Other Political Organizations 1 Chairman’s Message -­‐ Emergency responders: well trained and prepared In a letter submitted to the Tribune on July 17th, San Luis Obispo Mayor Jan Marx criticized our local emergency responders. She claimed our responders are not, “trained or equipped” to protect our communities in the face of an emergency. I believe Mayor Marx is out of touch. Our local emergency responders risk their lives to protect us, and they dedicate years to preparing for the potential emergencies our communities face. Considering the extensive and ongoing training our emergency responders receive, I can’t imagine they aren’t adequately prepared for any natural or man-­‐
made situation. San Luis Obispo County’s emergency response teams are highly trained specialists in the areas of law enforcement, medical response, firefighting, hazardous material response and air support. These experts are trained to work together to respond to any crisis in our county. Because these jobs are extremely competitive, candidates undergo rigorous training that teaches them the emergency technical skills they need. This qualifies individuals to handle situations ranging from medical emergencies to wildfires and anything in between. For example, most future firefighters have at least two-­‐year degrees in Fire Science from community colleges before they attend the California Fire Academy. Afterwards, they spend thousands of hours accruing technical certifications before they even apply to our local fire departments. Our firefighters on the Central Coast dedicate nearly 83,000 hours to training each year to ensure they have the skills they need to be ready at a moment’s notice. In addition to annual re-­‐certifications, many firefighters have additional certifications – becoming a paramedic takes about a year and is in addition to firefighter certification, and hazardous materials certification equals a year of college chemistry combined with hands-­‐on technical skills in mitigating emergency situations. Combined with their training, our local fire departments have partnered with local companies to ensure that emergency medical technicians and fire crews stand ready to protect us against any disaster. Each year firefighters spend thousands of hours on simulated disasters, learning how to defuse explosive or hazardous materials. Working together, they have ensured that employees are protected by the most advanced safety measures in the industry. But, their training does not end there. Local firefighters receive some of the best training in the world alongside National Guardsmen at the California Specialized Training Institute (CSTI) at Camp San Luis Obispo. A component of the Governor's Office of Emergency Services, with oversight by the California Department of Homeland Security, this institute has been internationally recognized for over 40 years as a leading center for disaster control. Over 500,000 graduates from across the country have been certified in the latest emergency response techniques at CSTI. Our County employs over 3,000 protective service professionals, including hundreds of volunteers. In 2009 alone they responded to over 10,000 emergencies in San Luis Obispo County. Thanks to their training, teams on the Central Coast are some of the fastest in the nation, with response times averaging one minute or less. These dedicated public servants implement their years of training all across our County by partnering with local scientists and experts. At the Diablo Canyon Nuclear Facility, the Nuclear Regulatory Commission work closely with local leaders to develop emergency response plans to any number of potential disasters. Along our highways, airports, harbors, and train routes, local fire and emergency responders work closely with operators and their emergency crews. Together, they ensure safety is a top priority and all potential risks are kept to a minimum. In rural parts of the County, the San Luis Obispo Sheriff's Department has worked closely with local fire crews to develop detailed emergency response plans, especially in the face of our ongoing drought. This partnership has kept our communities safe for decades -­‐ and we’re seeing it at work right now with crews fighting the Cuesta Fire in they’re facing numerous threats -­‐-­‐ falling trees, thick brush, hot temperatures and strong winds make their jobs deadly. This well-­‐organized coalition is only possible with extensive planning, executed by the fire crews and their years of training and preparation. Despite Jan Marx’s doubts, these men and women are our first line of defense in the face of emergencies. They protect our communities and give us peace of mind. It’s clear the brave and hardworking individuals of San Luis Obispo County’s emergency services are more than qualified to meet any challenge. 