Vale
Bill started coaching girls volleyball
teams while teaching at Fairhills High
School some 30 years ago.
He was a founding member of the
Eastern Metropolitan Volleyball
Association serving continuously on the
committee, the majority of the time as
President.
He was one of the longest serving
active members of Volleyball Victoria.
He started coaching the Victorian
Schools Team around 1977 and served
on the Board of Directors on several
occasions. He was passionate about
junior development being the driving
force behind the establishment of the
Victorian Coaches Commission holding
the Chair for over 20 years.
Bill was the Head of delegation for the
National Junior Women’s Team at the
4th Asian Junior Women’s
Championships (Jakarta 1988) and
coached the team in the 3 succeeding
championships.
After retiring from active coaching
several years ago he continued as
mentor for coaches of the State Junior
Girls Teams. His knack of managing the
relationships between people was well
known. Bill would quietly listen to what
was being said and everyone would
leave feeling that their view had been
heard.
He has Life Memberships of Fairhills
Volleyball Club, Eastern Metropolitan
Volleyball Association, Volleyball Victoria
and School Sport Australia and holds a
Distinguished Service Award for the
Australian Volleyball Federation
For several decades, volleyball has
benefited from Bills passion at all levels
and he has introduced many
generations of girls to the sport.
He is known as a true gentleman coach
who has been respected by all and is
thoroughly deserving of a nomination
for the award.

Sports Official of the Year Award
Bill was recognised posthumously at the
VOC AGM on 15th April, 2010, for his
outstanding contribution to the Sport of
Volleyball.
Proudly accepted by his son Paul, Bill was
one of five Volunteers Finalists.
The 2009 Award was presented to Geoff
Hare - Swimming.

expertise.

2009 has been one of the most
challenging years for Volleyball
Victoria, but I am pleased to say that
despite some disappointing
discoveries in the latter part of 2009,
we have laid the foundation for a solid
future moving forward.
In January 2009, the Board
conducted a strategic planning day
led by an independent, external
facilitator. The day was attended by
Board members and staff. The day
provided a great platform for the
activities of VVI staff for 2009 and
these are being carried forward with
the new management team.
We are particularly proud to have
secured sponsorship from Crazy
John’s for the next 3 years which will
help to provide a foundation for a
number of our programs. This is the
largest sponsorship that Volleyball
Victoria has been able to attract and
shows that we have a great product
to promote. It is also pleasing to see
over the latter part of 2009 that we
have been successful in obtaining a
number of other sponsorships. We
anticipate building on these during
2010.
Victoria was again successful at the
U15 Championships winning the
overall state trophy with our Girls Blue
team finishing first and our Boys Blue
team finishing second. Victoria had
three teams competing in both the
girls and boys divisions. Our other
girls’ teams finished fifth and ninth
and our other boys’ teams finished
third and sixth. This provides a solid
grounding for our teams that compete
at the Australian Junior Volleyball
Championships.
The Victorian Country Championships
was hosted by Bendigo in 2009. This
was the 40th year of the
championships and a reunion of past
players and coaches was held.
Bendigo was able to secure some
good corporate sponsorship. A total
of twenty-nine teams competed in the
championships with Geelong winning
the Women’s Division 1 Gold and
Bendigo the Men’s Division 1 Gold.
Activities at the State Volleyball
Centre are continuing to build, albeit
not as rapidly as we had anticipated.
There are some regular major events
conducted at the SVC (State League,
Victorian Schools Cup and Australian
Schools Cup), but we need to keep
building on this to showcase our great
venue. Our social indoor competitions
have begun building but there is
much work ahead. The indoor beach
competitions have continued to be
strongly supported with a full
complement of teams on most nights.
Victoria was strongly represented in
the Australian Volleyball League.
Melbourne was host to both the Men’s
and Women’s finals with the Women’s
final being played at the SVC. The
University Blues women finished first
and for the first time in a number of
years, the men failed to make the
finals. VVI collaborates with
representatives of the Melbourne and
Monash Universities to support the
teams with their training, co-ordination
and venue hire.

The Australian Junior Volleyball
Championships were conducted in
Brisbane and Victoria was once again
strongly represented. The President’s
Cup went to Queensland with Victoria
finishing strongly in second place.
This result is consistent with our
performance in previous
Championships where we have
finished either 2nd or 1st. I would like
to thank the state coaching team,
regional and club coaches, parents
and players for their ongoing
contribution that underpins the
strength of the program. Victoria can
be rightly proud of its performance
over the past years.
At a national level, congratulations must
once again go to Australian Men’s team
who have qualified for the World
Championships in Italy in 2010. This is
a great achievement for Australia who
have now consolidated their position as
a top team in Asia. Victoria is also
proud to be hosting two matches for
our Australian Men’s team against the
Canadian National team in July. This will
be an important warm-up for the World
Championships.
As you are all aware our Executive
Director and Operations Manager both
resigned in August and September
2009 respectively. Whilst recruitment
activity to replace the Executive Director
had commenced, the resignation of the
Operations Manager provided the
Board with an opportunity to coinsider
a different operating model. This led to
the abolition of our Executive Director
position and the implementation of a
Chief Operating Officer and Chief
Commercial Officer.
The new management team of Mark
Gladman and Mahamoud Fahour report
to a subcommittee of the Board and
have been busy setting up the office to
reflect the new structure and meeting
the key stakeholders from the
government, corporate and volleyball
communities. The Board and I look
forward to a new and exciting era for
volleyball in Victoria.
In concluding, I wish to thank the Board
for their hard work, particularly in
relation to the new structure. I want to
thank all members for their ongoing
support and I look forward to 2010.

Bairnsdale
Ballarat
Bairnsdale is a very small association
comprising of 9 teams. Although
mainly made up of social players we
have a core of very dedicated
players/coaches who keep the
association running. We strongly
support the Gippsland Sports
Academy Volleyball program and
although it is a six hour round trip,
have coaches volunteering as a part
of the State Volleyball program every
year.
Volleyball Ballarat went through a very
up and down year in 2009.
Regular competition consists of both
males and females
Every year Bairnsdale enters teams
into the Gippsland Volleyball Regional
League. This requires a fairly large
commitment from players as games
are played once a month in Morwell
on a Sunday. This is a great chance to
play volleyball outside of Bairnsdale
and compete against other regional
teams.
In 2009 the Bairnsdale Women’s Team
won the Regional Grand Final while in
the men’s grand final Bairnsdale was
narrowly defeated.
Bairnsdale teams also annually attend
The Good Neighbour Tournament in
Canberra where they have
experienced much success,
Bairnsdale Volleyball has been
working hard to provide a junior
development program for all young
interested players and has had many
players training with the Gippsland
Sports Academy. Despite our
distance from Melbourne many of our
junior players have also had success
at State and National levels.
The Monday night ‘Social’ competition
struggled to attract any great
numbers, but on the other hand the
‘Vic West Phantoms’ saw a Ballarat
representative side in VVL for the first
time since State Leagues inception.
Monday competition – Darren and
Jason White along with Andrew
James undertook to run the
competition night in 2009. We had
some 7 teams enter with varying
numbers. Attracting teams and
players committed to an ongoing
involvement has been a real trial over
the years, and was no more
successful this year. The Murnane
family under the guise of the Phantom
took out the premiership.
Representative teams - 2009 saw a
mens and womens team enter for
VVL. The men had to play a
qualification tournament, and missed
selection. The women on the other
hand played in Div 2 and preformed
in an exceptional manner throughout
the season. We finished 2nd on the
ladder after the home and away
rounds eventually going down to
Monash Uni in the semi final. The
commitment of the team considering
the cost and travel was fantastic and
to be commended.
The Mens and Womens rep sides
competed at Warrnambool, Ballarat,
Horsham, Mornington as well as at
Country Championships – with the
women winning a bronze in Div 1, a
best ever finish I think - through the
year. (for once no fines – can you
believe that!!).

