Already from 50ies of the last century Latvian scientists participated in approximately hundred world-level importance space programmes, mainly, taking active and important part in USSR space programmes, including manufacturing the first satellite telescope and range finder, producing isolation materials for soviet rockets and others. There were strong traditions of space research in Latvia, and the roots are found already in the beginning of the last century in connection with famous Friedrich Zander. Until the collapse of the Soviet Union, Latvia took part in several significant space programmes: 1) Isolation material development for construction and launch of the first satellite „Sputņik – 1” (in 1957); 2) First flights to space with pilots „Vostok-1” (J.Gagarins) (in 1961); 3) „LUNOKHOD” - robot for investigation of the upper of the moon and obtaining images (1970); 4) Project of spacecraft „Buran” and its launch vehicle „Energy” (Starting from 1988). Latvian space exploration and technology development was influenced by USSR space exploration policy, development of geodesy science, as well as military research policy. Latvia represented such space areas as: 1) Satellite data ranging with antennas RT-32 and RT-16. Nowadays RT-32 is used for radiointerferonometry and deep space communication, and a satellite communication centre is being developed on basis of RT-16. The human resources together with the existing infrastructure is used for development of Space Data Processing Centre; 2) Development of Satellite laser ranging equipment; 3) Aircraft material development and testing for space transport; 4) Thermostatic materials for space aircraft surface isolation; 5) Producing radiation detectors; 6) Space medicine (military area); 7) Technologies for nuclear reactor in space. Existing competences in Latvia In Latvia there are technologies produced for ESA/ European Space industry – radiation detectors, cryogenic isolation materials, chronographs, ultrasonographic bones diagnosis, and satellite laser ranging systems. Radiation detectors Competency of production of radiation detectors concentrates in company Ltd “Baltic Scientific Instruments”, as well as in “Solid-State physics institute”. Both organisations cooperate in research, as well as in preparing doctoral students. The competency inherited from the Soviet times, and several radiation detectors was used in USSR space programmes. Radiation detectors are produced also for International Atomic Energy Agency, Euratom, USA Energy department, Spain Energy institute. Cryogenic isolation Latvian State Wood Chemistry Institute (LSWCI) produces cryogenic isolation for N2 and H2 tankers of highest level Ariane carrier (within contract with EADS Space Transportation (Bremen).For many years the Laboratory of Polymers of Institute performs the researches in polyurethane chemistry and its technology, including space technologies, developing the materials of cryogenic insulation – polyurethane foam that is used in launchers to insulate tanks of liquid hydrogen and oxygen. Previously the Institute participated in Soviet space program, developing materials of cryogenic for launcher „Enerģija”. Ultrasonic examination of bones One of products of company “Kamri” is ultrasound scanner. Several prototype products has been designed and manufactured for medical industry. Some of units are made for ultrasound bone scanning. Under the research program of European Space Agency (ESA), “Kamri” has cooperation with Max-Planck-Institute (Germany). Also company “Algorego” has competency in performing ultrasonic examination of bones in on-ground hypokinesia studies. Event timer systems Institute of Electronics and Computer Science develops and design customized event timer systems for Satellite Laser Ranging in close collaboration with International Laser Ranging Service (ILRS). Partnerships with a number of SLR stations of ILRS laser network. Production of nanosized powders JSC “Neomat” produces nanosized powders for usage in aviation, space technologies. It took part in the development of spacecraft Buran, as well as in the development of ceramic engine for aircraft, new technology for manufacturing of ceramic balls for special-purpose bearings for hostile environment. Also Ltd “Plasma & Ceramic Technologies” produces nanosized powders of refractory compounds (oxides, nitrides, carbonitrides et al.) and their multi-component composites by the plasma technique. Institute of Inorganic Chemistry, Riga Technical University prepares technologies of nanosized powders of refractory compounds (oxides, nitrides, carbides, borides) and their particulate composites by using thermal plasma and wet chemical methods, and manufacture dense nanostructural materials by using plasma sintering and hot pressing. Glass fibre products JSC Valmiera Glass Fibre manufactures glass fibre products to be used from simple heat insulation up to high technologies and space industry. It is the only company in the world with vertically integrated structure and products for the thermal insulation market, for temperature resistance up to 1250 Co Closed electrical power source Institute of Physics, University of Latvia develops closed electrical power source (MHD converter) for space and terrestrial applications using high temperature liquid metal technologies (Institute of Physics, University of Latvia), Ground station and supporting equipment, which includes laser range finder, ground station equipment, supporting equipment, and telemetry. The first satellite of Latvia “Venta–1” “Ventspils High Technology Park”, Ventspils University College, University of Latvia, Rīga Technical University and Bremen University of Applied Sciences are taking part in development of the first satellite of Latvia “Venta–1”. Its key purpose is to receive signals form vessel traffic AIS (Automatic Identification System) in the orbit high of ~ 650 km, and the pre-processing