2 Quips, Questions, & Quotes by Bob Martz Question: How Competent is Hillary Clinton’s Leadership & Judgment? The following provides a clear answer. -­‐ During Bill Clinton Presidency, Hillary was tasked to develop a health care reform package but after $13 million for studies and promotion she failed to obtain a vote in the Democratically controlled Congress. -­‐ Bill Clinton then gave Hillary authority to select a female attorney general and her first 2 recommendations were Zoe Baird and Kimba Wood but both had to withdraw their names from consideration due to personally damaging issues that surfaced which Hillary ignored. Her final offering was Janet Reno – recall Waco amongst other events, & Bill later stated Janet Reno was his “worst mistake”. -­‐ Hillary recommended Lani Guanier to head Civil Rights Commission but Lani’s radical views forced her to withdraw. -­‐ Some other of Hillary’s choices were Web Hubbel for the Justice Department, Vince Foster for White House Staff, and William Kennedy for the Treasury Department. The results: Hubbel went to prison, Foster presumably committed suicide but his body mysteriously relocated itself after his demise, and Kennedy was forced to resign. -­‐ Hillary created “Travelgate” by besmirching without evidence the honesty, competence, and reputations of long time civil service White House Travel Department personnel getting them fired so she could hire her personal cronies. After a 36 month investigation only one person, Billy Dale, was charged with a crime – mixing personal and White House funds – and the jury acquitted him of any crime in less than 2 hours. -­‐ Hillary recommended Craig Livingstone as Director of White House Security who was later investigated for improper access to about 900 FBI files of Clinton’ enemies – Filegate – and the widespread use of drugs by White House Staff. This debacle lead to the closing of the FBI White House Liaison Office after over 30 years of service to 7 Presidents. -­‐ Hillary’s next assignment was to defame and besmirch the women who charged Bill with sexual harassment and she urged Bill not to settle the Paula Jones lawsuit -­‐ but after the Ken Starr investigation they settled with Jones. -­‐ She refused to release Whitewater documents which lead to Ken Starr’s appointment as special prosecutor and $80 million tax dollars were spent – wasted -­‐ to uncover Bill’s lies about the Monica Lewinski affair. Additionally, his lying under oath led to his impeachment by the House of Representatives. -­‐ Hillary avoided perjury indictment by the Starr investigation by answering under oath “I don’t know” or “I have no recollection” or “I do not recall” 56 times. Obviously it was the first known full remission of early onset Alzheimer’s. -­‐ After leaving the White House Hillary had to return about $200,000 of furniture, art work, & china that she had taken. -­‐ Recall her campaign claim as a decisive leader,” Who do you want answering the 3 AM call to the White House?” But when the real call came at 5 PM, she was Secretary of State, and was being informed of the Benghazi consulate attack and she did nothing but later erase the trail of e-­‐mails that showed her lack of preparedness and ineptness except to invent the false anti-­‐Islam video she used as an excuse to do nothing. -­‐ Hillary’s “Russian Re-­‐set” ushered in a “new era” in US-­‐Russian relations as the Russians then proceeded to militarily assimilate the Crimea and force further inroads into the Ukraine aiming to establish a land bridge route to the Crimea. -­‐ The “Clinton Cash” book enumerated the Clinton (charity) Foundation’s chicanery of accepting huge foreign donations while Hillary was Secretary of State that often correlated with Department of State special favors to the donors. -­‐ The Clinton (charity) Foundation hired personnel that were Bill and Hillary’s political operatives and were given “placeholder jobs” as they bided their time between political campaigns. -­‐ Hillary’s audacity is best exemplified by her using her own private e-­‐mail server while Secretary of State and then selecting or deleting what e-­‐mails she turned over to the State Department when she left. Note that there were no government related e-­‐mails during the entire Benghazi consulate attack & debrief period indicating she deleted those that would have clearly shown her ineptitude & malfeasance. -­‐ Hillary’s aid, Cheryl Mills, blocked Freedom of Information staff at State to release of political doc’s. -­‐ Judicial Watch’s “Freedom of information” inquiries have exposed Sidney Blumenthal’s Benghazi and Hillary’s e-­‐mail trail showing she deleted relevant e-­‐mails that should have been turned over to the Gov’t. and some of those included classified material thus abusing security rules as well. -­‐ Note Hillary’s lack of veracity by recalling her narrow escape “dodging bullets” running across the tarmac in Bosnia which was as truthful as Brian Williams made up stories extolling his many heroic but imaginary narrow escapes. -­‐ Hillary’s stump speech typical lie, “Trickle-­‐down economics didn’t work”. The facts are 6 year average GDP after Reagan implemented his Trickle-­‐down policies was 4.55% while Obama’s 6 year GDP average is 1.8%. Summarizing, Hillary shows no leadership capability, honorable character, or executive judgment to be President. 