URUGUAYAN STUD BOOK - REGULATIONS
I - PURPOSE AND MANAGEMENT
Article 1 - The Stud Book Uruguayo is to conduct and guard the Genealogical Register of Identity and
Ownership of thoroughbred horses in the Republica Oriental del Uruguay, with the power to register and
control information concerning to procreation, pregnancy, birth registration, identification, transfer, and
authorization to compete and breeding. Also to register statistics, spreading by electronic media or
publications, and to authorize owners’ silks colours and everything relating to.
Article 2 - The Stud Book Commission shall assure to fulfill the referred purposes through the Stud
Book Director and the office under his control, executing commitments with absolute technical
independence.
Article 3 - The Asociacion de Criadores del Caballo Puro de Carrera (breeders) and the Asociacion de
Propietarios de Caballos de Carrera (owners) shall conduct supervision and control of the Stud Book
Uruguayo through a six-member commission, which will be three in number appointed by each
Association. The Committee shall meet with the simple request of any of those Associations.
II - REGISTRATION
Article 4 - To fulfill the purposes referred to in the preceding chapter, the Stud Book Uruguayo shall
keep a General Register in which shall be recorded, in line with the provisions of this regulation, all
thoroughbred horses born in the country or imported, specifying their genealogy, affiliation, ownership
and all element linked to its perfect identification and legal protection.
Shall also maintain the following records or books, plus any other considered appropriate:
a) Stallions register
b) Record of broodmares
c) Stallions services registration
d) Registration of births
e) Recording Farms and Breeders
f) Registration of imported
g) Record of exported
h) Register of owners, stables and rights of silks colours
i) Register of contracts, successions, judgments and any other act legal record considered appropriate
j) Registration and classification of racecourses
k) Registration of general file
l) Genealogical identification register (DNA)
m) Electronical identification register (microchip)
III - ABILITIES OF THE STUD BOOK
Article 5 - Are duties of the Stud Book Uruguayo:
a) Design changes to the regulations of the Stud Book.
b) Resolve the issues or arrangements that may arise.
c) Establish the rights or fees for any procedure and steps in to intervene. Establish penalties or fines
and amounts for violations of regulations.
d) To represent the issues that concern them.
e) To maintain relations with the International Stud Book Committee, with the OSAF, with other countries
Stud Books and with any other institution or person related to the goals of the Stud Book.
f) To adopt appropriate resolutions to ensure the organization and operation and compliance with this
regulation.
g) To release technical publications, information and statistics.
h) Arrange for the performance of their duties in controlling breeders activities, imposing appropriate
penalties in case of contravention.
IV – ABOUT STUD BOOK COMMISSION
Article 6 - The Stud Book Commission will be composed by three members appointed by the
Asociacion de Criadores del Caballo Puro de Carrera, two of which necessarily must be members of the
Executive Committee of the Association. Their appointment and removal will be prepared by the
Association without cause and its performance can not exceed the mandate of the Board of the
Association that any appointed, subject to the provisions of the following article.
Article 7 - The members of the Stud Book Commission will continue in office not occur until a new
appointment to replace them and may be re-elected, in accordance with the provisions of this regulation.
Article 8 - Proceeding to the appointment of members of the Stud Book Commission, Asociacion de
Criadores del Caballo Puro de Carrera shall determine the Presidency, appointment which may fall in
any of the three Commission members.
Article 9 - The President of the Stud Book Commission will invest the Stud Book Uruguayo official
representation, without prejudice to the Stud Book Director powers performing their duties referred to
national and foreign persons and institutions. The President may delegate his representation on behalf
Commission other members, the Director or, in accordance with him, Stud Book officials or technical
advisers. Also will call the Commission as it deems appropriate, beyond ordinary meetings periodically
perform when Commission determines.
V – ABOUT STUD BOOK DIRECTOR
Article 10 – The Stud Book Director shall exercise the office with the broadest powers and absolute
adherence to these regulations, and relevant national and international requirements. Shall enjoy
complete independence of judgment, being final and unappealable every decision taken by, in
accordance with the mentioned rules.
