Notice is given that the City of Medicine Hat has filed
an application under the provisions of the Water Act to
construct a berm for the purposes of flood protection
located along the bank of Seven Persons Creek near
Industrial Avenue in NE-29-12-05 W4.
Any person who is directly affected by the application

January, for all customers is based on the average of the
monthly gas charges set by Alberta gas distribution (pipes)
owners and Gas Alberta Inc.

Electricity
The February electricity rate of $0.0387 per kilowatt
hour, down from $0.0427 per kilowatt hour in January,
for Residential, Farm, Small and Medium Commercial,
Unmetered Services and Rental Lighting, is based on the
average of the monthly electric energy charges set by
Alberta electric distribution (wires) owners as established
in accordance with the provisions of the Alberta Regulated
Rate Option (RRO) Regulation (AR 262/2005) with the
following exceptions:
• RRO electric energy charges set by Rural Electrification
Associations (REAs) that own electric distribution systems in
rural Alberta; and
• RRO electric energy charges set for customer
classes described as anything other than “Residential” or
“Commercial”

The February default electricity rate for Large Commercial,
Industrial and Street Lighting customers is based on the
monthly average Alberta Power Pool price as established
and published by the Alberta Electric System Operator
(AESO) plus $0.02 per kilowatt hour. The rate for January
was $0.0440 per kilowatt hour.
The Electric Utility also offers a fixed electric commodity
price for Residential, Farm, Small and Medium Commercial
customers. The fixed rate for 2017 is $0.0680 per kilowatt hour.
The Gas Utility offers a fixed natural gas commodity price
for all rate class customers. The fixed rate for 2017 is $5.80
per gigajoule (GJ).
Going Green Charge
Customers also have a “Going Green” surcharge on their
bill. This surcharge is for renewable energy purchased for
residential, farm, small and medium commercial customers.
The Going Green surcharge is calculated monthly to recover
costs incurred to purchase renewable energy.
The Going Green surcharge for February is $0.0035 per
kilowatt hour.

• Repair broken windows and ensure windows/vents
are closed during the winter.
• Insulate water pipes in unheated areas, including
crawl spaces.
• For sinks located against a non-insulated outside wall:
• Open the vanity door to allow warm air to reach
the water pipes.
• A light bulb placed near the water pipe may
generate enough heat to keep the water flowing.
• Heat tape wrapped around the pipe may keep the
pipe from freezing.
• Residents of mobile homes should check the
condition of the heat tape on their water service and
water meter.
• Protect unheated indoor water meter with an
insulated box and water pipes should be wrapped
in insulation using heat tape.
• Outside water taps and underground sprinkler
systems should have the water supply shut off inside
the house at the isolation valve for the tap.
• Sprinkler lines and taps should be drained/blown out
• A thin stream of water (as thick as a pencil lead)
running continuously from at least one tap will help
prevent a frozen water service.
• If you plan to be away from home over the winter
period, close the main water isolation valve located
next to the water meter in your home. You should
leave the heat on in your home and have someone
check inside your home daily while you’re away.
A frozen water service, or a burst water pipe, is an
inconvenience and expense that most people would like
to avoid. Please take all possible precautions to prevent
this happening in your home or business.

