Based on International Rules of Netball (IRN) REGISTERING PLAYERS • All players must be registered with one club in Malvern Netball Centre before they can take part in any compeAAon game - Any team playing an unregistered player or players will be penalised 3 points per compe on day, as well as forfei ng the game. Therefore a total of 3 points lost and no goals recorded. • Up to 15 players may be registered in a team but only 12 will be able to be listed on the score card on the day. To deregister a player club secretaries must contact the MNC RegistraAon person. • Late registraAons can be made to the Player RegistraAon delegate, by the Club Secretary or Delegate, no later than 7pm on the Friday prior. If that player plays 3 Ames or more then the Club will be invoiced by Malvern Netball for the Fundraising Levy and RegistraAon Fee of $10.50. • Ages are taken as of the 1st January of that playing season. A players is deemed as a Primary player if they are below Year 9 at school during that playing season. FILLING OUT THE CARD Before the start of each compeAAon game (this includes promoAon/relegaAon, semi-finals and final games) a team member or official must name all players who will be taking part in the game. That person must write on the team list the players iniAal and surname beside their starAng posiAons and up to five(5) subsAtutes. See note below regarding players from another team. Once the umpires have checked everyone and the game has started no names are allowed to be added to the card. • AIer the game the coach or manager must put a Ack beside the players who took the court during the game. Coach/manager must also sign the card. One way to get in the habit of this is to go up and thank the umpire aIer the game and while you are there you can deal with the card - Incorrectly filling out the card will result in that team being penalised 1 point per compe on day. • MALVERN NETBALL CENTRE NOTE!!! When a subsAtute takes part in a game, a team member or official must put an arrow beside her name and idenAfy which team they are from. This is the only way the RegistraAons person can monitor all players, playing up a team or grade. Melissa Ge ge Pauline Sewe PLAYING FOR A DIFFERENT GRADE • A player may not at any Ame play in a grade/team lower than that for which that player is registered. So if you play in the Prem Reserve Grade you can’t fill in for a team in the Senior Grade. Also - If playing in one Club team in a certain grade you cannot not fill-in for your Club in a team in the same grade. With the excepAon of ANZfutureFERNS. • You can however fill-in for a team in your Club in a grade above BUT a player playing three(3) whole/part games in a higher grade/team must remain in the higher grade/team. They will be unable to return to their original team. With the excepAon of ANZfutureFERNS. The penalty for breaking the above By-Laws is a loss of points gained from that game, with the opposing team gaining the winning points. NEW!!!!! Please note: A player has to take the court for a FULL 1/4 of a game for it to be counted as a game. PROMOTION/RELEGATION GAMES, SEMI-FINALS OR FINALS • Teams involved in any challenge games, promoAon/relegaAon games, semi-finals or finals must consist of players who have played three (3) games in the CompeAAon/Championship Round for that team during the season. Clubs may apply in wriAng to Malvern Netball for special dispensaAon in the case of injury or illness bereavement, only if they haven’t got seven players to take the court. This dispensaAon may have condiAons aLached (eg request of a medical cerAficate). A dispensaAon may be granted on a case by case basis only under extraordinary cases and must be in wriAng by Friday midday prior to the Saturday game. Games requiring a winner e.g. promoAon/relegaAon, semis, finals that end in a draw: 1. In 1 hour games the IFNA rules will apply 2. In 40 min games IFNA rules will apply except the playing Ame will be 2 x 5 min halves Summary: If it is a draw at full me then there will be four (4) minute break then play seven (7) minutes halves (or 5 mins if it is a 40 minute game) with a one (1) minute break in between. If a draw is s ll the result the first team to gain a two(2) goal advantage will be deemed the winner. Suitable cold weather tops may be worn under playing uniform if registered as part of the team uniform. Suitable sport shoes are to be worn. Players not complying cannot take the court. Where teams with similar uniforms are drawn to play against each other it is the umpires discreAon whether an alternaAve bib will be worn. Teams should toss a coin to decide which team will wear the alternaAve bib. No headwear, no shorts longer than the length of skirt or dress, no boxer shorts may be worn. Appropriate sports knickers must be worn. Players not complying cannot take the court. No jewellery of any type, including piercing studs/rings are to be worn. Wedding ring and/or medical alert bracelets and cultural necklaces may be worn but must be fully taped to the body. No hair aNre, including clips, may be worn if they are deemed to cause injury. Hair must be suitably 2ed back. Chewing gum on the court will not be permiLed. Fingernails may not be taped and must be short and smooth. In cases of religious or cultural requirements, applicaAon must be made to the ExecuAve for any excepAons to the team uniform requirements. The ExecuAve CommiLee will then noAfy the umpires of any approved applicaAons. Umpire/Officials must check all uniform, jewellery and fingernails before a game can commence. 