Sh.Behl stated that though leave of absence from some council members of Nagpur Branch was received through Email for the last council meeting held at Pathankot, the same was not recorded in the minutes inadvertently and has been
noted and recorded.

Welcome by Vasco Branch
Before commencement of council meeting all office bearers of Headquarters, Council / other members from
outstations were accorded heartiest welcome by the office bearers and members of Vasco (Goa) Branch. Sh.Tajendra
Lawande Chairman organizing committee welcomed and thanked President Sh.Lakhbir Singh, Hony.Gen.Secretary
Sh.Vinod Behl, all council / other members from various Branches for gracing the meeting. Sh.N.G.Powar Chairman
Vasco Branch also welcomed all council/other members and thanked them. He stated that members from various Branches
viz. Bangalore, Visakhapatnam, Kanpur, Pathankot, Jammu, Ranchi, Delhi, Chennai, Cochin, Mumbai, Jaisalmer,
Jabalpur, Wellington, Jodhpur, Pune, Gr.Hyderabad, Siliguri, Binnaguri, Amritsar, Baramulla, Bathinda, Tenga, Agra,
Sringagar, Ahmedabd, Nasik, Yol, Nagpur, Roorkee, Bareilly, Lucknow, Gurdaspur, Udhampur, Mathura, and many other
Branches, have joined the programme which is indeed very encouraging. He thanked everyone once again. All the office
bearers /Past Presidents were greeted with bouquest of flowers. The meeting was inaugurated by all Office Bearers of
HQrs./Vasco Branch and Past Presidents amidst thunderous applause.
6. After the inauguration and welcome ceremony the Council meeting was held under the chairmanship of President
Sh.Lakhbir Singh.
7.
Item 1 of Agenda – Opening remarks by President.
President Sh.Lakhbir Singh welcomed all members to the council meeting taking place at beautiful venue
“Teleigao Community Hall, Panjim Goa and he thanked all builders for gracing the meeting. His words are reproduced
hereinafter. You have seen the excellent arrangements made by the Office bearers and members of Vasco Branch and the
warmth they have shown to all of us. President thanked all members of Vasco Branch for conducting such a beautiful
meeting. President stated that members have seen how our brethren at Vasco (Goa) have received us, extended warm
welcome and given bonhomie treatment. They have taken trouble to receive all delegates at Airport/Railway Station and
escorted them to the venue. They have made excellent arrangements in all respects. He on behalf of all office bearers and
members from outstations, and on his own, thanked Sh.N.G.Powar Chairman, Sh.Suresh Jain, Hony.Secretary Sh.Tajendra
Lawande Chairman Organising Committee, Sh.Deepak N.Shah, Sh.Umesh Salgaonkar and all other members of Vasco
Branch, from the core of his heart for courtesy shown and consideration given to all.
President welcomed and thanked Sh.Sudershan Goel, Sh.Vinod Kumar Sharma, Sh.Varinder Garg, Sh.Harish
C.Bhatia Past Presidents and very senior members viz. Sh.Zachariah P.John, Sh.H.C.Bathia (Mathura) and others for
sparing their valuable time to grace the meeting.
President stated that the present meeting is being held at Goa after about 10 years, the last council meeting at
Vasco was held during 2004 and that meeting was also memorable, like this one. As we all know Goa is one of the
beautiful tourist places in India and is developing at very fast pace.

President stated that we have 71 Branches all over India, out of which 2-3 Branches are showing signs of disputes.
We have constituted this Association for brotherhood and for business and not for any disputes. He requested all members
of each branch to strengthen hands of HQrs to take up the issues forcefully with the Department. At Goa there are three
Branches Vasco, Panjim and Karwar. Members from Panjim and Karwar are not present, they may join later, however, our
concern is that we have to maintain our brotherhood with united efforts There was some issue at Gr.Hyderabad Branch.
President congratulated Sh.M.Sundrarajan Vice President Southern(S) and Sh.Rajiv Sharma Vice President Southern(N)
for visiting Hyderabad to conduct the election of Chairman amicably. He also thanked all members for extending cooperation.
President stated that as informed by him in last meeting, the relations with Department are not as smooth as
desired and expected. Our new E-in-C has taken over the charge and with our continuous pursuing we have succeeded in
having two meetings with the E-in-C‟s officers. First meeting was held on 16th December 2013 and second on 6th January
2014 which was to discuss problems related to procurement of steel in which representatives of steel producers were also
present. Things are not smooth as they were earlier. He requested council to decide the future course of action to be taken.
He stated that we have to raise our voice forcefully. President stated that it is a matter of grave concern that HQrs. writes
to Branches regarding important issues like shortage of funds, steel and many others issues of importance but no response
or feedback is received back from the branches. He requested all Branches to respond to the calls of Hqrs so that our
efforts are rewarded. The Department agrees to our demands in the meetings, however, the same are not implemented or
honoured on ground. Letters regarding our issues are sent regularly to the Department, however no significant relief has
been provided. He requested all members to show unity. He requested council to allow HQrs. to raise the issues with the
next higher authority i.e. Ministry of Defence or to the President of India. He requested members to suggest the next
course of action to be taken. We have to raise our voice unitedly and forcefully. With these opening remarks he once again
thanked Vasco Branch and all the members who have come from all over the country and requested Sh.Vinod Behl
Hony.Gen.Secretary to proceed with remaining items of Agenda.

