Dear Parents and Guardians:
Welcome to the School District of New London’s 4K Community Collaborative. The
development of physical, emotional, social, and cognitive early learning of children is the
focus of the School District of New London as well as our community agencies. Early
childhood years are very important for children and their parents. When children experience
success in responsive, nurturing programs they gain essential skills and knowledge.
Education is a team effort. Research has shown that the best education is provided when
parents, teachers and the community work together as partners. We look forward to working
together closely as partners in an effort to provide success for all students.
The School District of New London takes pride in collaborating with our community
organizations as we work together to provide a program that allows a play based,
developmentally appropriate learning experience for our district’s four-year-old learners.

The School District of New London 4K Handbook has been prepared in an effort to provide
parents and other interested parties with information regarding our program. We hope you
will refer to the handbook to answer questions that may come up throughout the year. If you

Alcohol, Tobacco, and other Drugs Statement
Alcohol and other drug use is prohibited at all New London 4K site functions including, but not limited to:
 Classroom activities and field trips
 Home visits with home visitors or other staff
 Family Outreach programs and activities
Any behavior exhibited at New London 4K programs or activities that suggest abuse of alcohol or other
drugs will result in that person being asked to leave.
The New London 4K locations are smoke free environments per state statutes that prohibit smoking in
public school buildings or on grounds or facilities housing public school programs. A smoke free
environment is also required at New London 4K functions, which include, but are not limited to, Family
Outreach programs, field trips, and on the playgrounds.
Attendance
It is an expectation that each child will attend school when school is in session. The
importance of regular attendance cannot be overstated; regular attendance at the
four-year-old preschool level establishes healthy patterns of attendance that can last
throughout the school years and into adult employment. Each location of The New
London 4K Community Collaborative maintains records for enrolled children. A
child’s absence is designated as “excused” or “unexcused”.
Excused absences include illness, medical and dental appointments, and certain family situations. As long
as a parent/guardian calls in to inform the 4K site staff of the absence, it will most likely be considered
excused. An unexcused absence is generally the result of the parent/guardian not notifying the staff of a
child’s absence.
When in doubt of your child’s health condition, play it safe for your child as well as for the other
children in the class. Your child should remain at home if:
 The child has a temperature of 100.1 degrees or higher.
 The child has vomited within a 24 hour time period prior to coming to school.
 The child has had diarrhea within a 24 hour time period prior to coming to school.
 The child has a common cold, where there is much nasal discharge or green nasal discharge.
 The child has a cough that is hacking or continuous.
 The child has skin sores which are open and draining material. This includes such illnesses as
pink eye and open cold sores. The child can return to school when the drainage ceases and the
sore begins to heal.
 The child has chicken pox or mumps.
 The child has a Streptococcal throat infection (strep throat). The child should remain home for
one day after antibiotics have started.
 The child is complaining of an earache.
 The child has any skin diseases (such as impetigo, scabies, etc.) A doctor’s note will be
required for the child to return to school.

In the event of one of the following conditions, the staff will call parents/guardians to pick up their
child:
 The child has a temperature (100.1 degrees or higher)
 The child has vomited.
 The child has diarrhea.
 The child is continually coughing.
 The child has lice.
 The child is constantly fussy and crying for an unusual amount of time for an unexplained
reason.
Calling in absences: It is an expectation that children enrolled in The New London 4K Community
Collaborative will attend every day school is in session. If students are going to be absent from school for
any reason, parents are required to phone in the absence to the preschool teacher prior to, or on the day of,
the absence. Please inform the person answering the phone of your child’s name, the reason for the
absence, and that the child is attending the New London 4K Community Collaborative. Attendance is
taken every day and sent to the school district office. Prompt notification of absences helps keep the
record keeping accurate and fulfills licensing requirements.
Child Abuse, Neglect, and Sexual Abuse
Most parents and guardians try very hard to provide a caring environment for their children. They want to
meet their children’s basic needs and offer support and encouragement to their children. However, stresses
in today’s society make it difficult for some families to cope and child abuse and neglect do occur.
In accordance with Wisconsin Statutes, all staff members of the New London 4K Community Collaborative
program are required by law to report any suspected cases of child abuse and neglect.
It is important to realize that the staff is obligated to protect the physical and emotional well-being of all
children. The New London 4K team is always willing to provide support and assistance in parenting
strategies. The staff may also refer parents to County Services when they feel additional assistance may be
required for the family.

Child Behavior
It is the goal of the New London 4K Community Collaborative to work with
parents or guardians to promote positive child guidance strategies in the
classroom, in the home, and in the community. The Child Guidance Policy
outlines many of the techniques used in the New London 4K program.
An Individual Behavior Plan will be used with children who demonstrate repeated
or significant behavior problems in the classroom. Adults will utilize observations of the child to
document the child’s behavior in a variety of situations. Conferences will be held with staff and parents to
review classroom observations and to develop appropriate intervention strategies to address the individual
needs of the child.