Article 11 – The Stud Book Director appointment is for the Stud Book Commission, by funded and
written decision, falling in a person of proven moral integrity, independence of judgment, and experience
in horse racing activities and administrative organization. Also his dismissal will be decided by the
Commission, but being based on violation of these rules or provisions governing Stud Book activities, or
proven misconduct in performance or their duties, or personal life, liable to affect appropriate decorum o
its institutional position.
Article 12– The Stud Book Director have required intervention in the appointment and dismissal of
technical and administrative staff responsible, participating in the selection of the same and expressing
the Commission his proposed appointment or dismissal. In the event that the Commission doesn’t match
Director criteria, the Commission shall establish in writing the reasons for its position
VI – BREEDERS AND FARMS (HARAS)
Article 13 – Will be considered a thoroughbred horses Breeder any person or habitual organization
devoted to the breeding, observing strict compliance with this regulation.
Article 14 - Any Breeder with proper organization dedicated to breeding and has adequate facilities and
has a staff of six mares owned at least registered in the Stud Book Uruguayo, will be recognized as
Haras (farm) and obtain registration of the name of his establishment, for its exclusive use.
Article 15 - In the absence of a special agreement registered in the Stud Book Uruguayo, will be
considered Breeder of a product (to technical and statistical purposes relevant) the owner of the mare at
the time of his birth.
Article 16 - The breeders are required to keep records which shall specify the names of the animals that
make up the staff comprising the genealogy, descent and date of admission to the farm.
Article 17 – Breeders should provide the necessary for the proper conduct of inspections determine by
the Stud Book in breeding establishments, unable to refuse the inspection on the date the Stud Book
communicate, or refuse entry of inspectors officials in case of inspection resolved without notice. For
such purposes, is responsibility of breeders to indicate the person or persons responsible for the
establishment engaged in representation of the holder in case of absence. (Articles 28, 41 y 42).
VII – ABOUT STALLIONS SERVICES
Article 18 - The breeders must testify in the respective form, prior to 1st. February or 1st. August,
depending on the time of services, a list of names of mares bred in the facility, name of the stallion that
would have served and dates of first and last service.
Article 19 - The paternity will be accepted only when the stallion and mare have direct sexual contact.
Products obtained by insemination artificial or by embryo transfer, won’t be accepted.
Article 20 - Products whose paternity is in doubt, won’t be accepted. Not paternity will be considered
when between services of different stallions there is a space not less than 50 days.
VIII - REGISTRATION OF BIRTH
Article 21 - Applications for registration of products shall be in the appropriate form within 40 calendar
days of the birth place, stating the name, genealogy, birth date, coat hair, graphical and written review
as accurately as possible.
This form must be signed by the owner of the mare or failing by duly authorized persons. After the
deadline above, may be enrolled within 60 days thereafter, paying as a fine twice the value registration.
Article 22 - To register a product, the breeder shall have complied with provisions of Article 15 of this
regulation. Normal pregnancy is considered when occurs between 310 and 380 days. When the birth of
a product determines the existence of abnormal pregnancy, the Stud Book will accept or reject the
registration, based on the same respective inspection.
Article 23 - Upon receiving a declaration from birth, the Stud Book may accept or reject the proposed
name. In case the name proposed was already registered or outside of those provided in the following
article,the applicant must state other within 10 days of receipt of the communication from Stud Book
Uruguayo. After this deadline, the Stud Book will name the product.
Article 24 – The following names won’t be accepted:
a) Animals which have had outstanding performance on the racecourses or in the reproduction.
b) Appearing on the international list of protected names.
c) Of stallions registered as such in the Stud Book Uruguayo.
d) Those which consist of more than 18 letters or other consisting of more than three words.
e) The exported or dead animals, until after a period of not less than five years from his departure or
death.
f) Affecting religious beliefs or hurting national, patriotic or foreigners feelings.
g) Those that are considered obscene or vulgar or carry implicit suggestion.
h) Representing cardinal numbers.
i) Those accompanied or preceded by question marks or admiration.
j) Names already registered by farms or stallions.