Bendigo
The Bendigo Volleyball Association
enjoyed a very successful year in
2009 and is looking to make 2010 just
as successful but in differing ways. In
2009, we staged one of the best ever
Country Championships. Our men’s
division one team was successful in
defending their title while our women’s
division one team was runners up in a
close five set final.
Last year the BVA staged two
successful tournaments – the Junior
Dragon City Tournament in August
and then the annual Dragon City
Tournament. Our junior tournament
continues to grow in only its second
year, attracting teams from schools
and associations throughout the state.
Our Dragon City tournament was a
success with many metropolitan
teams once again enjoying the
excellent facilities we are fortunate to
have in Bendigo.
active role in the organising of the
regional VSSSA tournament. We have
also sought to attract media publicity
and with the support of our stadium
management, ran advertisements in
local media to attract new players.
We conducted referee and coaching
courses and we are aiming to
continue developing this essential
infrastructure. Our Referee’s
Commission provides qualified
referees for our division one
competitions and we encourage
junior players to gain base referee
qualifications. We are currently
working with La Trobe University to
provide coaching courses for
Physical Education students to then
promote volleyball in schools
throughout regional Victoria to further
raise the profile of volleyball. We are
also hosting the 2010 Victorian
Teachers Games in September.
Our strong support of the Bendigo
Bank Academy of Sport Volleyball
Program has continued, providing not
just improved junior players and later
senior players but also opportunities
for the development of coaches.
Currently we have coaches at national
state levels. In 2009, the academy
again had a significant number of
players in state and national teams.
While our player numbers have
largely remained the same as
previous years, the BVA is committed
to investigating ways to grow
numbers and increase participation.
We aim to increase the profile of
volleyball in primary schools through
conducting clinics and taking an

Daylesford
Bellarine now boasts one of the
largest registered memberships of the
Regional Associations. We cater to
our members’ varied needs by
providing a Division 1 competition for
experienced senior individuals and
developing younger players. A more
relaxed social Division 2 is suitable for
the more casual local players and
juniors funneled through from school
teams.
The Association was formed in August
2009 after the opening of a new
community stadium at the Daylesford
Secondary College. The Daylesford
community of 4500 people raised
$300,000 and with funding from the
state government the stadium was
completed.
Our Committee has a number of aims
we are working towards:
• To maintain and develop the current
competition to encourage
participation, enjoyment and
enthusiasm from existing players.
• To actively encourage new players
to join our association through
exposure in the local media, some
school based contact and cross
participation with other volleyball
competitions.
• To field Representative teams for the
Country Championships and a
number of other tournaments
throughout the year to expose our
more elite players to competition and
to gain exposure and experience.
• To continue developing depth to our
Association by encouraging and
subsidising members to participate in
Development Programs such as
Refereeing and hopefully, Coaching
courses. At this stage we have a
number of highly qualified referees
plus some young Regional Referees.
For Volleyball in our region to really
raise its profile and participation
(particularly through the junior stages)
we really need to see the
establishment of a Sports Academy
and a comprehensive School based
program.
Volleyball was introduced at the
Daylesford Secondary College in 2007
with school teams reaching the State
school finals. This success has also
resulted in 2 players achieving State
junior selection.
Daylesford Association conducts a
junior and senior tournament each year
and also sends representative sides to
outside tournaments.
The local competition is conducted on
Monday nights with a social and open
division, starting a 6.30pm.
Eastern Metropolitan (EMVA)
EMVA in 2009 have had a watershed
year, trying to turn around year on
year losses and dropping team
numbers. More losses to come but
there is an end in sight.
The Men's Premier division was
played on Wednesday nights and the
Women's Premier division on
Thursday nights. The 2 seasons
(SHIELD & CUP) were adjusted in
length so that they could both fit into
the same calendar year. For 2010 and
beyond there will be 2 equal length
seasons per year.
Referees were difficult to come by in
2009 so some of the committee had to
help out on occasions. A great team
effort by all to keep the wheels
turning.
Arthur Sliwinski has taken over from
Tracy Cassy as EMVA President and
Darryl Selleck has taken over from
Simone Brown (after 8 years in this
role) as the EMVA Administrator.

Horsham
GAVA hosted the Tianjin Polytechnic
Volleyball Team. Our local players
pushed them a little and took one set
off the Chinese team.
In 2009, we have taken significant
steps forward in the Horsham
community.
Our venture at CC09 – Bendigo
brought good results. Silver for MD1,
Gold for WD1, Bronze for MD2.
We scheduled our inaugural Geelong
Tournament 20-21 Feb 2010.
The GAVA strategised to hire a full
time development officer. The position
is scheduled to start in February 2010
and will assist us to gain more of a
presence and foothold in Geelong.
The position was advertised towards
the end of the year in the local
newspaper and our website.
Special thanks goes to Jarrod
Johnston for his continued and
unwavering support to our game as
the match director. We require
someone to take over from next year.

With the introduction of our
membership card, it is a way of giving
our recreational players something
more for their fees, and it hopefully has
given those sponsors that supported it,
something for their sponsorship.
Giving the “B” grade players and
women a chance to play Lightning
Spike alongside the “A” grade players,
an extra opportunity to play under a
different format. Hopefully this format
can be introduced in other grades
going forward.
The success of the Celebrity Challenge
cannot go without saying. To get the 14
celebrities to participate was the first
challenge, then to get the support on
the Sunday was great.
Volleyball is at an interesting point in it’s
future development. A fresh new broom
has swept through the state body
Volleyball Victoria, which hopefully
means a better deal for the Regional
Associations. The important thing to
take on board is that for the sport to
continue to prosper on a national level,
it is going to have to start at the grass
roots end of the spectrum. This means
that we need to be supportive of the
change in fee structure, but conversely
the state body needs to be innovative
in their support for the Regional
Associations.
To all who have played a part with the
Association no matter how big or small
over the past 12 months, thanks for
your support.
We look forward to your support in the
future as Volleyball Horsham moves
into another exciting phase of it’s
growth.

