Everyone introduced themselves Everyone agreed the notes of the last meeting after they had checked the actions. Kellie to reply to Bournemouth People First’s questions about the team champions. Anna H to send Kellie the questions again. - Kellie has now received the questions. Kate Cuthbertson has resonded this morning by email. Bournemouth People First to invite Carole Aspden to a Partnership Board meeting. - it has been agreed that Sonia Colton is going to be the best person to come to the meeting. Sonia Colton has been added to the Agenda for May. 2 Sonia has invited Bournemouth People First to an event. this has been done. Andy S, to arrange a meeting about the Transitions Sub Group after the March Partnership Board meeting. Bournemouth People First have received an email from Tim Branson, who is now arranging for the group to meet. Gary Billen to give Jo O’Connell the name of the Equality contact person in Health. This was to do with the Council and Health leading by good example as employers. - Gary to pass name to Jo. this has been done. - Kellie to get some information about the answers to the review questions and how they relate to the recommendations of the Citizen Checker report. - This has not been done yet. to be carried forward Work in progress - Andy S, Brian Langridge and Bournemouth People First to arrange a meeting to talk about the future of Citizen Checker, with the Clinical Commissioning Group. - The meeting is being arranged. 3 Big Plan to go onto next agenda as it has been updated. - Jo O’Connell to give an update at this meeting. (continued) Debbie Hyde provides information and services for all and any carers. Andy agrees there is a need for a Carers Group, but that there is a need. Also what we need to support is needed. Jo to speak to Debbie again and to Ivor Cawthorne from Commissioning. - Bournemouth People First to invite someone from the Winterbourne View Joint Improvement Programme to a Partnership Board meeting. Angela Ellis, from the Joint Improvement Programme will come to the July Partnership Board meeting. It is the Health Champions (not Citizen Checkers) to give the presentation to the Health and Wellbeing Board has been arranged and will go ahead. Bournemouth People First to ask Val Cope what happens to the report from the hospital. The report has now been finished and passed over to Debbie Hopper and Val Cope. - carry forward. Find out what happens to the report now. 4 Jo to talk about a launch event for the new Housing Choices booklet at the next Where We Live Group meeting. : this was discussed at the recent ‘Where we Live Group’ meeting. Kellie and Jo to talk about ideas for an information day / Community Event. Kellie and Jo are due to meet later this week to discuss this idea further. Amanda P gave an update on the Where we Live group; Lorraine Mealing is now Co-Chair of the group. Lorraine has previously Co-Chaired the group, and has also made an Easy Read Housing Plan in the past. Kellie gave a correction about the information / community event. It will be planned for lots of different things and services, not just the Housing Choices Booklet. . Not all organisations which are involved in Direct Payments have easy read information. Amanda P to follow up with Enham about their Easy Read information. Amanda has contacted Enham (and other organisations too). She has not heard anything back yet. She will keep trying. - Bournemouth People First to continue to contact Direct Payment providers about their Easy Read Information. Bournemouth People First to find out if what used to be the old Malvern Centre still has an accessible toilet available. It is not a changing places toilet, but 5 It is still available. There is a café there and the Artisan Studio with lots of art activities being run. For the local community, but some focus on learning disability, mental health, physical disability. Bournemouth People First to send out information with minutes. - Day services update to go on agenda for May Partnership Board. - Done. - Changing Places newspaper article link to be sent out with minutes. - Done. - Bournemouth People First to send out the proposed Year Planner / agenda for the Partnership Board meetings to the members. This has not been sent out yet, but Bournemouth People First have bought copies to the meeting for everyone to look at and agree. - Year Planner to be sent out to members of the Partnership Board for information. Amanda P and Dan gave the update as current Co-Chairs of the group. - Action plan to go out with minutes. We looked at some of the action plan points. – the group is finding out what is available locally and nationally. 6 The group are looking at how the information about the resources and training will be stored / arranged. This will be an ongoing piece of work. There will be no speed dating this time. It is a joint event with People First Dorset, and Poole Forum. We are keeping it simple for now, for the 1st new event, to see how it goes. There maybe a quiet area for sexual health advice and information available, there are some volunteers from the Sexual Health team. The Council are looking at updating their policy. There will be another separate meeting for this. They will make an Easy Read plan. They will also inform people where they can go to find information / support. The 1st draft was shown at the Relationships Group. Jo asked if there needs to be an information event about the action Plan. The relationships group has always been driven by people by a learning disability (more so than other groups). The group need to make sure that it really is looking at what information members / parents / families want or need. : Bournemouth People First to send out Lovin’ Feeling report with minutes to Board members. Lots of the action plan came from the report. 7 Voicing Family Rights is a protocol (how we work with parents with a learning disability and their children) written by Dorset Advocacy. Dorset Advocacy want Dorset, Poole and Bournemouth Councils to sign up and agree to the protocol. Bournemouth People First have tried to contact lead person on this work, but have had no response. Bournemouth Childrens Services were unaware of this piece of work. Jo to follow up and contact Mike Pochin and ask that draft is sent out and consulted on. This may help people to sign up. Emily suggested Dorset Advocacy could be invited to a future Board meeting. Not everyone knows enough about it yet. - Ask Mike Pochin from Dorset Advocacy to come to the next Board Meeting in July. Keeping Safe sub group update (Les sends apologies so Amanda F to give update with Andy.) - Presentation to go out with minutes. Bournemouth People First, Bournemouth Council, Police and Crime Commissioner, Yellow Buses, Bournemouth YMCA (Chatterboxes) are all involved. The partnership is being extended and more organisations being involved. 