Region Latin America‐ Nigeria
Colombia, Chile (TBC), Mexico, Peru (TBC)
Mexico Proposed Regional‐level Activities
• Awareness raising on SLCP and brick production – National governments
– Local governments
• National Policies toolkit : through expert group
– White paper for policy makers
– Capacity building (engage government and private industry) • Brick production (BAT‐BEP) toolkit : through Expert group
– Link with the South‐Asia expert group?
• Sustainable cities with “cleanbricks”
– Target cities
– Cost‐benefit analysis – Develop indicator guidelines for green bricks (including SLCP)
Proposed Countries
• Colombia
• Chile/Peru/Nigeria (TBC)
• Mexico Mexico • BAT‐BEP tool kit in Latin America/Mexico
– That eventually will merge/coordinate with South Asia • Policy tool kit in Latina America/Mexico • Sustainable city project – Target one city (with potential to link with other CCAC Initiatives)
• Cost‐benefit analisis
– Guidelines to develop indicators for “green bricks”
• Engage stake holders : national and city government, private sector
Cross‐cutting issues with other regions
• Global Expert group on technology for clean brick production – Asia expert group (Sameer proposal?)
– Latin America expert group – Africa Expert group
• Global Expert group on policies for clean brick production – Three regions group (as above)
• Knowledge/training delivery network – EELA (??)
Activities
Paralel STEPS – OUTREACH AND IMPLEMENTATION
• Outreach to national level with policy toolkit (regional meetings?)
– During preparation and once is ready
• Outreach to brick producers and associations with technology toolkit
– During preparation and once is ready • Trainings at national level for local policymakers and regulators to facilitate implementation of new policies
– CCAC for a (back to back meetings?
• Outreach to cities with “sustainable bricks” indicators
CCAC BAT/BEP guidelines for brick
production
•
This is modeled after manuals for other sectors (model UNDP, UNEP toolkits and BAT/BEP guideleines), which recognizes
– there is relevant data from many sources, in many forms of different qualities
– the information is incomplete and always will be incomplete
– new data will always be emerging
•
•
Some useful order can be made that information can be useful to policy makers and those directly involved in the brick industry.
Assembling available covering – Emissions and factors that influence emissions
– What else?
•
•
•
•
•
Assembling available experts to developi a systematic process to evaluate quality and import of available information Prepare an easy to understand manual in x languages
Present in policy workshops (“A “above )
Post on in whatever site initiative using for materials
Develop a process for manual update
Activities
Paralel steps
• Make this information available on a global “Knowledge Platform”?
Subsequent steps
• Financing strategies?
• Additional on‐the‐ground trainings, if needed?
Mexico, Action 1
•
Who are the implementers?
– INECC‐CIATEC, ITESM, INECC
•
How will this achieve BC and other pollutants emissions reductions?
– BC and other pollutants from clean bricks is reduced through encouraging clean brick production (through products9
– Brick production is not allowed in Sustainable ciites
•
How will this transform the industry?
– Promote technification, organization of the producers, identification of alternative products, innovation of produdcts
•
What other co‐benefits or impacts do you envision?
–
–
–
–
Air quality in the cities (high population)
Reduce exposure of producers and their families
Child heath
Stop poverty prevailing practices/projects Mexico, Action 1
• What do you need from CCAC? – Develop guidelines for BC and other pollutants – Awareness raising – Commitment from High level officials • What are other potential funding sources
– Local funds – BID/WB
• What is the link or potential link with other actions or projects (in progress or planned) Country 1, Action 2

Notes from the group
Please add comments or notes you will like to be considered when writing the
proposal
Activities
FIRST STEPS – TOOL DEVELOPMENT
• Form global “Clean Technology” expert group
• Expert groups develop two toolkits:
– Technology toolkit for producers (including cost‐
benefit analysis, market assessment, technology profiles and emissions reductions data)
– Policy toolkit for national governments + basic assessment tool – These toolkits can be relevant globally but also can be tailored to regions
– Best practice data collection will be necessary
Activities
FIRST STEPS – TOOL DEVELOPMENT
• Develop indicators for including “clean bricks” as part of cities’ sustainable construction plans
Activities
SECOND STEP – OUTREACH AND IMPLEMENTATION
• Outreach to national level with policy toolkit (regional meetings?)
• Outreach to brick producers and associations with technology toolkit
• Trainings at national level for local policymakers and regulators to facilitate implementation of new policies
• Outreach to cities with “sustainable bricks” indicators
