EVALUATION REPORT FOR SUPPLY OF PAPER REAMS (TENDER NO. UE/TENDER 201617/04) The Tender N o. UE/Tender 2016 -17/04 for S upply of Paper Ream s was advertised on the website of PPRA Punjab and waqt and city 42) daily newspapers (Express Tribune, Nawai dated 06-10-2016 as per Rule No.12( 2) of PPRA Rules 2014 . Seven tenders/bids were received till the closing date. Technical Bids of following bidders were opened as per provisions of Rule (30) of PPRA Rules 2014: 1. M/S N. M Impex (Pvt) Ltd 2. M/S Word Wide Logistics 3. M/S Man Enterprise 4. M/S Akram Tiwana & Company 5. M/S Attique Traders 6. M/S S.Ijaz Enterprises 7. M/S Variety Papers Bids were evaluated through qualification and Technical evaluation criteria given in the published Tender Document, as per Rule (32) of PP RA. Following Evaluation criteria was given at clause No. 15 of the Tender Document: Eligibility / Evaluation Criteria Requirement Sales Tax Registration Mandatory Income Tax Registration Mandatory Conformance to the required specification of items given in Schedule of Requirement Mandatory Affidavit /Bidders Undertaking on stamp paper Mandatory Sample of Paper Mandatory Copies of at Least two Supply Orders /Contracts received for Supply of Paper Reams in the Last three Years Mandatory In preliminary examination, the supporting documents attached by the bidders were checked and after the scrutiny the bids of following bidders were rejected with details given below: S# Bidder’s Name 1 M/S World Wide Logistics 2 M/S Man Enterprises 3 M/S Akram Tiwana & Company Reason of Rejection The bidder was required to provide at least two relevant Supply Orders/Contracts received in the last three years, however, the Supply Orders attached by the bidder were not relevant. The bidder did not meet the mandatory requirement and its bid was rejected under clause No. 16.2.2 of the Tender Document. The bidder was required to provide sample of the Paper, however, the Bidder did not attach the sample of the paper. The bidder did not meet the mandatory requirement and its bid was rejected under clause No. 16.2.2 of the Tender Document. The bidder was required to provide at least two relevant Supply Orders/Contracts received in the last three years, however, the Supply Orders attached by the bidder were not relevant. The bidder did not meet the mandatory requirement and its bid was rejected under clause No. 16.2.2 of the Tender Document. M/S Variety Papers The detailed results with Qualification and Technical Evaluation Criteria were duly announced in presence of the Bidders. The rates of items quoted by the qualified bidders were announced. The Comparative Statement was prepared which was checked and sign ed by the Purchase Committee . The Committee found all the bids in order and proposed, under Rule(55) of PPRA Rules 2014, that the contract may be awarded
