Constitution Preamble We, the students of Penn State University’s Wilkes-Barre Campus, do hereby declare our intention to form the Engineering Society. Activities include the promotion of activities in the interest of engineering students for the campus as a whole. Article 1: Name A. The name of this organization shall be the Engineering Society of the Penn State University Wilkes-Barre campus. Article II: Purpose A. To promote and stimulate the common academic and social interests of the engineering students on this campus. B. To familiarize fellow Penn State students to various engineering disciplines through guest speakers, projects, trips, and special classes. Article III: Membership A. Membership is available to all students on campus regardless of their major preferences. B. Members must attend all meetings and activities unless otherwise excused by the president or designated officer. C. Instatement of membership will not be official until after the second consecutively attended meeting and, if necessary, approval of the current members. D. Members have the right to vote on all issues brought before the executive board unless otherwise notified in writing by the executive board. E. Students on academic probation or suspension revoke their rights to membership as per university policy. F. Termination of membership occurs when there are three (3) missed meetings without an acceptable excuse. Acceptable excuses include, but are not limited to: illness, death of a family member, transportation issue (i.e. “my car broke down”), weather restrictions, etc. G. Students who are removed from the roster due to Article III, section F of this constitution can be re-added to the roster upon a two-thirds (2/3) vote by the remaining members of the club. Article IV: Meetings A. Meetings will be held at least one every two (2) weeks. Page 1 of 3 Constitution B. At the beginning of each semester, the members shall vote on what time(s) is convenient for the meetings and modify them as necessary. Article V: Officers A. The officers of the society, in order of highest rank to lowest rank, shall be President, Vice President, Secretary, and Treasurer. The immediate past president, while still on campus, shall be considered as an advisor to the new president. B. Officer elections shall take place towards the end of the spring semester or as needed due to vacancies or dismissals. C. An officer can be impeached by a two-thirds (2/3) majority vote. D. Terms last for one (1) year. E. Duties of the officers shall be outlined in the society regulations and shall be changed as needed. F. The president will act as the representative to the student government association, unless he/she sees fit to elect a representative within the club to go to the meetings and report back to them. Article VI: Voting A. In all matters except those listed herein, a majority vote (one more than half) is required. B. In matters regarding dismissal of members, officers, or changes in regulations, a two-third (2/3) vote is required. C. Abstentions will not be counted towards the total number of members voting. D. Votes for dismissal and officer elections are secret ballot. Additionally, any one (1) member can request a vote to be converted to secret ballot. E. At least seven (7) members of the roster must be present to have a quorum on voting matters. Article VII: Changing the Constitution A. The constitution can be changed by a two-thirds (2/3) vote. B. Each year, the constitution shall be reviewed to determine any necessary changes. C. In the event of the creation of a formal university-wide student government for the engineering college, this society shall immediately suppress the constitution in favor of the regulations set forth by the new organization Page 2 of 3 Constitution Article VIII: Other Engineering Organizations at Penn State A. The society shall send a representative to any and all engineering meetings held for engineering students at this campus, this caucus (as defined by the student government), and at University Park. B. The society shall recognize the presence of any representatives of other engineering organizations from any campus present at this campus and meetings. C. The officers shall remain in contact with the officers of the Scranton campus engineering society and this campus’s surveying society in order to plan and coordinate activities. Page 3 of 3
