NOTICE: Pursuant to Section 30-4-80 of the S.C. Code of Laws, the annual notice of meetings for this
Commission was provided on or before January 1, 2015 via the County website. In addition, the Agenda for this
Meeting was posted on the bulletin board at the entrance to the AdministrationBuilding as well as on the
County's website and was emailed to all persons, organizations, and news media requesting notice.
1. Call to Order
Toby McCall, Vice Chairman, called the meeting to order at 4:32 pm.

Donna Turner Williams made a motion to approve the minutes as submitted. Les Green
seconded the motion. The motion carried with vote of 8 to 0. Whit Kennedywas absent
from the vote.

a. Report of Nominating Committee
Donna Turner Williams stated that the Nominating Committee submits Whit
Kennedy as Chairman, Toby McCall as Vice Chairman, and Douglas Bracket as
Secretary for the 2017 Planning Commission calendar year.
There were no nominations from the floor. Martial Robichaud made a motion to close
the nominations. Les Green seconded the motion. The motion carried with a vote of 8
to 0.
b. Election of Officers
Les Green made a motion toapprove the slate of officers for the 2017 Planning
Commission calendar year. Harold Scruggs seconded the motion. The motion carried
with a vote of 8 to 0.

2. Background Information
Baehr Investment Corporation has submitted an application for a single-family
residential subdivision. The project site is located off of Highway 292 adjacent to
the Ph. 1 section of the development. This development is located in Wellford,
SC and the site is currently vacant. The developer is proposing 67 single-family
residential lots on 62.19 total acres. The subdivision will have 3 new roads
consisting of 0.76 total miles, which will be dedicated to SpartanburgCounty for

maintenance. There is an existing lot labeled as “Storm Water Pond” that does
not have access from the public right-of-way. Staff has consulted with
Spartanburg County Engineering as to the allowance of a lot for the detention
pond without access and it was explained that there must be access to the pond
area from the public right-of-way. The layout of the lots in this area will need to
be reconfigured to meet this requirement.
3. Staff Recommendation
Staff recommended that the Planning Commission conditionally grant the
preliminary plat approval for Shady Grove Hills Ph. 2 Sec. 2 contingent upon
receiving approvals from SCDHEC (septic),Addressing, Road Naming,
Spartanburg County Building codes (fire hydrant location), SCDOT,
andSpartanburg County Engineering including access to the pond area from the
public right-of-way. There will also need to be a subdivision plat submitted and
approved subdividing out the portion of parcel 5-11-00-058.00 that is to be
developed, as well as, the necessary documentation to establish that the existing
50’ portion of parcel 5-11-00-058.00 that connects the parcel to Ridge Rd. has
been conveyed to the adjacent parcels.
Josh Henderson advised the Commission that Addressing and Road Naming
approvals have been received, and he presented the Commission with aerial
views, pictures, and a site plan of the property.
Jerry Gaines asked Mr. Henderson to clarify the 50’ portion on the plat that
connects to Ridge Rd and how it could be conveyed. Mr. Henderson advised the
Commission that the lot will either be split between the two adjacent lots or
remain a part of the proposed subdivision. Mr. Henderson advised the
Commission that the Developer, Lamar Baehr, was present for questions.
Lamar Baehr, Developer, advised the Commission that they would like to have
the option of splitting the lot between the adjoining properties or including it
into lot 156 in the proposed development. He stated he did not want road
construction to be held up for preliminary purposesand would be willing to sign
an agreement before Final approval to commit to either option.
Donna Tuner Williams made a motion to conditionally grant the preliminary
plat approval for Shady Grove Hills Ph. 2 Sec. 2 contingent upon receiving
approvals from SCDHEC (septic), Spartanburg County Building codes (fire
hydrant location), SCDOT, andSpartanburg County Engineering, including
access to the pond area from the public right-of-way, and the 50’ strip of Parcel
5-11-00-058.00 that connects to Ridge Road be included in the preliminary plat
for the proposed development, and either be conveyed to the adjoining property
owners or be included as a part of lot 156, and in either case, a no access
easement be placed across the 50’ strip. Douglas Bracket seconded the motion.
The motion carried with a vote of 8 to 0.

Habitat for Humanity Preliminary – Patio Homes, Spartanburg SC 29307

2. Background Information
Habitat for Humanity, agent on behalf of Pacolet Milliken Enterprises, Inc.
(property owner), has submitted an application for a patio home development
consisting of two new lots created out of one current parcel. The project site is
part of Drayton Mills in Spartanburg, SC. The existing lot is currently vacant.
There is no open space required as part of this Patio Home Development as there
are fewer than 25 lots.
3. Staff Recommendation
Staff recommended that the Planning Commission conditionally grant the
preliminary plat approval for Habitat for Humanity. Staff has received approvals
from all other agencies.
Josh Henderson presented the Commission with aerial views, pictures, and
site plan of the property.
Martial Robichaud asked Mr. Henderson to clarify the access for both lots.
Mr. Henderson advised the Commission that both lots will be addressed off of
Calvert Street and lot 1 will only have egress/ingress off of Calvert Street,
where lot 2 can be accessed off either street.
Martial Robichaud made a motion to conditionally grant the preliminary plat
approval for Habitat for Humanity. Douglas Bracket seconded the motion.
The motion carried with a vote of 8 to 0.

