A Message by Dr Emil Constantinescu
President of the Academy
for Cultural Diplomacy
Dear students & participants,
I would like to warmly welcome all students and participants to the Center for
Cultural Diplomacy Studies, which is the educational arm of the Academy for
Cultural Diplomacy, which I chair as President.
Why is cultural diplomacy so necessary today?
My answer: because the world is currently in a period of great transition; the
greatest transition ever. And if the world is changing, global politics, economics
and other governance policies are therefore required to be changed and reformed
as well, in order to better serve the interests of the people that they represent.
The famous Prussian strategic theorist Carl Philipp Gottfried von Clausewitz
once stated that “war is a continuation of politics using other means”. By the
same rationale, I believe that peace may also be a result of the politics led by a
different kind of means and one of these means is cultural diplomacy.
Cultural diplomacy enriches traditional diplomacy between States, by adding
a new element of dialogue based on “understanding of the other,” not only at
a state level, but at a civil society level as well. Successful cultural diplomacy
applications therefore, in a wider sense, can lead to a better understanding not
only between different groups and peoples, but also of the world we live in, as
a whole.

President Message
The Institute for Cultural Diplomacy defines cultural diplomacy as the following:
“Cultural Diplomacy may best be described as a course of actions, which are
based on and utilize the exchange of ideas, values, traditions and other aspects
of culture or identity, whether to strengthen relationships, enhance socio-cultural
cooperation or promote national interests; Cultural diplomacy can be practiced
by either the public sector, private sector or civil society.”
It is important to note however, that cultural diplomacy is only one aspect of
building and strengthening relationships as well as enhancing cooperation and
should be practiced in a harmonic way, together with the economic and political
aspects.
Cultural diplomacy, when practiced over time, can assist at reducing the
likelihood and even preventing conflicts and other crises. The repetitive conflicts
around the world have demonstrated that unfortunately punctual preventive
interventions are not enough and should be inserted into a comprehensive and
systematic long term strategy including the use of cultural diplomacy practices
in the framework of carefully measured combinations of soft and hard power.
Cultural Diplomacy can strengthen relationships and assist in preventing conflicts
in the future due to its unique nature. Cultural Diplomacy is inherently creative
and constructive in nature, as opposed to “hard power” which is inherently
“destructive” in nature and therefore the more cultural diplomacy that is applied
in strengthening relationships, the more cooperation will be possible and the
chances for conflict in the world will be reduced. The European Union can be
considered as a good example of this successful cultural, economic and political
diplomacy, which has led to stable peace in a region that had been haunted by
conflict and war for centuries.
The great contribution that preventive cultural diplomacy will bring to the
architecture of world security will undoubtedly be of those wars that will have
never occurred, due to the creation of democratic mechanisms for dialogue and
strengthened cooperation with civil society.

The Center for Cultural Diplomacy Studies is dedicated to the research and
teaching of the theory and the practice of cultural diplomacy in the context of
international relations. In the classrooms, as well as during other events and
programs of the Center, we bring students and participants from all over the
world together with high-level experts and practitioners from the fields of cultural
diplomacy, international relations and politics, economics, and beyond, (ranging
from Heads of State and Ministers, to academics and celebrities), which gives
students and participants the chance to learn from their tremendous experience
and diverse perspectives and opinions. In the context of the ICD, the exchange
takes place in two directions; where, in addition to learning from the decision
makers, the students and participants also have the opportunity to influence
decision makers through their exchange and interaction with them at the ICD.
On behalf of the entire Center for Cultural Diplomacy Studies, its faculty,
staff and the entire Institute for Cultural Diplomacy, I encourage you to look
through the wide offering of educational opportunities of the Center for Cultural
Diplomacy Studies and to consider enhancing your educational and professional

Introduction
The Center for Cultural Diplomacy Studies (CCDS) is the world's leading center
for the study of Cultural Diplomacy offering diverse educational opportunities.
Four different categories of education programs are offered: Graduate Degree
Programs in Cultural Diplomacy, E-learning courses in cultural diplomacy,
Professional Development Programs (Certificate Programs) and Study Abroad
Credit Programs - dedicated either fully or in part to the field of Cultural Diplomacy.
The objectives of the CCDS are to extend current research, programs, and
practices in the field of Cultural Diplomacy and create a platform to promote
and sustain inter-cultural dialogue at all levels. The CCDS is committed to the
promotion of and the development of applied cultural diplomacy studies, as well
as excellence in the advancement and research in the rapidly evolving field of
Cultural Diplomacy.

