WELL BALANCED PROGRAM NOTES
Jump Elements
•
•
•
•
•
•
•
•
•
Jump Sequences are not permitted in STAR 2, 3, 4 or 5. In STAR 2, 3 and 4, attempted jump sequences will be
considered as invalid elements. In STAR 5, jump sequences will be invalidated.
When a jump combination is completed with an error such as a touchdown with the free foot without weight
transfer or up to two 3-turns between the jumps, judges will reflect these errors in their assessment (STAR 2, 3 and
4) or GOE (STAR 5).
In STAR 5, attempted jump combinations which no longer meet the definition of a combination will be called Jump
+ C and the error will be reflected in the judges’ GOEs.
In STAR 2, 3 and 4 any repeated jumps not in combination will be reduced by one level in their assessment by the
judges.
In STAR 5, if a jump is repeated and both executions are as solo jumps, the second of these solo jumps will receive
70% of its original Base Value and be identified with a +REP. This element will not take the box of a
jump combination.
In STAR 2, 3, 4 and 5 no jump may be included in the program more than 2 times. In STAR 2, 3 and 4, any element
included more than 2 times will be identified as an Invalid Element. In STAR 5, any jump included more than 2
times will be invalidated.
Jump combinations containing more than 2 jumps are not permitted. In STAR 2, 3 and 4, any combination
containing more than two jumps will be identified as an Invalid Element. In STAR 5, any combination containing
more than two jumps will be invalidated.
In STAR 2, the jump combination must be 1W+1T+C. In STAR 3 and 4, one of the allowed jump combinations must
be a 1Lo+1Lo+C. In STAR 5, the jump combinations may not contain any double jumps.
In STAR 3, 4 and 5 there may be up to two jump combinations.
Take-off edges:
• A jump performed with an incorrect take-off edge will be identified as the intended jump and subject to a reduction
in assessment in STAR 2, 3 and 4 and a reduction in the GOE in STAR 5.
Jump rotations: Under-rotated and downgraded jumps:
• In STAR 2, 3 and 4, under-rotated jumps will not be identified with a “<” symbol after the element code. The missing
rotation will be reflected in the element assessment.
• In STAR 5 an under-rotated jump will be shown with a “<” symbol after the element code. These jumps will receive
70% of the base value and the missing rotation will be reflected by the judges in their GOE.
• In STAR 2 and 3, downgraded jumps will not be identified with a “<<” symbol after the element code. The missing
rotation will be reflected in the element assessment.
• In STAR 4, only a downgraded Axel will be shown with a “<<” symbol after the element code. A downgraded Axel
will have the base value of the element of one rotation less and is not eligible for the Axel bonus.
• In STAR 5, a downgraded jump will be shown with a “<<” symbol after the element code. These jumps will have a
base value of the element of one rotation less and the missing rotation will be reflected by the judges in their GOE..
• The same criteria regarding downgraded jumps will be applied to jumps cheated at the take-off. A jump in which up
to one half revolution is completed on the ice, before the take-off will be considered as a downgraded jump. This is
most common in a toe loop. The cheated take-off can only be called “downgraded” and not “under-rotated”.
• In STAR 4 and 5, under-rotated and downgraded jumps will count as the intended jump in the application of wellbalanced program regulations.

Spins
•
•
•
•
•
All spins in STAR 1-5 must contain basic positions only. No variations of positions may be attempted.
All spins in STAR 5 will be called no higher than Level B.
As all spins in STAR 5 are prescribed, an attempted spin that happens to rotate less than three revolutions will be
called the intended spin “no level”.
In STAR 2, 3 and 4, a spin will only be considered as an Invalid Element if it is not a prescribed or permitted spin.
In STAR 5, all three basic positions must be attempted in the combination spin. If all three basic positions are not
attempted, this will be reflected in a lower base value of the element. The number of identified positions will be
indicated through the symbols 2p (2 positions) and 3p (3 positions).
Spiral Sequences

In STAR 2 the forward spiral sequence shall consist of at least two unsupported spirals, one on each foot separated
by no more than 8 steps, not including the step taken into the skating foot of the second spiral.

In STAR 3 and 4 the forward spiral sequence shall consist of at least two unsupported spirals, one on each foot
separated by no more than 4 steps, not including the step taken into the skating foot of the second spiral.

A step in this case applies to any time a change of foot takes place, eg. mohawk = 2 steps, three turn = 1 step,
crosscut = 2 steps. Steps are only identified when a change of foot takes place. If a three turn is executed following
the first spiral and is completed without changing feet, a change of foot has not taken place and as such the three
turn is not to be identified as a step. As well, if a change of edge is executed following the first spiral and is
completed without changing feet, a change of foot has not taken place and as such the change of edge is not to be
identified as a step.

