US Constitution Article I, Section 9, para2 "The Privilege of
the Writ of Habeas Corpus shall not be suspended, unless
when in Cases of Rebellion or Invasion the public Safety may
require it." If you want to change this you need a
Constitutional Amendment.

public understanding that the right to suspend your privilege of
Writ of Habeas Corpus is already enshrined in the Law Of The
Land.
