fresh food access, skill development and community engagement in a
collaborative, empowering and environmentally sustainable manner and contribute to Council’s
priority of food security. The organization pursues its vision while reflecting these core values:

building community;
environmental stewardship;
local food production;
dignity of the individual;
social justice;
empowerment;
collaboration; and
inclusivity.
Loving Spoonful has partnered with the Memorial Centre Farmers Market Association to present
the Night Market event as a new event and fundraiser to replace the previously held annual
Food Fiesta event. Market vendors from the Memorial Centre Farmers Market will be joined by
other farmers and regional chefs vending both prepared dinner foods and fresh, locally grown
produce. Bands, dancing and a well-regulated area for the sale of local beers and wine would
add to the festival atmosphere. Between 500 and 1,000 people are anticipated to attend.
The intent of the Night Market is to bring Kingston together to enjoy local foods, meet local
producers and to celebrate summer. There will be no admission fee to attend the event. Food
and drink will be available for purchase and proceeds from the event will be directed back
towards Loving Spoonful’s community programs and services.
Municipal Alcohol Policy
The City of Kingston’s Municipal Alcohol Policy (MAP) was approved by Council in 2006. The
policy provides for responsible management practices at functions or events held at City of
Kingston facilities, properties or areas where alcohol is available under the authority of a Special
Occasion Permit or a Caterer’s Endorsement. The City has developed this policy as a means of
enhancing and promoting the social enjoyment and physical safety of everyone who uses these
facilities and areas, while at the same time avoiding or minimizing any alcohol-related liability
issues. The following provisions will be implemented at the Night Market event:




Persons under the legal drinking age are prohibited from adult events where alcoholic
beverages are served unless accompanied and supervised by a parent or guardian.
All servers have attended Smart Serve®; an Alcohol and Gaming Commission of Ontario
(AGCO) recognized server-training course and their names will be submitted to the City
at least ten working days prior to the event.
Non-alcoholic drinks will be available at no charge or less than half the price of the
lowest-priced alcoholic beverage.
Promote safe transportation.

The MAP also states that the organizer must provide an insurance certificate that indicates
comprehensive general liability coverage in an amount not less than five million dollars
($5,000,000), which includes a host liquor liability endorsement in an amount acceptable to the
City of Kingston. The certificate of insurance must also indicate the specific event, location and
date that it is being provided for. The City of Kingston must be named as an additional insured
on the event policy.
Special Occasion Permit
In order for the organization to receive a Special Occasion Permit issued by the AGCO, Loving
Spoonful must receive declaration from Council that the event is of municipal significance.

Please consider this request for an Event of Municipal Significance.
Loving Spoonful and the Memorial Centre Farmers Market would like to create Kingston’s first Night
Market on the south lawn of the Memorial Centre grounds on Thursday, August 24 th from 6 pm to 10
pm.
Market vendors from the Memorial Centre Farmers Market would be joined by other farmers and
regional chefs vending both prepared dinner foods and fresh, locally grown produce. Bands, dancing
and a well-regulated area for the sale of local beers and wine would add to the festival atmosphere.
Between 500 and 1,000 people are anticipated to attend.

and to celebrate summer. There will be no admission fee, so everyone can attend. Food and drink can
be purchased.
This event will replace Loving Spoonful’s annual Food Fiesta, which typically raises about $3,000. We
anticipate since this is our first year for this event, that it will raise about $2,000 through a portion of
wine & beer sales, direct donations and a limited on-site raffle will be the fundraising methods.
The site has been selected because the Market vendors know the site well and are able to set it up in
a way that is safe and engages attendees most readily.
We are eager to pilot the Night Market this summer. We anticipate huge community response as
residents and tourists alike enjoy local food and a lovely summer’s night.