About Berlin
There is nowhere quite like Berlin. Few other cities have played such an
instrumental role in global affairs over the past 100 years. It has been, in
every sense of the word, a battleground; not just for armies, but for the ideas
and philosophies that are the very foundations of politics and society. Berlin
remains a cultural extravaganza to this day, with young people from across
Europe flocking to the former Eastern part of the city: Cheap accommodation,
a thriving cultural and artistic scene, and a vibrant nightlife await them. In the
center of the city, Berlin's status as the capital city of Europe's largest economy
and the driving force of the EU is increasingly apparent: International NGOs and
multi-national companies are establishing office and headquarters here. It was
little surprise that US President Barack Obama choose Berlin as the location
for his first public speech in Europe, addressing an audience of hundreds of
thousands, he proclaimed "look at Berlin, where a wall came down, a continent
came together, and history proved that there is no challenge too great for a
world that stands as one."

The Center for Cultural Diplomacy Studies Academic Board is composed of
professors, high profile politicians and experienced professionals from the
public and private sectors. Our Faculty includes university professors, diplomats,
politicians, business executives, civil society leaders, media representatives,
mediators/ conflict management experts and other high-profile individuals from
prestigious institutions

Prof. Dr. Emil Constantinescu
President of The ICD Academy for Cultural Diplomacy
After graduating from the University of Bucharest with a degree in Law, he
became a local judge. Following his time in the judicial profession, he returned
to the University of Bucharest where he undertook a Doctorate in Geology. Dr.
Constantinescu was elected as Vice-President of the University of Bucharest
and became its President from1992 until 1996. During his presidential mandate from 1996
to 2000 (as President of Romania), Dr. Constantinescu opened the crucial way for Romania
towards joining NATO and the EU. He launched, together with President Bill Clinton in
Bucharest, "the Romania-US Strategic Partnership," which allowed Romania to start EU
accession negotiations (Helsinki 1999).
Prof. Dr. Ulrich Brückner
Academic Director - Center for Cultural Diplomacy Studies (CCDS)
Dr. Brückner studied Political Science, German Literature, and History at the
University of Würzburg and the Freie Universität Berlin. Working at the FU
Berlin since 1987, he has specialized in European Integration. Dr. Brückner's
PhD is on the role of the European Commission in the policy-making of the
European Union. From 1997 until 2003, he also worked as a Jean Monnet Visiting Professor at
Szczecin University in Poland, and since 1999, has taught as a Visiting Professor at Stanford
University in Berlin and California, ECNU and Fudan University Shanghai, MGIMO Moscow,
Sabanci University in Istanbul, the University for Economics in Bratislava, and the University
of Ljubljana in Slovenia. In 2003 he became an EU Jean Monnet Professor at Stanford.

Prof. Dr. Vasile Puscas
Director of Programs - Center for Cultural Diplomacy Studies (CCDS)
Dr. Vasile Puscas, a politician, diplomat, and renowned International Relations
scholar, is a Jean Monnet Chair Professor at Babes-Bolyai University, ClujNapoca. Since 2000, Dr. Puscas has been a director of the Institute of Political
Science and International Relations at the University Babes-Bolyai in Cluj,
Romania. In 2001, he became a member of the Social Democratic Party and was Deputy
in the 2000-2004 and 2004-2008 legislative terms, during which time he was the Chief
Negotiator with the EU and Minister Delegate with the Ministry of European Integration. In
December 2008 Dr. Puscas became the Romanian Minister for European Affairs, a position
he held until October 2009.
Prof. Dr. Karl P. Donfried
Director of Studies - Center for Cultural Diplomacy Studies (CCDS)
Dr. Karl Donfried was educated at Columbia College, Harvard Divinity School,
and the Union Theological Seminary in New York, before obtaining his PhD in
Theology from the University of Heidelberg. He was first appointed to the faculty
of Smith College in 1968 and served as the Elizabeth A. Woodson Professor of Religion and
Biblical Literature until 2005. He has also served as a Visiting Professor at Freie Universität
and Humboldt Universität in Berlin, Germany; Hebrew University in Jerusalem, Israel; and
Yale University Divinity School in Connecticut, USA.
Prof. Dr. Kishore Chakraborty
Director of Research - Center for Cultural Diplomacy Studies (CCDS)
Dr. Chakroborty has over thirty years of experience teaching in undergraduate
and graduate business schools in the USA and Germany. He previously
taught at Northeastern University, Babson College, Arthur D. Little School of
Management, Handels Hochschule Leipzig, and Hult International Business School. Dr.
Chakraborty holds a Bachelor of Arts Degree (BA) from Brandeis University, and a Doctorate
from Harvard University. Alongside his academic career, Dr. Chakraborty has been working
as an Independent Management Consultant.
Prof. Dr. Amb. Cynthia P. Schneider
Director of Projects - Center for Cultural Diplomacy Studies (CCDS)
Dr Schneider joined the Georgetown University faculty, after completing her
Ph.D. in Fine Arts from Harvard University in 1984, where she has taught since,
both in the College of Arts and Sciences and the School of Foreign Service. Her
courses and studies focus on Renaissance and Baroque art and on culture and
diplomacy, on which she has published widely. Dr. Schneider served as the 61st Ambassador
of the United States to the Kingdom of the Netherlands from August 1998 to June 2001.

