Madame Luo: Most Formidable
Corporate and Business Executive
Dear Ramu NiCo,
Well done! By the way I have the following to say of Madame Luo Shu whom I met
when I was for a short while the Chairman of the State Negotiating Team in 2004:
Madame Luo was one of the most formidable corporate and business executive
ladies I have met in my time as the Secretary for National Planning. I found her as
one of the best formidable opponents in a Corporate Negotiation and made my job
all the more better and rewarding because she was just as ‘sharp’ or ‘sharper’ and
kept the negotiation going in the most unrelenting way yet always striving for a
mutual outcome for Independent State of Papua New Guinea and for MCC.
I pay my greatest respect to Madame Luo Shu on her departure and salute her
for a most outstanding performance in dealing with the Government of Papua
New Guinea and I pay tribute to her for being a key leader and contributor
to what is now a strong and versatile Nickel mining and processing business in
Papua New Guinea.
May the new Leadership under Chairman Zhao Zhimin continue in the fine
example and uphold the legacy of Madame Luo Shu. I look forward to dealing
with the company in whatever capacity in the future.

Ramu NiCo Marks National Mining Safety Week
R
AMU NiCo launched this year’s National
Mining Safety Week Celebration on 18
March 2013 via a video conference attended
by its management and staff from Basamuk
Refinery, Kurumbukari Mine and Madang
Base, which was followed by a range of
safety awareness programs, competitions and
activities at all three locations over the week.
Board Chairman Mr. Zhao Shimin officially
launched the Safety Week. While emphasizing
that safety was paramount and must go hand
in hand with this years’ commencement of
project operation, he encouraged all staff to
take part in the programs.
02
Mr. Simon Gena, Inspector from the Mineral
Resources Authority (MRA), was presented at
the kick-off meeting on behalf of the Chief
Inspector of Mines, Mr. Mohan Singh. Mr.
Gena conveyed the Inspectorate’s appreciation
towards the 2012 celebration and further
challenged Ramu NiCo that the inspectorate
expected this year’s celebration would be even
better.
He reinforced that the Inspectorate strived to
promote a safe working environment in the
mining industry of the country by introducing
activities such as APEX Meetings, Emergency
Response and Safety Forums and the National
Safety Week.
Injury Free
“PRODUCTION target of 2013 must coincide
with the safety target of ‘no injury’. We’ll
upgrade and improve all the safety measures
and safety must be always emphasized in daily
work,” reiterated Mr. Gao Yongxue, Chief
Operating Officer, during his opening remarks
at the meeting.
Commenting on the safety performance of
last year, Mr. Wayne Basson, HSE General
Manager, noted that the safety performances
had improved substantially over the past years
and that the safety week celebration in 2012
was a good success. He expected that with
the ongoing support from the management,
Staff at Madang Base listen to official
launching of Safety Week
Ramu NiCo would enjoy another injury free
year and have another successful celebration.
Employee Participation
AMONG various activities over the week, all
superintendents and supervisors at Basamuk
Refinery and Kurumbukari Mine had sat for
a one-hour safety quiz supervised by their
Registered Mine Managers. As a successful
demonstration on the importance of safety,
the quiz aimed to improve their safety
awareness ranging from zero harm to people
to environment protection.
Compared with the quiet and concentrated
quiz, the poster contests aroused more

Individuals and groups from various
d e p a r t m e n t s u t i l i z e d t h e i r s p a re t i m e
between work shifts to paint very impressive,
colorful posters to express their inner-most
understanding and perception of safety.
The posters displayed at the foyer of their
respective administration complexes covered
various themes such as “Think Safety,
Act Safety and Work Safe for Healthy
Environment”, “Safety is Priority, Create
a Safe Environment and Live Safely” and
“Safe Operations enhances Good Reputation
Amongst Our Stakeholders”. Some of them
were in Chinese characters with both English
and Tok Pisin translations, posing the skills and
artistic talents in making Safety Week more
interesting.

