2014 High School Basketball Spring League Rules
1. ELIGIBILITY
a. Varsity – Participants must possess both high school eligibility, incoming
freshmen, sophomore, junior or senior, for the 2014 -2015 school year and
be between the ages of 13-18.
b. Junior Varsity– Participants must possess both high school eligibility,
incoming freshmen, sophomore, junior or senior, for the 2014 -2015 school
year and be between the ages of 13-18 with NO Varsity Experience
c. Any player who is in question about their eligibility must provide a birth
certificate, identification card, school id, or driver’s license and must also
provide an official report card to the Boys & Girls Club of Alamo-San Juan.
d. Team rosters will consist of 10 players maximum per team and no more than
2 coaches per team. Only the Boys & Girls Club of Alamo-San Juan will be
allowed to add any players to teams. Starting the third week, No roster
changes will be allowed. No participants will be added the last week of the
season. Participants can be added prior to the last week but ONLY if there is
an official team shirt available to issue out to participant. If there is no shirt
to issue out, then no one can be added to the team.
e. NOT all teams will have a volunteer coach, registered players can play
without a coach, and participants practice on their own time and place. Each
school/ team must come in as a complete full team. Partial teams or
individuals will not be considered or guaranteed a spot in the Varsity league.
2. OFFICIALS RULES
a. All games will be played under current U.I.L. Rules and Regulations with the
following exceptions:
b. Games will consist of four 10 minute quarters with a running clock. The clock
will stop only for time outs and the last two minutes of the 2nd and 4th
quarters.
c. Each team will be allowed three full time outs -per game. In overtime, one
additional full time-out will be given to each team per overtime period.
d. Overtime periods will consist of three minute periods and the clock will
continue to run except for the last two minutes of the overtime period.
e. Substitutions will be made every five minutes in the first, second and third
quarters to ensure that each player has ample playing time. If a team has a
roster or at game of only 6 to 9 players, then those players have to be
substituted with in the 1st, 2nd and 3rd quarters. The fourth quarter will be
the ONLY time allowable for FREE substitution and teams play to win.
f. Please be advised that during the League Tournament games there is No
mandatory five minute substitution. All teams will have Free Substitution

and play to win so, some players may NOT play at same amount of minutes.
All players on the roster should get at least 2 minutes of playing time.
g. Players and/or coaches receiving two technical fouls will be ejected from
the game or premises at the discretion of the officials and will have to sit
out his/her team’s next game. NO EXPECTIONS!
h. If the fifth player has fouled out, the team can continue to play with four
players. Once the fourth player has fouled out, the game shall be declared a
forfeit and the team receiving a loss.
i. A team can start the game with four players but ONLY for the first 5 minutes
of the first quarter. Once the 5 minutes have expired, a forfeit loss will be
issued to the team with only four players.
j. Full court press will be allowed throughout the entire game.
k. Teams may play either man to man defense or zone defense.
l. Basketball Officials have the final authority on all matters concerning league
play. Basketball Officials will not accept any abusive language or rough play
and may forfeit games at any time if deemed necessary.
3. MERCY RULE
a. Should a team have a 25 point lead in the last two minutes of the second and
fourth quarter, the game clock will continue to run without stopping.
b. No full court press for any team with a 25 point lead.
4. PARTICIPANTS/ COACHES/ SPECTATORS:
a. ONLY PLAYER AND COACHES will be allowed on the bench.
b. Any spectator that is determined to be excessively coaching from the
bleachers or from anywhere in the gym will be asked to leave the gym and
school/ city grounds. Failure to adhere to the rule, the Alamo City Police
Department will be notified and the game will be determined a forfeit for
that team.
c. No team, partial or all, may congregate before the game, during the game
and at half-time of the game around a spectator / parent that is NOT the
registered coach for that team.
d. Volunteer coaches are NOT allowed to use their cell phones at any point
during the game. If caught, volunteer coaches will be asked to leave their
cell phones at the scorekeepers table. If the volunteer coach does not
adhere to the rule, he/she will be asked to leave the gym and school
grounds. Alamo City Police Department will be notified and the game will be
determined a forfeit for that team.
e. Every participant must be in uniform assigned to him/ her in order to
participate, NO EXCEPATIONS!
f. LEAGUE UNIFORMS CAN NOT BE ALTERED IN ANY WAY, SHAPE, OR FORM
DURING THE LEAGUE SEASON. Participants must leave the league uniform as
is. Participants will be asked to purchase another shirt, if available, or will