3 Quips: Regarding the Legacy of Obama’s Economic Policies Six plus years to recover from a recession and negative GDP quarters are still occurring. Households on Welfare Benefits: 2008 – 96.2 million, 2012 – 109.6 million, that is 1 of every 3 people. Food stamp recipients increased from 28 million in 2008 to 46 million in 2014. Real U-­‐6 Unemployment in 2015, includes those no longer looking for work, is 10.5% Total employed work force % of population has steadily decreased, 66.1% in 2009, 63.2% in 2015. Student Loan Debt: 2008 -­‐ $111 Billion, 2012 -­‐ $460 Billion & National Debt doubled to over $18Tril. Student Loan Default Rate: 23% (2009 Mortgage Default rate causing financial crisis was just 5.7%) Average 6 year GDP growth rate since 2009 is a pathetic 1.8 %. Quote: Wall Street Journal, June 3, 2015 “President Obama famously vowed to run the “most transparent” Administration in history. Instead he has presided over one that has systematically abused a law intended to assist public disclosure & keep government accountable.” Quip: If your annual income is $34,000 or more you are in the TOP 1% of the WORLD! Quip: Best Analysis, Clarification, and Description of Iran Nuclear Deal; Thanks to “Patriot Post.com” Quip and Question: A Description of Donald Trump and One Other Donald Trump is brash, divisive, insulting, arrogant, egomaniacal, & considers him-­‐self the smartest man in the room. Haven’t we had enough of that type presently in the White House? Question: Will Just A Few Democrats Really Care About National Security? The Senate needs 13 Democrats out of 46 to join with 54 Republicans and the House needs 44 Democrats out of 188 to join with 246 Republicans to nullify Obama’s absurd diplomatic give away to Iranian’s quest for a nuclear bomb, ballistic missiles, and more funding of terrorists. Are there 1 out of 3 Democrat Senators and 1 out of 4 Democrat Representatives who care enough about Mid-­‐East stability, Israel’s existence, and U.S. national security to stop Obama’s diplomatic blessing supporting Iran’s nuclear & terrorist belligerence?
4 3 Views From Fonzi’s Foxhole Scaring Ourselves to Death Thirty-­‐five years ago I held a county job as an emergency services coordinator. At the time Diablo Canyon Nuclear Power Plant was under construction and environmental groups grasped at any opportunity to block opening of the plant. One tactic was to block any emergency planning and to attack anyone involved in the emergency planning process for a hypothetical nuclear power plant accident. The plant has been operational now for several decades without any of the dire warnings of disaster materializing. Failing in one objective, radical environmentalists seek any target of opportunity to justify an otherwise banal existence. Their latest and favorite target is once again oil. Never a popular industry in California since the 1969 Santa Barbara offshore oil spill, oil is again in the spotlight of those who propose the most extreme solution as the first and only solution to any perceived and often imagined problem. The current “crisis” is also an extension of the propaganda war against fossil fuels, so scaring people by the use of extremist terminology is just another tool in the larger campaign to de-­‐industrialize America. The threat this propaganda campaign poses to the economic well-­‐being of average citizens is quite real: do not be deceived; these people do not care one iota about the welfare of you or your family. They care nothing for the impact that ever-­‐more severe restrictions on the use of fossil fuels, especially oil, will have on your livelihood or quality of life. They also don’t know what they’re talking about. The proposed rail line extension to the existing refinery in Nipomo, an extension of about 1 mile of track for a rail-­‐spur, will serve to keep the local refinery operating at a productive rate. That refinery has been safely operating around 30 years and provides about 200 head-­‐of-­‐household jobs, many of which employ members of the local Hispanic community in South County. The facility also provides millions of dollars of local revenue that supports local businesses, schools and other local government agencies. However, none of this seems to matter to the privileged few who immigrated north and purchased homes near an industrial facility and now demand its demise. Extreme rhetoric is the norm and generating fear is the game. For instance, a recent propaganda blast sent out to publicize an upcoming environmental protest against railroad transportation of oil through the county