The Family Assistance Program provides financial assistance to meet basic needs for families with a
dependent child under age 18 or age 19 if s/he is a full time student in a secondary school or in the

American Samoa

Arizona
Family Assistance Program
The Family Assistance Administration promotes the safety, well-being, and self-sufficiency of children,
adults, and families. The Family Assistance Administration helps individuals and families achieve

Arkansas

The State will operate a program to provide Temporary Assistance to Needy Families (TANF) to
reduce dependence of needy parents on government benefits by promoting work; so that children
may be cared for in their own homes or in the homes of relatives; to prevent and reduce the incidence
of out-of-wedlock pregnancies; and to promote family unity. This program is known as the
Transitional Employment Assistance Program (TEA). TEA is a time-limited assistance program to help
needy families with children become more responsible for their own support and less dependent on
public assistance. In addition to monthly cash assistance, employment-related services are provided
to parents, including job-readiness activities, transportation assistance, childcare assistance, and other

California Work Opportunity and Responsibility to Kids (CalWORKs)

Connecticut Department of Social Services
Temporary Family Assistance Program; on January 1, 1996 the state of Connecticut began a
transformation of its welfare program from a system of dependency to one of personal responsibility
and self-support. The Jobs First program revolves around the employment and potential employment

Hawaii

Temporary Assistance for Needy Families (TANF) and Temporary Assistance for Other Needy Families
(TAONF) are the time-limited welfare reform programs for adults with children. These programs are
designed to protect those who cannot work and to require those who are able to work to do so.
Unlike the old welfare program, which fostered dependence and low self-esteem, the TANF and
TAONF programs require work and promote self-reliance, responsibility, and family stability. Both
TANF and TAONF offer a package of strong incentives and penalties, child care support for working
parents, and restructured welfare benefits so that it “pays to work.” Households which include adults,
who are not exempt, are allowed to receive TANF or TAONF cash benefits for a maximum of five years
in their lifetime.

Work First New Jersey Temporary Assistance for Needy Families (WFNJ/TANF) is the state's welfare

Tennessee
Families First/TANF
Tennessee's Families First program began in September 1996 under a waiver from the Federal
government. Our waiver allowed us to implement provisions which were often different from the

The Family Employment Program (FEP) provides financial assistance and employment services to all
eligible parents with dependent children residing in their home. The purpose of the Family
Employment Program is to empower families to increase their income and become self sufficient
through employment, child support, and/or disability benefits.

Temporary Assistance for Needy Families
Virginia's TANF (Temporary Assistance for Needy Families) program, authorized by the PRWORA
(Personal Responsibility and Work Opportunity Reconciliation Act) of 1996, replaced the AFDC (Aid to
Families with Dependent Children) program. The TANF program was designed to dramatically reform
the nation's welfare system by moving recipients into work, developing the personal responsibility of
recipients, and turning welfare into a program of temporary assistance.

The Income Maintenance Administration is comprised of four operational units. The Division of
Program Operations (which includes the Office of Work Opportunities) is responsible for the initial
and on-going determination of eligibility for the financial assistance, medical assistance and food
stamp programs. The Division of Program Development and Training is responsible for the
administration of the Medical Review Team, monitoring of LD assessments, in-house training, policy
development and grant administration. The Division of Monitoring and Quality Assurance is
responsible for program investigations, program analysis and integrity, and TANF Data Collection and
Reporting. The Division of Information Systems is responsible for the maintenance and enhancement
of the Automated Client Eligibility Determination System (ACEDS) and other smaller systems utilized
by the Administration, as well as system training, Help Desk support, application security and most
data reporting.

Washington WorkFirst
Temporary Assistance for Needy Families (TANF) provides temporary cash and medical help for
families in need. All families receiving TANF in Washington State participate in the WorkFirst program.
WorkFirst helps financially struggling families find jobs, keep their jobs, get better jobs and build a
better life for their children. Six state agencies jointly carry out WorkFirst--agencies responsible for
managing the budget, social and health services, employment assistance, vocational training, child
care, and economic development.

Division of Family Assistance
The State of West Virginia's Temporary Assistance for Needy Families (TANF) program, is based on
the two overarching goals of assisting economically dependent and at risk families in their efforts to
become self-supporting and enhancing the well being of children. It will also assist families near the
poverty level to remain self sufficient.

Wisconsin
Department of Children and Families
TANF or Temporary Assistance for Needy Families - Wisconsin uses TANF funding for more than 40
programs such as Wisconsin Works (W-2), child care, transportation, education and training, and
others designed to assist low income families. Current funding for these programs continues under
the TANF continuing resolution either through the end of the state biennial budget period (6/30/03)
or, in some cases, through 12/31/03.

Wyoming

The Federal Temporary Assistance for Needy Families (TANF) program is known as the Personal
Opportunities with Employment Responsibilities (POWER) program in Wyoming was implemented in
February of 1997. POWER is a time limited “pay after performance” program which assures individuals
with a dependent child(ren) or couples with a dependent child(ren) in common are working on a plan
to become self-sufficient through employment, child support and other appropriate resources. As a
condition of eligibility for cash assistance, individuals are referred to participate in the POWER work

program. POWER is limited to 60 months in a lifetime to those who participate, so urgency,
ownership, lifelong learning, and learn by doing are stressed as key principals to success. Time will
count whether the months are consecutive or not and regardless of location of assistance.
