Board Remuneration Policy Policy #: Created: Amended: 001 September 2015 N/A 1.0 Purpose and Scope: To establish remuneration rates for all members of the Board of Directors of the Bereavement Authority of Ontario (BAO), including those appointed by the Minister. Remuneration means the per diem payment to members of the Authority’s Board of Directors in recognition of their participation in or preparation for Board and Board Committee and subcommittee meetings and other business of the Authority, including eligible travel time. Board members should refer to the BAO’s Expenses Policy for claiming out-of-pocket travel, meal and other expenses while undertaking business on behalf of the BAO. 2.0 Principles: • • The BAO is accountable for the funds received under the Funeral, Burial and Cremation Services Act, 2002 used to remunerate the Board of Directors. The BAO and its Board of Directors are transparent to all stakeholders. 3.0 Accountability Framework: • • The Chair is responsible for ensuring that this Policy is implemented effectively and for approving the remuneration and expense claims of members of the Board of Directors. One Director other than the Chair and the Registrar / Chief Executive Officer of the BAO is responsible for approving the remuneration and expense claims of the Chair. 4.0 Mandatory Requirements: • • The remuneration rates are as follows: Chair of the Board, $627; Vice Chair, $491; and member $398. Provincial civil servants may not receive any additional remuneration if appointed to the Board. Any other civil servants (e.g. municipal) may seek advice within their organization as to whether remuneration can be awarded. • • Only one per diem payment can be paid to an individual for each calendar day. The per diem base is deemed to be seven and a half hours. A copy of this Policy will be posted on the BAO’s website, and made available to the public on request. 5.0 Calculation of Remuneration: Attendance at meetings 1: Attendance for three hours or longer is compensated at the full per diem rates, and attendance for less than three hours is compensated at half the per diem rate. Preparation time: Members will be reimbursed for the time required to prepare for meetings. Compensation should not exceed the per diem claimed to attend the meeting. As an example, Board members may receive half the per diem rate to prepare for meetings lasting less than three hours. Travel time: Members that reside outside of the GTA 2 will be remunerated at half the per diem rate for the travel time required to attend a Board meeting. This travel time shall be compensated at an hourly rate equal to 50 per cent of the per diem divided by 7.5 hours. As an example, a member who resides outside the GTA and travels a total of five hours (round trip) to attend a meeting in Toronto would be reimbursed at the rate of $132.65 (50 percent of $398, divided by 7.5 and multiplied by 5). Chair’s Discretion The Chair has discretion to depart from these calculations if the remuneration is consistent with the principles, accountability framework and mandatory requirements outlined in this policy, and the rationale is duly documented. 1 Meetings can include Board, Committee, or other official meetings on BAO business (e.g., with the Minister, Deputy Minister or other stakeholders). 2 The Greater Toronto Area is defined as the central city of Toronto, and the four regional municipalities that surround it: Durham, Halton, Peel and York.