Hony.Gen.Secretary Sh.Vinod Behl thanked President. He also welcomed all members to the council meeting
taking place at Goa. All members are aware of how our friends at Vasco (Goa) have welcomed them. They have taken
trouble to come to Air/Port, Railway Station to receive all delegates coming from different places and have provided all
facilities. They have made nice arrangements for our stay and for the meetings. He, on behalf of all members from
outstations, and on his own, expressed sincere thanks to Chairman Shri N.G. Powar, Sh.Suresh Jain Hony.Secretary,
Sh.Deepak N.Shah, Sh.Umesh Salgaonkar, Sh.Khan and all other office bearers and members of the Branch for their
affectionate welcome and bonhomie treatment. Sh.Behl stated that attendance is very good, members from faraway places
are present, which is very encouraging. Some Past Presidents have also spared their valuable time and graced the meeting,
he thanked them from core of his heart.

Item 2 of Agenda – Confirmation of minutes of last council meeting.
The Hony.Gen.Secretary stated that minutes of last council meeting held at Pathankot on 25.10.2013 are to be
confirmed. He stated that minutes of the meeting have been circulated vide Circular No. 18 dated 07.10.2013, which he
hoped all council members would have received. The minutes were also uploaded well in time on website of the
Association. No objection has been received from any one. He stated that if council agrees, minutes of the last council
meeting be treated as read and confirmed.
After detailed discussions minutes of the last council meeting were confirmed by the council unanimously.
10. Item 3 (a) of Agenda – To consider follow up action taken on various technical matters.
The Hony.Gen.Secretary stated that follow up action on all matters of Technical / administrative brought out in
minutes of last month‟s council meeting have been taken up regularly.

Item 3(b) – Discussion on policy letters received from the Engineer-in-Chief’s Branch and other authorities.
Meeting with Engineer-in-Chief.
Hony. Gen. Secretary stated that a meeting was held with Engineer-in-Chief on 16th December 2013. We were given a
very positive hearing. However, there is no positive result evident, though considerable time has since passed. The
Department is not honouring its own policies e.g. Production of Purchase Vouchers etc. The points were discussed in
details:
1. Shortage of funds – We have been taking up this matter for the last many years at branches as well as Headquarters‟
level. However no improvement is there despite positive assurances. He requested members not to execute any advance

