Mark Jinks
On April 14, 2015, the Alexandria City Council appointed
Mark B. Jinks as City Manager. Prior to his appointment,
Jinks had previously served as Acting City Manager,
beginning in January 2015. Jinks has dedicated his career to
public service. He joined the City in 1999 as Chief Financial
Officer, responsible for the City’s budget, finance programs,
and information technology services. He served for 10 years
in that role before becoming a Deputy City Manager where
he oversaw the City’s land use planning, zoning, historic
preservation, transportation, environmental protection,
code administration, affordable housing, parks, recreation,
cultural activities, and museums. His responsibilities
included the areas of economic development, project
finance, and project implementation. Prior to his time in
Alexandria, Jinks served as the Director of Management
and Finance and Budget Director for Arlington County, Va.

Jinks holds a Bachelor’s Degree and a Master’s Degree
in Public Administration from The Pennsylvania State
University. He is an alumnus of executive education
programs at the Kennedy School at Harvard, the University
of Virginia and Syracuse University. Jinks taught public
finance and budgeting at universities in the United States
and Poland, and has served as an economic development
and financial management consultant to the cities of
Warsaw, and Krakow Poland.
Jinks is a member of the Regionalism Council of the
Urban Land Institute Washington, the Board of Directors
of the Alexandria Economic Development Partnership,
and the Chief Administrative Officers Committee of the
Metropolitan Washington Council of Governments.
Jinks served as the Chair of the Alexandria-Arlington
Waste-to-Energy facility board, and on the boards of
public pension funds for both Arlington County and the
City of Alexandria. He served as a member the Washington
Metropolitan Area Transit Authority Joint Development
Task Force and the Client Advisory Board for Prudential
Retirement. He has also served as a Governor’s appointee
to the Joint Legislative Subcommittee that reformed
Virginia’s business license tax system.

Yon Lambert
Yon Lambert is the Director of the Department of
Transportation & Environmental Services (T&ES) for the
City of Alexandria. T&ES is the city’s joint public works and
transportation agency and includes a staff of 217 full-time
employees and an annual operating budget of $52 million.
Yon holds Master of Public Administration from Virginia
Tech and lives in the Del Ray neighborhood of Alexandria
with his wife and two daughters who both attend Alexandria
public schools.

Stephanie Landrum
Stephanie Landrum is President & CEO of the Alexandria
Economic Development Partnership (AEDP). Appointed by
the Board of Directors in April 2015, Stephanie has held
leadership roles in the organization since 2005. AEDP
is responsible for leading the City of Alexandria’s efforts
to grow the tax base, diversify the economy and attract
and retain businesses and organizations. The publicprivate corporation is focused on defining and marketing
Alexandria as an innovative, creative, diverse, knowledgebased community with a high quality of life.
AEDP utilizes marketing events, relationships with
commercial brokerage, ownership and development
communities, and media relations to promote Alexandria.
The organization and its leadership serve as chief economic
advisor to various groups in Alexandria and provide advice
and information to the Alexandria City Council, Planning
Commission and City Departments.

AEDP is host to the Alexandria Small Business Development
Center (SBDC) and Capitol Post, two organizations that
support the formation and growth of entrepreneurs, the
latter with a specific focus on veterans. As President &
CEO, Stephanie provides strategic and financial oversight
to these two hosted organizations.
Stephanie also acts as administrator for the City of
Alexandria’s Industrial Development Authority, a bond
financing entity that assists qualified businesses and
organizations with making investments within the City of
Alexandria.
Stephanie serves in various capacities on Boards,
Commissions and Committees related to economic
development, marketing and business throughout the
Washington, DC region. She also serves on the Executive
Committee and Board of the Virginia Economic Developers
Association (VEDA), focused on shaping economic
development public policy statewide, as well as providing
strong and effective education and networking for economic
development professionals.
Stephanie holds a Bachelor of Science degree in City
and Regional Planning from the University of Virginia,
Charlottesville, VA and a Masters in Business Administration
from the University of Virginia’s Darden School of Business.

