Many of us in the ranks of the alumni of the Young LeadersH'p
Cabinet have considered and discussed the question of where d
go from there . That was tl1e subject of Herb Friedman's addr
to the 20th anniversary of the Cabinet in Washington, D. C . 1
May. I was unable to attend that gathering , but I have read the
speech, and I enclose a copy for you .
Now Herb has made a concrete proposal . When Rabbi Friedman
proposes, I listen . That is an experience we all shared .
Last month Herb suggested to me a concept for establishing on the
campus of Tel Aviv Univ ersity an International Young Leadership
House . His proposal has been reduced to writing , and I enclose a
copy of that for you . His question to me is :
"How do we feel
about it?" I told him that I reacted very positively to the
suggestion and that I thought that you and others of our
coleagues might agree. His r equest of me was to ask you and some
of our fellow alumni if you would be willing to spend a day , at
the expense of Tel Aviv University , to react to Herb ' s
suggestion .
My thought would be that we should meet in some central location
and consider that proposal . We should meet some time soon , so
that Herb will know whether this is a project on which he should
embark , with our support .

It was a great pleasure to apend some time with
you in Atlanta at the General Assembly, however lamentably
brief. AB promised, I am reapPndinq to your r-ecent letter
on the above alibject.
Herb's speech at the Cabinet reunion in May 1983
was inspired and inspiring. Hts vision is true and profound.
Bow many of us will respond? Perhaps I will. X don't know.
!Too often we have the urge to live our dreams but manage to
sit still until the urge p•ases.
Although the problems Herb identifies are correct,
the proposal for an International Young Leadership House
does not appeal to me greatly. As you may recall, X lived
for a year in London in the early 1960's and for a year in
Paris in the mid-1960's. In both cases I sought out neighborhoods
and relationships away from Americans. In the case of my
year in Pari• I made great strides with the French language
by consciously isolating myself from English speakers as
much as possible. Bad .I lived in an American compound or an
American expatriate neighborhood in either London or Paris,
the quality of my experience in thoae countries would have
been greatly diminished. The torture of finding an apartment
in Paris was an important part of learning about Paris.
Some day I will tell you what I went through negotiating my
lease and obtaining my student card. Those are among the
things I remember best.

With respect to living in Israel, many of us,
should we be able to arrange spending more than a few weeks
in Israel, would want to live in Jerusalem rather than Tel
Aviv. Moat of us would be able to arrange for ourselves
whatever educational and travel component• we would wish to
build into our experience, and moat of us have many sources
for guidance in those areas. ~hoae of our friends who might
lack auch aourcea in Israel will in QX>st caaea bave friends
like you and - wbo can put then i'D touch ritb the right
sources.
During the past decade Z b&ve be9n to Israel
almost every year, moat reaently in March 1913 to attend the

than weeka, in Israel is frequently on our minds, and we

inclined to experience Israel the way I so successfully (in
my opinion) experien~ Burope. I. ma not closed minded
about such mattera, but these are my spontaneous reactions.

Enclosed is a copy of a letter ] received from Bob Schrayer .
I saw him at the G.A. He told me the gist of the letter. I
also saw Irwin Field at the G.A . , and his response was much
like Bob ' s.
A different response was given me by Alan Molod, at the G. A.
He is reflecting further on his response. In short, he would
prefer Jerusalem, and he would prefer a less structured environment for Cabinet alumni. Alan's view was that if Cabinet alumni
needed the nurturing of the structure, they wouldn't be interested
in being there for i t . He may rethink that position.
I know you received Dave Gill ' s letter indicating his continuing
interest. So far, the returns are mixed, but as you noted when
last you visited in Tel Aviv, the responses are not yet overwhelmingly positive.
Let me know what you want to do by way of any further follow-up.