refers to the “growing threat of oil trains” and glibly asserts that “there is NO safe way to transport extreme tar sands and Bakken crude oil.” A letter in last week’s paper referred to trains carrying oil as “bomb trains” and a column a few days later asserted the county and cities are unprepared to deal with a rail disaster involving Bakken crude oil. Both are incorrect and reveal a serious lack of knowledge about what is already transiting our communities and what risks we live with daily. I spent years in training in the transit of hazardous materials and my lowest concern was unpressurized oil tank cars. Yes, they do derail, but derailments are down over the last ten years. Yes, they do spill and sometimes burn, but less than one in five derailments result in a serious spill let alone a fire. The spectacular fire in Lac-­‐Megantic Canada in 2013, involving multiple tank cars in a runaway derailment down a mountain was an outlier in that every engineering safeguard was ignored or neutralized by human error and violation of laws. It was a tragedy that claimed 47 lives but far more lives are lost in domestic airline crashes every year, yet do we demand cessation of air travel? No, we demand that authorities fix the problem, which they do as far as humanly possible. In point of fact, pressurized tank cars carrying natural gas that heats your homes and provides cleaner fuel for electricity generation at power plants (resulting in a 20% reduction in greenhouse gas emissions since 1990) is of far greater concern. Many other hazardous products used by industry transit the rails daily; but you don’t notice them as their passing is unremarkable, unless you’re stuck at a rail crossing as a slow freight train passes. The assertion was made that local fire chiefs believe their agencies unprepared for a derailment involving oil tank cars; I doubt that. Every First Responder has minimal levels of required federal and state hazardous materials emergency response training; most have considerably more. Furthermore, local response agencies heavily depend upon automatic mutual aid even for routine structure fires, wildfires and any incident requiring more than a minimal response. It’s built into the “DNA” of California emergency services which has the most well-­‐developed mutual aid system in America. We prove it every year during fire season. As President Roosevelt once said, “we have only to fear, fear itself.” Al Fonzi, Atascadero News article 3 July 2015 5 Liberty is a Fragile Flower America is an idea as much as it is a country. It was founded on the beliefs derived from a rich Judeo-­‐Christian heritage present in the English Magna Carta which placed limits on the power of a Sovereign Monarch. For the first time in a western document, the “Divine Right of Kings” was circumscribed by written limits that emphatically stated that the laws of God trumped any temporal authority. For the next eight centuries Englishmen fought to retain their rights as free men even as future kings or civil authorities attempted to re-­‐capture and expand civil authority that placed increasing limits on the liberties of English subjects, expanding the power of government. The English civil wars were largely about attempts by a sovereign to impose religious belief upon unwilling subjects who revolted to preserve their freedom of conscience and religious practices. The emigration of many religious dissenters formed the foundation of original immigration to America, first by the Puritans, whom we refer to as the Pilgrims and later by other groups seeking to establish a homeland and religious sanctuary in the “New World.” I won’t even try to suggest that within the separate colonies religious freedom of conscience applied to all as each colony jealously guarded their founding faith at the expense of anyone else. In some colonies, death sentences were handed out to adherents of other faiths who dared proselytize for other than approved beliefs. The American Declaration of Independence acknowledged God in the affairs of men and the subsequent Constitution approved by Congress in 1789 enshrined religious freedom as among our first freedoms, as important as freedom of (political) speech, of the press and our right to peaceably assemble to petition the government. The Second Amendment, the Right to Keep and Bear Arms was placed just below the First Amendment as the ultimate guarantor of the people’s First Amendment Rights. I won’t pretend that the ratification of the Constitution by the 13 independent states ended the conflict. Over the last 239 years those who seek ultimate power to themselves have repeatedly found the Constitution to be an impediment to whatever agenda they pursued. Attempts to limit the rights of citizens began immediately and ceaselessly which is one reason why Benjamin Franklin stated, when asked by a woman, “What type of government have you created?” Franklin stated, “A