Korumburra
LaTrobe Valley
Korumburra Volleyball is just a small
Association in Sth Gippsland, having
about 110 members including Juniors
and Seniors. In its humble beginnings
it started comps in a Sec. School Hall
at Leongatha in 1983 then moved into
a bigger Stadium at Korumburra. Five
years ago Sth Gippsland Shire built a
large Sporting Stadium at Leongatha,
Sporting Bodies in the area were
asked for input in what they would
desire in such a Stadium, we asked
for high roof, lights up high, full size
crts with ample space around and
after lots of consultation and different
Government Grants we have our
Stadium, so now playing our comps
back at Leongatha.
Latrobe Valley Volleyball has been
conducting volleyball competitions in
the towns of Latrobe Valley for over 40
years. Current 2009 competitions are
at the Latrobe City Leisure Centres of
Churchill, Moe/Newborough and
Morwell. We had 35 teams spread
across the three competitions the
team numbers have continued to
decline and there is considerable
player overlap between teams in the
different competitions.
With only being a small Association
we are proud of a number of our
achievements, we have 3 National
Graded Referees, approx 18 players
of either current or just past seasons
playing VVL,also a couple playing
AVL,we do OK in our Gippsland
Regional League, do very well in the
Junior Tournaments that VVI run in the
Gippsland Region. We are very proud
of our Div 1 Womens Team that plays
in the Country Championships
bringing home the Trophies.
We also have a Beach Volleyball Fun
Day each January at Inverloch. This
year was our 17th time having 20
teams playing in in Juniors and
Seniors , well Sponsored by local
business` to make it an enjoyable day.
We have no problems in having
committee meetings as the committee
is made up of at least one member
from each of the teams, premiership
points are deducted for non
attendance and these meeting are
held monthly on our Volleyball night
for a short time before the matches.
Our Junior program is doing quite
well, our Spikezone numbers are
down a little this Season but are
confident they will increase in the last
half of the year.
In February 2008 we began to
develop a closer link with the Monash
University Churchill campus student
union in order to better accommodate
university based teams in their study
semesters, to date this has not born
any additional teams and the current
Churchill stadium re-development will
delay this initiative.
Our junior competition in Morwell
collapsed in the latter part of 2009
due to the relocation of one team to
the Moe open competition and
insufficient younger players being
recruited to replace others who
moved into senior teams.
The association is endeavouring to
increase the number of qualified
referees throughout Gippsland by
hosting courses annually in
conjunction with the Gippsland Sports
Academy volleyball program.

Riddells Creek
Our 2009 mixed volleyball season
commenced in May with 30
competitors. The executive selected
five teams with four experienced
players and two juniors and/or new
players in each. The competition was
close and minimal points separated first
from fifth at the completion of the
round. Pennant rested for a month and
recommenced in October with the
same amount of players and finished
mid December. Once again the teams
finished the season very even which
was a credit to the selectors. Best and
fairest (male and female) trophies were
awarded at the end of each pennant.
A most improved junior trophy was
awarded at the end of the year with the
criteria being that ideally the player was
to have played in both pennants and
demonstrated improvement in all
aspects of the game. The award is
sponsored by a past female player who
played until she was 55 years of age.
Our competition age group ranges from
13 years to approximately 50 years and
being a small country town with a
population of 950, the age difference is
no barrier.
2009-2010 reaped the benefits of a
strong marketing campaign of
previous years by the Riddell’s Creek
Association with a 50% increase in
individual and team participation
numbers. These strong numbers have
been retained for three seasons. An
innovation of dividing the teams at
season’s end into A, B and C grades
for finals was well received and gave
all skill levels something to strive for.
The Summer 2010 season has seen
the introduction of an A grade
competition whilst retaining the social
fibre of our competition.
Riddell’s Creek fielded a
representative men’s side to compete
at tournaments and Country
Championships. The men’s side has
proved very competitive over the past
year. 2010 will see our women’s side
take to the court for the first time and
a second men’s side become a
regular feature.
Our only fundraising for the year was a
chocolate drive with profits offsetting
expenses and helps in paying for our
end of year function. This year players
enjoyed a BBQ and a game of social
tennis, along with the award
presentations.
Mortlake Volleyball is relatively new,
commencing in 1991 and is played at
the college activity centre. We
endeavour to keep our player number
to at least 30 and along with being
competitive, is an enjoyable, very social
activity.

Sunraysia
Warrnambool
Sunraysia Volleyball Inc (SVI) has
enjoyed a very successful year in
2009 across all aspects of our
Association.
2009 represented another successful
year for the Warrnambool Volleyball
Association. Warrnambool had a record
number of teams competing at
tournaments throughout Victoria.
Highlights being four teams competing
at the Country Championships and
victory for the men’s team in the
Bendigo Dragon City Tournament
(Division 2).
Our domestic winter competitions
(April – Sept) comprised:
• Under 13’s and 15’s, boys and girls.
• Open A Grade
• Open A Reserve
• Mixed Social
SVI also ran a very successful

Sunraysia Volleyball Academy
continued to provide a magnificent
development pathway for our junior
athletes to graduate to our elite
Sunraysia Academy of Sport
Volleyball Program. In total SVI
supported over 100 athletes through
under 13, under 15 and the elite
programs.
In 2009 a total of ten (10) athletes
from our elite program were
successful in gaining selection to
Victorian teams at Under 17 and 19
levels. Two of these athletes in Brad
Mason and Cara Meyer were also
inducted into the National Junior
Program at the annual December
training camp.
The summer season of the domestic
competition witnessed an increased
number of teams competing in an
expanded three divisions. At the AGM,
longtime president, Greg Best resigned
and the association expresses its
gratitude for his many years of service
as president.
Continuing on from the success of the
35th Annual Seaside Tournament in
March 2009, featuring 63 teams over
eight divisions, committee members are
actively planning for the 36th Sleep City
Seaside Tournament.

West Gippsland
The West Gippsland Volleyball
Association plays each Thursday
evening at Bellbird Park, Drouin near
Warragul.
2009 has been a growth year for us
and brought about a number of new
teams, and with that, new challenges
for the committee to work through.
The decision was made to commence
a division 3 competition on a separate
court which has a solid concrete
playing surface. New nets, poles and
stands were purchased and special
skills coaching was provided for the
first 4 weeks by volunteer
experienced players. Within a few
months the playing standard has
certainly improved across the board
with all teams seemingly enjoying
getting into the sport for the first time.
The start of the new competition saw
us needing to set a policy around
children / teenagers playing in a
mostly adult competition. General
guidelines have been accepted that
children should be minimum 13 years
old, playing with an older relative or
trusted family friend and be aware of
the risks that on-court collision or
having a ball spiked towards you can
bring. Specifically we decided to
discourage parents from dropping off
their children and collecting them
later – our decision being based on
the fact we are not geared to acting
as a youth group / youth recreation
facility.
The biggest challenge we could not
find an answer for was the desire for
more coaching by better qualified
people than we could provide from
our own resources.