4. GAME OFFICIALS • • • All clubs registering teams now shall endeavour to provide one umpire for every team they want to register. All umpires must have sat and passed the Netball New Zealand Centre Theory Test as a minimum qualificaAon, and be keen to conAnue on to sit their PracAcal Exam. We (Malvern Netball Centre Umpires) recommend to Clubs that all coaches, team officials and grade players are up to date with current new NNZ rules adopted JANUARY 2016. All teams are required to supply a SCORER/TIMEKEEPER for each game. Scorers/Amekeepers must sit or stand together, at the table provided, for the enAre game on the sideline at the centre of the court with the official scorecard. Failure of a team to supply a scorer means they must accept the score presented on the official scorecard by the opposing team. The team bench must sit or stand on the correct side of the bench (Team 1 on right of bench looking at court). BENCH DUTIES: Each team is to supply a person to be a bench official which includes the following: • • • • • • • • • The person must sit at the designated table and stay there for the duraAon of the game. One person will be required to work the Amer - talk to the umpire prior to the game to see how they prefer the countdown done on each quarter (every umpire is different and prefers different methods) The other to do the official score card Both can be doing the score board on the table All teams must provide a PRIMARY CARE PERSON who is able to treat injuries. MNC allows that the primary care person can be a person that holds another role within the team. The team must idenAfy this person to game officials before game begins and they are to wear an idenAfiable item. The primary care person must not change during the game. If someone in your team is UMPIRING please let them know that they are required to report at the pavilion 10 minutes before each allocated game, and to be at said court 5 minutes before start of game. (When an umpire fails to turn up for a scheduled game the club shall be penalised with a 1st fine of $50 fine, 2nd fine of $75 and 3rd fine of $100. Umpire/bench officials are not responsible for jewellery given to them by players to hold during the playing of matches. Team officials and bench players may not move up and down the side lines or along the goal lines outside the Court during the play. In the event of it being persisted the umpire may order the abandonment of the match and in such case shall report the maLer to the ExecuAve CommiLee who shall have power to order the match to the team in their opinion not in default, or to inflict such penalty as they deem fit. DEFAULT - see default procedures over the page • • When a club is unable to field a team (default), the Club Secretary must noAfy the MNC Draw Steward no later than 7pm on the day before the match is to be played. Failure to do so will result in the club being fined $50.00, such amount to go towards defraying any expense incurred by the opposing team. If a team is five (5) minutes (or more) late that team is defaulted with the right to appeal. REQUESTS • • Teams may request morning or aIernoon games for a season, they may also request an individual game. This must be done before the draw is started and applied for in wriAng via the Club’s Secretary, staAng the valid reason, before the request can be considered. Due to draw complexity, Ame requests cannot be guaranteed. Time requests do not apply to play offs. Where possible MNC will arrange the draw so that a player who also coaches does not have a clash of their game Ames. Only one clash per person will be considered and warm up Ame will not be considered. This informaAon must be received by 22nd April on the Draw Clash form. 5. DEFAULT PROCEDURES Do you want to default? Follow this flowchart to determine the outcome Do you have 5 or more players? Yes You can play with 5 or bring players up from a lower grade No Can you bring up players from a lower grade so you have 5 or more? Yes You must take to the court No Default DEFAULTS: • • • • • • • Defaults are to be registered with the Draw Steward by no later than 7pm on the day before the game is to be played, earlier if possible. Each team will be allowed ONE default per season with no fee incurred Late defaults will incur a $10* fee. Non-noAfied defaults will incur a $50* fee. *Teams have the right to appeal the fee with a wri en explana on to the Netball Execu ve Commi ee within seven days of the defaulted game. If a team does default and has been appointed umpiring duAes, they are sAll responsible for supplying umpires to complete this duty. A penalty will be imposed if this duty is not completed. It is the responsibility of the defaulAng team to contact the team who is being defaulted to as well as the Draw Steward or Secretary. A team that wins by default shall be given a goal average of their total points scored to go towards the goal aggregate cup. This is to be determined at the end of the round. 