There is now a new calculator and it may be possible to include public and private premises such as the Kuringai Motor Yacht Club and others. The need to review the initial list to see if it can be expanded was discussed. ITEM 4 Correspondence IN / OUT IN • • • • • Email from DEMO re availability of revised State DISPLAN. New plan identifies the Police Force as the combat agency for terrorist incidence and reflects enhanced recovery arrangements. Email from DEMO re call for nominations for emergency management training and notification of next DEMC 10 February. Training Calendar for 2010\11 ‐ DEMO advises that dates as notified may be revised. Notification of National Disaster Resilience Grants Scheme –Applications close 16 April 2010. Email from DEMO re Strategic Review of State Emergency and Rescue Act. Final report released to executive in December 2009 ‐ due for wider distribution in 2010. The review has potential for wide ranging implications for LEMC. • Email from DEMO re appointment of Alex Smith AM as the new Chair of the SEMC. OUT • Letter of reply to Manly Council re their ‘’referral of the risk of Manly being hit by a tsunami and need for public alarm and evacuation procedures” meeting 19 October 2009 resolution No 137/09 Copies of correspondence tabled. ITEM 5 Committee Chair Changeover Pittwater LEMO Paul Davies will be Chair of the next meeting in June and for the following twelve months. ITEM 6 General Business – Reports from Agencies Kevin Blackwell NSW Police DEMO Sydney North District Emergency Committee ‐ Police emergency alert system – System dials a group of numbers ‐ up to 10,000 numbers preset by responsible combat agency. Currently call goes to the landline linked to the billing address and not necessarily the mobile number but this will be improved over the next twelve months to include 99% of the relevant numbers. Neighbourhood Safer Places ‐ The prototype green signs for NSP’s have arrived and should be available soon for erection and maintenance by local Councils. SERM Strategic Review –The so called Crossweller report will be available for wider distribution later this year. Composition and number of LEMC’s ‐ who is to be on them and who will chair them in future. DEMC may have more of an oversight/auditing role in future and possibly devolve planning role down to LEMC. Final outcome may have wide implications for the role and function of LEMC’s in the future. For the time being held off on review of Local DISPLAN until results of SERM Act Strategic Review have been fully communicated, debated and understood by all stakeholders. Districts –To remain as is for the time being but currently under review and notification of review in due course. Tsunami alert on Sunday ‐ 0.14 metre on east coast but no real significant impact and many beachgoers not heeding warnings. Need for more widespread and ongoing public education on tsunami. Wane Lyne Warringah Pittwater SES Marnie Hillman has resigned as regional controller SES northern district and Bernard Kates is now acting regional controller. SES have attended 320 jobs since 1 January. Flash flooding out west on Christmas day deployed crews from Warringah out to Nyngan for four days. George Sheppard ‐RFS Busy Hazard reduction season to 1.5 % of bush ‐ 16 years since a major fire in the district. Need to revisit the Neighbourhood Safer Places after initial list and consider non Council owned assets utilising new calculator such as Kuringai Motor Yacht Club – suggest form a sub committee consisting reps from RFS, Fire Brigade, police, National Parks and LEMOS. Action –LEMO to convene meeting at a date after Easter school holidays. Currently working on a five year Risk Management Plan for Warringah and Pittwater to go to the State Committee by the end of June. Robert Allen Sydney Water Robert introduced himself as the Sydney Water contact for all emergency related issues. He has been working on the bushfire risk to major hydrant infrastructure. Chris Grundoff Introduced Jennifer Kingston as NPWS contact ‐experienced in fire management. Organisation currently undergoing restructure ‐ consolidation from three regions into two with new boundaries. Increase size means greater exposure to emergencies in the harbour foreshores and northern beaches area. Recent tsunami briefing by SES was timely as Chris was able to distribute brochures to managers and discuss background and procedures ‐ particularly useful at the Basin this weekend during tsunami alert. Chris requested to be informed of any emergencies in the park from the ambulance service as he may have staff in a position to assist the emergency and also may be able to put steps in place to mitigate a similar issue in the future. Action: LEMO write to the Ambulance Service requesting they notify the park of any emergencies by ringing Bobbin Head number 9472‐8949 and emailing Chris Grudnoff. Graeme Pickering –Northern Beaches Police Graeme has received Instruction to review the Dept of Educations Emergency Management Procedures in light of recent campus shootings in the USA. The review relates to the bigger campuses such as Universities and TAFES such as Brookvale TAFE. Ron Woosey – Marine Rescue NSW Robert Elvin is no longer the searchmaster and Andrew Topp has now taken over this role. From 1 January 2010 the former Royal Volunteer Coastal Patrol became the Marine Rescue NSW. On the weekend Tsunami messages were sent out to shipping every half hour with very little notice being taken by some vessels – some vessels stayed offshore but many recreational fishing vessels still went out. Commercial vessels failure to heed official tsunami warnings may invalidate their insurance. Darryl Lennox NSW Maritime There is a controllers conference on 24 March 2010. There have been several incidents\accidents both marine and land based in the Pittwater area over recent months including propeller strikes, house boat fires and pollution incidents around Bobbin Head and Berowra and which Maritime have subsequently learnt about second hand. Action LEMO to include Maritime details in letter to go to the NSW ambulance re notification of incidents . Ted Williams ‐ LEMO Manly Council Priorities will be conducting exercise in consultation with LEOCON, review of Emergency Risk Management Study , review of DISPLAN and supporting plans taking into account the recent changes to the State DISPLAN once the Strategic Review of the SERM Act is announced.
