MGEN Luis Emilio Andrey Medina
Chief of Staff
MGEN Luis Emilio Andrey Medina has been appointed Chief of Staff for the NATO Communications and
Information (NCI) Agency as of 21 January 2013. He also acts as the Location Principal for Bâtiment-Z.
From January 2011 until his appointment to NCI Agency, BGEN Andrey was Academics Director of the
Spanish Joint Services Staff College located in Madrid.
Selected for Brigadier General in February 2010, he assumed the duties of the Chief of the General
Secretary of the Spanish Air Force Staff in Madrid.
From 2008 to 2010, he served in SHAPE as Head of Current Operation Section J6. Prior to this, from 2007
to 2008, he was Head of Plans and Policy Section Spanish Air Force Personnel Command in Madrid.
Promoted to Colonel in 2005 he was appointed Commander of the Air Force Communications and
Electronic Depot in Getafe (Madrid) and project manager for the Spanish Air Force Command and
Control System Program. He also served as the national representative to the NATO NACMO ACCS
replication program, being a specialist in telecommunications, electronic warfare and fighter controller.
MGEN Andrey is a graduate of the Spanish Air Force War College (1994) and of the NATO Senior Staff
Course (2004), Rome.
He joined the Spanish Air Force via the Air Force Academy in San Javier in 1974. He served on Spanish
Air Force Telecommunications School, Commander of the Ministry of Defense Communications Center,
the Spanish Air Force Liaison Office with the United States Navy in Philadelphia and commanded the
Spanish Air Force Communications Group.
MGEN Andrey was born in 1954, he is married to Marisa, and they have three sons, Luis (31) Jaime (28)
and Alvaro (25).