If word processors are so danm smart, why do they make
mistakes???
I am sony I ignored your letter of August 18, 1983, (although
I did so deliberatel~ but I dare not ignore your letter of September 2,
1983, received September 12th,(for reasons known only to the Post Office;)
I spoke personally with Herb at the reunion meeting in
Washington and told him that I was not in a position to be of any assistance
in c0IU1ection with the work he was doing in behalf of Friends of Tel Aviv
University. First of all, I am Oiainnan of Friends of Hebrew University,
which isn't really a good excuse, and a host of other things, which I needn't
tell you about.
In any event, it's good to have Herb's correct New York telephone
number and it's even better to have word from you. I trust that the past
year has been good to you, Lois and family and Margot joins me in wishing
for you, Lois and all dear ones a very good, sweet New Year, in good health,
happiness and contentnimt. I also wish that we will find a way to meet during
the year and to share old and new joys.

I am just leaving for San Francisco to attend my son ' s wedding
over the weeke nd (I know I am not old enough), but I wanted to
get back to you be fore you left.
I am quite interested in the proposal and would be willing to
meet with you and others to discuss i t. I share the frustrations
of many who desire to find a way of becoming attached to Israel
in a more significant manner and to be in a position of making a
more me aningful contribution to the State . I have shared the
opinion that he attributes to a Dispora Jew in his speech; however , the concept of an I nternational House which would help
bridge the gap and create a comfort level to begin the participation in Israeli life is an extremely interesting idea.
Please keep in touch with me . I will be in New York for the
Quarterly and if you are going to be the re why don't you let me
know ahead of time and we can make arrangements to ge t together .

Many of us in the ranks of the alumni of the Young Leadership
Cabinet have considered and discussed the question of where do we
go from there . That was the subject of Herb Friedman ' s address
to the 20th anniversary of the Cabinet in Washington, D. C. last
May. I was unable to attend that gathering, but I have read the
speech , and I enclose a copy for you.
Now Herb has made a concrete proposal. When Rabbi Friedman
proposes, I listen . That is an experience we all shared .
Last month Herb suggested to ~e a concept for establishing on the
campus of Tel Aviv University an International Young Leadership
House . His proposal has been reduced to writing, and I enclose a
copy of that for you . His question to me is:
"How do we feel
about it?" I told him that I reacted very positively to the
suggestion and that I thought that you and others of our
colleagues might agree . His request of me was to ask you and
some of our fellow alumni if you would be willing to spend a day,
at the expense of Tel Aviv University, to react to Herb ' s
suggestion.
My thought would be that we should meet in some central location
and consider the proposal . We should meet some time soon, so
that Herb will know whether this is a project on which he should
embark , with our support .
Are you interested? I am. I c ertainly would appreciate your
letting me know your thoughts. If you would like to share them
directly with Herb , drop him a note at the off.ice of the American

Young Leadership House on the campus of TAU.
Am I interested? Somewhat . Would I be willing to spend
a day to react to Herb's suggestion? You bet! Hell, who

and others of our ilk? But, frankly, I have some real misgivings about the project. Maybe they're premature and I

Enclosed is a copy of the proposal . I have decided not to
go into the second item I raised with you, namely the matter of a Hillel
House, because I don't have time at this moment to write out the full
document on that.
Anyhow, If we thought of getting a group together, we can
only take up one item in a day's meeting. So, let's take one step at
a time.
If you think this memorandum is meritorious enough, make
copies and send it out to the first team list with your covering memorandum to sound out whether they would be willing to come to a meeting.
I am also enclosing the document of the speech made in Washington which is referred to in the proposal.