Prof. Dr. Nazar Al Baharna
Director - ICD Conflict Zones Mediation Center
Dr. Nazar Al Baharna obtained his Bachelor’s and Master’s degrees in
Mechanical Engineering from the University of Petroleum & Minerals in Saudi
Arabia, and subsequently went on to earn a PhD in Mechanical Engineering
from the University of Wales in 1979. In 1987, Dr. Al Baharna became the Dean
of Engineering at Bahrain University, and in 1992 was appointed Vice President for Academic
Programs and Scientific Research. From October 2006 until March 2011, Dr. Al Baharna
served as the Minister of State for Foreign Affairs of Bahrain. Furthermore, Dr. Al Baharna led
the Government of Bahrain's successful Universal Periodic Review (UPR) initiative, a highly
successful method of providing the opportunity for each State to declare what actions they
have taken to improve the human rights situations in their countries and to fulfill their human
rights obligations. Currently Dr. Al Baharna is a Visiting Research Scholar at Georgetown
University, Washington D.C.
Mark C. Donfried
Executive Director and Founder of the Institute for Cultural Diplomacy
Mark Donfried is the current director of the Institute for Cultural Diplomacy, a
Berlin based NGO that he founded in 2001. His focus at the moment is fulfilling
his role as director of the ICD in pursuit of its mission to extend research,
programs and practices in the field of cultural diplomacy. Mark. Donfried also
teaches courses in cultural diplomacy for the Center for Cultural Diplomacy Studies.
The Hon. Erna Hennicot-Schoepges
Vice President of the ICD Advisory Board
The Hon. Erna Hennicot-Schoepges is a Luxembourgish politician... Ms.
Hennicot-Schoepges has a deep interest in cultural and civil affairs and is
known for her active involvement in numerous foundations, where issues such
as Intercultural and Interreligious Dialogue and Cultural Itineraries are treated.
Ms. Hennicot-Schoepges was the first female President of Luxembourg’s Parliament and
was later appointed as Luxembourg’s Minister of Culture, Higher Education, and Research
and Public Works. She was elected as Member of the European Parliament in 2004. During
her five-year mandate, she established herself as an active member of environment and
research.

