Guidelines for HAG Placement of Professors
1.
As per the decisions of the BOG, liT Kanpur (May 27, 2011, Aug 19, 2011) the first
placement of eligible professors in the HAG scale by an expert selection committee
has been carried out w.eJ. Aug 18, 2009.

bio-data and based on an evaluation of the overall performance, recommend
a panel of short-listed names to the IFAC. During this process, if one or more
members of the DFAC are also applicants for the HAG scale, they will recuse
themselves during discussion pertaining to their cases.

The IFAC will consider the consolidated short-listed candidates obtained from
all the departments.
During this process, if one or more members of the IFAC
are also applicants for the HAG scales, they will recuse themselves during
discussion pertaining to their cases. The process of selection will be as
follows:

Professor of 6 years standing with outstanding credentials in terms of
national and international recognition, publication record etc. will be
immediately placed in the HAG scale.
This criterion should be used only in truly exceptional cases and quite
sparingly.

1. The Board in its May meeting of 2011, has approved the norms for placing eligible
professors of the Institute into the HAG Scale (Enclosure-1).
2. The Dean Faculty Affairs will invite all eligible professors of IIT Kanpur, as on August
18 2009, to submit their bio-data incorporating the facets of their contributions to a)
Teaching b) Academic and Sponsored research and Research guidance
(B.Tech/M.Sc/M.Tech/Ph.D) c) Professional Outreach Activities d) Contribution to
departmental and institute functioning academic and sponsored research to their
respective Heads of Departments/Centers/IDPs by July 15 2011. The DFAC will go
through the bio-data and based on an evaluation of the overall performance, recommend a
panel of short-listed names to the IFAC by July 31 2011.
3. The IFAC will consider all the short-listed names and based on the approved guidelines
of the Board, recommend a final list of professors to be moved into the HAG Scale

Guidelines for HAG Placement of Professors
1. The 6th CPC for Technical Staff in Centrally funded Technical Institutes envisages the financial
up gradation of 40% of the total number of Professors in the Institute in the HAG Scale Rs.
67000-79000. The eligibility criterion for this selection is completion of 6 years of service as
Professors. In addition the eligible candidates are to be evaluated based on their academic
performance including research papers published, number of Ph.Ds guided etc.
2. The Board in its March meeting of 2011, authorized a committee consisting of the Director,
Deputy Director, Dean of Faculty Affairs, Dean of Research and Development and the Convener,
Institute Affairs Committee, to come up with guidelines for the selection of eligible professors to
be placed in the HAG scale. This committee, after a broad-based consultative process, suggests
the following norms.
3. Based on the overall feedback, it is felt that the evaluative process should take into account all the
facets of a faculty’s output viz., a) Teaching b) Academic and Sponsored research and Research
guidance (B.Tech/M.Sc/M.Tech/Ph.D) c) Professional Outreach Activities d) Contribution to
departmental and institute functioning.
4. Accordingly, the Dean Faculty Affairs will invite all eligible professors (eligible on the date of
implementing the movement to HAG Scales) to submit their bio-data incorporating the facets of

To consider and approve the draft ‘Memorandum of Association of
Campus School Society, IIT Kanpur
A letter No. R/BOG-2010-4/ATR/1121 dated December 28, 2010 has been
sent to the Chairman, School Management Committee conveying him that
after taking into account the approval granted by it in its 2008/5th meeting held
on 28th Nov., 2008 for setting up of a Society for running and administering the
Campus School, the Board has now decided to constitute a Committee
comprising of 1) Director, 2) Dy. Director, 3) Dean of RP&G, 4) Prof. R S
Nirjar, Member, BoG, 5) Prof. Rajiv Shekhar, Member, BoG and Prof.
Sandeep Sangal, Chairman, SMC, to review the proposed Memorandum of
Association of Campus School Society, IIT Kanpur and advise the Board
further in the matter.
Chairman, School Management Committee has been requested to coordinate
the matter further and arrange to submit the recommendations of the above
Committee for further consideration by the Board.
The Board was apprised that the Committee constituted by it had held
its 1st Review Meeting on 4th March, 2011 and that its recommendations
shall be placed before the Board in due course of time.

BOG 2011.1.24: To consider a proposal with regard to modalities for
implementation of the HAG scale of Rs. 67000-79000
(without Grade Pay) to the Professors of the Institute
Letter no. R/BOG-2010-4/ATR/1122 dated December 28, 2010 has been
issued to Dy. Registrar (F&A), Administrative Officer (Admin.), Asstt. Registrar
(Faculty Affairs) and Asstt. Registrar (Students Affairs) conveying them that
the Board has accorded its approval for Grant of (i) Special Allowance to Dy.
Directors and Wardens, and (ii) HAG scale of Rs. 67000-79000 in accordance
with the MHRD letter F.No. 1-1/2010.TS.I dated 23rd September, 2010. Dy.
Registrar (F&A) has been advised to take the above on record for further
necessary action at his end. DOFA has been requested to provide a separate
proposal with details of modalities for implementation of the HAG scale (Rs.
67000-79000 without Grade Pay) for Professors of the Institute so that the
same may be placed for consideration of the Board.
The Board approved ‘in principle’ the proposal regarding modalities for
implementation of HAG Scale to Professors of the Institute. It further
accepted the suggestion that a Committee comprising of members of
the IFAC and Convener, IAC–total five members- be constituted for
determining the ‘screening criteria and the steps (process)’ that the
Institute may adopt for enabling the HAG Scale to Professors in the
Institute.

To consider and approve constitution of a Committee
for reviewing the cases of Director, Dy. Director and
Dean of Faculty Affairs of the Institute for enabling
the HAG Scale in their favour
The Board deliberated at length on the various aspects in relation to the proposal to
constitute a Board-Sub-Committee for reviewing the cases of Director, Dy. Director and
the Dean of Faculty Affairs (DOFA) of the Institute for enabling grant of HAG Scale in
their favour. After some discussion, the Board decided to authorize the Chairman to
constitute a Committee of 3-4 members for looking into the issue of grant of HAG Scale
in favour of all the eligible faculty members of the Institute including the Director, Deputy
Director and Dean of Faculty Affairs.

To consider and approve a scheme for granting HAG
Scale to Academic as well as Non-academic staff
drawing Grade Pay of Rs. 10,500 (AGP)/10,000 (GP) as
per MACP norms
The Board considered the proposal for grant of HAG Scale to Academic and NonAcademic staff drawing Grade Pay of Rs. 10500 (AGP)/10000 (GP) respectively as per
MACP norms and after some discussion decided to recommend the proposal for further
consideration and approval of the Council of IITs. It was further decided that two
separate agenda items may be proposed for consideration by the Council of IITs, (i) for
Professors, drawing AGP of Rs. 10,500 who may have put in service of 10 years, or
more, and the other (ii) to cover rest of the cases drawing Grade Pay of Rs. 10000, for
grant of HAG Scale.
While the Board was deliberating the issue and arrived at the above decision, Prof. I D
Dhariyal and Prof. Rajiv Shekhar, Members, Board of Governors, requested the
Chairman that their disagreement on the proposal to recommend the case of Professors
for grant of HAG Scale upon their rendering 10 years of service be recorded in the
minutes.

To approve a scheme of Career Progression/Financial
up-gradation for Officers (other than Medical Doctors)
of the Institute
While considering the agenda item, the Board decided that the Scheme of Career
Progression/Financial Up-gradation for such Officers (other than Medical Doctors) of the
Institute in whose respect MHRD orders are not in hand be referred to the Council of
IITs for a final decision.