Karl W. Mortiz
Karl W. Moritz is the Director of Planning and Zoning for the
City of Alexandria, named in February 2015 after serving as
acting Planning Director since July, 2014. Major planning
issues include: integrating land use and transportation
(particularly transit, pedestrian and bike); maximizing
new development’s preservation/creation of affordable
housing; “retrofitting” suburban patterns of development;
sensitive infill development; planning for successful retail;
right-sizing parking; and continually broadening civic
engagement. Prior to his work in Alexandria, Moritz served
for 16 years with the Montgomery County (MD) Planning
Department and eight years with the Northern Virginia
Regional Commission. He holds a bachelor’s degree in
geography from Johns Hopkins University and a master’s
degree in urban and environmental planning from the
University of Virginia.

Hillary Orr
Hillary Orr is the Special Assistant to the City Manager for
the City of Alexandria, Virginia. She previously worked
in the Department of Transportation and Environmental
Services as a Principal Planner. During this time, she
was responsible for assuring that Alexandria streets were
designed to accommodate people of all ages and abilities
and enhance the multimodal transportation network to
create a safe, healthy and vibrant community. Orr worked
with neighborhoods to design roadways that improve
safety and access for everyone using the streets. She
managed the development of the City’s Complete Street
Program and Design Guidelines as well as the City’s Capital
Bikeshare Program.
Prior to her work in Alexandria, Orr was a Senior
Program Manager with the New York City Department of
Transportation and an urban planner with Fairfax County in
Virginia. She holds a bachelor’s degree in political science
from Wake Forest University and a master’s degree in
public administration from Syracuse University.

Sharon Bulova
Sharon Bulova was reelected Chairman of the Fairfax
County Board of Supervisors on November 3, 2015. She
was first elected Chairman in a special election on February
3, 2009. Prior to serving as Chairman, she was the
Braddock District Supervisor from 1988 - 2009. Sharon
believes an informed and engaged community is a wellserved constituency. It is important that the community
has a place at the table when decisions are being made.
Community engagement is essential to striking the right
balance between keeping taxes affordable and protecting
the quality of life and services we value. A Northern
Virginia resident since 1966, Sharon lives in Fairfax with
her husband Lou DeFalaise. Together, they have four adult
children and seven grandchildren.

Barbara Byron
Between 1986 and 2007, Barbara Byron was the Director
of the Fairfax County, Virginia, Zoning Evaluation Division
in the Department of Planning and Zoning. She was
responsible for direction and oversight of the 400 to 500
rezoning, special exception, special permit and variance
applications per year.
In 2007, she assumed responsibility for the Office of
Community Revitalization. In that capacity, she heads
an office charged with the revitalization of the county’s
older commercial and mixed-use areas, including leading
the county’s efforts to redevelop Tysons into a pedestrian
oriented urban environment. In addition, she has a primary
role in the county’s public/private partnerships including
the formulation of Community Development Authorities
and Tax Increment Financing initiatives.
Prior to her experience in Fairfax County, Byron was
an associate at EDAW, Inc., an international landscape
architecture and planning firm.

Kirk Kincannon
Kirk Kincannon CPRP, is the Executive Director of the Fairfax
County Park Authority, serving prior as Director of Parks
and Recreation for the City of Boulder, Colorado; Director
and Deputy Director of Recreation, Parks and Cultural
Activities for the City of Alexandria, Virginia; and Director
of Parks and Recreation for Wythe County, Virginia as well
as in earlier positions in Fairfax County and the Town of
Herndon. He has led his agencies to multiple national and
state awards including the National Recreation and Park
Association Barb King Environmental Stewardship Award
and the Excellence in Inclusion Award. Kirk has served on
multiple boards and committees over the years related to:
Tourism, Economic Development, Park Foundations, the
United Way, the National Recreation and Park Association
State Affiliates Board, and the Virginia Recreation and
Park Society as a Board member and President. Kirk is a
Fellow in the American Academy of Park and Recreation
Administration and is well-known by his colleagues for
his collaboration, leadership and his ability to engage with
staff, colleagues, the community and political leaders. He
holds a BA in Recreation and Leisure Services and, Physical
Education from Virginia Wesleyan College.