Hammett Pointe Ph. 2 – Single Family Residential, Butler Rd and Hammett
Store Rd, Lyman SC 29365 (5-06-00-064.09)

2. Background Information
Brownstone Properties, LLC has submitted an application for a single-family
residential subdivision. The project site is located off of Butler Road and
Hammett Store Road adjacent to Phase 1 (summary plat) that was previously
approved by Staff. This development is located in Lyman, SC and the site is
currently vacant. The developer is proposing 34 single-family residential lots and
a common area to be maintained by the homeowners association on 22.33 acres.
The subdivision will have 1 new road consisting of 0.31 total miles, which will be
dedicated to SpartanburgCounty for maintenance. There are two lots being
proposed with direct access to Butler Road and one lot that will have direct access
to Hammett Store Road.
3. Staff Recommendation
Staff recommended that the Planning Commission conditionally grant the
preliminary plat approval for Hammett Pointe Ph. 2 contingent upon receiving
approvals from SCDHEC (septic),Addressing, Road Naming, Spartanburg County
Building codes (fire hydrant location), and Spartanburg County Engineering.
There will also need to be a revised preliminary plat submitted addressing all
comments provided to the applicant.
Josh Henderson advised the Commission that approvals from Addressing,
Road Naming, and Spartanburg County Building Codes (fire hydrant location)
have been received and he presented the Commission with aerial views,
pictures, and site plan of the property.
Jerry Gaines asked Mr. Henderson to clarify the difference between this road
access and the Ridge Road access on the Shady Grove Hills project. Mr.
Henderson advised the Commission that he and Mike McGrath, Development
Coordinator, have confirmed that the 3 lots being referred to in Hammett
Pointe Ph.2 subdivision, do not have access off of the proposed road.
Douglas Bracket made a motion to conditionally grant the preliminary plat
approval for Hammett Pointe Ph. 2 contingent upon receiving approvals from
SCDHEC (septic),Addressing, Road Naming, Spartanburg County Building
codes (fire hydrant location), and Spartanburg County Engineering. There
will also need to be a revised preliminary plat submitted addressing all
comments provided to the applicant. Jerry Gaines seconded the motion. The
motion carried with a vote of 8 to 0.

3. Background Information
Greentree Development Group has submitted an application to develop a multifamily apartment complex. The 4.6 acre project site is located on Finch Road just
south from the intersection of Finch Road and Old Spartanburg Highway and just
outside the town limits of the Town of Wellford. The site plan consists of 35
units in 5 buildings. Density will be allowed at 8 units per acre (36.8 total units)

since Finch Road is considered a minor road. The developer is proposing 7.6
units per acre (35 total units). The development is required to have Common
Open Space at 0.69 acres (15%); however the site layout provides 2.14 acres
(approximately 46.5%). The total building footprint for the 12 apartment
buildings is 31,500 square feet.
4. Staff Recommendation
Staff recommended that the Planning Commission conditionally grant the
preliminary plat approval for Harrison Village Apartments contingent upon
receiving approvals from SCDHEC (septic)Addressing, Road Naming,
Spartanburg County Building Codes (fire hydrant location),Road Naming, and
Spartanburg County Engineering.
Josh Henderson advised the Commission that Spartanburg County Building
Codes (fire hydrant location) approvals have been met and he presented the
Commission with aerial views, pictures, and site plan of the property.
Toby McCall asked staff if Spartanburg County requires any fencing around
cemeteries, like in the proposed project. Mr. Harkrader advised the
Commission that no, the County does not require fencing.
Harold Scruggs asked staff to clarify theproposed communal septicsysem. Mr.
Henderson advised the Commission that the developer and engineer were
present and available to answer any questions the Commission had. David
Graffius, Engineer, advised the Commission that they are working on a septic
drain field to serve the development. He also advised the Commission that a
decorative fence with an access gate will be around the cemetery.
Douglas Bracket made a motion to conditionally grant the preliminary plat
approval for Harrison Village Apartments contingent upon receiving
approvals from SCDHEC (septic)Addressing, Road Naming, Spartanburg
County Building Codes (fire hydrant location),Road Naming, and Spartanburg
County Engineering. Donna Turner Williams seconded the motion. The
motion carried with a vote of 8 to 0.

Bob Harkrader advised the Commission that there were no updates at the present

Bob Harkrader introduced Bonnie Gibbs, Development Coordinator, to the
Commission.
9. Adjournment
There being no other business, Jerry Gaines made a motion to adjourn. Stewart Winslow
seconded the motion. The motion carried with a vote of 8 to 0. The meeting adjourned at
5:29PM.