Local Interaction
SUCH celebrations were not merely confined
within the Company. Programs on safety
awareness and focuses were brought into
schools this year.
Jeffers Teargun Heptol, Training Manager
of Refinery presented to the entire Gawar
Primary School (in the Rai Coast District)
various safety issues on chemicals using
posters, videos and handouts. Students
and teachers from this remote school were
interested in the presentation particularly the
different chemicals and their uses. At the
Kurumbukari Mine, 15 students from Usino
Primary School and their teachers visited the
Mine Site with the assistance of Community
Affairs Department.
Mr. Gena, who also witnessed the students
involvement, was appreciative of the initiative by
Ramu NiCo engaging young students to observe
safety in their homes and school as well.
The National Apex Mining Safety Council
of the Mineral Resources Authority (MRA),
sanctioned the National Mining Safety Week
to promote safety, health and environment in
both mining and petroleum companies The
National Mining Safety Week has provided a
good opportunity for Ramu NiCo to improve

potential risks and enhance health and safety
standards.

Operational Updates
Production Picking Up Well Despite Challenges
A
PRIL has witnessed impressive production
achievement compared with previous
months of the year according to COO Mr.
Gao Yongxue during the 16th Joint Venture
Management Committee Meeting in Madang,
on 7 May, 2013, the first of which chaired
by Board Chairman Mr. Zhao Shimin since he
took the leadership role from Madam Luo Shu
in early 2013.
04
When reporting on the key production and
operational management matters, Mr. Gao
indicated that partly due to the start of dry
season, April alone saw KBK Mine achieved
50% of the design capacity and met the
monthly production target with 103, 000 DMT
(dry metric tons) of slurry while BSK Refinery
produced 2, 433 DMT of MHP. And in the first
four months of the year, 325, 000 of DMT slurry
was produced at KBK Mine and 8,356 DMT of
MHP in BSK Refinery.
In spite of the historic high, all JV partners were
aware that the tasks ahead were still demanding.
With the ongoing technological optimization/
modification in both KBK and BSK, the targets are
to achieve 50% of the designed capacity in 2013,
90% in 2014 and 100% in 2015.

the production targets with concerted efforts
from all stakeholders.
When congratulating them for their recent
election as Chairmen of their respective LOAs,
Mr. Zhao reiterated that the people had again
recognized their leadership and they should not
let down their people—they need to ensure
more people benefit from the Project.
Mr. Gu Yuxiang joined later and expressed his
congratulations as well as expectations for
future support. He added that that since the
Ramu Project inception, numerous positive
and tangible contributions had been made

Guhu Local Dedicated to Learn More
M
ANY locals from Basamuk have their own
tales to tell, from childhood days with
no sight of electricity to modern infrastructures
nowadays in a globalised world.
After working with NCS Raibus from 2008 to
January 2011 as a chef, Christopher decided
to switch job and entered an exciting world
working with Ramu NiCo.
Christopher Simon from Guhu village in the
mountainous Ward 3 Area of Rai Coast LLG
could not help but recall waiting long hours to
catch the local m.v. Siroi/Kubo to Madang in the
1990s as dinghies were luxury items by then.
He joined the product packaging section and
is now given the task to oversee the normal
flow of MHP products from the filter, e.g. the
dryer, into the bags of packaging and labeling
before shipping overseas.
“We had to walk more than 15 hours to reach
my village from the coast,” Christopher recalled.
Christopher has a very positive attitude
towards his work. “This is the job I love
doing. I am learning a lot of things that will
be helpful to my future…The opportunities
are there to explore and learn more. I take
the initiative to learn from my Chinese
colleagues,” Christopher said proudly.
Given the economic situation of his poor
parents, the young lad discontinued Mebu
Primary School and joined his elder sister in
Lae where he finally completed Manyamya
High School. Later he entered Finchafen
Vocational and graduated with a certificate
in Tourism & Hospitality. Hailing from one of
the remotest and most backward part in the
country, Christopher has good reasons to be
proud and celebrate.
“I see our local boys complain about pay and
other conditions as if they were well educated
and could easily find jobs elsewhere. I keep
reminding them that Ramu NiCo is providing
us good training opportunities that we should
Mr. Simon standing at the choke station
treasure,” he added.
This diligent worker is liked by all his Chinese
colleagues in the same section. Even to his
surprise, his manager recognized his effort and
recommended him as one of the Star Employees
of Basamuk Refinery. He received an Annual
Award with a Certificate of Excellence and a
bonus of K500 cash from the Refinery.
“If there was no Ramu NiCo, Rai Coast
would remain in dark, and my life would
be miserable.” Christopher is always on
the positive side of the coin; “I have this
opportunity to work with foreigners, to learn
to work hard and diligently, to be punctual
and honest, and above all, to earn a pay to
support my young family and parents.”