Fred Selden
Fred Selden began working for Fairfax County as an urban
planner in 1988. He served as chief of the department’s
Planning Division for over 15 years before being was
appointed director of the Department of Planning and
Zoning in July 2011.
During his tenure at Fairfax County, he helped to lead the
planning effort to transform Tysons Corner into a walkable,
environmentally friendly urban center that will take full
advantage of the four new Silver Line Metro stations.
This plan, recognized with a prestigious Daniel Burnham
Award from the American Planning Association, is being
implemented through the approval of over 15 major
development applications for rezoning representing over 30
million square feet of space. Additionally, he has overseen
the county’s efforts to adopt important countywide planning
policies supporting green buildings, workforce housing
and public art and to plan for the redevelopment of older
commercial areas in Merrifield, Annandale, and Baileys
Crossroads.

Lauren Murphy
Lauren Murphy is a Revitalization Program Manager with the
Fairfax County Office of Community Revitalization (OCR).
Prior to joining OCR in October 2016, Ms. Murphy spent
the last 10 years of her career in the Shenandoah Valley
and Northern Virginia, working most recently in Loudoun
County as a historic preservation and community outreach
specialist. Her outreach work was recognized in 2014 by
the National Alliance of Preservation Commissions (NAPC)
for the Joint Architectural Review Board Awards Program.
Ms. Murphy holds a degree in Public & Urban Affairs from
Virginia Tech. She currently resides in Winchester, Virginia
with her husband and their two children.

Isiah Leggett
In 2014, Leggett was elected for a third four-year term as
County Executive, winning with 65 percent of the vote. He
is the first African-American elected to the office. Leggett
served as the President of the Maryland Association of
Counties in 2015. He was also President of the County
Executives of America in 2013-14.
As County Executive, Leggett made the hard choices to put
the County’s fiscal house in order and invested in growing
the jobs of the future while improving essential services,
expanding support for the most vulnerable and maintained
the County’s triple-A bond rating from the three major
rating agencies.
Previously, he served on the Montgomery County Council
(the first African American to do so), serving four terms as
an At-Large Member from 1986 - 2002. He also served as
the Council’s President three times (1991, 1998 and 1999)
and as its Vice President three times (1990, 1997 and
2002). As a Council Member he also chaired the Council’s
Transportation and Environment Committee and served on
the Education Committee.

He holds four higher education degrees: Bachelor of Arts
from Southern University, a Master of Arts degree and a
Juris Doctorate degree from Howard University, where
he finished first in his class, and a Master of Laws from
George Washington University. In 1985 Leggett received
the Outstanding Alumni Award from Howard University
Law School. He served as a Professor of Law at the Howard
University Law School from 1975 - 2006. He ran the dayto-day operations of the Law School as its Assistant Dean
from 1979 - 1986.
In January 2016, Leggett was named a “Washingtonian
of the Year” by Washingtonian Magazine. He has received
more than one hundred honors and awards from a variety
of other organizations.
In earlier leadership experience he served as a Captain in
the U. S. Army. His tour of duty in Vietnam earned him the
Bronze Star Medal among others. In 1977, Leggett was
selected as a White House Fellow, one of a small number
of citizens selected from across the country for their
exemplary civic, professional and educational achievement.

Jewru Bandeh
Jewru Bandeh is the Regional Director of the Montgomery
County Eastern Regional Office, serving as the County’s
representative and point person between residents,
businesses, and County Government in the region.
His office helps improve government responsiveness
and accountability to the regional community, while
also supporting community capacity building, cross
organizational collaboration and integration of County’s
strategic priorities. As Regional Director, he tracks
important issues that affect the community, helps improve
County decision-making processes, provide the regional
community viewpoint to the County Executive and Council,
develops internal and external partnerships and proactively
informs and works with departments, community groups,
providers and stakeholders to solve community issues.

