Executive Summary:
The 2015-2018 Kingston Strategic Plan has been developed as a web-based, interactive tool.
While the document is not “live” at present, Mayor and Council will see a presentation of the
online document at the September 1, 2015 Council meeting, following which the document will
“go live” to the public.
In addition to the web-based tool, copies of a bi- or tri-fold summary document will be made
available for reference.
In accordance with Report to Council 15-245, the CAO committed to having the electronic
version of the strategic plan finalized in August and this commitment has been met.

Options/Discussion:
During the last term of Council, Kingston’s Strategic Plan 2011-2014 was developed and
distributed in printed form to the public and to staff, as well as being made available on the City
website, www.cityofkingston.ca. This document outlined the priorities of the 2011-2014 Council
and how staff planned to accomplish those priorities during the term of Council.
An outcome of the 2015-2018 Council Strategic Planning sessions held in March and April 2015
is the development of a strategic plan document that will reflect the priorities of this Council, and
will indicate how the plan will be accomplished during this term of Council.
In keeping with the City’s move toward more effective, creative and digital communications, the
strategic communications department has researched and developed a design for the new
strategic plan. Using a micro-site that will be accessible seamlessly through the City’s external
site allows design opportunities that would not be possible using the City’s webpage templates.
The design takes into account mobile access, loading speed and a reader’s need to glean
information quickly. The design also allows us to insert information each year as part of the
annual reporting process to show what has been achieved against each priority.
Council Report 15-245, dated June 16, 2015, provided an implementation plan for Council’s
priorities that is now reflected in the web-based online strategic plan presented for receipt by
Council.
As noted above, the 2015-2018 Strategic Plan is a living document, allowing for interactive
updates to chart the course of progress over the term. It includes a timeline which will be
updated regularly upon completion of various phases or priorities established by Council. The
document is clear, concise and accessible.
As noted in Council Report 15-245 (page 5), “it will be essential that Council meet as Committee
of the Whole (COW) to assist in describing certain specific priorities, to ensure that staff
efficiently and effectively deliver on the objective. Staff will initiate these discussions with COW
on a case by case basis over the coming months.” Because the 2015-2018 Kingston’s Strategic
Plan is a living and interactive document, additions and deletions can be made seamlessly to
the document to keep it updated and aligned with Council’s desires. Actions advancing the
initiative will be regularly updated in the document to reflect progress over time.

The interactive, web-based tool, Kingston’s Strategic Plan 2015-2018, is accessible to persons
with disabilities.
Financial Considerations:
While there are costs involved in production of Kingston’s Strategic Plan 2015-2018, these are
minimized due to the work being done in-house and the reduction in the number and type of
printed material that will be produced.