Article 25 - The change of name of a horse shall be granted only once, and only in cases which has not
acted on tracks or reproduction. The name change request must be signed by the owner of the animal
or person duly authorized.
Article 26 - The coat of thoroughbred animals should be established in the declaration of birth according
to the following headings:
a) chestnut, b) roasted chestnut, c) bay, d) red bay, e) reddish brown bay, f) dark bay, g) dark, h) grey, i)
roan.
Article 27 - The coat hair of chestnut products, must be necessarily chestnut, and grey hair products
should have, among their parents, at least one of that coat.
No registrations will be accepted for animals whose parentage is in disagreement coat with previously
established rules, and the registration of animals in these conditions will be cancelled at any time after
checked the fact.
Article 28 – In performance or their duties, decisions of the Stud Book Director are final and without
appeal. The application form duly signed by the breeder of thoroughbred horse, for the purposes of
registration in the respective register, implies no the explicit reservation of the powers of the Stud Book
and this regulation.
IX - IMPORT AND EXPORT
Article 29 - For thoroughbred animals entering the country must submit documentation verifying their
parentage, pedigree and ownership thereof. This documentation must come from the country of origin
and not offer doubts about its authenticity.
Article 30 - To export a thoroughbred animal, the owner or person duly authorized must apply for export
licenses and necessary documentation for registration in the Stud Book of the country of destination.
When required, these documents may be supplemented with photographs of the animal.
Article 31 - Duplicate export certificates will be granted by Stud Book only after examining the
appropriate provided evidence.
X – ABOUT THE PROPERTY
Article 32 - Ownership of a thoroughbred animal is solely the certificate of registration in the Stud Book
Uruguayo. Accordingly, will be considered owner of a thoroughbred animal those individuals or legal
entities whose name is registered property without a court law order that determines otherwise.
Article 33 - Transfer of ownership will be registered only by using forms to be provided by the Stud
Book. In these forms will be entered the name, affiliation and genealogy of the animal to be transferred
and the names, names and signatures of buyer and seller. The Stud Book may claim, without
expression cause, the certification of signatures by a notary public.
Article 34 - The Stud Book will decide, when consider it appropriate, the registration of blood typing
and/or DNA control of stallions, mares or products registered in their records.
Article 35 - The Stud Book Uruguayo will issue at the request of the owners or persons duly authorized,
proof of their records of registered animals. These may credit the genealogy records, affiliation, identity
and ownership thereof.
Article 36 - In any order that relates to the Stud Book Uruguayo shall be accompanied by the amount of
duty, according to current rates.
Article 37 - If the intention is to enroll or transfer ownership of an animal in the Stud Book with
alterations, deceit or misrepresentation or is found replacing a another copy by either tracks or on
playback or in some way would mislead or surprise the Stud Book in good faith, this will determine the
elimination of the animal in question from Stud Book records, subject to the civil and criminal liabilities
that may apply. If the charge was a breeder, the Stud Book Uruguayo may determine sanctions for such
conduct being able to reach the elimination of all farming their property and the cancellation of its record
as a breeder or stud farm.
Article 38 - For the performance of their duties The Stud Book Uruguayo may require service from
Animal Cytogenetics Laboratory of University of the Republic’s Faculty of Veterinary Medicine, or other
laboratories approved by the International Society for Animal Genetics and the International Stud Book
Comittee.
XI – MODIFICATION AND ENFORCEMENT OF THIS REGULATION
Article 39 - Amendments to this regulation may be proposed by the Director of the Stud Book
Uruguayo, the amendments require majority vote of all members of these Commissions, acting jointly,
and the affirmative vote of Stud Book Director. Once approved, the new provisions will be included in the
regulations and replace the modified text, giving notice to the Executive Power.
Article 40 - The Stud Book will provide appropriate technical advice to breeders and farms to facilitate
compliance with this regulation.
Article 41 - The check for any irregularities in the implementation of these provisions may be sanctioned
by the Stud Book Commission with the application of warnings, fines, disqualification and deletions of
records.
Article 42 - The above provisions are mandatory for all breeders or farms in what they are concerned,
and won’t be accepted any excuses for their ignorance. (Article 28).