2009 Crazy John’s Victorian
Volleyball League
There was an increase of five teams for
the 2009 Crazy John’s Victorian Volleyball
League (VVL) season, taking our premier
competition to 53 club teams across
Honours, Division 1 and Division 2. The
State’s best volleyball was brought to the
State Volleyball Centre across 14 rounds
and three weeks of fiercely-contested
finals.
The Grand Final day was held on
Saturday 12th September and once again
had a fantastic atmosphere. The two
Honours Grand Finals were contested by
the top two teams throughout the home
and away season.

2009-10 Australian Junior Beach
Volleyball Championships – 18th to
20th January, 2009
Over 120 athlete’s trialled across two
weekends in September, 2009, for
positions in the Under 17, Under 19 and
Under 23 Victorian teams.
After the successful performances at
the 2008-09 Australian Junior Beach
Volleyball Championships (AJBVC) at
home on South Melbourne Beach, our
squads of 16 Under 17 pairs, 7 Under
19 pairs, and 11 Under 23 pairs,
travelled across to Glenelg Beach,
South Australia, for three days
competition in January, 2010.
Three months of training, in all
conditions on both South Melbourne
and Mordialloc Beach and in the indoor
comforts of the State Volleyball Centre,
saw our squads well prepared to collect
some medals. Whilst the end result was
not Victoria retaining the Andy Burdin
Shield for the Champion State, our
athlete’s did achieve some outstanding
results:

Championships 7th to 10th April, 2009
Over 110 athletes participated in the
selection trials in December, 2008, with 30
boys and 30 girls selected to represent
Victoria at the 2009 Australian Under 15
Championships in April.
The 2009 Australian Under 15
Championships, hosted again by the
Albury-Wodonga Volleyball Association at
the Albury Sports Centre, were again a
challenging, memorable and, importantly,
successful tournament for our youngest
Victorian representative team.
Our Victorian Blue Girls maintained their
unbeaten run in the tournament, winning a
classic five-setter against a determined
Queensland Central to claim the gold
medal:

Our Victorian Blue and White Boys teams
played a memorable five-set match for the
spot in the Gold Medal Match. The White
Team lead the Blue team 2-0 sets,
however the Blue Team fought back to win
the match in five tense sets. In the match
for gold the Blue Boys repeated their
Semi-Final come-back effort by winning
the third and fourth sets, only to go down
in a close fifth set to Heathfield 1, taking
away a silver medal:

equal-fifth and ninth respectively and the
Boys Yellow finished equal-sixth.
The 2009 Australian Under 15
Championships boasted a record number
of entries and ensured the tournament
was very competitive.
With a collection of a gold, silver and
bronze medal, Victoria again claimed the
Australian Under 15 Championship
Champion State Trophy for the second
year in a row, however Queensland was
very close behind.

Introduction
Bendigo Volleyball Association hosted the
2009 Victorian Country Championships,
CC’09 over the Queens Birthday Long
weekend, June 6, 7 & 8. This was the 40th
year of the event with the first Country
Volleyball Championship also being held in
Bendigo, coincidentally, in October 1970; a
reunion of players and coaches from 40
years ago was held during the event
culminating with a celebration during
Monday finals day.
Bendigo Volleyball Association gave a
priority to marketing and presenting the
Championships in an effort to increase the
levels of participation both of players and
supporters and raise the profile of the event
within the volleyball community, and of the
sport in Bendigo and beyond.
A number of strategies were put in place,
which included producing a series of
posters and banners for use in Regional
associations and the Bendigo area,
establishing static displays at the
Warrnambool Seaside Tournament in
March and during State League and
negotiating a promotional partnership with
the City of Greater Bendigo and WIN TV
network for the local region.
The aim was to maintain and improve the
standard for the future, building on the
achievements of the past years and
develop the Championships into a sporting
event with something for participants,
spectators and the region that would be
capable of attracting on-going corporate
support.
The Bendigo Volleyball Association is
congratulated on their excellent marketing
and organization of the Championships and
for securing a substantial level of corporate
sponsorship, securing the financial success
of the event and re-establishing regional
television promotion for the sport. Other
features included several newsletters issued
prior to the event, pre-printed score sheets,
sponsor show-bags including the event
program in colour and large screen video
results display. The involvement of past
players and administrators from the first
Country Championships and a 40th
birthday cake added to the formal
presentation ceremony.
All participating associations have
supported the format with enthusiasm, with
players acknowledging the standard of
competition and the enjoyment they receive
has increased, ensuring their continued
wish to participate into the future.

The Volleyball Victoria Country
Championship Commission appointed
Howard Williams as the Technical Delegate
for the event and the Volleyball Victoria
Referee Commission appointed Willie
Cornelis as the Referee Delegate. This year
the VVI Operations Manager, Tania De
Marchi, and Competitions Manager, Lauren
Howes, have participated in Commission
meetings and both attended the
Championships to observe the event and
network with association representatives.
The continued development of the dynamic
Country Championships web site,
www.volleyballvictoria.com.au/
GIP2/home.html, saw a refinement of the
functionality during 2008/09 to remove
some minor data handling issues from the
past and the introduction of additional
pages for FAQ & Case Studies and an
Image Gallery. Thanks to VVCCC member
Rob Straube for this work. The site allows
associations to enter and register their
teams, players and officials; the regulations,
competition draws, accommodation and
sponsor information were all displayed on
the site prior to the event. The results were
updated twice daily. The site recorded over
500 hits over the 10 day period covering
the lead-up to the weekend and the next 3
days. This facility, not only simplifies the
entry and registration process, but
significantly reduced the lead-times
normally associated with the provision of
information by participating teams.

The entry process required associations to
register on the VVCCC website, have their
VVI affiliation checked then be provided full
access to complete the entry. This process
could work well but does depend on
associations completing their VVI affiliation
early in the year. This year conditional
access was provided immediately to allow
the entry process to proceed and VVI asked
to confirm associations’ affiliation by the
close of entries. VVI should review the
association affiliation process.
At close of entries, 4th May 29 teams in four
divisions were confirmed as follows:
Men's One - 6 teams
Men's Two - 10 teams
Women's One - 6 teams
Women's Two - 7 teams
This was an increase of three teams from
2008 which is encouraging. Ballarat men
and women had stepped up to Division 1
and Warrnambool now had teams in all
divisions.
Finance
Securing local government and corporate
cash sponsorship from Dennis Family
Homes as a major sponsor, Bendigo
Distribution Services, the City of Greater
Bendigo and with WIN Television and radio
3BO FM as supporting and media sponsors
ensured the financial success of the event.
Representatives of the sponsors
participated in the awards ceremony, events
on this scale wouldn’t be possible without
the assistance of sponsors and we thank
them for their support. Entry fees were kept
at the same level as for 2007 & 2008, based
on similar entry rates.
Conclusion
The Bendigo Volleyball Association is
congratulated on the excellent organization
of this year’s event. They maintained the
high standards of recent years and raised
the media profile and presentation; allowing
a high standard of competition, a
competitive yet friendly atmosphere and an
enjoyable experience for participants. Good
planning and an excellent team achieved
this outcome supported by the high degree
of compliance of participant associations
and teams.
Thank you to Murray Mansfield and the
members of the Organizing Committee for
all of their work in preparing for the
Championship and their friendly
co-operation throughout. Thank you also to
the members of the Jury for an excellent job
and to the Referee Delegate, Willie Cornelis,
for his work in supporting and organizing
the referee panel. Finally, thanks are
extended to the Board and staff of Volleyball
Victoria for their financial and moral support
and to the members of the VVCCC for their
work and support prior to and during the
running of the event.