and transfer of data to the ground base station. In the development of “Venta–1” participated scientists and students from Latvia, and also the involved experts from Bremen University and „OHB System” that is one of the biggest small satellite design companies in Europe. Optical components for telescopes, satellite laser ranging Astronomy institute, University of Latvia performs satellite laser ranging (SLR) with <1cm accuracy (target dependent) including high orbiting satellites like GNSS (Global Navigation System Satellites), designs optical instruments (calculates and design small optical systems (apertures up to 30cm diameter), have experience with satellite laser ranging system design with up to 1m aperture size e.g. LS-105). Lts “HEE Photonic Labs” performs research and design of high precision satellite laser ranging technique of space objects, telescopes (optical systems, mounts with drive systems and their software) for observing of space objects, including low flying objects, FSO (Free Space Optics), visible remote measurements of atmospheric composition using the Spectroscopy Methods including space, air-born and ground based measurements. Institute of Geodesy and Geoinformatics, University of Latvia performs ground based satellite observation since 1957 (photographix, SLR, software), as well as processing geoinformation in 2D and 3D data bases. Vacuum shield thermal insulation Sidrabe Inc. Vacuum shield thermal insulation of spacecrafts and astronaut's spacesuits. Deposition of Al and Ag coatings onto PET and PI polymer films, including perforated and treated with neutron flux on the acceleration installation. Light filters for space helmets. Au deposition onto plastic shields of spacesuits. Specials coatings on thermal tiles of shuttle spacecrafts. Ni, Ag deposition on the tiles. Coatings on large mirrors for reflecting short-wave laser radiation. Al deposition onto parabolic inside surface of space reflectors of up to 3.5 m in diameter. End-user equipment End-user equipment includes GPS and applications, navigation, software development and different applications for national economy and society in total. Currently there are many companies, which activity is connected with end-user facilities and they will continue its activity in this area. For example, „Hanzas elektronika”, „Ventspils Elektronikas fabrika” produces electronic components for GPS hardware, manufacturing of very complicated and accurate assembled printed circuits, including communication provision terminals, receivers of the Global Positioning System (GPS), video and audio receivers of satellite signal and other devices. Special proficiency is in the development and manufacture of GPS receivers. Ltd „GeoStar” produces GPS systems, establishes and maintains GPS base stations. Ltd „Dynamic Research” develops system for children supervision, which uses positioning systems. Ltd “Audiogids” develops applications for tourism systems (electronic guides, audio guides, based on location IT systems, etc.). Ltd “ENVIROTECH” develops GPS and mobile applications, cartography databases and provides technical support Ltd “Mobile systems” designs GPS automation systems for tourism industry (for instance, automatic playback multi-language tour for cruise and tourism boats, as well as portable handheld device with audio-guide preinstalled, which tells stories as tourist is walking), as well as in Ground Station software design - telemetry processing, evaluation, visual presentation, Software Defined Radio utilization for communication links. Image processing - usage of satellite images in agriculture and forestry, which could substantially increase efficiency of these national sectors. LLC “ForestOwnersConsultingCenter” uses airborne remote sensing technologies (lidar, hyperspectral, thermal) for environmental surveys (aerial photographing, making orthophoto images/maps, digital terrain models, 3D models) and management of natural resources. Maps publishing house Ltd. “Jāņa sēta” uses satellite pictures in cartography and development of GIS data bases. Latvian Geospatial Information Agency provides geopositioning services using GPS systems in geodesic work (processing space images of earth surface). Faculty of Forestry, Latvian University of Agriculture uses satellite pictures in forest management. Geography and Earth science faculty, University of Latvia processes and analyses images for cartography. Ltd “Mērniecības datu centrs” prepares engineer-geodesic data bases using satellite pictures. Ltd “Metrum” works in land and geodetic surveying, cartography, remote sensing using GPS and satellite pictures, produces topographic maps, area photo, LIDAR data, Terrain/Suface models, performs 3D data and spectral analysis. Ltd “RD Alfa” – design and full-scale production of highquality microcircuits for common use and airspace. Ltd “Ģeodēzists” performs land surveying services, extraction and publication of geo-spatial data. Faculty of Geograpfy and Earth Sciences, University of Latvia interpretates images, thematic cartography, GIS. Astronomy institute of University of Latvia performs digitalization of wide field (25 square degrees) Schmidt camera astroplates. Astroplate library has about 22,000 wide field (5ºx5º) photo plates covering time span 19662005. Research and development Development of space technologies is performed in cooperation with Latvian research institutions. More than 20 research institutions are working in space field. Apart from product engineering, the research directions include: applied research in location of space waste, radio astronomy, radio interferometry, satellite communications, space fundamental environment (Ventspils International Radio Astronomy Center (VIRAC), studies of solar system, carbon stars (Institute of Astronomy, University of Latvia), research of structural strength of aviation equipment (“Aviatest” Ltd.). Ventspils International Radio