Adjournment Minutes of the Woodford County Offices committee April 11, 2017 Chairman Delaney called the meeting to order at 4:00 PM on Tuesday, April 11, 2017 at the Woodford County Boardroom. All committee members were present: Messrs. Delaney, Hinrichsen, Hill, Tolan and Jording. Mr. Hill moved and Mr. Hinrichsen seconded the approval of the County Offices committee minutes for March 14, 2017. There were several corrections and additions noted as follows: Minutes did not reflect that Mr. Jording made a motion to appoint Mr. Delaney as the Open Meetings Act designee. Mr. Delaney did not ask for a second on Mr. Jording's motion. Mr. Jording expressed his opinion regarding voting with only three committee members present. Mr. Jording also asked that a spelling error be corrected and a double period be corrected. The motion to accept the corrected minutes was passed; Mr. Hinrichsen abstained. Public input: Mr. Mike Hutchinson representing "We Care" spoke to the committee about the need for three new vehicles to replace two old one that are worn out. The need for replacement vehicles will be presented to the full Woodford County Board at the next meeting on Tuesday, April 18, 2017. Alycia Lingle spoke to the committee regarding a title grant concerning "We Care". Two reappointments for 5 year terms to the Caterpillar Trail Public Water District were recommended for John D. Ezzell and John Litherland. Each term expires May 1, 2022. Mr. Hinrichsen moved and Mr. Hill seconded to reappoint Mr. Ezzel to a 5 year term. Motion passed unanimously. Mr. Tolan moved and Mr. Hinrichsen seconded to reappoint Mr. Litherland to a 5 year term. Motion passed unanimously. There was no unfinished business. The County Clerk presented monthly claims for approval. After review of the claims and discussion, a roll call vote to approve the claims was made with Messrs. Hinrichsen, Jording, Tolan and Hill all saying aye. Mr. Delaney abstained from voting since he had submitted a claim included in the current month's batch of claims. Motion passed unanimously by those voting. The Treasurer presented four monthly county per diem claims for approval. After review of the claims and discussion Mr. Hill moved and Mr. Jording seconded to approve them as presented. Motion passed with Messrs. Delaney and Hinrichsen abstaining. County Clerk Mrs. Debbie Harms spoke to the committee regarding three areas of concern with her office: Audio of county board meetings, codification of the county ordinances, and the scanning and indexing of county records. She is working with some outside firms to get price quotes and references so we can further proceed. Coroner Tim Ruestman spoke to the committee to justify and verify the hours he worked during 2016. He has more than enough hours to qualify for inclusion in the Illinois Municipal Retirement Fund. The consensus of the committee is to accept his letter as adequate proof of his work for Woodford County. Mr. Jording moved and Mr. Hinrichsen seconded to approve Resolution 2016/17 # 035 authorizing participation by elected officials in the IMRF. The motion passed unanimously. A long discussion followed the recommendation to advertise for and set the salary and hire a part time county board secretary. Mr. Tolan moved and Mr. Hill seconded to advertise for a part time board secretary at an hourly wage of $13.72 per hour. Mr. Hill, Mr. Hinrichsen and Chairman Delaney voted "aye". Mr. Jording voted "nay". Motion passed. Mr. Tolan was not present to vote, as he had to leave the meeting at 5:05 PM during the discussion. There was discussion regarding the designation of an Open Meetings Act designee. It was agreed no action should be taken at this time. Further action will depend on the qualifications of a future board secretary yet to be hired. Options to provide Human Resources were also discussed. It was agreed to take no action at this time. Again, the future hiring of a board secretary may have an impact on this position. Ron Umdenstock of the VAC spoke to the committee for a brief time, mentioning his continuing interest in his office space and any options available. Chairman Glazier spoke to the committee regarding the accessing and dissemination of information received by board members. He stressed the importance of all information being available to all concerned. A motion to adjourn was made by Mr. Hinrichsen and seconded by Mr. Hill. The motion passed unanimously at 5:33 PM.
