MAIN ROADS WA REID HIGHWAY WORKS (MARMION AVE – ERINDALE ROAD SECTION) CONSTRUCTION REFERENCE GROUP WORKSHOP #5 Venue: The Carine Tavern, 493 Beach Road, Carine 6:00pm Monday 7th December 2015 WORKSHOP SUMMARY 1. WELCOME, WORKSHOP PURPOSE AND PROCESS Warren Giddens (workshop facilitator) welcomed CRG members to the workshop, outlined the process and explained that the workshop purpose was to: Identify the priority considerations of the Reid Highway Duplication Construction Reference Group; Build on the earlier work of the Community Reference Group and transition to a construction focus. Key topics for discussion for this meeting are: Privacy screening. Turning lanes at Erindale Rd/ Reid Highway. Apologies 7 December 2015: John Fisher – Community Member Peter Burton – Community Member Paul Giamov – City of Stirling Carolyn Nixon – Georgiou (moved on to a different project) Catherine Sanders – Georgiou Alf Allen- Community Member CRG members were advised that Carolyn Nixon is no longer working on this project and has moved onto another project with Georgiou. The project is winding down as such the 6 February CRG is likely to be the final one. Project team is offsite in March 2016. The following question arose in relation to the upcoming February 2016 CRG: Q. How does information get distributed after the 6 February CRG, especially regarding noise modelling? A. Through direct contact with Main Roads. Comment was invited on the minutes of the previous CRG meeting: It was noted that the following members gave apologies to Carolyn Nixon for the last meeting on 19 October 2015 but were not noted as such: Grant Dorrington – Community Member Murray Jorgensen – Community Member Alf Allen – Community Member Actions Arising from Previous Workshop The following actions arising from the previous meeting were reported Action identified 19/10/15 Meeting. Residents request to meet Leo Coci from Main Roads on site. Chris Hatton to establish meeting with Leo Coci. ACTION: CHRIS HATTON Response at 7th December 2015 Meeting. Chris Hatton has approached the Minister. MRWA has received a Ministerial query. Ann stated that after 12 to 18 months there has not been enough progress made for the screening of 50, 52 and 54 Dutton Crescent and around the Water Corporation Basin and that the 100m buffer is insufficient. Georgiou/MRWA Explanation The CRG was advised that the distance is determined from where the vehicle travels. The CRG was advised that, in line with MRWA guidelines, properties in question are outside the requirement area from where vehicle travels. Chris Hatton to report feedback from the Minister at next CRG. ACTION: CHRIS HATTON Gap in noise wall at Oakley Road Works completed. Action closed. Have quote for the works; have to confirm timing with Main Roads WA. Noise wall will be repaired within next few weeks. ACTION: GEORGIOU Traffic Signals Currently the signals at Reid Highway turning north onto Mitchell Freeway are changing quickly around 11am in the morning. Q. Has there been change to traffic light signals at Mitchell Freeway onramp northbound turning right? A. Georgiou to investigate. ACTION: GEORGIOU Georgiou has been monitoring in conjunction with Main Roads. Signals and phasing of signals has not been changed. Q. What is the process of monitoring of traffic light changes and traffic flow at Erindale/ Reid intersection? A. Through the Traffic Operations Centre. Queries in regards to traffic signals can be referred to Main Roads on 138 138. Action closed. Notification of PSP closures. Ann Blunden advised that her residence was 506m from the PSP, and was therefore not included in the mail out. Carolyn Nixon to follow up whether Ann Blunden received notification, Davis Place, Hamersley. ACTION: CAROLYN NIXON Ann suggested that the coverage area for notification should be broadened due to likelihood of nearby residents using PSP. Jonathan advised that he would review this as per the distribution area provided by Main Roads (post meeting note: the area was included in CRG meeting 3 minutes 21/7/14). ACTION: Jonathan to review Q. Concerned about noise filtering along wall and exiting the basin? What is being done about this? Wall has no detrimental effects. Action closed. A. Issue is being dealt with by Main Roads WA, no longer the responsibility of Georgiou. Georgiou to ensure no additional adverse affects from walls. ACTION: GEORGIOU Q. Request that noise logging is repeated independently and at locations requested. It is the standard process for Main Roads to undertake noise modelling/logging 6 months post construction. A. To be addressed. ACTION: MAIN ROADS Q. Is there any media advertising with bridge opening? A. To be addressed. ACTION: GEORGIOU Action closed. Georgiou and Main Roads advertised the beam installation. Main Roads post on Facebook in relation to beam lift had 163,000 views. Website was updated with information pre and post lift (including time lapse). Twitter and Traffic Operations Centre provided information prior. Media statement was given for the beam lift, this featured on channels 7 and 9 and in other media. No immediate plans for advertising for bridge opening. Usually a media statement would be given to the minister and the minister would decide whether any announcement takes place on site. Action closed. MRWA issued variation to Georgiou to undertake remediation works; works are expected to start early 2016. ACTION: GEORGIOU Increasing 2 turning pockets at Erindale Rd/ Reid Hwy intersection, these are: Erindale Road heading north turning right onto Reid Highway. Reid Highway heading west turning