HOUSTON
Ten words have driven Patriots coach Bill
Belichick since he arrived in New England 17 years
ago. And they are 10 words that he leans on whenever he is queried about what’s gone into making
his team an annual threat to hoist the Lombardi
Trophy.
“I do what I think is best for the team,” he says.
For the better part of those 17 seasons, that
approach has worked out well for the Patriots.
They will make their seventh Super Bowl
appearance under Belichick on Sunday when they
take on the Atlanta Falcons. Along with quarterback Tom Brady, Belichick already is part of the
winningest coach/quarterback combination in
NFL post-season history, taking 24 games together.
The 64-year-old coach has done it by having an
uncanny ability of getting his teams to
buy into a program that has become
known as the “Patriot Way.”
“A lot of people talk about the
‘Patriot Way.’ There’s not a
straight definition of it, but here
you know that we’re going to
work every day,” linebacker and
defensive captain Dont’a Hightower said. “Around
here you’re either getting better or you’re getting
worse. That’s kind of the mantra that’s kind of
bestowed around here.”
It’s a program that’s led to four Super Bowl rings
for Belichick and Brady. And this year’s team is
strong enough to bring them a fifth title.
The reasons are plentiful, but it starts with the
experience at the top.
Belichick is preparing for his 36th playoff game,
and is an expert at shielding his team from distractions.
Brady said playing in a place that doesn’t tolerate allowing outside drama to creep into its walls
has helped everyone inside the Patriots’ bubble to
lock in. For him, it’s crystalized so that even at this
stage in his career he’s experiencing a “once in a
lifetime” opportunity.
“You can’t take these things for granted,” Brady
said. “We’ve been very blessed, as part of this
organization, for the guys that have been on these
teams to make it this far, but it’s a very steep
mountain to climb.”
What will aid that journey Sunday is a combined passing and rushing attack that may be the
best the Patriots have had under Belichick.
Brady is continuing to defy his age at 39,
ancient for a football player. He threw for 28
touchdowns and helped the Patriots set a record
by throwing just two interceptions during the regular season.
And as they prepare to face an Atlanta team
that scored the most points per game in the
league, the Patriots have jelled at the perfect time
on defence. New England’s defence is allowing
16.5 points per game in the playoffs after allowing
a league-low 15.6 during the regular season.
Super Bowl LI matchups
Matchups for the Super Bowl between the Atlanta Falcons
(13-5) and New England Patriots (16-2) in Houston:
n When the Falcons have the ball
Atlanta led the NFL in points (540) by a wide margin,
thanks to a career year from QB Matt Ryan (2),who along
with WR Julio Jones (11) are All-Pros.If that combination
comes close to its production during the season and,in
particular,the nine connections for 180 yards and two TDs
in the NFC championship game against Green Bay,the
Falcons will be difficult to stop.
While 2015 Super Bowl hero Malcolm Butler (21) will see
plenty of Jones,New England schemes so well that fellow
cornerbacks Logan Ryan (26) and Eric Rowe (25),and
safety Devin McCourty (32) will be no strangers to Jones,
either.
RBs Devonta Freeman (24) and Tevin Coleman (26) will be
keys in the passing game,too.
Freeman rushed for 1,079 yards and 11 TDs,Coleman for
520 and eight,but this is a pass-first team.
n When the Patriots have the ball
One thing we know for sure:The Super Bowl environment
won’t be too much for QB Tom Brady (12),a three-time
MVP in the game.
As Brady seeks an unprecedented for the position fifth
ring,he will use just about everyone except mascot Pat
Patriot as receivers.The star in the AFC title game was
newcomer Chris Hogan (15),who matched Jones’ numbers and apparently was invisible to Pittsburgh defenders.
Even though his favoured target,TE Rob Gronkowski (87)
is sidelined,Brady has developed a strong relationship
with the backup,Martellus Bennett (88).
Atlanta has no chance if it doesn’t get pressure on Brady,
especially up the middle so he can’t set up for the throws
he prefers.The onus is on NFL sacks leader DE Vic
Beasley Jr.(44)),Tyson Jackson (94),Brooks Reed (50)
and veteran Dwight Freeney (93).
n Coaching
Dan Quinn is a disciple of Pete Carroll and was Seattle’s
defensive co-ordinator when the Seahawks lost to the
Patriots in the final minute two years ago.That defence
handled Brady quite well for three quarters,then he
torched it in the final period.
Quinn won’t be overwhelmed by the moment,and in Kyle
Shanahan — the likely next head coach in San Francisco
— Quinn has a reliable,innovative offensive co-ordinator.
Bill Belichick is tied with Chuck Noll for the most Super
Bowl titles with four,and his 25 post-season wins are an
NFL mark.He has taken the Patriots to seven Super Bowls
of their record nine appearances,going 4-2.
Belichick and his exceptional staff will find ways to limit
the production of an opponent’s best threat.
n Intangibles
The Falcons have not won an NFL title in their 51 seasons.
For the Patriots,need we say more than “Deflategate?”
The entire organization,not to mention nearly everyone
living in New England,believes Commissioner Roger
Goodell and the league had a vendetta against Brady and
the team.Standing on the awards podium accepting the
Lombardi Trophy from him would,to them,provide
vengeance.