PROPOSAL TO ESTABLISH ON THE CAMPUS OF TEL AVIV UNIVERSITY
AN INTERNATIONAL YOUNG LEADERSHIP HOUSE
(a la International House adjacent to Columbia University)
1.
CONCEPT
In the post-philanthropic period, 35 years after statehood, in thinking
of what the relationship of concerned Diaspora Jews must be to Israel, one of
the clear factors is the necessity of learning the history, geography and sociology of Israel in depth by living there for extended periods of time, and by learning the Hebrew language, so that a genuine approach between Israeli and Diaspora
Jew becomes possible instead of a superficial structured stylized dance between

sabra 11 and "visiting mission member."
This was the essence of my talk at the 20th Anniversary banquet of the Y.L.
Cabinet in Washington on May 21, 1983.
If the above is true for Jews in general, how much more so is it relevant,
nay crucial, for the trained, elite, leadership man-and-woman power represented by
the phrase "Young Leadership Cabinet graduate." That latter person is the finest
human leader-type produced by the American Jewish corrmunity. By any definition,
including all such criteria as ideological corrmitment, financial generosity, sense
of responsibility and power of persuasion, the Young Leadership graduate, man or
woman, is the epitome of what can be achieved through years of training, conferences, missions overseas, visits to other corrmunities, reading,exposure to the
influence of top Israeli and American government officials.
And yet even he or she has not taken the ultimate step of living in Israel
for longish periods and learning conversational Hebrew, so that the surface emotion
of love felt for Israel and Israelis can be strengthened by sinking very deep
foundations of knowledge upon which a permanent and more realistic relationship
can be built.
The idea behind building an International House is to provide a support
framework for housing, feeding, socializing, playing
all the physical features
which are often unsatisfactory and terribly expensive when one tries to solve
them alone - and which are really only the background for the more serious matters
of personal study and organized dialogue.
In simpler terms, the existence of an International House solves all the
logistical problems, and enables the Y. L. graduate to face the question of living

in Israel for a year or two or half-a-year

The basic matter then becomes: do I want to live in Israel to learn Hebrew,
Israeli mentality, local geography and obtain full knowledge of future problems so that I become a better Jewish leader, either in Israel if I decide to stay
longer, or back in the Diaspora from whence I came. The existence of International
House eliminates all excuses, and forces one to the face the fundamental question .

PURPOSES
1. House people coming for extended periods to study.
2. Offer presence of an entire faculty, to study any subject anyone wants.
An instructor can be found for even one student.
3. Provide Ulpan - self contained.
4. Provide instant mix with Israelis, by careful prograrrrning.
5. Serve as base for intensive touring.
6. Provide counselling and advisory services re: jobs, professions for
future life in Israel, as well as integration into present life.
III.
PHYSICAL DESCRIPTION
1. Lobby and Administration - small central building.
2. Residental quarters for 50-100 families, built Condominium style.
3. Seminar Facilities (various size rooms - incl. complete a-v}.
4. One auditorium - for total population.
5. Lounge (in Administration building) - with big stone wall containing
fireplace, seating, rug on floor, paintings, etc.
6. Sports - 4 tennis courts indoors - a la Woodlands in Houston;
swirrrning pools, in and out; other courts.
7. Indoor Recreation - pool tables, electronic games, ping-pong, chess,
cards, etc.
8. Library and study carrels.
9. Parking lot - for busses, luggage, private cars, tourist busses.

ADVANTAGES TO UNIVERSITY
1. P. R. - service to J iaspora leaders; stimulating future aliya; etc.
2. Develop friends as future prospects for funds.
3. Develop friends as future prospects for students.

5. Living laboratory on campus for Israelis to analyze Diaspora metality .

OPERATIONAL PROCEDURE
Develop various curricula - for varying periods of time - in English .
Develop individual tutoring available - in variety of subjects .
Develop Hebrew language study courses - short; medium ; long.
Make up brochure - describing all these packages and facilities .
Set up administrative office in U. S. (could be in AFTAU office),
parallel to one on campus .
Recruit for fixed peri ods - by mail; phone; networking; etc.
VI.
FUNDING
1. Raise funds to construct International Y. L. House.
2. Determine operational costs - then fix weekly, or monthly tuition,
room, board, etc. Fees should enable operations to be self- sufficient .
V.
PERSONNEL
1. Top administration - promoter in U. S. with additional staff in Europe
2.
and Latin America.
Top administrators - program director and academic director in Israel
to run the place .
