Message from the President
The election season came to a close in November and with it new ideas have blossomed. While
most of the attention was obviously on the Presidency here in the State of Florida, many many new Superintendents and Board Members were sworn into office and are ready to “reform” the system. As the business
leaders in education, we must be prepared to adapt and offer sound advice. Many of us will be called upon to
teach new business leaders, adapt to new management styles, or transition to other Districts. This makes it
all the more critical to be a part of a strong supportive network of colleagues.
With that I would like to WELCOME new and returning business leaders to this year’s FASBO
organization. FASBO continues to grow strong financially and in membership. We now have 12 directors
actively in place, as well as a certification program ready to begin in the fall. After a short rest through the
holidays, it is time to begin budget preparation and strategic planning for the next school year, time does fly.
As you read through the articles and review ads in this publication, hopefully you will see a new idea or potential solution to an issue in your District.
Our next conference in the fall is themed, “New Directions - A Road Map to Successful Collaboration.” We continue to look for opportunities with other organizations as well as ways to increase our own
network capabilities. Our Board of Directors is well ahead of last year’s pace in identifying a great location
and developing interesting and relevant topics. We are expanding recognition opportunities to include, the
first in the State of Florida, School Business Leader Certification Program pending approval and recognition
by the Florida Department of Education. This will be a multi-tiered program for specialist in particular areas
up to high-level management with broad scopes of business operational responsibility.
Based on the strong positive feedback, we are anticipating another joint conference with the Florida School Nutrition Association. These are exciting opportunities you don’t want to miss. To make sure you
can attend we will again offer limited conference scholarships. FASBO has set aside funds to assist in rooms
and conference registration for those applying and being awarded scholarships based on certain criteria. Visit
the FASBO website to learn more.
Finally, to reiterate my request in the last issue, please contact your officers and directors, and tell
them what FASBO can offer in the future to make the conference worth every day of the trip. Their names,
titles, district, and contact information can be found on our website. They represent multiple disciplines,
different levels of management and varied geographic areas. So take a breath, and jump back into the fray
with both feet and let’s help this State offer a quality educational opportunity to every student.

Neil was presented the Florida Outstanding Business Official award at the conference in
October. Congratulations Neil!
Nominations may be submitted by a Superintendent or active FASBO member along
with a completed application, a description of the nominee’s service to the school district,
three letters of recommendation, and any additional information regarding the nominee.
FASBO membership is required to apply for an award.

Horace Mann and DonorsChoose.org bring school supplies to classrooms
Most business people aren’t expected to bring their own office supplies to work, yet average teachers spend $40 per
month on classroom supplies in order to teach our kids, according to DonorsChoose.org. DonorsChoose.org is a
nonprofit organization that connects public school teachers in need of classroom materials and experiences with individual donors who want to help.
Charles Best developed the website that became DonorsChoose.org in 2000. At the time, he was teaching in a Bronx
high school where teachers experienced first-hand the scarcity of learning materials in public schools. Best, then a
social studies teacher, sensed that people would like to help, but were frustrated by a lack of influence over their donations. So, along with his students, he created a website that allowed individuals to connect directly with classrooms
in need.
Today, any public school teacher can post classroom project requests on DonorsChoose.org.
And since partnering with DonorsChoose.org in 2011, Horace Mann has donated more than $1.5 million to projects
on the website.

Accting/Prop Control—Cindy Lambeth
The FASBO conference was a great success again this
year. Our jobs are enhanced with the knowledge from the
connections and networks created from this event. Superintendent Dr. Kamela Patton did an outstanding job of
welcoming the membership to Collier County. The information she provided of her School District operations was
very intriguing.
The property control roundtable was a great opportunity to
interchange with others from within the State. Networking
in this setting allows us to see the challenges that others
face and how they are handling those obstacles.
Jim Burdick, CPA joined us on Wednesday to discuss
capital asset accounting and reporting issues. We discussed the major capital assets classes, capitalizable costs,
depreciation, and impairments. Jim provided the group
with a PowerPoint that included research and references
along with an interesting Q & A.
Danny Rodriguez and Shari Holtmaier from United Data
Technologies (UDT) were the speakers for our Thursday
session. They shared the process of imaging, etching and
tagging of fixed assets. We learned their method of configuring, networking, installing and etching of computer
equipment. And….. as we all know if we see a laptop that
has Hillsborough School District in BIG etched letters,
someone needs to give Jeff Robison a call.
A/P - Marianne Romanowski
The 2012 FASBO conference offered the third annual
Accounts Payable training with twelve in attendance.
Sixteen areas of AP were presented by Verna HurleyLong, Hillsborough County Schools and Marianne Romanowski, Seminole County Schools. This year we were
excited to award points credited toward FASBO Certification.
Additional AP breakout sessions were designed specifically for the AP professional.
The AP mini round table had great question and answer
dialog providing new information and ideas to be taken
back to the workplace.
Florida State and Local Government IRS agent, Michael
Moore, spoke on 1099 Payments. Michael reviewed the
basics of 1099 and explained in greater detail the vendor/
employee relationship.

Finance—Rhonda Odom
At the October 2012 FASBO Conference at the beautiful
Waldorf Astoria in Naples, business management officials learned ways to communicate, train, and design
processes to maximize school support personnel involvement and to train school site business managers. We also
learned about the Medicaid fee for service and administrative claiming programs and how that process works.
The Roundtable section allowed a discussion of best practices in multiple areas. It was a very informative conference for school business managers.

FASBO presented it’s annual CPE day on Tuesday before
the conference officially begins. We had four sets of
speakers covering a wide variety of topics and the best
part was that it was free with your conference registration. The first session by Rick Hartley and Leann Cross
partners with Mauldin & Jenkins, Certified Public Accountants, LLC and presented a session on preparing for
your Single Audit. Dan O’Keefe, CPA, a partner with
Moore, Stephens & Lovelace, CPA’s presented a GASB
update. After lunch we again had Rick Hartley & Leann
Cross present on fraud. We wrapped up the day with
Clara Ewing with RSM McGladrey, Inc. presenting a
session on Internal Audit 101.

2011 Conference Recap
Purchasing—Rene Hayes
Purchasing Roundtable
This year’s roundtable attendance was one of our biggest turnouts for the
Purchasing Roundtable. We had purchasing and finance representation
attend and the conversations we had were fantastic.
Both Sides of the Dais
Jeffrey Pegler’s presentation expressing the dual hats he wears in one
county as a Board member and another county as the Director of Purchasing was engaging. It would be wonderful if he could do a presentation to all Board members showing how if we all work together, the students will gain a lot.
Ethics Case Law and Public Services
Gregory Herlean and I did this presentation. We had a room full of people and I felt we did a good job.
Vendor Roundtables
This year the participation was greater than in the past because we really
did not have an opportunity to talk to the vendors as long s we would
have liked in the showcase. .
Purchasing 101 for Internal and External Clients
Neil and I did this presentation. We had a room full of people and I felt
we did a good job.
What do you Mean I Can Conduct Public Procurement in Private
Suzanne D’Agresta is very knowledgeable and a great speaker. We had
great attendance in this session and a lot of positive feedback.
The New Florida Preference When Out of State Vendors Try to Compete
Again, Suzanne conducted another great session.