6. Treat each player as an individual. • Respect the talent, developmental stage and goals of each individual player. • Help each player reach their full potenAal. Be fair, considerate and honest with players. Be professional in and accept punctuality and responsibility for your acAons. • Language, manner, preparaAon and presentaAon should reflect high standards. • Display control, respect, dignity and professionalism to all involved with the sport this includes opponents, coaches, officials, administrators, the media, parents and spectators. • Encourage your players to demonstrate the same qualiAes. Make a commitment to providing a quality service to your players. • Maintain or improve your current coaching accreditaAon. • Seek conAnual improvement through performance appraisal and ongoing coach educaAon. • Provide a training program which is planned and sequenAal. • Maintain appropriate records. Operate within the rules and spirit of your sport • The rules and guidelines of IFNA should be followed. • The New Zealand Sports Drug Agency provides legislaAon to operate within. Any physical contact with players should be appropriate to the situaAon and necessary for the player's skill development Refrain from any form of personal abuse. • This includes verbal, physical and emoAonal abuse; • Be alert to any forms of abuse directed towards your players from other sources whilst they are in your care. Provide a safe environment for training at faciliAes and in compeAAon. • Ensure equipment and faciliAes meet safety standards. • Equipment, rules and the environment need to be appropriate for the age and ability of the players. Show concern and cauAon towards sick and injured players • Provide a modified training program where appropriate. • Allow further parAcipaAon in training and compeAAon only when appropriate. • Seek medical advice when required. • Maintain the same interest and support towards sick and injured players. Be a posiAve role model for netball and players. 8. PLAYER’S CODE 1. 2. 3. 4. 5. 6. 7. 8. 9. Play for the “fun and enjoyment” not just to please your parents or coach. Play by the rules. Never argue with an umpire. Accept decisions on the court, but discuss any uncertainAes at an interval with the captain or coach. Control your temper. Verbal abuse of umpires or any other players, deliberately fouling or provoking an opponent and throwing equipment is not accepted or permiLed in any sport. Work equally hard for yourself and your team – your team’s performance will benefit and so will yours. Be a good sport. Respect players whether they be in your team or the opponent’s. Treat all players as you yourself would like to be treated. Don’t interfere with, bully or take unfair advantage of any player. Remember that the goals of the game are to have fun, improve your skills and feel good. Co-operate with your coach, umpires, team mates and opponents, for without them you don’t have a game. PARENT’S/SPECTATOR’S CODE 1. 2. 3. 4. 5. 6. 7. 8. 9. 10. 11. 12. Do not force an unwilling child to parAcipate in sport. Remember, children are involved in netball for THEIR enjoyment, not yours. Teach your child that honest effort is as important as victory so that the result of each game is accepted without undue disappointment. Turn defeat into victory by helping your child work towards skill improvement and good sportsmanship. Never ridicule or yell at your child for making a mistake or losing a game. PosiAve comments are moAvaAonal. Remember that children learn best by example. Applaud good play by your team and members of the opposing teams. Congratulate both teams upon their performance. Do not publicly quesAon the umpire’s judgement or honesty, and always respect the umpires decision. Support all efforts to remove verbal and physical abuse from children’s netball. Condemn the use of violence in all forms. Recognise the value and importance of volunteer coaches and umpires. They give their Ame and resources to provide recreaAonal acAviAes for your child. Remember that children play organised sports for their own fun. They are not there to entertain you and they are not miniature professionals. Be on your best behaviour. Don’t use bad language or harass players, coaches, opposing team’s supporters or umpires. Show respect for your team’s opponents. Without them there would be no games. Encourage players to play according to the rules, and officials’ decisions. 9. The game grows with the players. More Passes. More Goals. ANZ FutureFERNS is focused around delivering a consistent message to all players and ensuring that we maximise parAcipaAon and fun for kids at a young age. Parents and helpers interested in helping out with the delivery of the ANZ FutureFERNS programme are encouraged to do the Star Helper and Coaching courses that are provided by the Centre. Once qualified the coaches receive a 'Resource' that outlines a suggested progression and coaching points for the season. This is a great introducAon to coaching and provides a fantasAc pathway into coaching for any young coaches. The junior coaching programme is split into Year 1-2, Year 3-4, Year 5-6 and Year 7-8 with each resource progressing further through a modified format to Year 7-8 which is a tradiAonal 7 v 7 game format. YEAR 5 - 8 COACHING: As young Netballers progress through the Junior Programme the coaching acAviAes become slightly more advanced while sAll being age appropriate. At Year 7 - 8 level, players are experiencing the 7 versus 7 tradiAonal Netball game. Coaches will need to have greater knowledge of tacAcal play whilst sAll developing a player’s skill base. The Year 5 - 8 toolkit provides a wide variety of acAviAes for coaches to use when developing skills and tacAcs. Further coach development opportuniAes for Year 5 - 8 coaches are being offered in Zones and Centre’s. These are ‘My Team and Me’ and the ‘StarAng Out