The first Schools Cup event of the year was the 2009 Victorian Beach Volleyball
Schools Cup, held at Mordialloc Beach for juniors (years 7 & 8), intermediates (9 &
10) and seniors (11 & 12). Over 170 teams of pairs and fours competed across the
three days.

6th to 11th July, 2009
Over 230 athletes participated in the
2009 Victorian State Team selection
trials over the two weekends in
February in Bendigo and Melbourne,
with 10 athletes being selected in each
of the 14 final teams.
In 2009, it was Queensland’s turn to
host the Australian Junior Volleyball
Championships (AJVC) with teams
competing across two venues in
Brisbane’s southern suburbs. And the
competition across the six divisions was
as fierce as ever!
Victoria had an amazing five teams in
the six gold medal matches and one in
a bronze play-off with the results as
follows:

with Victoria finishing just two points
(one gold medal) short of claiming the
President’s Cup, narrowly beaten by
hosts Queensland.

only fuelled the team’s determination to
take home more medals – and the
President’s Cup – in 2010, when the
AJVC heads to Perth. The success of

The 2009/2010 Beach Volleyball Season was the 3rd year of a 3 year
agreement in which Vic Beach managed the series of events for VVI. The
original agreement also included the company Epic Beach as an event
provider however Epic Beach chose to pull out of this and leave Vic Beach as
the sole provider of official events within Victoria.
Calendar
The Official Calendar saw 6 Ranking events this season from Jan-Mar,
complemented by a Pairs Season Opener in October, a fancy dress 4-a-side
fundraiser for Cystic Fibrosis and high profile regional events called the Virgin
Blue Regional Series.
The 2009-10 calendar provided more events for the top grade of our sport than
in previous years but less for the lower grades. This decision was based on our
desire to increase the showcase of the sport by taking it to rural communities.
This hopefully will lead to increased Council and sponsor activation in years to
come.
Events
Ranking
The ranking events took a step back in set-up requirements this year. It was felt
that to make them more viable, a simple yet professional set up was necessary.
This decision proved to be a good one and we have since created a Standard
Operation Plan to serve as a template for all ranking events in the future.
Regional series
The regional series was put together for the first time to promote Beach
Volleyball in Regional Towns, Bendigo, Frankston, Geelong and Echuca
Moama. These events are high profile platforms with elite players, premium
positions and set up and created massive exposure. We also promoted social
4’s and corporate teams with mixed results. We believe these events increased
the profile of the sport more than ever before in the state of Victoria.
Victorian Open
This seasons Victorian Open saw 140 teams entered including 48 AAA Men’s
teams and 36 AAA Women’s teams from around the country and 6 international
teams. This proved a massive challenge and many administrative and
operational lessons will be taken from the experience. The Finals day was held
in conjunction with the St Kilda Festival and is the one day that we use to ‘sell’
the sport to sponsors and supporters. From all accounts, this day was a
massive success with an estimated 40,000 beach volleyball spectators from
the 400,000 festival goers. Foxtel took about 5 hours of footage for a
documentary and Channel 9 took 3 hours of footage for the Totally
Wild program featuring Victorian’s Tamsin Barnett/Hinchley and
Cedric Legrand.

We had a very productive year in
2009 from a coaching course
perspective. We ran three Level 1
coaching courses in Metro
Melbourne, two at the State Volleyball
Centre and one course at Melbourne
Sports and Aquatic Centre. We had
over 40 participants attending the
Melbourne courses. Bendigo
Volleyball Association requested a
course in May 2009 and was well
represented with 9 participants. We
were also able to run a course at
Deakin University for 2nd year PE
teachers. Volleyball Victoria was also
involved with Teachers in a number of
ACHPER conferences in 2009 with
both myself and Michael Brookens
presenting a Level 0 course for over
60 participants.
During June of 2009 we were lucky
enough to have Mark Lebedew: one
of Australia’s most experienced and
decorated Volleyball coach with over
7 years coaching experience with
European Club Teams and 180
games with the Australian National
Team. Mark Presented a coaching
seminar on ‘Why we Practice’ it was
very well received and we hope to
present similar seminar during 2010.

State Volleyball
Centre Report

It was a key focus in 2009 to increase the
usage of the State Volleyball Centre (SVC)
and enhance awareness and
marketability of the facility. In terms of
increasing court usage there were three
main areas targeted:
1. Social and Elite Competition growth.
2. Increasing the amount of casual
volleyball users where schools are a
major supporter.
3. Providing for other sports and activities
outside traditional peak volleyball
times.
Volleyball at SVC is considered one sport
but represented as two disciplines, Hard
Court and Beach Volleyball. Volleyball
within the centre saw moderate growth
overall of approximately 10% from 2008
considering that the centre was in its
second full year of operation. While the
Victorian Volleyball League remained
constant in terms of teams, social
competitions grew considerably. Social
hard court volleyball expanded to 3 nights
a week with the introduction of a men’s
(open) competition on Tuesday evenings,
creating three nights of competition,
being Monday, Tuesday and Wednesday.
While Wednesday’s continued to run with
one division, Monday evening’s expanded
to two divisions. The indoor hard court
social competitions averaged
approximately 24 teams over the 2009
period. In contrast SVC’s social beach
competitions maintained strong numbers
over 4 nights of competition and grew by
almost 20% from 115 teams to 135.
Considering that Beach social
competitions run from 6.30pm to
10.30pm each evening, this equated to
93.7% capacity. Beach volleyball
competitions at SVC have become
prominent amongst all levels of player
across Melbourne.
School usage at SVC increased
considerably during 2009. Almost all
schools who had booked courts
previously were back and many new
groups/school competitions were
enquiring about and booking space.
Considering there was very little
advertising directed at schools, word of
mouth seemed to be the centre’s
strongest advocate. Regular positive
feedback in regards to the facility and its
equipment has been a constant since the
centre opened for volleyball.
Some of the larger non-volleyball
activities that took place in 2009 included
the Australian Junior Futsal
Championships, Rowville Secondary
College’s elite basketball program, a multi
sport day run by Presbyterian Youth of
Victoria and regular bookings from
Dandenong Basketball Association.
In 2009, the State Volleyball Centre finally
received directional signage on both Stud
road and the Monash freeway. In regards
to stadium signage a considerable
amount of time was spent on working
with our major sponsor, Crazy Johns, to
develop billboards for the exterior of the
building but this objective was not
reached and remains on the agenda with
VV/DBA management. VV will continue to
work closely with DBA towards the
development of exterior signage in 2010
and it will remain as one of our key
initiatives going forward. Internally a
comprehensive plan and stadium map
was developed for wall and court signage
to support future sponsorship
opportunities. Molten and Crazy Johns
were the first two organisations to utilize
this plan and were well represented
around most parts of the stadium.
Towards the end of 2009, it was deemed
that the management of the VV
component of the facility and booking
procedures needed to undergo a
thorough review. The review started in the
latter stages of 2009 and will cover all
aspects of SVC management. A draft
SVC management and procedures
manual is set to be completed by mid
2010 with a working version finalised by
the end of 2010.

