Detailed information about the NFP Tailor-Made Training Programme
Target group
The Tailor-made Training programme is specifically meant to enhance the overall functioning of an
organisation by training a selected group of its staff members. An organisation facing certain
constraints in achieving its goals can by means of a tailor-made training course (partly) eliminate these
constraints.
The programme is open to a broad range of organisations in NFP countries, from education
institutions, research institutes and ministries to NGOs and small and medium-sized enterprises
(SMEs). The participants of the training course are meant to be employees of the requesting
organisation. Members of an association, or employees of member organisations of a federation, for
example, do not qualify.
How to apply
For the 1 November deadline we only accept joint proposals from an organisation in an NFP country
together with a Dutch training provider. Joint proposal forms are available elsewhere on this website.
Embassies may opt for an ‘open call’, so that all interested organisations in the country can apply. Or, they
may opt for a ‘closed call’ and invite a number of organisations in the country to participate. In this case,
non-invited organisations cannot submit a joint proposal. EP-Nuffic recommends all interested
organisations to contact the relevant embassy before starting to prepare a joint proposal.
The EP-Nuffic deadline is 1 November 2016.
Important. Proposals have to be submitted to the embassy or consulate of the Netherlands for your
country. To ensure timely processing of proposals, embassies may deviate from the EP-Nuffic
deadline and apply their own, earlier deadline. Therefore, organisations need to consult the website
of the embassy or consulate for the applicable application procedures, criteria and deadlines.

Important: For the 1 November 2016 deadline we require that the budget for a joint proposal includes cofunding of at least 20% of the total cost of the TMT. This means that the maximum amount for a TMT will
this time be € 75.000 (EP-Nuffic) + € 18.750 (co-funding) = € 93.750.
Co-funding may be by the requesting organisation, the Dutch training provider or a third party, or a
combination of two or three of these.
Our budget format can be used to specify co-funding amounts for the various items.
Proposals which do not comply with the eligibility criteria, which are not filled in completely or correctly or
which have been submitted after the deadline will be immediately rejected. They will not be kept for the next
deadline.
Assessment
The embassy or consulate screens a joint proposal to see if it meets the eligibility criteria and if the
proposal has been filled in correctly and completely. Subsequently, the embassy or consulate
formulates a recommendation based on the expected contribution of the proposal to the bilateral
development goals of the embassy.
EP-Nuffic will rank eligible proposals based on the following priorities:

Country classification (category 1 or 2)

Sub-Sahara Africa

Preference for the food security sector

Strongest recommendation by embassy/consulate
The highest ranking proposals will be assessed by EP-Nuffic on their content. Is the proposal well
described, does it adequately address the stated training needs, is it well planned and what is the
feasibility of the proposed training course? In addition to this, a proposal will be assessed on the

experience of the Dutch provider. Is it apparent that the Dutch provider has sufficient/relevant
experience to successfully carry out proposed training and obtain the training targets?
The budget for the NFP-tailor-made training programme is limited. This unfortunately means that EPNuffic has to make a selection and only a limited number of proposals can be awarded a grant.
Eligibility criteria
There is a set of criteria for requesting organisations, the Dutch provider and the training itself.
Below is an overview of the eligibility criteria.
Criteria for the requesting organisations
The requesting organisation is an organisation which submits a proposal for a tailor-made training
course.

is based in one of the countries on the NFP country list valid at the time of application;

is not:

o
a large industrial, commercial, international or multinational organisation, which can be
assumed to have sufficient resources of its own to finance staff training;
o
o
o
a bilateral donor organisation or a multilateral donor organisation;
an international NGO;
benefiting from a NICHE project.
the field in which it operates is relevant to the sustainable development of the country the
organisation is located;

is requesting training for its own staff.
Criteria for the Dutch provider
A TMT will be carried out by a provider from The Netherlands. This Dutch organisation is acting on its
own or is leading a consortium to provide a particular service for a particular price. The consortium
partners may be registered in another country than the Netherlands.

is registered with the Netherlands Chamber of Commerce and has its headquarters or a branch
within the Netherlands;

is directly responsible for the preparation and management of the tailor-made training course,
and not acting as an intermediary;

is experienced and able to show that the organisation has the capacity needed to manage an activity
on the scale of the tailor-made training course for which the proposal is being submitted;

is financially sound to ensure continuity throughout the tailor-made training course.

Criteria for the tailor-made training course
Set-up of the training course:

it is a group training;

the programme does not support activities such as seminar attendances and conference visits;

the programme does not support the purchase of hardware;

the subject is relevant to the needs identified within the requesting organisation.
Participants:

are staff of the requesting organisation. Members of an association, or employees of member
organisations of a federation, for example, do not qualify;

minimum number of participants is six persons;

maximum number of participants is 20 persons;

are in a position to introduce their newly acquired skills and knowledge into the
organisation.
Training location
The training must take place either in the country of the requesting organisation, in a neighbouring
country, or in a combination of these locations. If the added value is explicitly explained and motivated,
training may take place in the Netherlands.
Duration
The total duration of a TMT training usually is 2 to 3 weeks (depending on the budget needed for the
training itself and other activities). The training and activities related to the training (compilation and
preparation of the training) have to be realised within a period of maximum one year.
