Legislation to notice: ● HB 518 - This bill would eliminate the cap on net metering at the expense of the compensation level for energy exports to the grid. Specifically it reads: "Each net energy metering tariff shall be the average monthly wholesale energy rate as determined by ISO-New England." And it would also give utilities broad authority to charge customer-generators for connecting to the grid. This bill must be vigorously opposed as it would thwart the entire PUC process about net metering that is already underway and set a compensation level that would be catastrophic for the DG industry. I think it is worded incorrectly and the sponsor meant to raise it for electric customers that are the municipality itself, rather than for electric customers of a muni utility. This bill is having a hearing on 1/25 at 1:00pm in LOB Room 301. This bill is good in that it would bring in larger projects eligible for net metering but limits that opportunity to only municipalities, rather than opening it up to all projects (eg. for commercial customers, etc.) All Energy committee contact info for the House and Senate are also located on NHSEA's website here: http://www.nhsea.org/content/legislative-resources B.