Republic madam, if you can keep it.” Other founders stated that a Republic, with its written constraints upon government and division of power between three, co-­‐equal branches of government, was best served by a “moral and religious people.” The implication is that people who acknowledge a power outside of and greater than themselves to whom we are ultimately accountable are more likely to recognize and accept constitutional limits on the power of government. We have seen many abuses of those limits, from the suspension of civil liberties in the Civil War by Lincoln, to harsh sedition laws under President Wilson during and after WWI to present-­‐day suborning of free political and religious speech in the public square. Say anything perceived to be offensive today and you’re likely to lose a job or be publicly pilloried. That isn’t what the First Amendment is all about. For speech to be free, it has to be unfettered by state sanction or institutional reprisal. Ultimately, it means that we have to be tolerant of “intolerant speech” with the antidote to obnoxious speech not being censorship or reprisal but more speech of an opposing view. Unfortunately, the “politically correct police” have adopted censorship and reprisal as their first weapons of choice to silence views to which they disagree. Books are written today about the intolerant political climate that exists on college campuses, within the military and the corporate world. We are also seeing a dramatic increase of persecution of religious belief and practice with a U.S. Senator declaring that religious belief is protected insofar as it is practiced in church, but not in public. That’s like saying you have free political speech as long as you don’t participate in politics. Constitutional rights limited to your home aren’t worth much. A few writers in the last week have denied that religious persecution of Christians in America is occurring; I disagree and voluminous examples exist. One such case is the $135,000 fine levied upon Christian owners of an Oregon bake shop who refused to bake a wedding cake for a lesbian couple. I don’t agree with their stance; they’re in business to bake cakes and should bake them for everybody or nobody, or just make donuts. The fine however, was 27 times higher for them as Christians than prior cases and designed to bankrupt them. Liberty in America is under siege as never before. Suppression of religious belief and speech is only the beginning. Al Fonzi, Atascadero News article 17 July 2015 6 Delusional Leadership The President claimed that his administration’s policies have “restored the U.S. as the most respected country in the world” and also that he (as president)” is more like having a Jew in the White House than any other president.” At least he didn’t refer to being more like “those people” when he referred to the American Jewish community. I always wondered what happened to “Baghdad Bob” after the fall of Iraq in 2003 (the guy claiming there were no American troops in Baghdad as a TV camera panned the image of an American M1 Abrams tank driving down the boulevard behind him). It’s obvious he got a job as the Obama Administrations’ Press Officer for alternate reality. Anyone paying attention to the news in the last six months would be hard-­‐pressed to find favorable coverage of America under Obama’s leadership, although criticism of his lack of leadership, initiative or commitment to allies is widespread. For the record, the Polish Defense Minister stated last week that Russian forces currently being deployed along the borders of the Baltic states of Latvia, Lithuania and Estonia can conquer those former Soviet-­‐bloc nations in little more than 48 hours. The same minister along with others openly questioned the commitment of the United States to defend the independence of those states, which are now part of NATO, given Obama’s vacillation in the face of naked aggression around the world. To review American foreign policy successes one needs to re-­‐write the definition of success. The “Russian reset,” a Hillary Clinton initiative while she was Secretary of State, has resulted in a belligerent Russia under Putin who invaded without consequence the Crimea, conducts overt aggression with Spetsnaz forces in the Ukraine, engages in violent anti-­‐American propaganda in Russian media and has embarked in a massive build-­‐up of its strategic nuclear forces. Its conventional forces are also being re-­‐equipped with asymmetric weaponry designed to counter most of the technological advantages of American technology and has conducted massive, no-­‐notice military exercises along NATO country borders for the past 18 months. Other Clinton successes are Libya (now in chaos), Egypt (now boycotted by America after a coup tossed out its radical, Muslim dictatorship) and Yemen, touted as a success and reduced to civil war. China is building equally confrontational