Solvency Certificate for 40% of the estimated value of the work, from any scheduled bank in support of financial standing taken within one-year period. 5. Copies of PAN Card and VAT registration certificate. 6. Copy of valid ESI & EPF registration for workmen (compulsory). Tenderer must have completed at least 3 (three) similar works each of value 40% or 2 (Two) works of 60% or 1 (One) work of 80% of the estimated cost. 2. Contractor shall submit the proof of certificates duly attested by the gazette officer (Central/State Government) The tenders of the Contractors, which are not accompanied with earnest money deposit in the form stipulated in the tender documents, are liable to the rejected. Incomplete application will not be entertained. It may also be noted that, if the last date fixed for tender sale and or the date fixed for tender receipt and opening happens to a non-working day for NFC, the same will stand postponed to the next working day. Item rate tenders are invited on behalf of the President of India by Competent authority, Nuclear Fuel Complex, ECIL (PO) Hyderabad - 500 062 from approved and eligible contractors of DAE and those of appropriate list of CPWD, Department of Telecommunications, MES, Railways and A.P. State P.W.D for the work of: “Supply, fabrication, removal, laying and testing of water lines in ZFP, NFC, Hyderabad " 1.1 The work is estimated to cost 84.6 Lakhs This estimate however is given merely as a rough guide. 1.2 Tenders will be issued to eligible contractors provided they produce definite proof from the appropriate authority, which shall be to the satisfaction of the competent authority of having satisfactorily completed similar works of magnitude specified below: Criteria of eligibility for issue of tender documents 1.3 One similar work Two similar works Three similar works not less than 80% of estimated cost not less than 60% of estimated cost not less than 40% of estimated cost For the purpose of this clause similar work means fabrication, laying, erection, of services pipe lines with pedestal and other supports. List of works executed together with the certificate/testimonials (Like work orders issued with detailed schedule of quantities and corresponding completion certificates.) from clients in support of the works executed of the like nature and magnitude during the past five years. 1.4 Contractor shall submit solvency certificate from any schedule bank of financial standing taken within one year and value not less than 40% of estimated cost unless otherwise indicated in the NIT. 1.5 Contractor shall submit audited balance sheets indicating value of works carried out/in progress, loss/profit for last 5 years. 1.6 Contractor shall submit technical establishment profile of the company with details like No. of technical people, workman and equipment/machinery etc., available with company. 1.7 Contractor has to take appropriate ESI & EPF for the engaged labors. 1.8 Contractor shall submit the proof of certificates duly attested by the gazette officer (Central/State government) 1.9 Banker’s cheque / Demand draft or pay order for Rs.1000/- (non-refundable) towards cost of tender document drawn in favor of Pay & Accounts Officer, Nuclear Fuel Complex, Payable at Hyderabad (if tender document is required by post an additional amount of Rs.200/- (Non-returnable) is payable by the contractor. 2. Agreement shall be drawn with the successful tenderer on prescribed Form enclosed. Tenderer shall quote his rates as per various terms and conditions of the said form, which will form part of the agreement. 3. All required materials/consumables, transportation, safe custody etc. including required equipment such as welding machine and gas cutting set, tools & tackles etc. will be in the scope of tenderer. The time allowed for carrying this contract is for a period of 12 (Twelve) months to be reckoned from 15th day after the date of written order to commence the work in accordance with the phasing, if any, indicated in the tender documents. 5. The site for the work is available. 6. Tender documents consisting of plans, specifications, the schedule of quantities of the various clauses of work to be done and the set of terms & conditions of contract to be complied with by the contractor whose tender may be accepted and other necessary documents can be purchased from the office of the Mgr. M (ZF, BPS & M/C Shop), CCF building, Nuclear Fuel Complex, Hyderabad between hours of 10.00 and 16.00 hrs. every day except on Sundays and holidays or holidays declared by NFC. Applications with all credentials for issuance of tender documents will be received from 26-10-2016 to 02-10-2016 and subsequently tender documents will be issued to eligible contractors from this office during the hours specified above from 05-112016 to 16-11-2016 on payment of Rs. 1000/- (Rupees One Thousand only) (non-refundable) by way of Bankers cheque, pay order, demand draft drawn in favor of Pay & Accounts Officer, NFC, Hyderabad. 7. Contractors must produce I.T. PAN No. with Xerox copy of PAN card. 8. Tenders, which should always be placed in sealed envelope with the name of work and due date written on the envelopes shall be dropped in the tender box at the Office of Mgr. M (ZF, BPS & M/C Shop), CCF building, Nuclear Fuel Complex, Hyderabad up to 14.00 hrs. on 23-11-2016 and will be opened by him or his authorized representative at the Training Hall, ground floor, Adhar building. NFC, Hyderabad on the same day at 14.30 hrs. 9. The tender shall be accompanied by earnest money of Rs. 1,69,200/- (Rupees one lakhs sixty-nine thousand Two hundred only) in the form of FDR/Demand Draft/ Pay orders/ Banker's cheque of a scheduled Bank issued in favor of Pay & Accounts Officer, Nuclear Fuel Complex, ECIL (PO), Hyderabad. Name and A/C No. of contractor may be written at the back side of the DD submitted towards EMD and the DD Submitted should be valid for 3 months. 