Ramu NiCo Promotes Public-Private-Partnership
with Madang DAL & CCI
A
GRICULTURE officers of the Ramu NiCo
Community Affairs Department (CA) are
actively promoting public-private partnership
(PPP) in agriculture development in the Project
impacted communities in collaboration with
relevant government agencies.
On Wednesday, March 3, CA agriculture
officers invited Madang Department of
Agriculture and Livestock (DAL) Food Crops
Coordinator, Ms. Mary Lilih to join the visit
to rice farmers in the Inland Pipeline areas
and collect information on rice production by
small-scale rice farmers.
08
Ms Lilih talked with Ramu NiCo contracted
farmers at Waput village and later at Tapopo
roadside market in Usino LLG, stressing the
importance of small-scale rice production as a
supplement of traditional food crops. She also
encouraged farmers that there were other
traditional rice milling methods available, e.g.
Kiser milling.
Ramu NiCo agriculture supervisor Allan
Wahwah and agriculture training officer
Aldam Bande explained also to the farmers
that Ramu NiCo will continue to support
agriculture development and promote
s u s t a i n a b l e a g r i c u l t u re , l i v e s t o c k a n d
aquaculture industries. Through team work,
impacted communities can be greatly involved
and earn extra income to improve their living
standards.
Mr. Wahwah pointed out that Ramu NiCo
realize its vision of promoting agricultural
development by itself, therefore, the Company
was all for establishing and strengthening
partnership with team players both in
the public and private sectors. This is also
consistent with government’s policy on PPP
and resources mobilization.
Through the PPP program, Ramu NiCo received
10,000 polythene bags from Cocoa Coconut
Institute (CCI) on 5th March 2013 for cocoa
nursery programs in its project impacted areas.
The presentation was carried out at the Ramu
NiCo Madang Base where CCI program
manager Vincent Salle handed over the
polythene bags to CA DGM Stotick Kamya.
Mr. Salle donating polythene bags to Ramu NiCo CA received by deputy
general manager Stotick Kamya and his officers
Mr. Salle explained during the presentation
that CCI enjoyed a cordial working
relationship with Ramu NiCo in carrying out
its extended services in parts of the Rai Coast
covering Basamuk, the Coastal Pipeline areas
and the Astrolabe Bay areas.
He also applauded the activities conducted
by Ramu NiCo agriculture team for spreading
the pearls of knowledge on cocoa planting to
areas where CCI could not reach.
Of the 10,000 polythene bags donated, 5000
would be given to the Inland Pipeline area,
including areas of Usino local level government
(LLG) for the construction of a central nursery
where cocoa root stocks would be raised
for budding. Another 5,000 polythene bags
would be distributed to farmers in Basamuk
area, covering Dein, Tugyak, Mingming and
Kulilau, where the agriculture section had
already identified model farmers.

