About Brunei
Background
Business Environment
Brunei Darussalam is located strategically at the
heart of South East Asia in the northwest coast
of the island of Borneo. It is the “Hub of ASEAN”,
situated within two to three hours from all of
its ASEAN neighbours. The total land area is
5,765 km2 of which about 70% is reserved for
conservation of its extraordinary biodiversity.
Brunei has a small but wealthy economy with a
stable average inflation rate of 1.5% over the past
twenty years. The country’s economy has been
dominated by the oil and gas industry for the last
80 years. Hydrocarbon resources account for over
90% of its export and more than 50% of its Gross
Domestic Product. Today, Brunei is the fourth
largest oil producer in South East Asia and the
ninth largest exporter of liquefied natural gas in
the world.
Brunei has a multi racial society with a population
of over 420,000 comprising 67% Malays and 15%
Chinese. It boasts one of the highest literacy rate
in the world at 95%. It is also ranked top in the
Islamic world on Human Development Index (HDI),
which measures a country’s quality of life.
Since Brunei gained its independence from the
United Kingdom in 1984, it has been ruled as an
absolute monarchy. The country is both politically
and economically stable and has an excellent
infrastructure.
The country’s judicial, legal and administrative
systems modelled on those of the United Kingdom
i.e. the English Common Law. A Syariah Court also
co-exists with the Supreme Court.
Although emphasis has been placed on sustaining
and strengthening the oil and gas industry
through the development of new upstream and
downstream activities, increased and earnest
efforts in economic diversification from the
country’s overreliance on oil and gas are in
place to ensure different revenue streams and
provides the country with future stability and
sustainable growth. These include upgrading
of the labour force, strengthening of financial
services, promoting eco-tourism, biotechnology,
high-tech manufacturing, ICT and agri-business,
thereby presenting opportunities for business and
foreign direct investment which is in line with
the objectives of Brunei Darussalam’s long-term
development plan “Brunei Vision 2035”.
Brunei enjoys one of the most liberal tax regimes
in the region. It also encourages foreign direct
investments and has no statutory restrictions on
foreign ownership of business in Brunei. Attractive
incentives are available for investors for pioneer
industries and these include corporate tax relief,
exemption from import duties taxes or raw
material, machinery, equipment, component parts,
accessories or building structures and adjustments
of capital allowance and losses.
Other than corporate income tax of 18.5%, Brunei
does not impose taxes on personal income, sales,
payroll, export, capital gains or manufacturing.
Double Taxation Agreements (DTA) are also
entered into with a number of countries to lessen
the burden of tax on companies operating in
Brunei.
