East 2013 Assessment – $262,128 Average Increase by Area The Municipal Property Assessment Corporation (MPAC) has reassessed all properties in Ontario using a base year of January 1, 2012. Provincial legislation requires assessment increases to be phased-in equally over four years 2013-2016, while assessment decreases are to be applied fully in 2013. The MPAC reassessment resulted in an overall increase in the City’s assessment base, for 2013 taxation, of approximately 3.92%. Note: this increase does not provide additional tax revenue for the city. The reassessment redistributes the tax burden on individual properties that experience a change in assessment that is greater or less than the 3.92% average change. In the tax comparison table above, the average residential home in Kingston increased in value, on average, approximately 3.93% (slightly higher than the overall city assessment base). The table compares the 2012 and 2013 taxes using the revised average assessment value and includes the City’s total operating budget increase of 2.5% plus the provincial education rate change arriving at an average increase of 2.29%. How do residential tax bills vary from area to area? While Kingston West, Central and East pay the same general tax rate and garbage disposal rate, fire services are area-rated causing the tax rates to vary from area to area. Change in Ownership: If you have recently purchased or acquired title of your property, there is a $27.30 fee to cover the costs associated with making the changes to the tax roll. New tax/assessment roll: If your property is new to the tax roll, you will incur a one-time $27.30 fee to cover the costs associated with setting up your tax roll. Returned items from bank: There is a service fee of $31.05 that will be charged for all items returned from your banking institution.