The Hon. Yasar Yakis
President of the ICD Young Leaders' Forum
Yasar Yakis completed his university studies in 1962 the Faculty of Political
Sciences of Ankara University, and joined the diplomatic service. During his
time in the Foreign Ministry, Mr. Yakis served in Antwerp, Belgium; Lagos,
Nigeria; Brussels, Belgium; and Damascus, Syria. In 1988, Mr. Yakis became
the Turkish Ambassador to Riyadh, Saudi Arabia, and in 1992 the Deputy Under-Secretary in
the Turkish Ministry of Foreign Affairs, in charge of Economic Affairs. He was then appointed
as the Turkish Ambassador to Cairo in 1995 and Permanent Representative of Turkey to the
United Nations Office in Vienna in 1998. In 2000 and 2001, Mr. Yakis became the founding
member of the Justice and Development Party. From the date of the establishment of the
party to the general elections of November 3rd, 2002, he served as Deputy Chairman of the
Party, in charge of International Relations. He was elected Member of Parliament in 2002
and was the Turkish Minister of Foreign Affairs from 2002-2003.
Amb. Karl-Erik Norrman
ICD Advisory Board Member
Amb. Norrman has a distinguished diplomatic career in the Swedish Foreign
Ministry, with posts including: Ambassador, Head of the UN Ministry for
Development Assistance, Head of Asia Division and Humanitarian Assistance,
Trade Negotiator GATT (today WTO), Secretary Ministry of Education and Culture, Researcher
at the Institute of International Affairs in Stockholm, and Senior Advisor to the Swedish Red
Cross. He currently serves as the Secretary General, European Cultural Parliament.
Dr. Elke Ritt
Head, Creative Europe at the British Council
Dr. Elke Ritt, born in Krefeld, Germany, graduated from Duesseldorf University in
1978 with a degree in English and Mathematics. In 1984, she was admitted to the
University of Leicester for a Degree of Master of Arts, and consequently obtained
an MA in Victorian Studies. In 1991, she obtained a PhD in Comparative Literature from the
University of Munich. Alongside her studies, Dr. Ritt spent 10 years teaching English and
Mathematics at German secondary schools; teaching German, Literature, and Landeskunde
in the Department of German at the University of Leicester; and teaching Literature at the
Institut für Allgemeine und Vergleichende Literaturwissenschaft at the University of Munich.
Dr. Ritt has been Head of the Arts & Creative Industries Department in Germany since 1993,
and presently leads the Arts, Literature, British Studies, and Dreams and Teams programs.
The Dreams & Teams project is an international program that aims to develop leadership and
cross-cultural awareness in young people through sport and international educational links.

MA & BA Programs
It is our pleasure to introduce you to our BA & Master programs in Cultural
Diplomacy.
We at the CCDS have worked intensively and collectively to design innovative
graduate level programs that provide a unique approach to the study of the
fields of international relations, global economics, intercultural relations, art &
culture, globalization and global governance. We believe that the traditional
academic components of a degree in these fields must adapt to the dynamics
of a rapidly changing world. To that end, our approach to contemporary global
affairs focuses also on the increasingly important roles of soft power and cultural
diplomacy in world affairs.
The programs are unique and innovative in their content and approach. These
new interdisciplinary programs provide fundamental knowledge in international
relations theory and allow for individual work in an area of particular interest
offering professional development and internship opportunities in related fields.
For students with a deep interest in foreign policy, international affairs, cultural
diplomacy, political science, or international economics, the programs are ideal
platforms to gain significant hands-on experience and a high-level of knowledge,
and to launch a career before the completion of their studies or immediately
thereafter. Center for Cultural Diplomacy Studies Academic Board is composed
of professors, high profile politicians and experienced professionals from the
public and private sectors. Our Faculty includes university professors, diplomats,
politicians, business executives, civil society leaders, media representatives,
mediators/ conflict management experts and other high-profile individuals from
prestigious institutions.
The programs in Cultural Diplomacy, which operate under a joint partnership
between the Academy for Cultural Diplomacy and leading European universities,
offer unique educational programs that educate students from around the world
in several academic disciplines related to International Relations and Cultural
Diplomacy. The programs go beyond the traditional International Relationsbased approach to globalization, while considering the role of Cultural Diplomacy
and interdependence in a multi-polar world.

Certificate Programs in Cultural Diplomacy
The Centre for Cultural Diplomacy Studies developed the Certificate Programs in
Cultural Diplomacy in order to offer and provide participants with comprehensive,
tailored learning opportunities in a number of related fields. Each program
features lectures, seminars and workshops lead by experts from the fields of
international politics, diplomacy, academia, civil society, and the private sector.
Certificate Programs offer the perfect opportunity to learn about the innovative
field of Cultural Diplomacy over a short period of time, allowing students and
professionals with other commitments to participate.

The Center for Cultural Diplomacy Studies has developed the Distance Learning
Department in order to offer individuals interested in the field of Cultural Diplomacy
and related areas the opportunity to increase their knowledge and experience in
this fascinating and expanding field. Each course includes four core modules,
which are also taught as part of our graduate and doctoral programs. In addition,
the program offers access to high profile guest lecturers, audio-visual content, a
large library of reading materials, and professional networking opportunities to
promote one’s own projects.
Our Distance Learning Courses enhance your learning experience by enabling
students to work with peers from not only across the nation but also around the
world, creating an international learning environment. The e-Learning Courses