in Coaching’ workshops. Coaches may also wish to aLend other developing modules from Netball New Zealand’s (NNZ) Coach Development Framework. The ‘Player Centred Coaching Module’ is a prerequisite to all developing modules. SECONDARY SCHOOL COACHING: Secondary School players are well and truly immersed in the full game of Netball and it’s important to remember there will be a wide range of ability and reasons for playing Netball at this level. The ‘Secondary School Coaching Toolkit’ provides a wide variety of acAviAes for coaches to use when developing further skills and tacAcs. Further coach development opportuniAes for Secondary School coaches are being offered in Zones and Centre’s. These are ‘My Team and Me’ and the ‘StarAng Out in Coaching’ workshops. The ‘My Team and Me’ resource which is given out at the Coach Workshop, gives ten session plans specifically designed for players Year 7-13. Coaches may also wish to aLend other developing modules from NNZ’s Coach Development Framework. The ‘Player Centred Coaching Module’ is a pre-requisite to all the developing modules. SENIOR COACHING: The good majority of senior players have been playing Netball for many years. It is important to remember that senior players will be playing for a variety of reasons from social to compeAAve. However, all players will want to develop their game at any level and the ‘Senior Coaching Toolkit’ provides a wide variety of acAviAes for coaches to use when enhancing skills and tacAcs. Further coach development opportuniAes for senior coaches are being offered in Zones and Centre’s. These are the developing modules from NNZ’s ‘Coach Development Framework’. The ‘Player Centred Coaching Module’ is a pre-requisite to all the developing modules. 10. DUTY CLUB DUTIES Arrive at the courts 30 minutes before the first round is due to start and leave aIer all duAes have been completed. Requirements of the posi on: • • To ensure, along with the Saturday Co- ordinator, the smooth running of the Saturday CompeAAon games. Have at the courts at least three people to carry out the required duAes. Du • • • • es to be done prior to first round: Use keys in the cupboard to unlock inside storage room and outside UAlity Room. From the UAlity Room aLach pads to goalposts and set up tables and chairs at each court. Sweep courts if necessary Put into the blue boxes for each court: - Timer - Ball - Board with pencil aLached - Small pocket with team names in order of play for each court (refer to the draw for this info) - Score Board Prepare the inside table for the day’s games, with bell, score boards, pencils and items for sale Write up Results Book with grades/teams awaiAng scores Place forms outside along Court 1 near the table. Place seats outside under veranda opposite court 2 • • • • Staff the table throughout all rounds: • • • Make sure whoever is on the table is aware that the Accident Register needs to be completed for any injuries. Complete the Results Book as the cards come in. Make sure you put the correct score to the correct team. Leave the copy of results and cards on table to be collected. Answer any queries and if need be find someone that can give you the answers. At the end of the final round: • • • • • White pads to be stored in the UAlity Room by the rugby club changing sheds, tables and chairs in storeroom under the stairs, and other equipment in the Netball Rooms Bring in the blue boxes, put in match balls and small score boards. Put Amers and team name cards in pockets into plasAc container, store in storeroom. Pick up balls, clothing and all rubbish from court area, carry seats inside as well as white boards Empty all rubbish bins into drum. Check with Sat Co-ordinator to make sure all ok. CANCELLATIONS - Assume netball is on unless you hear otherwise • • • • If weather is inclement, the MNC CancellaAons Convenor and President shall decide whether games are to be played and shall accordingly update the MNC website by 7.15am. If the weather requires postponement, then this round of games will be played at the end of the round. CancellaAons will be on MoreFM (92.1FM), facebook and the website as well as Clubs being informed CancellaAons are also broadcast on Saturdays from 6am in the morning aIer the News Package on the hour and are repeated on the half hour up unAl 9am, then on the hour thereaIer. ANZ FutureFERNS Players should follow their same school year to netball year group. YEARS 1 & 2 The ANZ futureFERNSprogramme for Year 1 & 2 players focusses on fun, maximum involvement, developing fundamental skills like passing, catching and shooAng while playing on smaller courts with lower goal posts and four players per team. YEARS 3 & 4 The focus for this age group is on learning basic skills in a modified game of 5-a-side, using two-thirds of a Netball court. ANZ futureFERNS Year 3 & 4 is designed to be fast and fun, maximising parAcipaAon. YEARS 5 & 6 Malvern will be running Year 5 & 6 at 9:30am on a Saturday morning. Players rotate to prevent early specialisaAon in posiAons. The emphasis is on all players geNng plenty of touches of the ball and the opportunity to develop a broad skill set. YEARS 7 & 8 Players have now developed a considerable understanding of the game. The broad emphasis goes on to skill improvement as well as parAcipaAon and fun. Performance, challenge and playing are keys for this age group. Malvern encourage posiAonal rotaAon to give each player the opportunity to parAcipate and develop.