Ramu NiCo Fixes Damaged Mingming Foot-Bridge
B
asamuk Refinery offered to send its
workers to repair a badly-damaged
Mingming foot-bridge near Rai Coast High
School with all troubles.

following the severe flooding of the Gawar
River on February 28, hindering people’s
access to vital health, education and other
social services. Large portion of the central
wire-railing and grill foot-bridge was damaged
Ramu NiCo staff with local boys on the
repaired Mingming Bridge
when boulders were washed down by the
rampaging river hitting all structure on and
along.
The foot-bridge was a vital linkage for villagers
in that area, including parts of Astrolabe Bay
LLG, Mingming, Yalau, Bibi, Sakwanam and
other villages. Students there used to walk
through the foot-bridge to Rai Coast High
School, Mumba Primary and Bibi Aid Post.
The original footbridge was built some twenty
years ago by the Works Department through
funding from Sir Peter Barter, during his term
as Regional Member of Madang. The bridge
was about 15 kilometers away from Basamuk
Refinery.
BSK Fixed Equipment Plant,upon a
Memorandum of Agreement, sent its seven
engineers to repair the bridge at the site and
another group of workers to weld and cut iron
grills in the workshop tirelessly for seven days.
The Superintendent of Fixed Plant Mr. Li
Xudong said that eight different materials,
with some purchased in Lae, were used to
repair the foot-bridge. The economic cost of
repair work was around K21,500.
Village spokesman Mr. Imoro Bou said that
the repair work was greatly appreciated
because had Ramu NiCo not been nearby,
the footbridge would not have been repaired
thus the village people would have find it very
difficult to access basic services.
Ramu NiCo also donated food and tarpaulin
supplies to the locals whose livestock and
food gardens were affected by the river flood.
Later in the week, the Company assisted
in transporting officials from the Madang
Provincial Disaster Office to the site for
damage assessment.

Our Staff Love Our Accommodation
W
HENEVER you are visiting Basamuk sites,
one thing you would love is the modern
accommodation facilities the Company provides.
After a long day of hard work, what is better to
offer your body than a comfortable room for a
night’s well deserved rest.
Basamuk Refinery boasts their top notch
accommodation facilities with varieties of treat
from general staff to managers/supervisors,
General Managers and Executives. House
Keeping Supervisor Jahanne Wass and Camp
Supervisor Peter Yambo at Basamuk are
proud that they are looking after the best
accommodation facilities.
10
Jahanne and Peter have reasons to boast
because they are not new faces in the
Company but both pioneers since Ramu
NiCo’s establishment. Peter started work
with NP, one of Ramu NiCo’s contractors,
in 2006 while Jahanne started with NCS
Raibus in Nov 2007. From initial Refinery and
accommodation construction to the current
operation phase, both have felt and witnessed
the hardships and achievements.
“This place was all swamps and what we have
here is amazing,” Peter refers to the current
accommodation site where he supervises.
“I supervised the house keeping girls from
the old camp before and today supervise 26
staff at the new camp. There has been an
impressive shift in accommodation facilities,”
Jahanne joyfully admits.
While Peter supervises and ensures that the
landscaping and general accommodation
compound are well maintained, including
installation of modern facilities in all the
accommodation blocks, Jahanne ensures all
linens, rooms and other housekeeping chores
for the staff in order.
reception and hospitality from the land once

Peter who holds Ramu NiCo high for
erecting tangible changes revealed that the
accommodation facilities for the staff are
modern and installed with air conditioner,
internet cables, TV with foreign channels such
as ABC, CCTV, Algegira, BBC, Fashion TV, etc.
The Company also provides linens, toiletries
and laundry facilities like washing machines
for all staff.
The Executives’ rooms are fully furnished with
white goods and spacious living rooms, study

New Car Park at KBK Accommodation Area
T
HE EXPANSION of new perimeter fencing
at the KBK Accommodation Area is aimed
at improving living conditions for staff and
enhancing on-site safety management. It
would also cater for a new car park area
within the accommodation area.
Previously, lots of people would gather around
the basketball court to wait for vehicles and
commute to work every morning. Vehicles
and people "blended" in the limited space,
with safety concerns that someone would
be "knocked" by or run into vehicles on the
ground, especially during start-up or shutoff. As the number of vehicles increases, it
created congestion and made the playground
no longer a place for basketball games or
exercise.
The new parking lot has been completed
and vehicles were moved outside, without
entering into the playground area.