Junior Development
A wide range of programs were delivered
to a variety of schools, organisations and
associations. VV development continues
to focus on increasing levels of
participation and providing avenues into
structured programs. Within primary
schools VV supported the Active
After-School Communities program in its
4th year of funding and became involved
in the Victorian Primary Schools Cup for
the first time, hosting the event at SVC.
Clinics at a Secondary School level
focused on supplementing existing
programs and creating new programs
with the emphasis of supporting future VV
events. A range of coach training courses
were run at a number of schools on
request and we continued to run PD
seminars for the ACHPER conference,
APS Sport and the TIMMS regional
conference. In 2009 VV developed a
relationship with Melbourne University
and ran both Level 0 and Level 1
coaching courses respectively to their
Primary and Secondary Teaching
courses. The courses will become an
annual part of the teaching syllabus.
Spikezone (modified volleyball) continues
to be the key program focusing on
Primary School volleyball across Victoria
and Australia and has again been well
supported by associations and schools.
Currently the program is in a review stage
with VA.
PICSAR Program
In 2009 VV successfully applied to extend
its’ PICSAR (Participation in Community
sport and Active Recreation) program for
a further 2 years, from July 2010 through
to July 2011. The program is overseen by
VicHealth and funding is provided to
support a range of organizations develop
partnerships and undertake activities to
increase physical activity amongst
disadvantaged groups and communities
statewide.

arrival communities’. While the first two
years saw VV target the local African
communities with varied success, the
programs’ focus shifted in early 2009 to
include all new arrival groups and
refugees across the greater Melbourne
region. Some of our major partners
included the City Of Greater Dandenong,
the Centre for Multicultural Youth,
Spheres of Influence, New Hope from the
Werribee region, the local Migrant
Resource Centre, Leisure Link Up and
both Language Schools and mainstream
schools with high numbers of students
from new arrival communities. During the
2009 period of funding a number of
programs were successfully ran which
included:
An eight week program at the Westall
English Language School.
A three day holiday camp in April at
Noble Park English Language School
A Single day tournament at the State
Volleyball Centre in partnership with the
New Hope organization for Burmese
women from several regions of
Melbourne.
Joint come and try sessions with
Dandenong Basketball Association for
Sudanese youth.
Support for several community sport and
cultural events.
The program hopes to replicate and build
on its successes in 2009 when looking
towards 2010 and the future. With
additional funding there will be more
scope to work closer with these
communities and support them into
mainstream volleyball programs.
VV applied for and received $30,000 for
each of the two years, increasing from
$15,000 per annum for the 2007 to 2009
period. The programs focus is to
‘increase participation in community sport
and active recreation, particularly for

The VVRC exists to:
• Co-ordinate referee activity within
Victoria;
• Conduct National Officiating
Accreditation Scheme (NOAS)
Level 1 & 2 courses;
• Provide opportunities to enable
referees to maximise their
refereeing potential.
2009 saw some of the most significant
changes to rules in recent times.
There was significant impact on those
rules relating to the net and
substitutions, with some major
changes for the 2nd referee as a
result. Interpretations and the actual
rules were very slow on coming out
from the International body which
delayed the promulgation of these
rules nationally.
Support to Events
The main events supported by
referees include the following:
Australian Volleyball League
The 2009 AVL season consisted of a
series of tournaments for both the
Men and Women. In both cases the
finals were conducted in Melbourne.
Women - The Women’s season was
conducted as a series of
tournaments in 4 states in May and
June with the finals in July. The
Melbourne leg was conducted on
June 27 & 28 and the finals were
conducted on July 25 & 26. Both
rounds relied on Victoria for officials,
which the VVRC was able to
accommodate, with a Referee
Delegate coming from interstate.
Men - The Men’s AVL season was
conducted as a series of
tournaments in 3 states in October
and November with the finals in

Referee Delegate was provided
from interstate and interested
National AAA referees from
interstate were also invited to
attend. This meant the AVL finals
utilised Victorian Referees in
conjunction with interstate referees
who paid their own way to have the
opportunity to referee at the highest
possible standard. There were three
games on the Saturday (all
qualifying matches for the Sunday)
and the Gold and Bronze medal
matches on the Sunday.
Both competitions were well
organised, with plenty of notice. I
would like to thank all the referees
that made themselves available for
these events.
• Victorian Volleyball League
We continued to have a small
number of new referees this season,
although as in the past, most of
these are players. It is pleasing to
see a number of young referees
keenly involved, particularly in
Junior VVL. However, the biggest
issue confronting refereeing is the
aging demographic.
• Country Championships
Willie Cornelis was the Referee
Delegate for the Country
Championships in 2009. The
Country Championships continues
to be run in a very professional
manner and provides a good
opportunity for referees to be
assessed and upgraded.
• National Juniors
National Juniors was held in
Brisbane in 2009. Victoria was able
to provide 5 of the 7 referees
required.

• Victorian Schools Cup
VVRC once again provided a
Referee Delegate (Peter Connon
from Tasmania) and referee
assessors for the Victorian Schools
Cup competition. This enables
young referees to gain their required
number of games for National
Schools Cup.
• Chinese University tour – August
2009
A Chinese University team toured
Victoria in August and played a
number of games against the
Honors teams from VVL. The VVRC
provided referees to support these
matches.
• Cossacks tournament in October
Three referees were provided for a
Cossacks tournament in early
October.
• Trans Tasman
The Australian Youth Women’s
squad competed against New
Zealand in a series of matches in
October for the Jenny Kirk Cup.
The VVRC provided referees for
these matches at no cost.
Courses
The VVRC ran a number of courses in
2009. Courses were run in all rural
and metropolitan regions. Courses are
aligned with the Victorian and
Australian Schools Cup events.
Assessing referees at matches
continues to be a resourcing issue
because of the small number of
people able to complete such
assessments however Brian Neal has
been able to spend considerable time
in providing this service. Brian will
continue to coordinate courses in
Victoria.
Referee Awards
The VVRC Referee of the Year was
awarded to Rob Szydlowski. The
VVRC Award for Contribution to
Refereeing was awarded to Caitlin
Dobson.
Overseas Appointments
Liz Pollock attended the 1st round of
the World Qualification tournaments in
New Zealand in April. Rob
Szydlowski attended the World
University Games in Bulgaria.
Catriona Tweedie had a number of
overseas beach tournament
appointments and Kevin Lentin has
one appointment.
Referee Upgrades at National level.
This year David Rosamilia was
upgraded to National AA.
NOAS Scholarship
Robert Szydlowski successfully
completed his NOAS scholarship in
2009. Rob attended an International
Referees course in Thailand in May
2009 followed by a number of
National events as part of this
scholarship.
The VVRC would like to thank VVI for
their wonderful support to the
referees through all levels of
competition.

