The overall Implementation Progress is rated as “Moderately Satisfactory”. Key issues to note for each component is as follows:
For Component 1, performance is rated as “Moderately Satisfactory”. PIU-PWD needs to monitor implementation performance, contractors and
consultants much more closely. PIU-PWD needs to improve communication with the Construction Supervision Consultant (CSC) and Project
Management Consultant (PMC) to enhance institutional capacity and contractor monitoring.
Both the CSC (Sheladia Associates) and PMC (ISAN Corporation) need to increase monitoring and support activities to PWD. The CSC (Sheladia
Associates) needs to set up a field office at Rangte in order to more closely monitor the contractor for C-C road (M/S JKM INFRA PROJECTS LIMITED)
who has been performing poorly.
Since the performance rating for Environmental Safeguards has deteriorated to Moderately Unsatisfactory, special attention from the PIU-PWD is
required to ensure that the key activities relating to Environmental Safeguards are followed up judiciously. The contractors for Chhumkhum-Chawngte
(C-C) road (M/S JKM INFRA PROJECTS LIMITED) and Champhai-Zokhawthar (C-Z) road (M/S TARMAT Limited) both need to improve their
performance on environmental safeguards especially pre-construction and EHS (Environmental and Health Safety) requirements; the contractors need
to rectify the identified deficiencies and meet all EMP (Environmental Management Plan) pre-construction requirements by end of July 2015 or penalties
may need to be applied by PIU-PWD as per contract provisions.
The Contractor for Chhumkhum-Chawngte Road, M/S JKM INFRA PROJECTS LIMITED, signed the contract on September 17, 2014. However,
mobilization and implementation progress has been extremely slow and poor. The Project Manager has changed three times with a fourth replacement
yet to be identified. Most staff are finally only identified in May but not yet approved by the CSC and PWD and not yet on site. The Contractor has
established a temporary site office near Rangte Village and intends to establish a permanent base camp and laboratory at km 4+900 for which a land
lease agreement for five years has been initiated. Identification of the necessary stone quarries, area for crusher plant, establishment of plants for
concrete works, bituminous works, and production of NP 4 hume pipes are yet to be carried out.
Other than deficiencies in the pre-construction Environmental Management Plan requirements above, the Contractor for C-Z road, M/S TARMAT
Limited, is performing well. They have established their site office and laboratory near Melbuk Village, and have completed about 8km of road formation
cutting or 5 percent of the total works.
The Project Preparation Consultants (PPCs): Package I and II (LEA Associates South Asia Pvt. Ltd. New Delhi) has not yet mobilized for the LIDAR
surveys as contracted. They must speed up their activities in order to complete contractual requirements for Group 2 roads by January and March
2016 (preparing detailed feasibility studies, preliminary design, LiDAR surveys and detailed designs, costing, bidding documents, environmental and
social safeguards assessments, assessments and plans for land acquisition and forest clearance (if any)).
For Component 2, performance is rated as “Moderately Satisfactory”. It is essential that GoM and PWD support the Road Sector Modernization Plan
(RSMP), including the provision of necessary funds for road maintenance. The activities described in the RSMP Action Plan should be given priority
attention.