The following procedures will be reviewed and incorporated as needed in the Individual Behavior Plan:
1. Staff documentation, including behavioral observations and anecdotal notes.
2. Conferences between staff, parents, and consultants.
3. Review of the child’s Individual Education Plan (IEP) if the child has a documented special
educational disability.
4. Additional staff support in addition to the classroom staff. Observations and technical
assistance may be provided by the Site Director, Program Coordinators, and/or consultants.
5. Modifications in the classroom setting, classroom schedule, or physical environment.
6. Changes in classroom staffing pattern (shadowing, break times, office times, etc.)
7. Changes in program options may be available.
8. Referral to appropriate outside agencies (school district, medical facilities, mental health
agencies, family agencies, etc.) for evaluation and services.
All procedures utilized in regard to the Individual Behavior Plan will be properly documented in writing by
the staff. Parents/guardians will be actively involved in and informed of all procedures.
Child Guidance
The New London 4K Community Collaborative promotes the philosophy of positive
guidance of children where children develop self-control of their actions and increase
their self-esteem. The goal in every classroom is to develop appropriate social skills
so the child can become an independent and well-adjusted individual.
Classroom teachers and teacher assistants have the responsibility of guiding children’s
behavior and ensuring the safety of all the children and adults in the classroom. The classroom teacher has
the primary responsibility of determining what developmentally appropriate behavior guidance techniques
will be used in each specific situation.
Techniques used in prevention:
 Giving clear and reasonable expectations
 Modeling and teaching the correct behavior
 Making children feel important and respected
Non-confrontational techniques used by staff:
 Redirecting
 Shadowing
 Modeling
 Praising
 Suggesting
 Changing the environment
 Providing logical and meaningful consequences
 Staying calm
 Ignoring

Adult interaction may be necessary when a child displays a lack of self-control. The child may be removed
from the situation for a short period of time. The child may return to the activity when the child
determines he/she is ready. Staff and parents must remember that each child develops at his/her own rate.
Therefore, staff and parents must understand that the needs of each child must be reviewed individually.
If a child becomes upset for any reason and is unable to calm him/herself, all staff members have been
trained in the proper measures to help comfort the child. These methods include, but are not limited to:
rocking the child, singing to the child, conversation with the child, gently rubbing his/her back, or asking
for assistance from another staff person.
Actions Prohibited
 Spanking, hitting, pinching, shaking, or inflicting any other form of corporal punishment.
 Verbal abuse, threats, or derogatory remarks about the child or the child’s family.
 Confining a child in a small space such as a closet, locked room, or similar cubicle.
 Withholding or forcing meals, snacks, or naps.
 Children will not be disciplined for lapses in toilet training.
Communication
Parent outreach opportunities will be scheduled during the school year. Each 4K site will publish a
newsletter to provide families with important updates and information throughout the year. Parents are
encouraged to visit the school or community site and to become involved in activities of the community
and school system.
Confidentiality
Every family has the right to privacy. Each agency will help maintain privacy in the following manner:
 Student records will not be left out for others to view.
 Staff will not discuss children and families with other staff unless there is a direct benefit to the
family or child involved.
 Parents are asked not to talk about incidents observed in the classroom or at any other activities
that involve children other than their own.
Curriculum
The goal of our early childhood curriculum is to create an environment that promotes learning
and social skills appropriate for our four-year-olds. Children learn by doing. They use all of the
senses to explore and get information. The New London 4K Community Collaborative is
committed to promoting a high quality preschool education for all children.
The teachers for the four-year-old preschool program will use Creative Curriculum and the
Wisconsin Model Early Learning Standards as a curriculum guide. All teachers of 4K students
hold a pre-kindergarten or kindergarten license. Teachers and assistants will continue to learn
from each other and attend conferences and workshops on early childhood education.
Each child will be given the opportunity to learn at his/her own pace and in the way preschoolers learn
best…through play!

What looks like play has been planned by professionals to develop specific skills that children need in later
school years and into adult life. The daily schedule will include a balance between the following types of
activities:
 Active and quiet times
 Large group activities, small group activities, as well as time to play alone or with others
 Indoor and outdoor playtime
 Time for children to select activities on their own and time for the children to participate in
teacher directed activities
Play is the important work of a four-year-old. The following are a few examples of what appears to be
play, but is actually a learning experience that helps children prepare for school.

Fire drills, tornado drills and other safety drills will be conducted at regular intervals during the school
year.
Eligibility
Students participating in the New London 4K Community Collaborative program must be
four years of age on/before September 1. Participants must be residents of the New
London School district or may apply through Open Enrollment from February through
April.

