Hearing on city budget June 1 A public hearing on the city’s fiscal year 2011 budget is planned for the next meeting of the Webster Groves City Council, at 7:30 p.m. on Tuesday, June 1 in the City Hall council chambers. If approved by the council, the budget will take effect on July 1. The city projects that it will use $353,764 of the general fund balance, anticipating that revenues won’t keep the pace of expenditures for fiscal year 2011. The city followed a conservative stance when projecting both revenues and expenditures for the 2011 fiscal year. Management felt it was important to demonstrate that the city was also tightening its belt by leveraging expenditures with projected revenues. “This is just a small dip into the City’s reserves,” said Joan Jadali, director of Finance and Administration. “The city can do this because it has healthy reserves that are expected to be used as ‘rainy day’ funds, and with this economy, these are certainly rainy days for some.” Jadali credited the health of the city’s reserve funds to a focus on managing expenditures, recognizing shorter flows of revenue, and ongoing, long-term financial planning. “The city staff has pared and rethought several items to craft a reasonable budget that maintains the current level of service that residents expect and deserve, while maintaining the current staff level,” she said. The overall health of the city’s finances creates the opportunity to tackle much-needed street improvements throughout Webster Groves while still lowering the tax rate. A proposition to fund the resurfacing of deteriorating concrete and asphalt street will be on the Aug. 3 ballot.
