Proposed Denver Zoning Code Text Amendment #6 and Map Amendment Pena Station Next Design Overlay and Denver International Airport Signage 2/1/16 Public Review Draft Summary Table of Contents This document contains: • Ordinance sponsor and community partners • Summary of the process for the text and map amendment • Purpose of this amendment • Summary of the proposed changes Sponsor & Community Partners • Amendments are sponsored by the Department of Aviation and the Department of Community Planning and Development • Developed in cooperation with property owners in the 61st and Pena station area Text & Map Amendment Process (all dates tentative) • Summary Review with INC ZAP: Dec. 5th • Public Review Redline Draft posted to CPD website and informational notice sent to RNOs: Feb. 1st • Planning Board Public Hearing: Mar. 2nd – Notification to RNOs and City Council 15 days prior to public hearing – Planning Board Draft of text amendment and staff report – Public hearing and Planning Board recommendation Text & Map Amendment Process (all dates tentative) • City Council Neighborhoods and Planning Committee meeting – March 16th – Notification to RNOs 15 days prior to meeting • City Council First Reading • City Council Public Hearing – April 25th – Notification to RNOs 21 days prior to public hearing – Public Hearing and decision by City Council Purpose of Text and Map Amendment • Clarify the Manager of Aviation’s authority to regulate signs in the DIA zone district, enabling new iconic signage on airport property east of E-470 • Establish a new design overlay (DO-6), to enable innovative signage and illumination in the Peña & 61st Transit-Oriented Development area • Implement adopted plan goals and objectives from Comprehensive Plan 2000, Blueprint Denver, and 61st and Pena Station Area Plan Summary of Proposed Text Amendment - Part 1 Purpose: Clarify the Manager of Aviation’s existing authority to regulate signs in the DIA zone district. • DIA Zone District only applies to property owned by Denver International Airport. • Pena Blvd. west of Himalaya St. (just west of E-470) is subject to scenic buffer restrictions under the Airport IGA. Summary of Proposed Text Amendment - Part 1 Current Code: • Section 9.5.2, Denver International Airport Zone District (DIA), states, “The Denver Manager of Aviation shall determine all design and development standards applicable to new development in the DIA zone district.” • Division 10.10, Signs, sets forth standards for signs in the DIA zone district, even though the Manager of Aviation has authority to determine standards in the DIA zone district. Proposed Code: • Remove DIA sign standards from Division 10.10, Signs, to be consistent with Section 9.5.2. Summary of Proposed Text Amendment - Part 2 Purpose: Establish a new design overlay (DO-6), to enable innovative signage and illumination in the Peña & 61st TransitOriented Development area Summary of Proposed Text Amendment - Part 2 • Add a new design overlay (DO-6) to the Denver Zoning Code Summary of Proposed Text Amendment - Part 2 • Follows the model of the existing D-TD Downtown Theater District zoning: – Typical signage must follow the sign standards already in the Denver Zoning Code – Signage which exceeds the code requirements will first require a district sign plan • • • • Flashing and animation Illumination Number, height, area, type Off-site contents – District sign plan must demonstrate qualities such as creativity, design quality, and comprehensiveness in addressing signage – District sign plan must be approved by Planning Board Summary of Proposed Text Amendment - Part 2 • Design Overlay 6 (DO-6) will only be available in the 61st & Pena Station Area (cannot be mapped elsewhere). • Most of the area is currently zoned under Former Chapter 59. The overlay district does not apply until property owners rezone into the Denver Zoning Code. • Overlay district approach will allow the district to be consistently mapped across multiple base zone districts in the entire station area.