What Goes on at the Fixed Equipment Maintenance Plant
T
HE FIXED Equipment Maintenance Plant at
KBK Mine Site is a very handy place where
other areas or plants seek assistance to do
their job effectively.
It is in this particular plant where most
welding or fabricating work is done.
Whenever passers-by head for the particularly
large warehouse of KBK Mine, they will hear
sounds of welding, grinding or hammering
from afar.
Mr. Chen Zhenghui, Supervisor of Fixed
Equipment Maintenance plant, reiterates that
his section comes in very handy because they
were purposely there to provide support to
other mine sections in terms of maintenance
and service for fixtures.
“Our plant is always ready to support and
cooperate with other areas and plants” Mr
Chen emphasized.
Training is one thing attached with great
importance here. “We need to give local
employees some time to learn as part of
their job,” Mr. Chen said. According to him,
various trainings are conducted on how to use
different machines and how to apply safety
rules every month, depending on machinery
availability as sometimes the machines were
used elsewhere for jobs. He has noticed that
the national staff in the plant learnt the skills
quickly.
“Here we try as much as possible to give
national staff some chance to learn from
working in a mining company and also
strive for filling in the gap between the two
cultures,” he explained.
Both practical and theoretical tests are carried
out to assess the performances of the staff,
by which they are better trained in improving
their daily skills as well as maintaining safety
in their work environment at all times.

Basamuk is Class of Its Own
A
NYONE who visits Basamuk Refinery for
the first time will certainly be stunned and
fascinated with the new developments taking
place in this once remotest part of PNG.
The Refinery is the first high-tech
establishment in PNG to refine nickel and
cobalt by applying most modern technology
like High Pressure Acid Leaching (HPAL) and
the whole system is operated and managed
by Ramu NiCo on behalf of Ramu Joint
Venture parties.
New gate at Basamuk Refinery

Basamuk on a most moder n sea-going
vessel, m.v. Carrie, which is fitted with
air-conditioner and latest navigational
equipment.

Basamuk,,passengers on board would notice
three gigantic mobile cranes standing out
of the wharf. The cranes and self-contained
compartments are so unique and probably
not seen anywhere else in PNG.
Another interesting feature about Basamuk
is the big buses or coaches that transport
Ramu NiCo shift workers to and from the
new accommodation and the Refinery. In
the mornings and afternoons, these blue
‘Yutong’ model buses shuttle between
the plant site and the Township and it is
amazing to see Papua New Guinean drivers
adept at handling those machines.
The latest addition to the unique structure
is the main gate into the Refinery. The gate,
recently completed, is a huge structure
built of brick, ceramic and metal with
stunning features such as remote-control
and lightings and even voice-overs to greet
passing motorists. It would be the checkpoint for traffic in and out of the plant area
to ensure both security and safety.
To top it off, the road within the Refinery
site are completely cement-sealed. For
the record, the roads were cement-sealed
well before the Lae city roads. The cement
mixtures for the road are so tough and
durable that big mine trucks transporting
limestone for refining purposes are traveling
on the road almost every hour. And it is
surely hard as rock.

Did you know…? / HSE
Brief on Nickel… Where Nickel is used?
N
ICKEL-containing materials play a
major role in our everyday lives-food
preparation equipment, mobile phones,
medical equipment, transport, buildings,
power generation-the list is almost endless.
They are selected because-compared with
other materials-they offer better corrosion
resistance, better toughness, better strength
at both high and low temperatures, and
possess a range of special magnetic and
electronic properties.
Most important are alloys of iron, nickel and
chromium, of which stainless steels (frequently
8-12% nickel) are the largest volume. Nickel
based alloys-like stainless steel but with higher
nickel contents-are used for more demanding
applications such as gas turbines and some
chemical plants.
In addition, iron and nickel alloys are used in
electronics and specialist engineering, while
copper-nickel alloys are used for coinage and
marine engineering.
There are about 3000 nickel-containing alloys
in everyday use. About 90% of all new nickel
sold each year goes into alloys, two-thirds
going into stainless steel.
Nickel metal is used to provide hard-wearing
decorative and engineering coatings as “nickelplating” or “electroless nickel coating” or
“electroforming”. When used with a top layer
of chromium, it is popularly known as “chromeplating”. When done in combination with silicon
carbide it is known as “composite plating”.
Nickel is a key part of several rechargeable
battery systems used in electronics, power
tools, transport and emergency power supply.
Most important today are nickel-metal hydride
(NiMH).
Nickel is a key ingredient in many catalysts
used to make chemical reactions more
efficient.

