117th Michigan State Council - United States Daughters of 1812 DoubleTree by Hilton, Grand Rapids, Michigan Saturday, April 30, 2016 The 117th Michigan State Council meeting was brought to order by State President J. Hull at 9:00 a.m. Invocation was given by State Chaplain G. Smith, Pledge of Allegiance to the Flag of the United States of America was led by M. Burrma, the American’s Creed was led by S. Moritz and the Salute to the Flag of 1812 was led by C. Darling. Thirty-one members and guests were in attendance – special guest was N.S.U.S.D. 1812 President National J. L. Schulman. President Hull presented gift to PN Schulman. State President J. Hull welcomed everyone to State Council. Stephen Preston Chapter hosted the 117th State Council. Chapter President H. Werner gave the Response and brought Greetings. Several Michigan members hold State of National offices in other lineage societies and were welcomed. Michigan Society Honorary State Presidents R. Rice and H. Werner brought greetings. Minutes of the 116th Michigan State Council (March 28, 2015) were approved. Recording Secretary Werner read minutes of Michigan State Board meeting (Nov. 10, 2015), approved as presented. Correspondence from J. McConnell, MI War of 1812 Bicentennial Committee, was read – funds have been received from General Society War of 1812 and N.S.U.S.D. 1812 toward replacement of War of 1812 Dead marker, located on corner of Washington Blvd. at Michigan Street, Detroit. No date set for replacement. Reports of State Officers were presented. The Proposed Budget for 2016-2017 was presented and adopted. State Committee reports were read (reports filed). Two proposed Bylaw amendments presented – (1.) Article III Officers and Their Election, Section 9 – change shall read: Each State Officer shall submit a copy of her report to each Board Member electronically at least one (1) week prior to a Board Meeting and State Council. (2.) Article IV – Meetings, Section 1 (5 Sections in all) – change shall read: Section 1 – The Society shall hold annually a State Council in the Spring of the year, the place and date of the meeting shall be determined by the Host Chapter and the State President. Insert a new Section 2 Section 2 The host Chapter shall receive money from the State Treasury and a Registration Fee from each member in the State who attends State Council to help cover the expenses of hosting the State Council. In addition, the host Chapter may opt to restrict a set amount of money from their own treasury each year earmarked toward hosting State Council. a. The host Chapter shall receive $20.00 for each Chapter in the State Society from the State Treasurer b. The host Chapter shall receive $10.00 Registration Fee from each member of the State Society who attends State Council c. The host Chapter shall refund any monies left over from hosting State Council to the State Treasurer no later than 30 days after the close of State Council (Rational: this was implemented 27 Jun 2009 at the 110th Michigan State Council. A motion was made by J. Mulso, seconded by J. Hull and passed unanimously. This was in our minutes but never put into the bylaws) 110th Michigan State Council Minutes “Excerpt from the minutes on file” Saturday, 27 June 2009 - Lansing, MI Joann made a motion to have the Michigan State Society Treasury donate $20.00 on behalf of each chapter in the state to the host chapter of our State Council each year. Currently the state has been giving $10.00 on behalf of each chapter. Rational – with only two chapters in the state, the host chapter was only receiving $20.00 for hosting State Council, this will give the host chapter $40.00 to work with. The motion was seconded by Judy Hull and passed unanimously. (Report on file) Renumber the remaining sections Article VI originally had 5 sections. A new section 2 was added moving the other sections down 1. Article VI would now be sections 1 – 6 instead of sections 1 – 5. J. Quinn moved and each was seconded. Bylaw changes were adopted. END OF BYLAW AMENDMENTS. Special Committees: 1812 Veterans Buried in Michigan book project report given by President J. Hull. 1812 Real Daughter’s buried in Michigan project final update was given by Judith Quinn. Unfinished Business – there was none. New Business: N.S.U.S.D. 1812 President National J. L. Schulman chartered the newest Michigan chapter – Abraham Egbert Chapter located in Midland, Michigan. Memorial Service: State Chaplain G. Smith led a moving memorial service for 3 deceased members. Program was given by Stephen Preston members: Five First Ladies: Martha Washington – S. Moritz; Martha Jefferson Randolph – E. Kerksha; Abigail Adams – H. Werner; Dolly Madison – E. Vanderbilt and Elizabeth Monroe – M. Burrma. Announcements – 118th Michigan State Council to be hosted by Capt. Philip R. Toll Chapter of Monroe, MI during the Spring of 2017. State Chaplain Smith gave the Table Blessing for luncheon and then the Benediction. The 117th Michigan State Council meeting was adjourned at 11:10 a.m. State Officers Club met briefly after conclusion of State Council meeting. Seventeen dollars ($17) was collected. H. K.