right into Erindale Road. Action closed. Turning lanes at Erindale Road/ Reid Highway to be addressed further. Main Roads need to address noise situation up to 74 Eastwood Way Hamersley (near water sump), elevation of walls not high enough. Refer to noise model in Remi Cousins presentation. Top of wall has been taken into account. Action closed. ACTION: MAIN ROADS WA Concerned about bicycle/pedestrian crossover at Reid Hwy/Marmion Ave. Is there anyone who can be contacted in relation to this? Can contact site coordinator from Main Roads. Contact details to be passed on to Rae Kolb to be discussed offline. No contact with City of Stirling in relation to this ACTION: MAIN ROADS WA/ CITY intersection. OF STIRLING Action closed. Need to look at slip lanes more This action refers to left turning lane at Erindale Rd seriously at Erindale Road/Reid heading south turning east onto Reid Highway. Highway intersection. ACTION: MAIN ROADS WA Traffic signalling monitoring will occur 4 to 6 months post construction to monitor traffic flow. Focus of Main Roads to minimise redundant works and cost to taxpayers. Action closed. Q. PSP connectivity at Erindale No new PSP connections as part of the duplication of Road / Reid Highway intersection., road. At Grade crossing to be provided. what is happening in relation to this and who is responsible? Action closed. A. Main Roads/ Georgiou to provide PSP plan and movement system along project route. Better signage and markings required. ACTION: MAIN ROADS/GEORGIOU. ACTION: CHRIS HATTON ACTION: CHRIS HATTON 2. DESIGN Remi Cousin from Georgiou gave an overview of the deign progress, noting the following: All design aspects now at 100%. Modelling undertaken to ensure minimal impact. This model is a diagram of new screen wall (refer to figure 4.2). Meeting with noise consultant in terms of noise concerns. Noise modelling results will be sent to CRG members. 3. PROJECT MANAGER’S UPDATE Jonathan Lestone from the Georgiou team provided a project manager’s update noting the following referring to Nearmap imagery and the photos below: Completed beam installation, 8 beams in total. Northbound beams are larger than the southbound beams. Completed 6/7 November. Central pier installation. Lifting of central pier over the Mitchell Freeway, weighed 60 tonnes. Lifting of beams using 600 tonne crawler crane. 180 tonne T - Roff beams. Beam lift in progress southbound. Bridge beams now installed. Bond deck forms gap between T- Roff beams. Backfill near abutments. New northbound merging lane will be constructed in New Year. Rebuilt turning lane on Balcatta Road and rebuilt sections of Balcatta Road. Waiting for correct conditions for asphalting, recent rain has delayed asphalting of Balcatta Road. Asphalting of eastbound carriageway and streetlights installed. Screen wall to be constructed next week, aiming to have completed by Christmas. Duffy Rd closed 6 December 2015 for construction of new turning lane. Aim to have Duffy Rd re-opened by Christmas 2015. Asphalting between Duffy Rd and PSP bridge. Oakley Rd PSP has been blocked, aiming to re-open PSP soon. Traffic signals at Oakley Rd relocated. Central widening to North Beach Road turn off, use of base coarse material. Aim to complete as much asphalting before Christmas. Questions and answers arising from this session are noted below: Q Any problems with traffic diversion on the freeway during closure for beam lift? A Minimal problems. Traffic volumes were a quarter of those expected. There was a considerable advertising campaign. Q What is happening with slip lane at Marmion Avenue? Currently the traffic is backing up to North Beach Road. A Traffic management plan in place. Main Roads requested quote to extend turning pockets at Marmion Ave. There are 2 options with turning pockets of varying lengths. Q What is the timeframe for Balcatta Rd to be reopened? A 2 weeks, material has to be dry enough for asphalting. Balcatta Rd to Duffy Rd section to be resurfaced before Christmas 2015. Q Will there be red light/speed cameras at Balcatta/ Reid? Who determines the placement of the cameras? A This is coordinated by the WA Police. Q What is the timeframe for the noise wall installation? A 2 weeks. Q What is separating east and westbound lanes? A Smaller medians. Some concrete barriers in place near PSP. Barriers are determined by design speeds. Concrete barriers in place near bridges. Georgiou to provide details of east and west bound separation. ACTION: GEORGIOU Minimal noise experienced by nearby residents at time of beam installation. Chris Hatton arrived 7pm and discussed matters which are summarised in the first action item on page 2. 4. GENERAL Each CRG member was invited to comment on matters of concern or uncertainty. The following discussion arose: Name Ann Blunden Comment Within Hamersley there is an existing Screen wall and new Noise wall. Ann is grateful for noise mitigation. Some residents are still commenting about noise. There is ongoing discussion with Chris Hatton in regards to noise. 48 and 50 Dutton Crescent, fall outside 100m from privacy screening. Residents still not satisfied with screening. Chris Hatton has raised issue with Minister. Q. What is the timeframe for a response from the Minister? A. MRWA needs to provide a response to the enquiry directly to the Minister within 48 hours. The timeframe for the Minister to then respond is unknown. Mike Watkins Project is going well from a road user’s perspective; east to west travel is faster. Murray Jorgensen The speed at which the project has progressed is impressive. John Fisher Apology.