weaponry designed to neuter the U.S. in the Pacific while building island military bases far outside its borders in contested international waters, even in waters claimed by other States. This week it overtly challenged the right of American military reconnaissance aircraft to fly within international airspace China now claims to be its own. Obama’s Middle Eastern policy is a textbook case of appeasement as ISIS threatens to overrun Baghdad, not out of the realm of possibility due to Obama’s ineffective military response. Three-­‐quarters of the aircraft assigned interdiction of ISIS targets return to base without dropping ordnance due to Obama’s overly restrictive rules of engagement, controlled directly from the White House. His obstinacy in refusing to consider effective use of ground forces is a prescription for defeat. The President claims to be the most friendly and supportive President of Israel in history, which probably explains why his popularity in Israel has dropped to about 15%. I think the Israelis know who is a true friend. Meanwhile the Obama State Department hints it will support a French resolution in the UN demanding Israeli withdrawal to the indefensible 1947 borders or face sanctions. As for Iran, Obama’s obsession with a nuclear treaty and diplomatic vacillation guarantees a nuclear-­‐armed Iran within a decade. Virtually every credible analyst predicts Iran will acquire and deploy nuclear weapons within a fraction of that time and Obama’s policies will almost certainly lead to a regional and catastrophic war in the Middle East while paving the way for aggression in Europe and Asia. America respected? Not lately nor in the future if this “strategy of defeat” continues much longer. Al Fonzi, LTC, US Army, (Ret.) 7 Trump Phenomenon Based on Fallacy-­‐By Bob Martz It has been said by every talk-­‐show and even the major media that Donald Trump’s popularity is based on rank and file dissatisfaction with Republican House and Senate performance that promised much before the election and since have delivered nothing. I contend that this dissatisfied attitude of rank and file Republicans is based on the false premise that McConnell and Boehner have failed to do the job they said they would do. Dissatisfied Republicans should hold their annoyance and consider the way our Government works before passing blame. It takes 60 votes in the Senate – meaning 6 Democrats-­‐ to bring issues to a vote. Then it takes 67 votes – meaning 13 Democrats – to override an Obama veto. There is no chance of repealing Obamacare, gutting Dodd-­‐Frank, or passing any immigration bill when there is no Senate Democrat support. Even the obviously horrible Iran deal is struggling to obtain but a few measly Democrat supporters and may not even obtain the 6 needed to allow a vote much less 13 to over-­‐ride a veto. OK, if the Republicans want to get sneaky – like Democrats do all the time – they could attach their critical amendment to a budget bill that only needs 51 Senate votes during the reconciliation process – which is the way Obamacare got passed after Scott Brown became the 41st Republican Senator. Unfortunately, this budget measure would not be approved by Obama and another budget crisis would occur where either the Republicans would cave or the Government would get shut down. You know the major media would blame the Republicans for any Government shut down so give McConnell and Boehner a break because the public will always be swayed against the Republicans by the major media. We should not forget the other option the Republicans could use that was tried in the late 90’s. Ted Cruz likes to start fights he knows he can never win so perhaps he should ask the House to start Impeachment against Obama. For sure there is a plethora of real justified impeachable charges that could be brought against Obama and the House could easily get a majority vote to send the Impeachment to the Senate. But alas, here comes that 67 Senate vote requirement again – 13 Democrats -­‐ and that would again be a waste of time just like with Bill Clinton’s Impeachment over lying about his sexual acts. So what is the McConnell and Boehner political incompetence that has so riled up the Republican base that forced them to be so enthused with Trump’s brash but honest discussion of our Country’s many ills. In my opinion, all of the candidates have done a fair job in describing the nation’s ills but only Trump is also blaming presently elected Republicans as well as Democrats for our current terrible state of affairs. Trump is ignoring Reagan’s 11th commandment about not speaking ill of fellow Republicans. I think Trump, in his brash, insulting, but direct way, has lucked into an unhappy Republican base that so far hasn’t understood the limitations about how our Government works. Ground Game – Laura Mordaunt reported on the status of her group and introduced the participants to the Committee.