work and that the Association shall not be able to help any member who does so. President stated that during the year a
major chunk of total allotment to MES has been withdrawn by the Ministry of Defence. It has been informed that no new
funds are expected very soon. The funds are to be re-appropriated, whereas liability is more than the funds which are
coming and is increasing day by day. A letter has been issued to all GEs from the E-in-C‟s Branch not to issue tenders
unless there is availability of funds. The main reason of increasing liability is due to LP & DGS&D purchases. He
requested members to suggest action to be taken. Sh. Balbir Singh Vij stated that in funds which are allotted for
maintenance works, some percentage should be fixed for payment to the contractors only. Sh. Deepak Pandey stated that
the problem of shortage of funds is increasing day by day. He stated that all builders should sit on Dharna in front of
CEs/CsWE/ GE‟s offices and media should be called to highlight our grave issues. Sh. V.P. Sanjiv stated during a
meeting with CE Jabalpur Zone, matter of shortage of funds was taken up. The Chief Engineer had also informed
regarding curtailment of 40% of funds. However, he wanted to know about the backlog. He further stated that the
Department is issuing tenders beyond funds available and that is why liability is increasing day by day. He suggested that
for „E‟ Class Enlistment criteria a solvency amount has been kept as Rs. 7-8 lakhs, whereas amount due to the respective
builder may even be in the range of 30 to 35 lakhs. The CE has suggested that the matter be taken up at the Headquarter
level. Sh.Papinder Singh Gujral stated that tenders are being prepared by clubbing 2/3 heads. He stated that the
maintenance funds should be used for maintenance works only. Sh. Ramesh Chander Saxena stated that that GE has
permission for 75 tenders, but recently permission to GE Jabalpur has been enhanced to 175 tenders resulting in more
acute shortage of funds. It is not understood why this sanction has been given. He requested that the matter may be taken
up. Sh. Karan Kapoor suggested that builders should demonstrate in front of the E-in-C‟s office. Sh. Kumar Ashok
suggested that Chairmen/ Hony. Secretaries of Branches should protest in front of CWE‟s/GE‟s office. Sh. Harish C.
Bhatia stated that we should raise level and take up matter with the Ministry of Defence. The funds should be segregated
/bifurcated in the heads viz. tariff, salaries, wages & for contractors‟ payments. He suggested that a date should be fixed
and informed to all branches so that all should demonstrate peacefully in front of CWE‟s/GE‟s office in the presence of
local media. Sh. Varinder Kumar Garg suggested that demonstration/ protest should be for 2/3 hours and a Memorandum
should also be given to officers concerned. After detailed discussion it was unanimously decided that all Builders will
observe protest day on 17th February 2014 in front of all MES formations at their respective stations. Sh. Suraj Sharma
suggested that he will sit on one day hunger strike. He requested that permission to boycott tenders on that day should also
be given. Sh. Zachriah P. John stated that a list of affected builders be asked from all Branches. Sh. Azeezulla Khan
suggested that builders should observe strike for 3 days for essential services. Sh. V.R. Sairaj stated that in spite of
shortage of funds, Department is showing slow progress and denying issue of tenders to builders on this excuse. Hony Gen
Secretary opined that this is another matter of agony for us. Sh. Varinder Kumar Garg suggested that a letter be sent to Ein-C‟s Branch intimating that all builders will protest on 17th February 2014 with black badges in front of Departmental
offices all over India. He requested all members to authorize HQrs. Office Bearers to take necessary action. Sh.V.P.Sanjiv
stated that information may be asked under RTI that the quantum of maintenance contracts accepted during the last three
years, payment made to contractors and balance payment yet to be paid. President stated that 17th February 2014 will be
observed as Protest Day from 11.00A.M to 1.00 P.M. Matter for Press release and Memorandum to be given to officers
concerned will be sent to all branches from HQrs. All Vice Presidents will handover Memorandum to Command Chief
Engineers of their region. The Hony.Gen.Secretary stated that all Builders will protest in front of the highest formation at
their respective stations. In some stations there are two-three Chief Engineers/CsWE/GEs. At that station protests would
be in front of all the Offices. Under some formations there are two three Branches. Chairmen/Hony.Secretaries of such
Branches will be in touch with one another and shall demonstrate together. A memorandum will be presented to the
Department at every office. Matter of Memorandum to be given will be sent to all Branches from HQrs. Matter of press
release and banner shall also be sent from HQrs. He requested all Branches to give wide publicity through local press
media. Branches will send copy to all GEs/CsWE and endorse a copy to CEs/E-in-C/MOD and to Headquarter MESBAI.
Branches will also send photographs of Dharna to Headquarters alongwith brief report. He mentioned that a Special News
letter would be published and sent to each member and to the Departmental officers. Hony. Gen. Secretary stated that
protest will be in front of highest level formations at their stations on the following points:
1. Shortage of funds
2. Escalation in all works.
3. Callous approach to sort out our other long pending problems.
Meeting with approved Steel Producers in the E-in-C Branch.
The Hony.Gen.Secretary stated that a meeting was held on 06.01.2014 in E-in-C‟s Branch with representatives of
all approved steel manufacturers. The following were present:

