CALL TO ORDER
The regular session of the 2014-2018 Council of the Township of Norwich was held in
the Council Chambers, Norwich, Ontario commencing at 9:00 a.m. with Mayor Martin in
the Chair.

4.1
COMMUNITY GRANTS REQUESTS
Wayne Chalkley and Martin Wylie
Norwich Jr. C Merchants – 50th Anniversary Committee
Mr. Chalkley advised Council that the 2017/2018 season will mark 50 years of junior
hockey in Norwich. He presented a video of photos throughout the years, advising that
they have 65 volunteers that help with games & fundraising.

Mr. Wylie informed Council that there is 23 member planning committee and they have
created a 50th anniversary website. He commented that Friday night hockey brings people
together and this celebration is about community. The committee also intends to create a
legacy fund with a focus on youth and seniors.
4.2
Norwich Musical Society Band
Murray Hilliker
Murray Hilliker and Fred McKay were in attendance. Mr. Hiliker provided background
information on the band, advising that it has been continuous since 1930 and currently
has 32 members. The band usually plays about twenty to thirty events a year.
4.3
Kathleen Welch
Norwich Lawn Bowling Club
Edith Cavin and Kathleen Welch were in attendance. Ms. Welch advised that they are
asking for help to offset expenses such as: property tax, utilities and they now have to pay
a greens keeper which is an added expense. They currently have about 26 members but
may see an increase due to the closure of the Ingersoll Lawn Bowling. Currently only six
members are from Norwich. They are proposing increased fees but they have not yet
been approved.

Jo Ellen McKay
Norwich United Church – Summer Program
Mrs. McKay advised that the summer day camps are for children from senior
kindergarten to grade six, there is also an art camp and leader adventure camp. They run a
leadership program and hire nine students to work at the camps. This is their summer job
and this is where most of our funds go. The leaders-in-training receive a weekly
honorarium and community hours. Some children are not able to have family holidays in
the summer and their week at camp is very important to them.
4.5
Deborah Dufton
Norwich & District Historical Society
Mr. Leigh Cohoe presented information prepared by the curator. He advised that the
historical society has been in existence for over 100 years to promote our unique heritage.
They have a dedicated team of volunteers and had 3306 visitors in 2016. They hold
many events/programs each year, including: lunch & learn , school programs , steampunk
family festival, concerts in the Gore Church, help promote tourism in Oxford County,
work with other local museums, Doors Open, Nostalgia Days and offer meeting space for
several local groups. Mr. Cohoe also provided an overview of future planned projects and
activities.
There was Council discussion regarding the artifacts that were previously located in the
Thames Valley Museum School in Burgessville.

Big Brothers Big Sisters of Woodstock
Kaitlyn Bruyns and Kristen Ralph were in attendance. Ms. Ralph provided an overview
of the activities for 2016, fundraising activities and school programs. They have been
working with Emily Stowe Public School, Rehoboth School and East Oxford Public
School. They provided a video presentation and advised that 20% of children serviced
were from Norwich Township.
4.7
Jennifer Arthur-Lackenbauer
Community Board of the Otterville Otters Swim Team
Ms. Arthur-Lackenbauer advised Council that they formed a support group and
fundraised to purchase needed items for the swim team. Each team hosts the annual swim
meet once every seven years and this year is Otterville’s turn. She informed Council that
there were 283 swimmers at last year’s event and a lot of organization and volunteers are
needed to put the event together.

Sue Goossens
Welcome Back to Otterville
Mrs. Goossens advised that there were two additional participants on the tour in 2016. It
is a two day tour in November every year and this is the 21st year. People come from all
over Ontario. It is a great event and brings a lot of people into out municipality.
4.9
Donna Wilson
Oxford County Plowmen’s Association
Mr. Wilson advised that they are asking for help with expenses for the local plowing
match. Attendance was down a bit last year due to a scheduling conflict. Mr. Wilson
informed Council that they had attended a vintage plowing match in England last
September and he came in seventh.
4.10
Jaqueline Armstrong
Youth for Christ / Youth Unlimited
Ms. Armstrong provided an overview of activities for this year, including: junior high
and kids program in Burgessville, student leadership program, volunteer with friendship
house, Friday supper and drop-in. The students were involved in the community garden
in 2016 and we had lots of produce to give to those in need. The youth centre will be
celebrating 16 years of operating this year.
4.11
Rob Gavin
Norwich & District Optimist Club
Mr. Gavin advised that the club has 45 community members and we support youth based
programs and sports. The main fundraiser is the tractor pull and corn maze, but we also
hold an Easter egg hunt, fishing derby and participate in heritage day. The club is now
helping the soccer club with the new fields because they haven’t been able to get enough
volunteers. All funds raised go back into the community.

Maureen Vandenberghe

Tillsonburg & District Multi-Service Centre
Ms. Vandenberghe provided a brief overview of services provided, including: services to
seniors, literacy, transportation to medical appointments, technology education, meals on
wheels and homemaking services. She advised that they ask municipalities for donations
based on services provided to their residents.
Mr. Legge provided staff recommendations to Council advising that there are a lot of
impacts on the 2017 budget and this will be a tight budget year.
There was Council discussion with respect to the various requests, Councils discretionary
fund and although requests are all very worthy, Council does not wish to increase the
budget.