not be allowed to play the remainder of the summer league and no refunds
will be given. NO EXCEPTIONS!
g. Shirts must be tucked in at all times.
h. No foul language or unsportsmanlike conduct will be allowed!
i. Any Player/ Coach involved in a fight will be automatically ejected from the
game and will be suspended for one game. If the incident is serious, the
player will be ejected for the remainder of the season upon the discretion of
the Athletic Director of the Boys & Girls Club Spring Basketball League.
j. Any coach, player or spectator that is ejected from the game or facility has
one minute to leave the gym and two minutes to leave the school grounds
and will be suspended for one game. Failure to adhere to the rule, the
Alamo City Police Department will be notified and the game will be
determined a forfeit for that team.
k. ALL coaches must sign a Volunteer Application or Re-Activate Volunteer
Application (update information), Coaches Code of Ethics form and follow
the guidelines.
5. SPORTSMANSHIP
a. Any Player/ Coach involved in a fight will be automatically ejected from the
game and will be suspended for one game. If the incident is serious, the
player will be ejected for the remainder of the season upon the discretion of
the president of the Boys & Girls Club Spring Basketball League.
b. Vulgar language, obscene gestures, threats and physical violence – regardless
which player(s)/ coach (es), spectator(s) or volunteer(s) started it will result
in a minimum suspension of one game and the possibility of removal from
the league play or a maximum of life suspension from the Boys & Girls Club
Spring Basketball League regardless if it is during the regular season or
tournament games.
c. Every Coach, Player or Spectator is responsible for his/ her own conduct on
and off the basketball court. Coaches are responsible for their team player’s
parent’s conduct on and off the basketball court. Unsportsmanlike conduct
by coaches, spectators, or participants will not be tolerated, regardless if its
practice, regular season games or tournament games. Individuals may be
suspended due to unsportsmanlike conduct at the discretion of the AD.
d. Any coach, player or spectator that is ejected from the game or facility has
one minute to leave the gym and two minutes to leave the school grounds
and will be suspended for one game, regardless if its regular season games or
tournament games. Should a player, coach or spectator be ejected on a
second occasion, the offender(s) will automatically be suspended for the
remainder of the season. The league supervisors/ officials have the authority
to eject any player, coach or spectator at any time for unsportsmanlike
conduct. Failure to adhere to the rule, the Boys & Girls Club Spring

Basketball League will be notified and the game will be determined a forfeit
for that team.
e. Any assault or physical violence directed toward a league official and/or staff
will result in a five (5) year to life suspension from further participation of
any program sponsored by the Boys & Girls Club Spring Basketball League
and will be reported to the local school and city police departments.
f. If the program monitors or referee witnesses any act of elbowing, cheap
shots or any other unsportsmanlike act, the game will be stopped and the
player will be given a warning then ejection from the game.
g. Taunting or “trash talking” to opposing player(s) or coaches will not be
allowed. Profanity by any player/ coach will NOT be tolerated. Referee has
the right to determine language which is offensive. The referee will give one
warning to each team and if the taunting or “trash talking” continues the
player/ coach will be ejected from the game.
h. When a warning is given to the head coach or assistant coach, the warning
pertains to both coaches.
i. Any player/ coach that are ejected from the game will have to sit out one
game. If player/ coach is ejected a second time, player/ coach will be
removed from the league. If player is removed from the league, player will
not receive a refund. If coach is removed from league, coach will not be able
to coach any youth leagues in the Boys & Girls Club Spring Basketball League.
j. Referees will determine incidental contact which may result from normal
play.
k. If a parent(s) are getting out of line, the game official will call a time-out
during the game and warn all parents that are on the bleachers and sideline
that 1) if parent(s) cannot keep their comments to themselves or behave in
an appropriate manner that they will be asked to leave the gym and grounds.
2) If the parent(s) does not want to leave the gym and ground, then the
police department will be contact to escort them from the facilities/ grounds.
3) If the official(s) feels that continuing the game poses a threat to their
safety, the game will end at the moment and whichever team is winning at
that point will receive the win or the loss. If the teams are tied, it will be
considered a tie.
l. Tournament Play: Any player, coach or spectator that is ejected from the
game or facility will not be able to play or enter the gym for the remainder of
the tournament.
m. Each coach is responsible for his/ her own conduct on and off the court and
their team’s player parents. Unsportsmanlike conduct by coaches,
spectators, or participants will not be tolerated. Individuals may be
suspended due to unsportsmanlike conduct at the discretion of the Boys &
Girls Club Spring Basketball League Athletic Director.
