Signs, Signs, Signs & Sign Up
Two topics this month:
County Sign Ordinance (No. 2016-27)
Last summer St. Mary’s County adopted a new sign ordinance. In the last month or two
some aspects of that ordinance have begun to cause concern among a number of business
owners.
The ordinance allows most businesses to post three kinds of signs.
Functional signs are defined as signs with the name and address of the business, a
sign for security service, a sign announcing availability of property for sale or lease,
signs directing traffic and signs prohibiting trespassing, soliciting etc. There is no limit on the number of these
signs.
Event signs are signs that include ONLY notice of a single lawful event, including the date and place of the
event or directions to the location of the event. There is no limit to the number of events signs allowed BUT they
must be removed within 48 hours after the conclusion of the event.
Commercial signs include information concerning the availability or quality of a product or service that is
lawfully sold, leased or held for investment. Only one of these signs is permitted by the ordinance.
There are also rules about the size of the signs, how far from the property line they must be, and how a sign may
be illuminated. The ordinance prohibits putting a sign on the roof of a building.

Success Story from The Small Business Development Center
The Small Business Development Center (SBDC), Southern Region of Maryland, is
reporting a success story about a St. Mary’s County Chamber member, Quality Street Kitchen
& Catering. Jennifer Purcell and her mother, Sharon Purcell, first connected with the SBDC
during an Oct 2010 SBDC seminar. Jennifer was exploring options about starting a business
or purchasing one. In mid-2012, Jennifer again connected with the SBDC as the then-owner
of Quality Street (an SBDC client of consultant Bill Hitte since starting that business) was
becoming more serious about selling.
In December 2012, Jennifer and Sharon met with Bill Hitte to have a general conversation
about the overall processes of buying and selling a business. They were advised that since Quality
Street is Bill Hitte's SBDC Client, any SBDC conflict of interest would have to be addressed
if they moved
forward with
a potential
purchase.
By mid-2013,
negotiations became increasingly
serious and the then-owner of Quality
Street requested continued general
business - and selling-a-business insights from Bill Hitte. With all in

connected with the then-Southern
Region SBDC Regional Director and
also the St Mary's SBDC Consultant,

Lexington Park Seeks Artist for First Public Mural 
Are you an artist who wants to see your work out in public? Do you think big? The St. Mary’s Community
Development Corp. (CDC) wants your design proposal for a mural in black and white plus one accent color to appear
on all or part of a 15-foot high and 50-foot wide cinderblock wall visible from a busy Lexington Park intersection.
With a grant from the Southern Maryland Heritage Area Consortium and the generous cooperation of Earley
Properties, the CDC will have the selected design reproduced onto Bank Square Building on South Shangri-La Drive
near its Great Mills Road intersection. 
To enter the competition, submit a detailed sketch depicting your answer to the theme: What Does Lexington
Park Mean to You? – Lexington Park Comes Alive! Submissions are due March 10, 2017 at the St. Mary’s CDC offices
in Suite 7 of Bank Square Building at 46940 S. Shangri La Drive in Lexington Park, MD 20653.  
No previous experience is necessary. A decision will be made by a jury and based on how well the sketch
depicts a community vision of a slice of life in Lexington Park. You may use one image or a series of images that are
cohesively incorporated into the design.
Competition, submission, and judging details are available at https://stmaryscdc.org/lexpark-alive-muralcompetition/  as well as instructions on submission delivery. All submissions become the property of St. Mary’s County
Community Development Corp. 
The winning design will be announced April 9 at the CDC’s ArtsPark Cherry Blossom Festival. This ArtsPark
Festival will celebrate public art during the April 8-9 weekend with a variety of events in addition to the public
presentation of all submissions to the mural competition and the announcement of the winner. 
 
The Cherry Blossom Festival seeks to raise funds to save the up to 200 flowering cherry trees still growing
along the crumbling roads in the old Lexington Manor neighborhood  surrounding the Three Notch Theatre.  
The mural design submissions should be no smaller than 9 inches by 12 inches and preferably larger. The sketch
should be in proportion to your vision and to the size of the wall.

The CDC, a non-profit formed in 1985, creates and administers plans and programs to address revitalization
and other county development needs, specifically in Lexington Park, Maryland. Until 2013, the CDC operated as
an adjunct agency of county government. The corporation no longer receives direct financial support from local
government.
Leonardtown Rotary Club Accepting Grant Applications
The Leonardtown Rotary Club is happy to announce that it is opening its call for grant applications for 2017
from St. Mary’s County non-profit programs and public services agencies. The deadline for this award period is
Wednesday, March 8, 2017. Awards will be announced in April.
A key element of “service above self” as practiced by the Leonardtown Rotary Club is providing grant funds to
local agencies and programs that provide humanitarian services, with a focus on health, education and well being, to
the citizens of St. Mary’s County. This is a competitive grant process and awards typically range between $250 and
$500 depending on the need expressed in the application and funding availability.
To be eligible for the 2017 award, applications must
be received on or before Wednesday, March 8, 2017. The
application is available on the Leonardtown Rotary website,
http://www.leonardtownrotary.org, or by contacting Lynn
Fitrell, Community Service Director, at [email protected].
First time applicants please include a copy of your IRS nonprofit
designation form.
Leonardtown Rotary Club is a participating club in