Astronomy Center (VIRAC) fields of research are radio astronomy, radio interferometry, applied space research, satellite communications, detection and processing of satellite images, and also satellite navigation. For example, the center is engaged in research of space fundamental environment, using RT-32 radio telescope, and perform applied research in location of space waste. Astronomy institute, University of Latvia works on studies of solar system small bodies (observing of asteroids including Near Earth Objects (NEO) types and searching for the new ones), studies of carbon stars (research of new galactic carbon stars with schmidt (80 x 120 x 240 cm) telescope. Low dispersion spectral studies of carbon stars and detecting the main parameters of their atmospheres. “Aviatest” has extensive experience in research of structural strength of aviation equipment. It performs static, fatigue and dynamic tests on aircraft and helicopter components, as well as on building structures and various non-standard constructions. Aviatest has the only laboratory in the Baltic States that conducts full-scale aircraft tests. Education Ventspils University Colleague offers study courses in satellite engineering, signal and picture processing, modelling (study courses “Space IT” and “Digital Cartography and GIS” (within bachelor study programme “Computer Sciences”), and “Signal theory and signal processing”, “Principles of sound and picture transmission” (within bachelor study programme “Electronics”). Also specialisation “Mathematic fundamentals and data processing systems in satellite information of Computer sciences” within master studies in Computer sciences). Riga Technical University offers study courses in satellite pictures and data processing („Global positioning systems”, Transport and Telecommunication Institute offers higher education (16 study programmes and more than 30 specializations) in aviation, transport and logistics, electronics and telecommunication, computer sciences, management and economics with possibility to get engineering diploma, bachelor degree, master degree and doctoral degree. Main research activities: optimization and modelling of complex systems, transport and logistics, air traffic control systems, telecommunication, transport telematics, applications of information technologies, business re-engineering. Latvian-Belorus project of space monitoring system for international multimodal transport corridors Development and production of the Radar for remote sensing surface of Phobos (satellite of Mars), mission Mars-96 Host organisation of the 2nd International Symposium «Space and Global Security of Humanity» Mernieks.lv, Technology development forum, StarSpace and Ventspils High Technology Park has activities to educate and promote society in space field. Starspace works on promotion of astronomy - lectures, shows, sky observations and public information through internet site. Cooperation with schools - preparation of materials, organization astronomy hobby groups etc. Planning, building and maintenance of Observatories and Planetariums. Infrastructure Ventspils High Technology Park offers “Clean Room” in compliance with ISO 7 class, with area of 50m², as well as develops innovation centre with 200 m² clean room in compliance with ISO class 8, laboratory premises. Latvian Space Technologies Cluster In 2008 a feasibility study for space cluster development was performed, where 35 companies, 4 NGOs, 12 educational & research institutions and 6 public organisations were involved. In the year 2009 Latvian companies and research institutions agreed to establish the Latvian Space technologies cluster, and 25 of them signed cooperation agreements for participating in cluster activities. Tehnology Development Forum, Foundation Cooperation with ESA and development of National space strategy On 23rd July, 2009 the 1st level cooperation agreement between Ministry of Education of the Republic of Latvia and European Space Agency was signed. In March, 2010 there were the ESA Institutional audit in Latvia was carried out, and 11 scientific institutions, 1 Technology Park and 13 companies took part in it. In October, 2010 ESA evaluation and recommendations were received. As one of outcomes, there have been several potential PECS projects identified: • Project involving the Institute of Astronomy and the Institute of Electronics and Computer Science in the frame of ILRS; • The Institute of Geodesy and Geo-information could be involved in the use of GOCE data; • The Forest Owners Consulting Centre could be involved in activities leading to GMES services related to forestry; • Baltic Scientific Instruments (Brucker Baltic) could be further involved in specialised detectors; • Ventspils International Radioastronomy Centre could be involved in the scientific activities of ESA’s scientific satellites; • Latvian State Institute of Wood Chemistry (Polymer Laboratory) could support studies of insulating foams; • Institute of Physics of University of Latvia could use its expertise in supporting studies regarding magnetics. Space working group under Ministry of Education and Science of the Republic of Latvia In 27th March, 2010 the Space working group was established under the Ministry of Education and Science. It consists of 15 members (representatives of ministries, private sector and scientific institutions). The objectives of the working group are the following: • Development of National Space Strategy, • Promotion of implementation of the Cooperation Agreement between Latvia and ESA, • Assuring cooperation and dissemination of scientific and technical information on space science, space technology and its applications in support of communication and coordinated action between research institutes, government and industry, • Encouraging participation of research institutions and commercial companies in the European Space Agency and other R&D programmes.