Jewru has extensive experience in program planning,
management, community capacity building, and policy
development and administration at the local and state
levels, serving in senior executive level positions for well
over 24 years. He also served as a national consultant
for the Kellogg Foundation in its Sustaining CommunityBased Initiative/Learning Series - Developing Community
Capacity - in partnership with the Healthcare Forum. He
taught Sociology and Managing Diversity as an Adjunct
Professor at Langston University in Tulsa, before relocating
to Maryland.
Jewru originally came from The Gambia, and completed
high school in Bell Buckle, Tennessee. He earned a
Bachelor’s degree in Urban and Regional Planning and a
Master’s degree in Resource Planning and Management
at Missouri State University in Springfield, Missouri. He
speaks five languages and conducts cross-cultural and
community capacity building training.
Peter Fosselman
Peter Fosselman has over 25 years of experience in the
private and public sectors. His education is in Urban
Planning and he is a lifelong believer in community service.
Currently Fosselman is implementing the White Oak
Life Sciences Gateway Master Plan for the east side of
Montgomery County, Maryland. This is a new strategy to
revitalize the community and bring mixed use economic
development to its residents.
Pete recently finished his fifth term as the Mayor of
Kensington. Elected to revitalize the Town, Kensington
has undergone significant positive change. In 2009 Pete
commissioned the Urban Land Institute to conduct a T.A.P.
Study whereby many of the ideas in Kensington’s Master
Plan were born. Fosselman was elected the 2015-2016
President of the Maryland Mayors’ Association serving all
152 municipalities.

Prior to joining the County, Pete was appointed Deputy
Secretary of State by Maryland Governor Martin
O’Malley; and reappointed by Governor Larry Hogan.
He was responsible for the oversight of the Charity and
Legal Divisions which included Non-profits, Prisoner
Extraditions, Trademarks, Special Police, Condominium
Associations, and the Safe at Home Address Confidentiality
Program (assistance for victims of domestic violence and
human trafficking). In 2012 Fosselman was invited by
the U.S. State Department to speak his on his successes
in community engagement and economic development
at the International Brown Forum in Opatija, Croatia.
Preceding Deputy Secretary, he was a Principal at Rodgers
Consulting. Early on Fosselman served as the Project
Manager for the neo-traditional Kentlands, Lakelands and
other Montgomery County mixed-use communities.
Pete began his career at the City of Gaithersburg in 1990
as the Zoning Inspector, where he oversaw construction
activity and assisted with historic safeguarding, tree
preservation and environmental legislation. He later served
as the Chair of the Community Development Corporation for
Olde Towne bringing new life to Gaithersburg’s downtown.

Greg Ossont
Greg Ossont is the Deputy Director of the Department of
General Services for Montgomery County. The Department
of General Services (DGS) plays a critical role in planning,
land use and development issues for Montgomery
County and advises the County Executive on land use and
development matters. The DGS oversees the implementation
of key economic development initiatives such as the Great
Seneca Science Corridor, White Oak Science Gateway, and
the County Executive’s Smart Growth Initiative at Shady
Grove Metro. DGS also leads public-private partnerships in
delivering new facilities by leveraging County assets. Greg
holds a MS in Management. He is a member of the Urban
Land Institute.

Amy Donin
Amy Donin is part of Montgomery County’s Office of
Planning and Development (OPD) in the Department of
General Services. Amy coordinates policy review and
technical comments on planning initiatives on behalf of the
Executive Branch, including comprehensive community
plans, functional plans and zoning proposals. She also
assists in site evaluation for County facilities, manages
the disposition process for County-owned land, and aids
in the facilitation of public-private partnerships related to
redevelopment. Amy graduated Phi Beta Kappa from Clark
University in Worcester, Massachusetts. She also holds a
M.A. in Community Development and Planning from Clark.
Amy currently serves as a co-chair of the Community
Service Committee for ULI Washington’s Young Leaders
Group.