The Southern Maryland Higher Education Center Proudly Presents
“Bridges to the World,” an International Film Festival
River Otter Live Cam Up and Running at Calvert Marine Museum
Want to see what’s really going on with our North American river otters, Chumley and Chessie-Grace? Now you
can visit behind the scenes in their indoor habitat with our newly installed otter cam: http://www.calvertmarinemuseum.
com/375/River-Otter-Live-Cam. Experience remotely what is happening with these museum favorites 24 hours a
day, seven days a week. The otter cam was made possible through generous donations from Marianne Harms and
the N.M. Morris Family Foundation.
The indoor otter holding area where the otters reside has undergone extensive renovation. A joint public/
private campaign raised funds to provide these animals with updated living conditions. The project was completed in
July 2016 and accommodations now include nesting dens, play yards, an infinity pool, and LED lighting. Sponsorship
and funding of this area was provided by the Benning Endowment, Calvert County Government, Nancy Wieck, The
Bildman and Clark-Romero Family, and Liz Halvosa. Behind the scenes, otter toys and a new washer and dryer were
installed thanks to John and Wendy Peters.
“Visiting in person is always best, as the new lodging area includes a feeding panel which allows guests to get
face-to-face with the otters while they dine,” said Dave Moyer, Curator of Estuarine Biology. Moyer adds, “When you
need to get your otter fix, remember a great time to view the cam is during feeding times at 9:30 – 10 a.m., 1 p.m. –
1:30 p.m., and 3:45 – 4:15 p.m.”

Florida Tech is pleased to

Administration (DBA) program will
be offered at the Southern Maryland
Higher Education Center (SMHEC),
starting Fall 2017. FIT is currently
accepting applications for the DBA
program. This Southern Maryland
program is the only face-to-face
program of its type in Maryland,
Washington DC, and most of
Virginia.
The DBA is a professional
doctorate degree that prepares
students with the advanced
knowledge necessary to manage
complex corporate environments.
The Florida Tech DBA is a 42-credit
residential cohort program that meets
one weekend per month (8-5 Friday
and Saturday) with completion in just
under three years. Our program is for
professionals with at least five years
of managerial experience interested
in becoming leaders following a
curriculum to include strategic
planning, organizational behavior,
human resources management,
financial management, innovation

Community Bank of Chesapeake Supports CSM Scholarships for Both Credit,
Workforce Development Students
The Community Bank of the Chesapeake has presented $100,000
to the College of Southern Maryland Foundation as part of a five-year
pledge of funding for a permanent endowment fund and an annual
scholarship fund that supports both credit and workforce development
students at the college.
The college will recognize Community Bank’s gift by naming a
conference room (Room 202) in the Business Building (BU) at the
La Plata Campus and the lobby in the Center for Trades and Energy
Training at the Regional Hughesville Campus in the bank’s honor.
Presenting the check were William Pasenelli, chief executive
officer of CBTC; Gregory Cockerham, executive vice president and
chief lending officer at the bank; and James Di Misa, executive vice
president chief operating officer at the bank. Cockerham is a director emeritus of the CSM Foundation board; Di Misa
is a current member of the foundation’s board.

Scholarships will be distributed by the CSM Foundation. To be eligible, a credit student must reside in Calvert,

Save the Date for the 2017 Business Showcase
The Chamber’s annual Business Awards Luncheon and Business Showcase will be held this year on Wednesday,
May 10th at the Southern Maryland Higher Education Center. This is the Chamber’s premier event at which 60 exhibitors will showcase their businesses.
Showcase flyers and exhibitor forms will be mailed at the end of February. Exhibit space is first-come, firstserved, so be sure to watch the mail and get your reservation in early!
The Business Awards Luncheon will be at 11:30 a.m. followed by the Showcase at 1:30 p.m. As always, there will
be four free business seminars that afternoon. The Showcase is open to the public, and there is no admission fee.
Please help us publicize this event among your friends and co-workers. The exhibits are open from 1:30-6:00 p.m.,
and there is a free reception from 5:00-6:00 p.m.
Volunteers are needed to serve on the Business Showcase Committee. The committee meets at the
Chamber office on the second Tuesday of each month from February through April at 4:00 p.m. We especially need
people who are willing to help with set up and tear down. If you’d like to help, please contact the Chamber office.
