Message from the Supervisor
We, here at South Rock Island Township have some EXCITING NEWS!
Due to the growth of the number of programs now being offered at
the Township, we decided it is time to rearrange the offices to better
serve you. The General Assistance, Emergency Assistance, Senior
Programs and Employment Assistance now will be offered in the FRONT offices.
Leaf bags and all other programs will be handled through the main office in the front.
Assessments and tax exemptions will be handled in the Assessor’s office located in
the REAR of the building. (Handicapped parking is also located in the REAR entrance.)
It is important to note, though we have increased the number of programs, this is the
third year in a row with a ZERO percent increase in our Township tax levy. Some of the new
services and programs we will be offering to our residents include an Illinois Extension Class
on eating healthy for our seniors and a summer cooking class for our youth! For those of
you who would like to get out of the house and make some fun crafts, we are offering craft
classes here at the Township for our residents. Please look inside for additional information
on these and other programs. We will continue all the programs we have started here at the
Township under this leadership, such as the satellite office for LIHEAP for those who need
help with your utility bills, the Get Fit and Stay Healthy day at the grade schools and we will
again have a blood drive here at the Township. Our free give away on Tuesdays of clothing
and household items is very popular. We are always looking for new programs and services
for you, our residents.
We appreciate all those local entities that advertise in our newsletter and help to make
it possible for us to share this information on community programs with you. If you have
community information you need to share in our newsletter, please feel free to contact the
Township office.
I close asking you to look in this newsletter for information on the voting dates and
locations in our community. April 4th the voters in Rock Island will decide on their city,
township and school board elected representatives. I encourage everyone
to vote and vote early to avoid lines.

■ Junior Chef Summer Kids Program
South Rock Island Township is once again partnering with University
of Illinois Extension to host their Junior Chef Summer Kids Program.
Once a week, over the course of 5 weeks, children in grades 3rd-6th
can join in learning about food and kitchen safety, as well as preparing
recipes that they can bring back home with them. Seats are free but
limited to the first 20 children, so sign up soon! Dates are tentatively
set for the week of June 12 through the week of July 18, with the week
of July 4th off.

Are You Getting Your Exemptions Worth?
Under Illinois law, several programs designed to provide property
tax relief are available to homeowners. We have prepared this guide to familiarize
you with these programs and to answer the most frequently asked questions.
Exemptions reduce the Equalized Assessed Valuation on the property prior to the
calculation of real estate taxes due. Exemptions are only available on residential
properties used as a primary residence. They are not available for commercial,
industrial, second homes, rental or vacant properties.

Potential donors must be at least

Exemption is available to owners
who occupy a property as their
principle residence on January 1
of the assessment year. The
amount of the exemption is the
difference between the 1977
equalized assessed value and the
current assessed value. A reduction
of up to 6000 in assessed value
is provided.
 Residential Improvement
Exemption is available to
homeowners who improve their
existing property. The exemption
could delay the amount of
increased assessed value up to
25,000 for a four-year period.
The property must be owneroccupied.
 Senior Homestead Exemption
is for citizens 65 years and older
who own and occupy their
residences. A reduction of 5000 in
assessed value is provided.


year amount. To qualify for the
assessment freeze homestead
exemption, you must be 65 years
of age or older, have a total
household gross income (including

of these exemptions, please check
the appropriate boxes on your
property tax statement. It is the
responsibility of the taxpayer to make
sure these exemptions are applied
for. If you have any questions, please

All Registered Voters Are Invited To
The Annual Town Meeting!
The Annual Town Meeting is a time-honored tradition that embodies the
truest form of direct democracy. Our Annual Town Meeting will be at 6 p.m.
on Tuesday, April 11, 2017, in the Township Hall (1019 27th Ave., Rock Island). All citizens
who are registered to vote in South Rock Island Township are eligible to participate in and
vote on topics presented at this meeting.
Since I became Town Clerk, I made it my goal to increase participation at the Annual
Town Meeting. In the past, the Annual Town Meeting has been a perfunctory affair with few
attendees, though we have worked very hard to make it more constructive and increase
resident participation. I am happy to say that last year was a record turnout; approximately
four times more people participated than on average.
I believe it is important for us to highlight our services and involve residents in the decision
using the Annual Town Meeting. Additionally, this will be the second year that we honor
outstanding individuals and organizations in our community with the Township Resident
Awards program.

REE Spring Leaf Bag Distribution Site
Beginning March 27th, residents may again pick up free leaf bags using
the front entrance, at South Rock Island Township — 1019 27th Ave.
(If needed, there is a disabled entrance located at the back of the building.)
The township hours are 9 a.m.-noon and 1-4 p.m., Monday through Friday.
A daily maximum of 20 bags, with a Rock Island ID, will be provided to
each resident.
Curbside pickup of leaf bags will be April 3-21. Please be aware that
leaf bags will only be picked up on your regular garbage pickup day.
Yard waste stickers are not necessary during this time, because this is
a free program through the City of Rock Island.

Rock Island Fitness and Parks Department,

joining together to continue the TRY-PLAY
program. We are working together in an effort
to encourage students to participate in the
programs and events sponsored within the
community. Our goal is to make sure all of the
youth in our community have the opportunity
to be involved in programs that provide
mentoring, character, team building, and FUN!
TRY-PLAY will have limited sports scholarships
and bus passes available, based on need.

General Township Programs
Employment Assistance
For General and Emergency Assistance: All individuals
and families must come to the township for a checklist
and application to see if they will qualify.

receive job-related supplies to begin their jobs.
Applicants must provide proof of hire, I.D. and the
supplies required by the employer (e.g. uniform,
steel-toe boots, state I.D./driver’s license, etc.).
General Assistance (Monthly)
his program provides a basic needs allowance.

All applicants must meet state mandated
guidelines, and participate in the township’s
community work program or employment job
search program.
Senior Food and Denture Program
— 62 and older!
If you’re a South Rock Island resident, are 62 or
older, and income qualify, you may participate in
our Senior Food or Denture Program. Those meet
all requirements would receive a $25 monthly gift
certificate to either Aldi or Hy-Vee. Seniors with a
maximum income of $1,600 per month ($19,200
yearly) for one person, or a maximum of $2,000
($24,000 yearly) for a two-person household are
eligible to apply. Under the same eligibility
requirements, the Township has a program for
seniors to receive new or replacement dentures.
Individuals must not have dental insurance to apply.
To apply you must submit the following:
 Current driver’s license or state ID card
showing residence in our Township
 Current Social Security statement
 Current bank statement
 Any other income from pensions or
retirements, employment, or rental properties

placards are available at the township. If you wish to
obtain a permanent handicapped placard or license plate,
you must mail your application to Springfield.
Unemployment Bus Tickets (Yearly)
n unemployed resident may receive 20 free bus

tickets in a 12-month period. An I.D. and current
piece of mail dated within the last 30 days for proof
of residency is required to obtain tickets. Junk mail
and medical cards will not be accepted as a valid piece
of mail.