Matthew Bell
Matthew Bell, FAIA is a registered architect who specializes
in large-scale architecture and urban design and Professor
of Architecture at the University of Maryland. In addition
to teaching architecture and urban design at Maryland,
Bell has been active throughout the Washington/Baltimore
region with professional projects ranging in scale from
waterfronts, new towns and neighborhoods to civic
and mixed-use buildings and schools. He has served
as president of the Neighborhood Design Center in
Baltimore and Prince George’s County, Maryland, assisting
communities and community groups in matters of urban
design and planning. From 1994 to 1999 Bell was the
Director and conference chair of the Northeast Regional
meeting of the Mayor’s Institute for City Design, sponsored
by the National Endowment for the Arts. His work has been
exhibited at the Triennale di Milano and in 2006 he served
as a juror for the Biennale of Venice (Italy). In addition,
his graduate students have twice won the prestigious ULIGerald Hines Urban Design Competition.

Bell is a Fellow of the American Institute of Architects and
a member of the Congress for the New Urbanism. He is a
Principal in the Washington, DC office of Perkins Eastman
Architects (www.perkinseastman.com) and also Vice
President of the Restoring Ancient Stabia Foundation (www.
stabiae.org), an international effort to restore the ancient
seaside villas of Stabiae, near Pompei. His professional
work with Perkins Eastman has received awards from the
American Institute of Architects, the Congress for the New
Urbanism, the USGBC and the Committee for 100 on the
Federal City. Bell has degrees in Architecture and Urban
Design from the University of Notre Dame and Cornell
University.

Charles Hewlett
Charles A. Hewlett is the Managing Director based
in the Washington, D.C., office, and the leader of the
firm’s Management Consulting Practice Group.
Charles has over 25 years of experience in real estate
and has consulted on a broad spectrum of commercial
and residential properties in most major metropolitan
regions in the country. His areas of specialization
include: litigation consulting; expert testimony and
forensic real estate analysis; corporate, portfolio,
and asset-level strategic planning; metropolitan
development trend analysis; economic, market, and
financial feasibility analysis for single-, multiple, and
mixeduse residential and commercial real estate
developments; and fiscal impact modeling; product
program positioning; and market feasibility analysis.

Prior to joining RCLCO, he was president of Lofty
Builders, Inc., a real estate service company
concentrating in renovation, rehabilitation, and
management of investment real estate properties in
the Boston metropolitan
area.
Charles graduated from Brown University in Providence,
Rhode Island. He has conducted training seminars on
the methodology for metropolitandevelopment trend
analysis for regional branch offices of major national
commercial developers. He is also a frequent speaker
and ULI panelist—including the redevelopment of the
Southeast Federal Center in Washington, D.C., and
Atlantic City in Norfolk, Virginia. Charles has written
articles published in the Corridor Real Estate Journal,
UrbanLand , and publications of the National Multi
Housing Council. He is the author of Strategy Planning
for Real Estate Companies, a ULI publication released
in March 2008. He is also a Full Member of ULI.
Brian Allan Jackson
Brian Allan Jackson (AJ) is a partner with EYA, LLC, a
Washington, DC area urban infill development company.
Currently, AJ serves as Senior Vice President of Land
Acquisition and Development leads EYA’s Investment
Committee, directs strategy and planning for the firm, and
serves on EYA’s Executive Committee.

At EYA, AJ has played a leading role in one billion
dollars of mixed-use, including: Robinson Landing – a
$220 million mixed-use waterfront redevelopment in
Alexandria, Virginia, McMillan Reservoir -- a 25-acre
mixed-use/mixed-income redevelopment partnership
with the District of Columbia government, the Trammell
Crow Companies, and Jair Lynch Development Partners,
Old Town Commons – a partnership with the Alexandria
Virginia Redevelopment and Housing Authority to create
more than 500 units of mixed-income housing, Capitol
Quarter -- a 323 unit mixed income community that is part
of the Arthur Capper/Carrollsburg HOPE VI redevelopment
in Washington DC, Shady Grove Station -- a 90-acre
mixed-use/mixed-income/transit-oriented redevelopment
partnership with Montgomery County, Maryland, and
National Park Seminary -- one of the largest adaptive reuse
developments in the state of Maryland.
Prior to joining EYA, AJ served as Chief of Staff at the
U.S. General Services Administration, the single largest
owner and operator of real estate assets in the United
States. While at GSA, he played a key role in several highprofile development projects such as Federal courthouse
construction projects and build-to-suite headquarters
leases for cabinet-level Federal agencies. In addition, AJ
helped to lead GSA’s response to the 9/11 terrorist attacks
and the anthrax attacks in Washington, DC.
AJ severs on the Board of Directors of the Alexandria
Economic Development Corporation and is Past President
and a Life Director of the Maryland Building Industry
Association (MBIA), the local affiliate of the National