67 places trained to offer support with Safe Places in Bournemouth. There are 103 including 8 The Safe Places are not highly used, but the fact that they are there gives people more confidence to be out and about and going to new places. Amanda P noted that a local Safe Place recently contacted Paul following concerns about a member, this is another way they are used. Out Right handouts include information on accessibility, and also Safe Places. This information is also available on the Out Right website www.outright.co.uk . Chatterboxes have done some good mystery shopping recently. Yellow Buses driver training are involving people with learning disabilities, and use their feedback forms to report problems. Last year there was a training session at Streetwise. It is possible that there maybe another event later this year; this may include Dorset Fire and Rescue. This is still in use. The Police are becoming more involved and an Equality Champion from the Police will attend a Keeping Safe meeting soon. 95 referrals since beginning of the scheme; over half of which have gone to court. Previous to the scheme prosecutions would probably have been dropped as witnesses unable to give evidence without the support provided. Keeping Safe in the Community is a lot of work, but to link into Keeping Safe in the home is something that is being worked on. 9 Dorset Healthcare are doing some work around offenders that have mental health and learning disabilities (Steve Fletcher is the lead nurse). Keeping Safe sub group are linking with this. Government update on their Hate Crime Action Plan (easy read version of available). Andy W to send link to Bournemouth People First to be sent out with meeting minutes. Mark Harris asked about Safe Place scheme, and if Paul checks the support they need and get (if staff move on etc) with Paul. : Bournemouth People First to check this Jo asked about the Speaking Out campaign hate crime app by Dorset Police. It is not an easy read format, but it is quite user friendly and has some good information on it. It is aimed at a younger student population, but is available to anyone who maybe interested. Hayley Seymour said that she thought that it would be a stronger position for everyone involved if the Keeping Safe group were joint between Poole and Bournemouth. Jo commented that there were 2 new joint groups (Work and Education and Relationships sub groups), and that these could be used as a learning curve for future plans – how to do it and when would be the right time. Both areas face similar challenges. Amanda P said that the other difference was that the other groups were completely new, and they were still having problems with co-chairs. 10 Keeping Safe is an established sub group, and there are co-chairs already in place. Jo said that there was not a Safeguarding representative in the Bournemouth Keeping Safe group (which there is in Poole); all agreed that this could be looked at as needed. - Andy Sharp to contact Phil Hornsby, Co-Chair of the Keeping Safe group in Poole, about joining the Bournemouth and Poole groups together. Jenni Collis-Heavens gave a presentation. - Presentation to go out with minutes. Day services are changing. This is part 2 of the changes. On the 30th April 2014 Bournemouth Borough Council Cabinet members agreed: ●To go ahead and get more information about for setting up a Adult Social Care services in Bournemouth. This information will then be put in a report for the Cabinet to look at in . Cabinet will then decide if this is something they want to do. ●To change the way they deliver services like this: Enablement Service (All ages / disabilities), Boscombe Resource centre. Specialist Dementia Service, Northbourne Day Centre. Specialist Learning Disability Service, Wallisdown Heights Day Centre. Specialist Mental Health Services, Alumhurst Day Centre. 11 The changes to the services will happen between May and September 2014. There is to the agreed number of sessions/days as part of these proposals. to the amount people will have to pay to attend the Centre / come to the service. They want to co-produce how the services will work and have started Working Groups (everyone working together). Jenni Collis-Heavens answered some questions about her presentation. Amanda P asked about First Point Plus as part of the changes. Andy said that these changes had not been part of the main engagement and consultation. Emily said that Bournemouth People First have been attending the working groups and will be supporting the changes, particularly around Culture Change and Community Connecting. Emily was slightly concerned that although the working groups were working well, there needed to be more people who use the service consulted. She said that Bournemouth People First would be happy to send their template for activity choices which could be used for consultation. Anja. Bournemouth People First to send to Jenni agreed this would be useful and they would use the template. Amanda F wanted a clearer understanding on what enablement means. 12 Sonia Colton gave a presentation. minutes. - Handout to be sent out with the Sonia said that the information from the Government is changing all the time, so she tries to keep people up to date. There is a Special Education Needs and Disability Reform. This will involve: ● This means having all the information on local education, health and care services for 0 - 25 years on one website. There is a group looking at how the Local Offer Website will look. Amanda P asked if it would be Easy Read. Sonia said that Bournemouth People First could be part of the group. - Sonia to invite Bournemouth People First to the working group about easy read for the website. ● These will replace Special Educational Needs Statements. Young people with these plans will offered Personal Budgets so they have more choice over their Education, Health and Care Support. ● Education, Health and Social Care will need to plan and pay for services together. They will need to check with young people and their families that they are getting the right support, and also the right amount of support. 13 Extra items to be added to the next agenda had been discussed during the meeting. These included in addition to the planned updates, already on the draft agenda for July: ●Mike Pochin on the Voicing Family Rights protocol. ●Engagement and Winterbourne View Joint Improvement Programme. Jo suggested that it might be useful for the Board members to be able to read through the year planner for the Partnership Board meetings. - Amanda P agreed that this could be sent out to everyone.