We highlighted with sufficient proofs the problems being faced by builders to procure steel. Documents were shown to
them regarding non supply of materials in time and revising rates even after accepting/receiving full amount. It was
suggested by us that international companies should be approved for supply of steel. Sh.Kumar Ashok stated that it was

agreed by steel producers that steel will be supplied within one month from the purchase order, and rates will not be
revised after a confirmed order. It was suggested that for approval of any manufacturer instead of turnover, quality should
be the criteria. Sh.Behl requested members/Branches to send cases in case of any difficulty is faced by them in
procurement of steel so that matter be taken up with the Department. The main producers agreed that supplies to J&K
shall be the responsibility of the sellers regarding Check Post and transhipment related issues and the purchased shall
remain absolved. It was their responsibility to deliver the materials at site. We noted with concern that a de-facto cartel has
been made by these main producers and that their rates are much higher than those of other producers who are not on
approved list of MES. This benefit is being derived by them due to very less number of approved producers and it was
therefore required that more steel producers, even secondary producers should be approved to enable transparency and
good progress of the works. The learned DGW disagreed with this suggestion and categorically ruled out our request. We
remarked that the Department is not even honouring the grant of IS certification to the other producers who had just
recently re-applied for approval after getting a green signal from the Department. We, therefore showed our dissent in the
proceedings and requested the Department for a right and democratic method in this grave issue especially since till
recently so many producers existed on the approved list without any question raised on supplies and/or quality of steel
used in MES works.

The Hony. General Secretary stated that all applicants for enrolment as Members are Builders enlisted with MES.
Amount of subscription/ entrance fee has been received and all cases have been recommended by Branches Particulars of
applicant firms were circulated to all Council Members/ Branches. Sh.Behl stated that as regard enrolment of 53 firms
from Pune Branch is concerned, an objection has been received from Hony Secretary Pune Branch against enrolment of 17
firms out of 53. He further added that as far as Headquarter is concerned, if any firm is having valid enlistment that is
sufficient to enroll it as a member. He suggested that if these firms are enrolled as members and at later stage their
enlistments are cancelled by the Department, their membership will also be terminated. Sh. Balbir Singh Vij endorsed the
view of Hony. Gen. Secretary. Sh.Vij further stated that at present since these firms are having valid enlistments,
therefore, they should be enrolled as members of the Association.
President stated that these applications have been sent to Headquarters by Pune Branch duly signed by Chairman
and approved by Executive. As Hony Secretary Pune Branch has raised objection that these applications have not been
considered in the Executive Body Meeting of the Branch. They have no objection for enrolment of 36 firms other than 17
firms. As per Hony. Secretary of the Branch, enlistments of these 17 firms is not correct. Sh. Varinder Kumar Garg stated
that it is our policy that all enlisted contractors should be enrolled as members of our Association. Even unenlisted
contactors should also be enrolled as Associate Members. He suggested that in case there is a dispute regarding enrolment
of these 17 firms, these firms be enrolled as Direct Members from Headquarter and remaining 36 firms as members from
Pune Branch and after taking consent from Chairman and Hony. Secretary of Pune Branch, membership of these 17 firms
be transferred from Headquarter to Pune Branch at later stage. Hony. Gen. Secretary stated that as per our laid down rules,
a firm can be made Direct Member in case there is no branch of the Association at that station. Therefore, these firms
cannot be enrolled as Direct Members in this case and if this is done there will be many other firms at other places who
would be desirous to become Direct Members and that would open up Pandora‟s box and shall create problems in unity
and in functioning of Branches and HQ. Branch has written to the Department against these members that their papers are
not correct. Sh. Varinder Garg stated that for the time being with the approval of council these firms be enrolled as
members from Headquarter and after discussion with the Chairman & Hony. Secretary of the Pune Branch, they can be
transferred to Pune Branch. He further stated that renewal of enlistment is due with effect from 1.1.2016, however, the
process may start much before that, though we have taken up matter with the department to enhance the periodicity of
renewal of enlistment from 5 to 10 years, yet we may take up the matter with Department not to open fresh enlistment.
Sh. C.Balasatish stated that there is no objection for enrolment of 36 firms, however, Hony. Secretary has objected for
enrolment of 17 firms. He suggested that Headquarter should appoint a committee of two members who should discuss the
matter with Branch and resolve the issue amicably. Hony. Gen. Secretary informed that Hony. Secretary Pune Branch was
abroad and had sought leave. As per Memorandum & Articles of Association, in case of non-availability of Hony
Secretary, the Joint Secretary looks after the work of Secretary during his absence with the same discretionary powers as
enjoyed by the Hony Secretary. The application forms of these firms had been considered by the Executive Body of the
Pune Branch and recommended for enrolment. Sh. Kumar Ashok stated that since application forms have been considered