Julia Koster
Julia Koster, AICP, serves as Secretary, the official liaison
between the Commission and staff, at the National Capital
Planning Commission (NCPC), the federal government’s
central planning agency for America’s capital. She also
directs the Office of Public Engagement (OPE) to inform
and involve the public in all aspects of the NCPC’s
work, including recent initiatives on building height and
commemoration, and foster partnerships to address
planning issues in the National Capital Region, including
leading the agency’s collaboration with federal and local
agencies to reduce flood risk in the nation’s capital.

Ms. Koster directed several NCPC divisions, completing the
agency’s 2004 Comprehensive Plan update, annual capital
improvements reports, a joint federal-District parks plan,
other policy studies, and numerous regional collaborations.
She is a city planner with expertise in smart growth and
environmental issues. Ms. Koster received a master’s
degree in Urban Planning from the Harvard University
Graduate School of Design. Prior to joining the agency, she
was the development coordinator for the Governor’s Office
of Smart Growth in Maryland, and a senior land use and
environmental planner in Washington State. Ms. Koster
served as adjunct faculty at the University of Maryland,
teaching graduate land use planning courses. She was
president of the National Capital Area Chapter, American
Planning Association for five years.
Christopher Kurz
Christopher W. Kurz is currently President and CEO of
Linden Associates, Inc., a regional real estate services
and mortgage banking company engaged in the financing,
acquisition, development and management of commercial
property. The firm also consults for corporations on real
estate matters. Previously, he was a Co-Founder, Chairman
and CEO of McvGill Development Company, which grew
into the fourth largest commercial real estate development
company in the Baltimore Metropolitan Area. Kurz served
as Chairman of the Board of Directors and Co-Founder
of Columbia Bancorp and The Columbia Bank that is a
$500 million, publicly traded bank holding company. As a
Principal at Alex Brown Real Estate Group, Inc. he acquired
investments for pension fund clients. Other companies
with which Kurz has been involved include J.G. Smithy
Company, Maryland National Corporation, and the Rouse
Company.

Kurz holds a Master of Business Administration from
The Wharton School at the University of Pennsylvania
and a Bachelor of Arts degree from the University of
Pennsylvania. Some of his professional affiliations
include memberships in the Urban Land Institute where
he has been a member of the national leadership group,
Chair of the Baltimore District Council, Vice-Chair of the
Small Scale Blue Development Council, and a National
Program Committee member. He is also a member of the
international Council of Shopping Centers, past member of
NAIOP, the Mortgage Bankers Association and past board
member of the Catherine McAuley Housing Foundation in
Denver.

Rebecca Snyder
Rebecca Snyder is a Partner responsible for all facets
of multifamily development and investment at Insight
Property Group. She plays a key role in establishing the
positioning and vision for all Insight projects to ensure that
each community tells a unique story and contributes to
its surrounding neighborhood in a meaningful and longlasting way.
Prior to joining Insight, Rebecca was a member of the
Archstone development team. During her 7 years at
Archstone, Rebecca participated in the development of over
1,600 luxury apartments in the DC region and played a key
role in the development of some of the company’s most
notable projects including CityCenterDC and Archstone
First + M.

Before her tenure at Archstone, Rebecca oversaw the sales
and marketing of more than 350 luxury condominium
units for McWilliams Ballard in DC and Northern Virginia.
Rebecca began her career in real estate at Delta Associates
where she produced feasibility studies for developers and
investors of proposed luxury apartment, condominium and
retail projects.
A native of Alexandria, Virginia, Rebecca received a
Bachelor of Arts in Urban Studies from Brown University,
a Master’s of Urban and Environmental Planning and a
Certificate in Historic Preservation from the University of
Virginia School of Architecture.