9.1 The tender and the earnest money shall be placed in separate sealed envelopes each marked "Tender" and Earnest Money respectively. Both the envelopes shall be submitted together in another sealed envelope Marked Tender and EMD respectively. The envelope marked "Tender of only those tenders shall be opened; whose earnest money placed in the other envelope is found to be in order. 10. The description of the work is as follows: “Supply, fabrication, removal, laying and testing of water lines in ZFP, NFC, Hyderabad " The tenderers are advised to inspect and examine the site and its surroundings and satisfy themselves before submitting their tenders as to the nature of the ground and sub-soil (as far as is practicable), the form and nature of the site, the means of access to the site. The accommodation they may require and in general shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their tender. A tenderer shall be deemed to have full knowledge of the site whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed. The tenderer shall be responsible for transporting of material /equipment /tools etc. at his own cost which includes all other services required for executing the work unless otherwise specifically provided for in the contract documents. Submission of a tender by a contractor implies that he has read this notice and all other contract documents and has made himself aware of the scope and specifications of the work to be done and of conditions and rates at which stores, tools and plant, etc. will be issued to him by the Government and local conditions and other factors having a bearing on the execution of the work. 11. The competent authority on behalf of the President of India does not bind himself to accept the lowest or any other tender and reserves to himself the authority to reject any or all of the tenders received without the assignment of a reason. All tenders in which any of the prescribed conditions are not fulfilled or any condition including that of conditional rebate is put forth by the tenderer shall be summarily rejected. 12. Canvassing whether directly or indirectly, in connection with tenders is strictly prohibited and the tenders submitted by the contractors who resort to canvassing will be liable to rejection. 13 (a) Performance Guarantee @ 5% of work order value must be submitted before commencement of work, in the form of FDR or DD or Bank guarantee (valid up to 14 (Fourteen) months from the date of issue of work order along with an additional claim period of Six (6) months). Extension of time for submission of performance guarantee at the request of contractor shall be charged @0.1% per day of performance guarantee amount. (b) Security Deposit @ 2.5% of work order value should be submitted/ recovered from bills @2.5% of gross value of work done on each bill till full SD is recovered. The same will be released after completion of liability Signature of the contractor with seal period of one year from the date of completion of entire work or after the payment of final bill whichever is later without any interest. 14. Payment made to the labors engaged in the work should comply with the “Minimum Wages Act” and the wage shall be as notified by RLC (C) from time to time. 15. No child labor shall be employed by the contractor. 16. Police verification certificate and Medical certificate shall be produced for labor engaged for the work by the contractor. 17. I.T @ 2% and WCT @5% or as applicable on the total contract value will be recovered from bills. 18. The competent authority on behalf of President of India reserves to himself the right of accepting the whole or any part of the tender and the tenderer shall be bound to perform the same at the rates quoted. 19. The contractor shall not be permitted to tender for works in NFC (responsible for award and execution of contracts) in which his near relative is posted as Assistant Accounts Officer or as an Officer in any capacity between the grades of Chief Engineer and Assistant Engineer (both inclusive). He shall also intimate the name of persons who are working with him in any capacity or are subsequently employed by him and who are near relatives to any gazette officer in NFC or in the DAE. Any breach of this condition by the contractor would render him liable to be removed from the approved list of contractors of this department. 20. No Engineer of gazette rank or other Gazette officer employed in Engineering or Administrative duties in an Engineering Department of the Government of India is allowed to work as a contractor for a period of two years after his retirement from Government service, without the previous permission of the Government of India in writing. This contract is liable to be cancelled if either the contractor or any of his employees is found any time to be such a person who has not obtained the permission of the Government of India as aforesaid before submission of the tender or engagement in the contractor’s service. 21. The tender for the works shall remain open for acceptance for a period of 90 (ninety) days from the date of opening of tenders. If any tenderer with draws his tender before the said period or makes any modifications in the terms and conditions of the tender which are not acceptable to the department, then the Government shall, without prejudice to any other right or remedy, be at liberty to forfeit 50% of the said earnest money as aforesaid. 22. This Notice Inviting Tender shall form a part of the contract document. The successful tenderer/contractor, on acceptance of his tender by the Accepting Authority, shall, within 15 days from the stipulated date of start of the work sign the contract consisting of: The notice inviting tender, all the documents including tender of contract, General rules and directions, clauses of contract, proforma of schedule, safety code, model rules, contractors labor regulations, proforma of registers, special instructions to tenderers, specifications and drawings, if any forming the tender as issued at the time of invitation of tender and acceptance thereof together with any correspondence leading thereto. 23.