and recommended by the Executive of the Pune Branch though Hony. Secretary was not present in that meeting; we
cannot consider his objection now, since in branch the Executive Body is rightly entrusted with such power. Sh. Rajiv
Sharma Vice President (SN) stated that these application forms have been considered by the Executive Body Meeting of
Pune Branch in which the Hony.Secretary of Pune Branch was also present. He added that in that meeting no one had
raised any objection regarding enrolment of these firms. Sh. Naresh Vij stated that branch has written to Department
against enlistment of these firms, and if these firms are enrolled as members of the Association, in future if they face any
problem from the department regarding their enlistment and they approach the Association, at that time Association will
not be able to help them. This aspect may also be kept in view. Sh. Arun Anand stated that since Regional Vice President
has recommended for enrolment of these firms council may consider. President stated that it is our policy that all enlisted
builders should become members of the Association. This matter has been taken up with the department that all enlisted
builders must become members of the Association, as our Association is the only one which has been recognized by the
Ministry of Defence. President therefore ruled that 36 firms are approved as members of our Association. The council
agreed. He further stated that the purpose of circulating particulars of the firms is only if any member/branch is having any
objection, it should intimate to Headquarter. Hony. Secretary Pune Branch has raised certain objections regarding
enrolment of these 17 firms. To verify these objections, he requested Hony Gen. Secretary Sh. Vinod Behl along with
another observer to officially visit Pune and to verify the facts. President said that these HQ observers shall submit their
joint report accordingly and those applicants who had submitted their valid enlistment letters shall be approved as
members of the Association by the Council. The Council agreed and point was therefore closed.
Hony Gen. Secretary stated that Pune Branch has constituted a Legal Cell and they had even sent letters to CWE
and to other recipients raising certain discrepancies in approval of enlistments of these firms. As per Memorandum &
Articles of the Association, the HQrs. and branches have to abide by the Aims & Objects of the Association and for the
interest of its members. The Branches have to fully abide by the MOA and cannot make their own Rules before approved
by the Council. Legal Cell Pune had even sent some letters to us, however, we have not replied to them due to reasons
explained. Hony. Gen. Secretary requested Pune Branch to send their requirement of forming a committee for approval of
council/Headquarter. He clarified that such Committee shall in no way function against the Aims and Objects of the
Association and shall not bypass or over-rule the role of Executive/General Body meetings or those of the elected office
bearers of the concerned Branch.
The Hony.Gen.Secretary stated that in addition to above, a few more applications, from following Branches have
been received after circulation of names with Council Meeting Notice and thereafter.

Item 4(b) of Agenda – Administrative Matters.
(a)
Election of chairman of Gr.Hyderabad Branch
The Hony.Gen.Secretary stated that election of Chairman of Greater Hyderabad Branch was necessitated. The
concerning details had already been informed and discussed in the previous Council meetings. Sh.M.Sundrarajan Vice
President Southern (S) and Sh.Rajiv Sharma Vice President Southern (N) were entrusted to conduct election of Chairman
Gr.Hyderabad Branch. Election has been conducted by them in very free and fair manner. Sh.V.R.Sai Raj has been elected
as chairman. He thanked both the election chairman Sh.M.Sundrarajan and co-chairman Sh.Rajiv Sharma. He also
congratulated Sh.V.R.Sai Raj on his election as Chairman Gr.Hyderabad Branch. Sh.M.Sunderarajan thanked all members
of Gr.Hyderabad for extending co-operation to conduct election peacefully. He also thanked Sh.Rajiv Sharma Cochairman. President on behalf of all office bearers and his own congratulated Sh.V.R.Sairaj and all members of
Gr.Hyderabad Branch. Shri Vinod Behl appreciated the sense of dedication and hard work rendered by the two Vice
Presidents and also of all the members of the branch in this election. It is heartening to note that the HQ has received
letters from both the sides expressing satisfaction in free and fair conductance of election. The house applauded and
congratulated the branch on this show of democratic indulgence which shall go a long way to bring in unity and
brotherhood.
(b) Change of membership from “Ordinary Member” to “Life Member”.
The Hony.Gen.Secretary stated that requests from following members has been received for change of their membership
from “Ordinary Member” to “Life Member”.

The Hony.Gen.Secretary stated that requests from following Associate members have been received for change of
their membership from “Associate” to “Ordinary”.

A copy of their enlistment letter has been received with the applications. Udhampur Branch has also recommended
for change. Hony.Gen.Secretary requested council to approve the change status of above members from “Associate” to

each has been allotted.

