The State of Wyoming, Water Development Commission (WWDC), is seeking
professional services to perform water resources studies in accordance with W.S. 9-21030. The projects for which the services are sought are listed by study level. The
WWDC, at its sole discretion, may request the selected consultant to provide additional
services for Level I or Level II studies.

INSTREAM FLOW HYDROLOGIC STUDIES: Consultants interested in preparing
Instream Flow Feasibility Studies should submit qualifications for projects that may arise
in the coming year. Note: these studies are hydrologic in nature, not biological. Contact:

REQUIRED SUBMITTALS AND SUPPLEMENTAL INFORMATION:
Prospective consultants and sub-consultants who have not submitted a Statement
of Qualification (SOQ) to the Wyoming Water Development Commission since May 1,
2016, must submit two (2) paper copies of a SOQ consisting of a letter of transmittal and
a completed standard form 254. An email address MUST be provided for distribution
of RFP’s and correspondence, see box #4 on form 254.
Firms or individuals wishing to be considered as prime consultants must submit
three (3) copies of a Statement of Interest (SOI), consisting of a letter of transmittal and
a standard form 255 for each project the consultant is interested in pursuing. Copies of
UPDATED standard forms 254 and 255 may be accessed on the WWDC website at
http://wwdc.state.wy.us/consultants/consultant_selection.html or by contacting the
WWDO directly.
**You may now choose to submit your 254/255 electronically, instead of a hard
copy, in a combined pdf format to [email protected]. If you choose to submit
electronically PLEASE submit a complete package for each project, including 254s
for prime and sub-consultants as well as your 255. Please send a separate email
for each project you’re submitting materials for along with contact information
including email, phone number and primary office location doing the work.**
Consultants requested to prepare proposals will be selected by the WWDC, as per
W.S. 9-2-1031, using information contained in the SOQ of the prime consultant and any
sub-consultants, and the SOI of the prime consultant. Firms offering professional
engineering services must provide their Board issued Wyoming license number.
Presently, the WWDC is seeking authorization for these projects from the 2017
Legislature. If authorization is not granted, the selection process will be discontinued.
The SOQ and SOI, via email or mail, must be received by the WWDC no later
than 2:00 p.m. on February 7, 2017. This notice may be accessed on the WWDC website
at http://wwdc.state.wy.us.