Vegetative Rehabilitation Shows Signs of Growth
T
HE VEGETATIVE rehabilitation work of
planting of cover crops such as creepers
and grasses at the KBK Mine Site is beginning
to bear fruit.
HSE Environment Officer Dickson Yogo was
involved in the initial stages of planting
grasses and other cover plants to prevent soil
erosion for a greener mine site.
Yogo also established a nursery to grow native
species of trees for the area that was cleared
during the construction phase.
The creepers and grasses planted by Yogo and
the team of locals are growing well, reviving
the once barren place with greenery.
Visitors to KBK will certainly notice vetiver
grasses planted on the roadside going up. It
will serve its purposes well in controlling soil
erosion when the grasses are mature. Even
the creepers will also help soil neutralization,
hence, help other native plants to re-grow.

Jacky Wang Back in Classroom
V
ISITORS to the Divine Word University
(DWU) Faculty of Flexible Learning will
be somewhat fascinated, noticing a Chinese
young man mingling well with PNG nationals
and attending lectures.
This person is Wang Hongliang or popularly
known as Jacky Wang by colleagues at
Basamuk.
Jacky currently works as the Superintendent
w i t h R a m u N i C o ’s C o m m u n i t y A ff a i r s
Department at the Basamuk Refinery site.
Jacky Wang holds his bachelor degree in Public
Administration from Zhengzhou University in
China. But he still reckons that is not enough as
people “live and learn”. So he has decided to
take up a course in PNG, in the country where
he now lives and works.
16
He is currently pursuing his master degree of
Leadership in Business Administration at DWU.
Jacky visiting Ganglau village at Basamuk
Some of the “students” are employed with
Ok Tedi, LNG Project, Department of Health,
University of Goroka, PNG Maritime College
and even high schools, among whom is one
Filipino, who is the only other foreigner in the
class.
This three-year program is inclusive of social
and economic researches. Jacky has already
completed semester one in the second half
of last year (2012) and now he is busy writing
up an essay for business environment at the
moment.
“I have learnt a lot and found it very interesting
to mingle with my classmates,” admitted Jacky.
He explaineds that the unit enabled him to
understand leadership. To be qualified leaders
he must know organizational climate and
acquit oneself with the vision and final goal of
the organization before getting the strategies
implemented effectively.
He is went well with his classmates, 17 students
from all over the country in the first semester.
“The general vision must be positive and
steady,” Jacky Wang cited the Company as an
Jacky Wang (green) in class
example. “Ramu NiCo is a world-class nickel
mine, but that would not be widely realized
until our product is competitive in the world
market”.
He said through his study he realized that
political, economic, technological, legal and
ecological factors and other external factors
affect the Project indirectly.
“I realized that the Project stakeholders, raw
materials and spare parts suppliers as well
as competitors are external industrial factors
affecting our project survival, while our HR
management and financial status are critical
to the project, which are internal factors”, he
added.
Jacky Wang has experienced various challenges
and obstacles starting from the opening
ceremony to load-commissioning and noticed
land disputes, law and order problems, poor
infrastructures, cultural differences and
environmental concerns.
“All these issues motivated me to take up
the course without hesitation, especially as a
member of Ramu NiCo,” he recalled.
Jacky Wang is paying K2,500 tuition fee from
his own pocket for every unit, while Ramu NiCo
provides him transport to and from school.
“I would like to thank the Company
management for the kindness and generous
assistance,” said Jacky.