The year of 2009 at Volleyball Victoria
Incorporated (VVI) was one of the
most challenging years the Board has
ever experienced. As many of
members will know VVI finances have
been quite stable for a number of
years and given that the accounts
were independently audited each
year without issue all appeared to be
traveling ok as we moved into the
2009 year. Although on the surface
the financials appeared to be stable it
wasn’t until the change of senior
management in October that brought
out several critical areas that needed
to be urgently addressed by the
board.
To ensure that the governance and
member accountability was in place
the Board moved quickly with
corrective actions including the
following:
• Request for an interim audit
immediately after the outgoing
executive director had completed
his tenure.
• Focus on the recovery of a large
amount of old debtors to improve a
critical cash flow.
• The appointment of a finance sub
committee who were required to
immediately develop or refine and
implement financial policies.
• The rebuilding of key stakeholder
relationships.
• The change of management to
focus towards a commercial return
for the association.
The interim audit and review of the
accounts and bank accounts
identified a number of anomalies that
were in contradiction to the
constitution and against standard
accounting practices. Actions were
immediately taken to resolve all of the
following items:
• The correct operation of VVI Bank
Accounts.
• The management of VVI assets.
• The lack of cash collection against
debtors.
• Not keeping the proper records for
Creditors.
• The lack of provision of regular pay
slips to employees.
• The failure to resolve outstanding
financial issues with stakeholders.
The end result of these issues
combined with the final audit
recommendations and adjustments
will see the association record a
significant deficit this year. However
with a strong focus on cash flow and
profitability, the management with
board approval has implemented a
conservative budget for 2010 which
will provide sufficient surplus to begin
the rebuilding of the organisation.
The new commercial focus of the
association has already shown
significant results with an increase in
sponsors from 2 to 8 and sponsorship
revenue to an additional $50,000 per
year, with much more in the pipeline
Based on the identified outcomes of
the accounting review conducted
from September 2009 until April 2010
which highlighted that our auditors
should have raised several concerns
much earlier than 2009 and that our
Banking service provider should have
been more diligent to enforce
signatory authorities the Board is
recommending at the AGM a change
of both Association Auditor and Bank
supplier to be identified by the
management and approved by the
board in the appropriate future.
As we move into the New Year, we
look forward to a financially strong
and stable Association which will
result in improved sport development
opportunities with increased
operational profits used to assist the
youth of our sport. At this time I would
express special thanks to the
Australian Volleyball Federation,
Victoria Volleyball Development Trust
and the Dandenong Basketball
Association for their continued
support with the new management
focus.

We have audited the accompanying
financial report of Volleyball Victoria
Incorporated, which comprises the
statement of financial position as at
31 December 2009, and the
statement of comprehensive income,
statement of changes in equity and
statement of cash flows for the year
then ended, a summary of significant
accounting policies and other
explanatory notes and the statement
by members of the board.
Board’s Responsibility for the
Financial Report
The board of the association is
responsible for the preparation and
fair presentation of the financial report
in accordance with Australian
Accounting Standards (including the
Australian Accounting Interpretations)
and are consistent with the financial
reporting requirements of the
Associations Incorporation Act
Victoria 1981 and are appropriate to
meet the needs of the members. The
board’s responsibilities also include
establishing and maintaining internal
control relevant to the preparation and
fair presentation of the financial report
that is free from material
misstatement, whether due to fraud or
error; selecting and applying
appropriate accounting policies; and
making accounting estimates that are
reasonable in the circumstances.
Auditor’s Responsibility
Our responsibility is to express an
opinion on the financial report based
on our audit. We conducted our audit
in accordance with Australian
Auditing Standards. These Auditing
Standards require that we comply
with relevant ethical requirements
relating to audit engagements and
plan and perform the audit to obtain
reasonable assurance whether the
financial report is free from material
misstatement.
An audit involves performing
procedures to obtain audit evidence
about the amounts and disclosures in
the financial report. The procedures
selected depend on the auditor’s
judgment, including the assessment
of the risks of material misstatement
of the financial report, whether due to
fraud or error. In making those risk
assessments, the auditor considers
internal control relevant to the entity’s
preparation and fair presentation of
the financial report in order to design
audit procedures that are appropriate
in the circumstances, but not for the

As is common for organisations of this
type, it is not practical for Volleyball
Victoria Incorporated to maintain an
effective system of internal control
over the income until the initial entry in
the accounting records. Accordingly,
our audit in relation to income was
limited to amounts recorded.
Qualified Audit Opinion
In our opinion, except for the effect of
such adjustments, if any, as might
have been determined necessary had
the limitation discussed in the
qualification paragraph not existed,
the financial report of Volleyball
Victoria Incorporated is in accordance
with Australian Accounting Standards
(including the Australian Accounting
Interpretations), the Associations
Incorporation Act Victoria 1981 and
presents a true and fair view of the
association's financial position as at
31 December 2009 and its financial

Uncertainty Regarding
Continuation as a Going Concern
Without further qualifying our opinion,
we draw attention to Note 1(a) in the
financial report which indicates that

ACCOUNTING
POLICIES
The financial report is a general purpose financial report that has been prepared in accordance
with Australian Accounting Standards, Australian Accounting Interpretations, other authoritative
pronouncements of the Australian Accounting Standards Board and the requirements of the
Association Incorporation Act 1981 of Victoria.
The financial report covers Volleyball Victoria Incorporated as an individual entity. Volleyball
Victoria Incorporated is an association incorporated in Victoria under the Association Incorporations
Act 1981.
The financial report of Volleyball Victoria Incorporated as an individual entity complies with all
Australian equivalents to International Financial Reporting Standards (AIFRS) in their entirety.
The following is a summary of the material accounting policies adopted by the Association in the
preparation of the financial report. The accounting policies have been consistently applied, unless
otherwise stated.
Reporting Basis and Conventions
The financial report has been prepared on an accruals basis and is based on historical costs
modified by the revaluation of selected non-current assets, and financial assets and financial
liabilities for which the fair value basis of accounting has been applied.
Accounting Policies
(a)
Going concern
As at 31 December 2009 the Association recorded a net loss of $74,114 and a net cash inflow from
operating activities of $50,361 for the year. The Association has a net asset position of at 31
December 2009. A conservative approach to the recovery of debts has seen a provision for
doubtful debts of $23,720.
These factors although quite different from previous years reflect a much more conservative
position of the association than would have been projected in past years. The Directors considered
the above factors and believe it is appropriate to prepare the financial statements on a going
concern basis.
Operational Strategies
The budget for the 2010 financial year projects a return to profitability.
The organisation has employed a Commercial Officer whose role it is to focus on revenue
generating activities and stakeholder relationships. This role with the renewed governance put in
place by the Board of directors strengthens the ability for the organisation to meet it's financial
goals and 2010 budget.
Financial
The organisation has met its debts as and when they fall due or in accordance with agreed
payment plans and is in compliance with all regulatory requirements.
The organisation continues to enjoy the support of the Victorian Volleyball Trust, Dandenong
Basketball Association and the Australian Volleyball Federation.
As a consequence, the directors believe that a "going concern" basis is appropriate for these
financial statements.
In the event the organisation is not successful in the implementation of these strategies or does not
produce a surplus in 2010 there could be some uncertainty as to whether the organisation could
continue as a going concern.

