CHAIR’S REPORT JUNE 2016
The Annual Parish Meeting took
place on 17 April. Here are some of
the ‘highlights’ of my Report for
2015/16 (which is available in full
in the draft Minutes of that
meeting on our website):
The Council has employed a new
Clerk, Jenny Whittle and has coopted a new Councillor, Carol
Cross.
Traffic and highways – The
Council’s Speed Limit Reminder
sign continues to be placed around
the village to remind drivers of their
speed. The volunteer Speed Watch
Group, overseen by Cllr Newton and
Weaver, operated regularly and the
continued help and time given by all
of the volunteers is much
appreciated.
Road Safety Projects – The Council
worked with CCRRSA (Curdridge &
Curbridge Residents Road Safety
Association) to identify projects that
would improve road safety within
the parish. The process for the first
project - to improve the junction of
Curdridge Lane and Lockhams Road
to reduce vehicle speed and increase
the safety of pedestrians - has just
started . The next project to be
investigated will be the reduction of
the speed limit on Kitnocks Hill from
a 50 mph zone to a 40 mph zone.
Ward Changes – the parish has
previously come under Curdridge,
Curbridge, Upham and Owslebury
Ward, but will now come under
Whiteley and Shedfield and will
have 3 new ward members, instead
of the current two, so the parish
would sadly lose Cllrs Humby and
Ruffell as our Winchester CC
members and thanks them for all
their efforts on our behalf over the
past years. (Councillor Humby
remains our County Council
Councillor for a further year).
Devolution – this is a government
initiative aimed are devolving more
services and powers locally at lower
levels (i.e. parishes), although the
parish would be limited as to what
additional services it could take on.
The process is still in the planning
stages and no decisions have as yet
been made.
Fly Tipping – this has worsened
significantly since the time of
placing limitations on site visits by
commercial vehicles. HCC are
currently undertaking a public
consultation to consider further
service cuts, which Curdridge Parish
Council has responded to, pointing
out that we are very concerned that if
these cuts are not considered
broadly, they could increase fly
tipping problems further.
Litter Pickers – The Council is
extremely grateful to the volunteer
litter pickers who work tirelessly to
clear a significant amount of
roadside litter on roads that are
becoming increasingly dangerous for
them to walk along. Council also
thanked them for taking part in the
Clean for the Queen Event (in aid of
the Queen’s 90th birthday) and
tidying the village up in readiness for
local events.

We also received a report from our
City Councillors Rob Humby and
Laurence Ruffell. The highlights of
their report from the Parish’s point of
view were that despite a large drop
in revenue support grant from central
government, there are no reductions
to frontline services planned for
2016/17 and Grants to the voluntary
sector and Council Tax Support
Grants to Parishes have also been
maintained at the same level as
2015/16. (Their full report can

New City Councillors - Following
the ward changes and WCC elections
we welcome our three new
Winchester City Council Councillors
and look forward to working with
them. They are : Vivian Achwal
(Lib Dem), Roger Bentote (Lib
Dem) and Roger Huxstep (Cons).