(c) Transfer of Membership
The Hony.Gen.Secretary stated that request from M/s National Refrigeration and Air Conditioning from Jalandhar
Branch has been received for transfer of their membership from Jalandhar Branch to Amritsar branch. No objection from
both the branches has been received. He requested council to accord its approval. Matter was considered and council
accorded approval for this transfer.
Sh.Behl further stated that the following members of Jammu Branch had requested for transfer of their membership
from Jammu Branch to Udhampur Branch.

The matter was considered by the council in its meeting held at Pathankot. Since an objection was raised by some
members of Udhampur Branch regarding issue of NOC the Council had decided that matter be referred to Vice President
Northern Region. Now, No objection signed by both Chairman & Hony.Secretary of Udhampur Branch has been received
and Vice President Northern Region has also recommended for transfers. Sh.Behl informed that membership of 10
members from Jammu Branch to Udhampur Branch has been transferred and membership of remaining two members will
be transferred subject of clearance of dues of Jammu Branch without referring the matter again to the Council to which the
House agreed.

(d) Enrolment of members from Barrackpore Branch.
The Hony.Gen.Secretary stated that applications form from 11 firms for enrolment as members were received from the
old team of Barrackpore Branch. The applications forms along with cheques were forwarded to Barrackpore Branch on
07.08.2013 for considering the same in their Executive body meeting. The Branch has not retuned applications forms so
far. A reminder has also been sent on 19.12.2013. However, no reply has been received so far. All the applicant firms are
enlisted Builders. He requested council consider matter and decide. After detailed consideration, the council approved
enrolment of 11 firms as members as the matter was hanging since quite a long period. It was decided that decision of the
council be communicated to Barrackpore Branch and also to the concerned applicants and advise them to return the
applications form along with HQrs. share of subscription/Entrance fee to the HQrs. Immediately and to issue fresh
cheques in case the earlier ones have since become out dated.
(e) Grant of Increment to staff at HQrs.
The Hony.Gen.Secretary stated that normally increment to staff at HQrs. is granted from 1 st April every year.

Though increment is due from 1.4.2014 however due to substantial increase in prices of all commodities, staff has
requested for increase in salary with immediate effect. He requested council to consider. The matter was considered by the
council and decided to increase salary of HQrs. staff by 15% w.e.f. 01.02.2014 however, next increment will be granted
w.e.f. 01.04.2015.
(f)
Change in constitution
The Hony.Gen.Secretary stated that requests from following members for change in their constitution have been
received. Copies of their new enlistment letters have been received and Branches concerned have recommended the

showing these amounts as receivable in Account books especially when there is no hope for recovery. In previous cases
also, outstanding dues of Souvenir charges had been written off during past years under similar circumstances.

off and final notice be given to M/s Ravindra Traders and M/s Elite
Engineering Company and if payment is still not received, their membership
be terminated under Article 8 (c) of Memorandum & Articles of Association.

The Hony.Gen.Secretary requested council to accord approval to write off of outstanding amount of Rs.32,500/(Rs.12,500/- of 34th, Rs.7,500/- of 35th and Rs.12.500/- of 36th Annual Day. As regards dues of 37th AD reminder will be
sent to members and to the concerned branches with a request to pay outstanding dues at the earliest. The council
considered matter and accorded approval to write of an amount of Rs.32,500/- (Rs.12,500/- of 34th, Rs.7,500/- of 35th AD
and Rs.12.500/- of 36th AD Souvenir Advt. charges).
(i) Correspondence with HQrs.
The Hony.Gen.Secretary stated that it is noticed that Branches are addressing letters to the Command Chief Engineers
/Engineer-in-Chief directly with a copy to HQrs. As per practice correspondence with Command CEs is to be made by the
Regional Vice Presidents and with E-in-C by the HQrs. He stated that in case Branches desired action to be taken by
HQrs. they must specifically mention in the concerned letters. Merely endorsing a copy to HQ shall not be considered as
request to take action in future unless it is supported in clear words addressed to us. President stated that henceforth action
would be taken by the HQrs. only on the letters which have been addressed to the HQrs specifically asking for further
action.

There being no other item of agenda or from the builders, the meeting ended with a vote of thanks to the Chair and
with special thanks to all members of Vasco Branch for making such elaborate and nice arrangements.

published after receipt of same from the Branch to HQrs.