Inventories are measured at the lower of cost and net realisable value.

Property, Plant and Equipment
Each class of property, plant and equipment is carried at cost or fair value less,
where applicable, any accumulated depreciation and impairment losses.

impairment losses.
The carrying amount of property, plant and equipment is reviewed annually by the
Association to ensure it is not in excess of the recoverable amount of those assets.
The recoverable amount is assessed on the basis of expected net cash flows,
which will be received from the asset’s employment and subsequent disposal.
Depreciation
The depreciable amount of all fixed assets including building, is depreciated on a
straight-line basis over their useful lives commencing from the time the asset is held
ready for use. Leasehold improvements are depreciated over the shorter of either
the unexpired period of the lease or the estimated useful lives of the improvements.

remain with the lessor, are charged as expenses in the periods in which they are
incurred.

Financial Instruments
Recognition
Financial instruments are initially measured at cost on trade date, which includes
transaction costs, when the related contractual rights or obligations exist.
Subsequent to initial recognition these instruments are measured as set out below.

Loans and receivables
Loans and receivables are non-derivative financial assets with fixed or determinable payments that
are not quoted in an active market and are stated at amortised cost using the effective interest rate
method.
Financial liabilities
Non-derivative financial liabilities are recognised at amortised cost, comprising original debt less
principal payments and amortisation.
Fair value
Fair value is determined based on current bid prices for all quoted investments. Valuation
techniques are applied to determine the fair value for all unlisted securities, including recent arm’s
length transactions, reference to similar instruments and option pricing models
Impairment
At each reporting date, the group assesses whether there is objective evidence that a financial
instrument has been impaired. Impairment losses are recognised in the income statement.
(g)
Impairment of Assets
At each reporting date, the Association reviews the carrying values of its tangible and intangible
assets to determine whether there is any indication that those assets have been impaired. If such an
indication exists, the recoverable amount of the asset, being the higher of the asset’s fair value less
costs to sell and value in use, is compared to the asset’s carrying value. Any excess of the asset’s
carrying value over its recoverable amount is expensed to the income statement.
(h)
Employee Benefits
Provision is made for the Association’s liability for employee benefits arising from services rendered
by employees to balance date. Employee benefits that are expected to be settled within one year
have been measured at the amounts expected to be paid when the liability is settled, plus related
on-costs. Employee benefits payable later than one year have been measured at the present value
of the estimated future cash outflows to be made for those benefits.
(i)
Provisions
Provisions are recognised when the Association has a legal or constructive obligation, as a result of
past events, for which it is probable that an outflow of economic benefits will result and that outflow
can be reliably measured.
(j)
Cash and Cash Equivalents
Cash and cash equivalents include cash on hand, deposits held at call with banks, other short-term
highly liquid investments with original maturities of three months or less, and bank overdrafts. Bank
overdrafts are shown within short-term borrowings in current liabilities on the balance sheet.
(k)
Revenue
Sponsorship revenue is recognised when received.
Interest revenue is recognised on a proportional basis taking into account the interest rates
applicable to the financial assets.
Revenue from the rendering of a service is recognised upon the delivery of the service to the
customers.
All revenue is stated net of the amount of goods and services tax (GST).

Revenues, expenses and assets are recognised net of the amount of GST, except
where the amount of GST incurred is not recoverable from the Australian Taxation
Office. In these circumstances, the GST is recognised as part of the cost of
acquisition of the asset or as part of an item of the expense. Receivables and
payables in the balance sheet are shown inclusive of GST.
Cash flows are presented in the cash flow statement on a gross basis, except for
the GST component of investing and financing activities, which are disclosed as
operating cash flows.

Comparative Figures
When required by Accounting Standards, comparative figures have been adjusted
to conform to changes in presentation for the current financial year.
Critical accounting estimates and judgments
The members of the committee evaluate estimates and judgments incorporated
into the financial report based on historical knowledge and best available current
information. Estimates assume a reasonable expectation of future events and are
based on current trends and economic data, obtained both externally and within
the association.
Key estimates — Impairment
The Association assesses impairment at each reporting date by evaluating
conditions specific to the association that may lead to impairment of assets. Where
an impairment trigger exists, the recoverable amount of the asset is determined.
Value-in-use calculations performed in assessing recoverable amounts incorporate
a number of key estimates.
Key judgments — Doubtful debts provision
The Association does not believe that the financial statements include any key
judgements that require separate disclosure.

NOTE 16: CONTINGENT LIABILITIES
There were no specific contingent liabilities or requirements as at 31 December
2009.
NOTE 17: EVENTS SUBEQUENT TO BALANCE DATE
(a)
There were no matters that have arisen since the end of the year, which
significantly affect or may affect the operations of the Association, the results
of those operations, or the state of affairs in subsequent years.
(b)
The financial report was authorised for issue on 17th May 2010 by the
Members of the Board.
NOTE 18: FINANCIAL INSTRUMENTS
The association’s financial instruments consist mainly of deposits and loans with
banks, accounts receivable and payable. The association does not have any
derivative instruments at 31 December 2009.
The main risks the group is exposed to through its financial instruments are credit
risk and liquidity risk.
(a)
Interest Rate Risk
The Association has minimal exposure to interest rate risk, which is the risk that a
financial instrument’s value will fluctuate as a result of changes in market interest
rates and the effective weighted average interest rates of those classes of financial
assets and financial liabilities. This risk was not considered material at balance
date and therefore no sensitivity analysis was performed.
(b)
Credit Risk
The maximum exposure to credit risk, excluding the value of any collateral or other
security, at balance date to recognize financial assets is the carrying amount, net of
any provisions for doubtful debts, as disclosed in the balance sheet and notes to
the financial statements. The Association does not have any material credit risk
exposure to any single debtor or group of debtors under financial instruments
entered into by the Association.

NOTE 19: CAPITAL MANAGEMENT
The committee members control the capital of the association in order to maintain a good
debt-to-equity ratio and to ensure that the association can fund its operations and continue as a
going concern.
The association’s debt and capital includes financial liabilities, supported by financial assets. There
are no externally imposed capital requirements.
The committee members effectively manage the association’s capital by assessing the association’s
financial risks and adjusting its capital structure in response to changes in these risks and in the
market. These responses include the management of debt levels.
There have been no changes in the strategy adopted by management to control the capital of the
association since the prior year. This strategy is to ensure that there is sufficient cash to meet trade
and sundry payables and borrowings.
