REPORT FOR ACTION All-Way Stop – Aberfoyle Crescent at Lomond Drive Date: To: From: Wards: March 9, 2017 Etobicoke York Community Council Director, Transportation Services, Etobicoke York District Ward 5 – Etobicoke Lakeshore SUMMARY This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision. The purpose of this report is to present the results of an investigation for a request to have an all-way stop control installed at the intersection of Aberfoyle Crescent and Lomond Drive. A staff assessment has determined that the installation of an all-way stop control is warranted and recommended at this intersection. The proposed all-way stop control will help improve traffic management and pedestrian safety at this location. RECOMMENDATIONS The Director, Transportation Services, Etobicoke York recommends that: 1. Etobicoke York Community Council authorize an all-way compulsory stop control at the intersection of Aberfoyle Crescent and Lomond Drive. FINANCIAL IMPACT The estimated cost for the installation of the all-way stop control is $800.00. These funds are included within the Transportation Services 2017 Operating Budget. Staff Report for Aberfoyle Crescent at Lomond Drive All-Way Stop Control Page 1 of 5 COMMENTS Transportation Services received a request through the area Councillor to investigate the feasibility of installing an all-way stop control at the intersection of Aberfoyle Crescent and Lomond Drive to address concerns of pedestrian safety at the intersection. A map of the area is Attachment 1. The intersection is located in a mixed residential/commercial area comprised of mainly high rise buildings located in the community to the north of Bloor Street West and to the east of Islington Avenue. An entrance to Islington subway station is located within the commercial buildings (Bloor Islington Place) on the south side of Aberfoyle Crescent. Aberfoyle Crescent is a two-lane roadway designated in the City’s Road Classification System as a “Local Road”. The roadway has an urban cross-section which includes curb and gutter. Sidewalks are present on both sides of the street. Aberfoyle Crescent operates two way between Islington Avenue and Bloor Street West. The legal posted speed limit is 40 km/h. The entrance and exits to the underground parking for Bloor Islington Place is located on the south side of Aberfoyle Crescent near the intersection of Lomond Drive. Lomond Drive is a two-lane roadway designated in the City's Road Classification System as a ‘Local’ road. The roadway has an urban cross-section which includes curb and gutter. Sidewalks are present on both sides of the street. Lomond Drive operates north and south. The intersection of Aberfoyle Crescent and Lomond Drive is controlled by a "Stop" sign for southbound motorists. A Toronto Transit Commission parking lot is located at the north limit of Lomond Drive. The justification for the installation of an all-way stop control is subject to a technical warrant adopted by Toronto City Council based on collision history and traffic volume. Based on the findings of our study, the intersection of Aberfoyle Crescent and Lomond Drive does meet the necessary criteria for all-way stop controls. During our studies it was noted that the three full movement outbound accesses from the underground parking lot located on south side of Aberfoyle Crescent immediately east of the intersection did add to the congestion in the area. Based on our observations it was concluded that that the outbound left turning vehicles exiting from the most westerly driveway would likely operate within the intersection and therefore were included as part of the intersection volumes. In addition, we felt that should additional stop controls be installed on Aberfoyle Crescent at Lomond Drive some pedestrians that were observed crossing near the intersection may utilize the additional stop controls to cross Aberfoyle Crescent. As a result, we did reallocate some of the mid-block pedestrian crossings to the subject intersection. Our study results are summarized in Appendix A. Staff Report for Aberfoyle Crescent at Lomond Drive All-Way Stop Control Page 2 of 5 A review of the Toronto Police Services collision records at the intersection for the three-years we have complete data (January 1, 2013 to December 31, 2015) reveals a good safety record with no reportable collisions that would be considered preventable with the installation of all-way stop controls. Based on the results of our studies meeting the minimum requirements to warrant allway stop controls, it is recommended that an all-way stop control be installed at the intersection of Aberfoyle Crescent and Lomond Drive.
