DUSIB came in existence under Delhi Urban
Shelter Improvement Board Act, 2010, passed by
the Legislative Assembly of the National Capital
Territory of Delhi; came in existence on 1st July,
2010.

Rehabilitation Policy of GNCTD, 2013 - Eligibility
Criteria
Cut-off date of residing in the jhuggie is 4th June, 2009
Name should be in the Electoral Roll on or before 4/6/2009 & at
the time of survey.
Should possess valid ID proof (Any one of 11 documents) at the
time of survey.
Allotment of Flat on lease hold basis for 15 years, to be converted
into Free hold thereafter.
Allotment made in the joint name of husband and wife.
Nominal beneficiary contribution of 70,000/-approx.
100% subsidy for SC J.J. dweller.
Authentication of Beneficiary through Aadhaar Number.
Status of Rehabilitation done so far by DUSIB
95 JJ Clusters priortised by Delhi Government for Relocation.
Pre-camps organised in JJ Clusters to sensitise to complete their
formalities.
Permanent camp set up at Raja Garden for Eligibility Determination
Eligibility determination of 28 JJ Clusters done so far.
8 JJ Clusters ( 266 families) already shifted to Bawana Housing.
3764 JJ dwellers have been issued Allotment Letters but not shifted

ISSUES IN RELOCATION
Relatively low eligibility percentage( 40-50%)
Time required from survey to eligibility determination and
subsequent shifting is long.
Not much demand for relocation from Govt. of Delhi
agencies.
Approx. 50% of the clusters located on DDA land , which has
its own policy.
Resolution of policy issues with railways pending.
Preference for in-situ development over relocation.
Lack of transit/rental housing pool to cater to the needs of
ineligible dwellers.

low eligibility percentage of JJ Dwellers
● Livelihood issue in case of Relocation
● Strategy for In-situ development of JJ Clustersfinances
● Insufficient Land to cater to the needs of EWS
Housing
● Only 25% land belongs to DUSIB & Delhi Govt.
Departments.
ISSUES AND CHALLENGES-2
● Lack of co-operation and planning by other Land
Owning Agencies such as DDA, Railway,
CPWD/L&DO, etc.
● DUSIB need to be designated as Housing Board for
EWS/ LIG Housing/or Development Agency
● Single Window Clearances for all statutory approvals