GENERAL NOTES
Falls
•
•
•
In STAR 2, 3, 4 and 5, when a fall occurs inside an element no fall deduction will be taken. It is reflected in the
element assessment.
In STAR 2, 3 and 4, falls outside of elements will be reflected in the Skating Skills assessment.
In STAR 5, there is a 0.2 point deduction for every fall outside of an element. The fall deduction will be called only if
the fall is clearly not connected with the execution of an attempted element.
Illegal, Omitted or Additional Elements
•
•
•
In STAR 5, if there is an illegal movement during the execution of any element, the deduction for an illegal
movement will be applied by the technical controller; the element will receive Level B if the requirements for at
least Level B are fulfilled. Otherwise, the element will be called “No Level” by the technical panel.
In STAR 4 and 5, an element is considered omitted only if started after the maximum time allotted for the program.
In STAR 5, the referee must advise the judges and the technical panel of any element(s) started after the time limit.
Any additional element(s) exceeding the prescribed numbers will not be counted in the results of a skater.
Timing
• The time of the program must begin from the moment the skater begins to move or to skate until arriving at a
complete stop at the end of the program.
• In STAR 5, skaters must take their starting position at the latest thirty seconds after he/she is called to the start. The
first competitor in a warm-up group is granted an extra time of thirty seconds after he/she is called to the start.
Interruptions
• In case of an interruption in the program, the allowed three minute period before the continuation commences
immediately after the referee has stopped the performance with a loud signal.
STAR 1: Creative Expression Routine
Creative Expression Routine: (30 seconds – music provided by each Section, selection randomly chosen at competition –
each flight to have a different music selection)

Skaters are to perform movements of their choice to the music selection. Skaters will listen to the music once
before performing and may practice movements to the music at this time. The music will be played a second time
and skaters must perform the movements of their choice to the music. This element is assessed as “complete” or
“incomplete”. An incomplete assessment will only result if a skater does not demonstrate any attempt to move to
the music.

Officials Quick Reference Guide
STAR 1 Element Assessment
STAR 1
Individual Element Assessment
All elements
(except Back
Upright Spin)
Three assessment point scores, except for the Back Upright Spin, are used to calculate the
rating of an element. The majority assessment point score shall determine an element’s
overall rating. Any assessment point rated Merit shall result in the element receiving no
higher than a Bronze and any element with two or more assessment points scored at Merit
shall result in an overall rating of Merit. Assessment point ratings of Gold, Silver and
Bronze will produce an overall element rating of Silver.
Back Upright
Spin
For the Back Upright Spin, based on the first assessment point, if the second point is less
than the 1st, the element rating will drop one level. If the second assessment point is higher
than the first, the overall rating will increase by one level.
STAR 2, 3 and 4 Error Reference
To indicate an illegal element, write “**ILLEGAL SPIN**or **ILLEGAL JUMP**” clearly beside the affected
element on the marking sheet. The data specialists will enter accordingly.

Process
Jumps
Skater repeats a jump but does not perform it in
combination
Skater performs a jump more than twice (i.e.
Reduce the assessment by one level
Illegal Jump
includes 3 x 1Lo in STAR 3 or 4)
Spins
Skater performs a different combination from the
prescribed combination (i.e. no 1S+1T+C in STAR 2)
Skater includes a jump not permitted for level
Illegal Jump
Spin does not meet requirements (i.e. back entry,
not a combo if required, change of foot etc.)
Skater performs an upright position for several
revolutions at the conclusion of forward entry one
position spin
Skater changes feet to back spin position (starts in
forward upright, changes feet to back upright to
enter back spin)
Skater performs a different spin from the
prescribed spin. (i.e. performs a Forward Upright spin

STAR 1 Assessment Process
1. Referee calls an assessment for each element. Judge 2 records assessment on marking sheet.
2. Judge 3 records the time for the Stroking Exercise on the marking sheet. The Referee consults this.
3. If Judge 2 or 3 disagrees with assessment, the panel has a discussion and reaches a consensus assessment.
4. Judge 2 records final assessment on marking sheet and submits their marking sheet to the data specialists.
STAR 2, 3 and 4 Assessment Process
1. Referee calls an assessment for each element. Judge 2 records the attempted element on marking sheet.
2. Judge 2 leads the review process for all the elements if needed.
3. Judge 2 prompts the referee for component assessments.
4. Judge 2 reads back the elements, components and assessments. Judge 3 reviews notes for discrepancies.
5. A well balance check is performed on the elements and changes made if necessary.
6. STAR 2 & 3 - the Overall Result is calculated and reviewed.
7. STAR 4 – Apply violations and bonuses applied (Note: Axel bonus is not applied if Axel is downgraded.)
8. Judge 2 submits their marking sheet to the data specialists
STAR 5 Assessment Process
In STAR 5, the CPC judging system is used. The event is run with a Technical Panel and Judging Panel as in all other CPC
judged events. STAR 5 events will be run either manually (i.e. with headsets and paper) or using a computer system.
Judges will either record their assessments on their marking sheets and hand these in, or enter their assessments
directly into the computer system. Judges must refer to all Skate Canada or ISU related materials for GOE/Program
Component guidelines.