ELL (English Language Learners)
As parents register students new to our district, they are asked to complete a Home Language Survey. This
survey is reviewed by the ELL coordinator to determine eligibility for services. The survey is available
from Pupil Services at (920) 982-8447 or online at www.newlondon.k12.wi.us (click on Parents,
Forms/Resources and then Four- year-old Kindergarten).
Emergency Information Forms
State law requires all students to have emergency information or data on file in the school
office. New information must be compiled each year. Without emergency information or
data on file, we do not have the authority to release a student from school with anyone
other than the parent/guardian. With this information on file, we can contact relatives or
friends as directed on the emergency sheet.
Equal Educational Opportunities/Nondiscrimination
It is the policy of the School District of New London that no person may be denied admission to any public
school in this district or be denied participation in, be denied the benefits of, or be discriminated against in
any curricular, extracurricular, public service, recreational, or other program or activity because of the
person’s sex, race, religion, national origin, ancestry, creed, pregnancy, marital or parental status, sexual
orientation, or physical, mental, emotional or learning disability as required by section 118.13 of the State
Statutes. This policy also prohibits discrimination as defined by Title IX of the Education Amendments of
1972 (sex), Title VI of the Civil Rights Act of 1964 (race, color, national origin), Section 504 Rehabilitation
Act (handicap), and Title II of the Americans with Disabilities Act of 1990 (disability).
The district shall provide appropriate educational services or programs for students who have been identified as
having a handicap or disability, regardless of the nature or severity of the handicap or disability. The District shall
also provide for the reasonable accommodation of a student’s sincerely held religious beliefs with regard to
examinations and other academic requirements. The District encourages informal resolution of complaints under
this policy. A formal complaint procedure is available, however, to address allegations of policy violations in the

Family Outreach Program
An important component of the School District of New London 4K Community Collaborative program is a series
of activities for parents and families called Parent Outreach Activities. Support for parent involvement in the
program recognize that parents are partners in the educational process and that
parents have both the right and the responsibility to share in decisions about their
child’s education and development. Outreach activities will be flexible, varied, and
accessible to all families. Parents will be notified of Family Outreach opportunities
through classroom and site newsletters.
Fees
A fee in the amount of $22.00 will be applied toward curricular resources and supplies used in school or
community 4K sites. Families may apply for a waiver of fees upon request. These fees do not apply to
Head Start families or Family Outreach activities.
Field Trips
Educational field trips may be taken by the students during the school year as a part of their instruction.
Parents will receive a student permission form that must be signed and returned to school in order for a
student to take part in the field trip. There may be a minimal fee associated with the field trip. Families may
apply for a waiver of fees upon request. These fees do not apply to Head Start families.
Harassment
Any and all forms of harassment, which include sexual, verbal, and physical are prohibited. Concerns about
possible harassment situations should be reported immediately to a staff member. Complaints will be
thoroughly investigated and appropriate disciplinary action taken.
Immunizations
The following are the minimum required immunizations for entering kindergarten:

1 MMR
1 Varicella (chicken pox)
State law requires all public and private school students to present written evidence of immunization against the above
diseases within 30 school days of admission.

Injury
Any student injured at school or on the community site should report the incident to the teacher. Depending
on the severity of the injury, parents will be notified so that proper provisions can be made for care of
transportation to a medical facility by the parent. Proper completion of updated information on the
Emergency Form is essential in cases of injury.

Medication Policy
Please refer to your 4K center’s policy for additional detail on their procedures for
administering medication. All medication will be dispensed from the site office.
If you wish to have the school office personnel administer medications to your son/daughter,
you must bring it in the original pharmacy labeled container, properly marked with name of
student, name of medication, dosage, and time to be given. The parent/guardian is responsible
for personally delivering controlled substances to the school office personnel or school
nurse. Students are not allowed to carry medication on them for their safety as well as the
safety of others.
An “Administration of Medication Consent” form must accompany both prescription and non-prescription
medication. Both parent/guardian and physician must sign the medication consent for administration of any
prescription medication during the school day. For non-prescription medication to be administered during the
school day, only the parent/guardian signature is required. Only a limited supply of medication should be brought
to school at any one time. No medications will be given without the properly signed consent form.
It is the district’s recommendation that students with a sore throat or cough drink water to soothe and suppress the
cough. The district recommends that anyone who exhibits uncontrolled coughing to remain at home. Cough
lozenges are not allowed in school.
It is the parent’s/guardian’s responsibility to notify school personnel/school nurse of any change in medication or
health condition.

Medical Nurse
The School District of New London has a registered nurse on staff to service the
schools in the School District of New London. The nurse is available to all 4K
Centers as a resource and may be contacted through a site
teacher, coordinator or director.

Pick-Up and Drop-Off Times
Please be respectful of the site hours. Provide drop-off no more than 10 minutes before class, and ensure
pick-up promptly at the end of class. Due to state licensing requirements centers are unable to keep children
longer than the designated class period. Children arriving or remaining more than 15 minutes before or after
defined 4K hours are subject to childcare fees. Some preschool centers offer wraparound services for after
school care which can be arranged independently at these sites.

Promotion/Retention Policy
The decision to promote or retain a student can only be made after careful evaluation of a variety of
factors. In addition to academic competencies, there are other factors that enter into the decision to
promote or retain a student. The following are of significant importance when evaluating for promotion
and/or retention:
 Social development
 Emotional development
 Possible disability or handicapping condition
 Other educational characteristics (age, learning style, work habits, etc.)

Religious Accommodations
The New London 4K Community Collaborative will provide accommodations for a student’s sincerely held
religious beliefs with regard to academic requirements and testing. Concerns regarding these matters should
be brought to the attention of the student’s teachers and the administration.
Reporting Student Progress
Student progress will be reported throughout the year. Don’t hesitate to contact your child’s teacher with
questions regarding progress throughout the school year.

The New London 4K Community Collaborative program recognizes the benefits of
healthy foods in our schools and classrooms to assure that our children can grow,
learn, and thrive. If parents desire to send a food item for a child’s birthday or
special event, it is encouraged that food is nutritious in value. Special occasion
treats may include, but are not limited to:

NOTE: Due to the increase in nut allergies and the severity of the reactions they may cause substances
known to cause allergic reactions in sensitive children including, but not limited to, peanuts, tree nuts, soy
nuts, eggs, dairy, soy, wheat, and sulfites used in dried fruits should be avoided. Please be aware that some
children may have allergies to these foods.

Student-Staff Relationships
The New London 4K Community Collaborative is committed to quality educational programs requiring
integrity, high ideals, and human understanding. The welfare and achievement of students are dependent
upon positive relationships within the school environment. To this end, employees of the New London 4K
Community Collaborative, as role models, are expected to develop positive relationships by:






Using discretion in handling confidential information about students
Maintaining empathy with and respect for students
Communicating with students in a way which fosters the development of a positive self image
Using credible, positive feedback with students
Modeling and reinforcing behaviors which are expected of students
Utilizing problem-solving techniques in correcting and changing
The use of sarcasm, ridicule, insults, profanity, belittling statements,
sustained yelling, or any behavior, which might lessen the individual
student’s self-esteem, will not be tolerated in the school environment.
Employees are expected to develop and expand their skills in sustaining
positive student relationships.
Threats
Students, teachers, and other staff are asked to report any comments heard relating to threats to others or
threats to property. These reports should be made to the administration. All threats will be taken
seriously, and follow-up will take place. Threats can include, but are not limited to, verbal threats made
to or about someone, nonverbal or intimidating actions, written notes or letters, or graffiti written on
walls or notebooks.
Transfers or Withdrawals
Any students entering or withdrawing from the School District of New London 4K program should
notify the site as soon as possible. Please share your new address, phone number, and previous or future
school information with the school office.
Transition to Five-Year-Old Kindergarten
Students and their parents are invited to attend Kindergarten Visitation Day on Friday, May 15, 2015.
This will provide an introduction to your child’s 5K school community. You may also want to consider
participating in Getting Ready for Kindergarten. This summer program allows children the opportunity
to hone in on skills that will enrich their academic experience.

Transportation
Transportation will be provided during regular school hours for participants
whose residence is within the site’s attendance area and more than two miles
from the site. Families that have children riding a bus will be provided
transportation information.
The School District of New London approves the use of video cameras on the school busses for the primary
purpose of reducing disciplinary problems and vandalism on the bus. Cameras allow the bus driver to focus
on the driving of the bus; providing students with safer transportation. The goal of the New London 4K
Community Collaborative is to always provide the safest transportation to children.
Bus Rider Responsibility
Riding the school bus is a privilege rather than a right.
Expectations for Behavior
Bus riders shall conform to the same standards of conduct and cleanliness that are expected of them at
school.

Volunteer Opportunities
Parents are recognized as their child’s first and most effective teacher. Parents are
encouraged to participate as much as possible in the New London 4K Community
Collaborative. In addition to participating in the Family Outreach program, parents are
encouraged to participate in other ways such as volunteering in the classroom, chaperoning
field trips, reading a story to the class, helping to prepare classroom material or making
classroom repairs.
Any adult volunteering in the classroom will be required to have an approved background check form on file
prior to assisting in the classroom.
Weather Related Information
When the School District of New London closes due to severe weather, the announcement is listed on the district
website, and the announcement is made on local radio and television stations, as well as the district’s emergency
notification system, between 6:00 a.m. – 7:30 a.m. If it becomes necessary to close school after the start of the
school day before regular dismissal time, the announcement will be made on local radio and television stations. For
specific radio and television stations that will announce school closings, an updated list will be available at school
and on the website by early November.
